Cabinet of Ministers Regulations No. 173 in Riga, 8 March 2005 (pr. No 13, 47) amendments to the Cabinet of Ministers of 23 December 2002 rules No 548 "requirements for the equipment with the vehicle speed and the restraining device order" Issued in accordance with article 49 of the law of road transport, the second part 1. make the Cabinet of Ministers of 23 December 2002 rules No 548 "requirements for the equipment with the vehicle speed and the restraining device use procedures" (Latvian journal, 2002, nr. 190), the amendments are as follows: 1. make the paragraph 3, introductory part the following : "3. the restraining of the fitting all speed buses and trucks, laden mass exceeding 3.5 tonnes, other than:"; 1.2. the express 3.5. subparagraph by the following: "3.5. the bus full of mass exceeding 10 tonnes, and a truck full of that booking a mass exceeding 12 tonnes, first registered before 31 December 1987;"; 1.3. to supplement the provisions of the following paragraph 3.11 below: "3.11, the bus laden weight does not exceed 10 tonnes, and the trucks, laden weight of more than 3.5 tonnes and not more than 12 tonnes, if they first registered by 2001 and 30 September."; 1.4. Express 4 by the following: "4. The speed of the vehicle mounted, restraining Regulation (set), check and seal inspection body according to national standard EN EN 45004 ' main criteria for different types of bodies performing inspection" and this rule criteria are accredited by the State Agency "Latvian National Accreditation Bureau" and the accreditation of the Ministry of economy has published a notice in the newspaper "journal", and is presented by the Ministry of transport inspection seals and tablets. "; 1.5. to supplement paragraph 5, after the words "the law" with the words "on the wheels of vehicles and their components on conformity assessment"; 1.6. make paragraph 6 by the following: "6. '; 1.7. the deletion of paragraph 8, the words "maximum speed"; 1.8. make paragraph 9 by the following: "9. The provisions of paragraph 10.1 for buses laden mass exceeding 10 tonnes, and trucks, laden weight of more than 3.5 tonnes and not more than 12 tonnes, if they first registered during the period from 1 October 2001 to 31 December 2004 and if used in international transport applicable to January 1, 2006. 10.2 these terms (3) in respect of buses laden weight of more than 5 tonnes and not more than 10 tonnes, and trucks, laden weight of more than 7.5 tonnes and not more than 12 tonnes, if they first registered during the period from 1 October 2001 to 31 December 2004 and when used for national transport only applies to 1 January 2007. 10.3 these terms (3) in respect of buses laden mass not exceeding 5 tonnes, and trucks, laden weight of more than 3.5 tonnes and not more than 7.5 tons, where they first registered during the period from 1 October 2001 to 31 December 2004 and if used only for national traffic, with January 1, 2008. "; 1.10. to make informative reference to European Union directives as follows: "Informative reference to European Union directives, the regulations include provisions resulting from: 1) in 1992 of the Council of 10 February Directive 92/6/EEC on the installation and use of speed limitation devices for certain categories of motor vehicles in the community; 2) of the European Parliament and of the Council of 5 November 2002 Directive 2002/85/EC amending Council of 10 February 1992 Directive 92/6/EEC on the installation and use of speed limitation devices for certain categories of motor vehicles in the community. " 2. This rule 1.4. Sub-paragraph shall enter into force on 1 July 2005. Permissions for installing speed limiters, adjustment (setting) and inspection issued up to 30 June 2005, is valid until the expiry of the period specified therein.
