Cabinet of Ministers Regulations No. 236 in Riga in 2005 (April 5. 23. § 17) planning region planning regulations Issued in accordance with the spatial planning Act article 7, first paragraph, point 3 i. General questions 1. determines the planning region planning (planning) components, as well as planning, public consultation, review of the legality of the entry into force, modification and monitoring of compliance with the order.
2. Planning for the development of all planning region.
3. developing planning, evaluate the region's existing and prospective development resources, as well as functional links with other regions.
4. the planning region Development Council within seven days after the decision on planning development sends the relevant decisions of the regional development and local government Ministry.

II. Planning components 9. Planning for the following: 9.1 region spatial planning bodies;

10. the planning of spatial structure in the region is an informational message that reflects the planning region in current use as the region's spatial structure (fields, settlements and infrastructure) in the framework of the man and his way of life and land-use value. At that point the national values, determined by the regional and spatial planning regional development trends, as well as development of problēmteritorij.
11. the planning of spatial development perspective is the guidelines which reflect the planned use of the territory (allowed) as the region's spatial structure (fields, settlements and infrastructure) and aprobežojum, a description of use and graphical way includes the region desired spatial structure after 20 years of vision, strategy and action to achieve them.
12. Planning guidelines are recommendations to the district and local government development program and planning.
13. the report of the planning development include: 13.1. of regional development planning Council decision on planning development and decision on planning approval;
13.2. the public consultation: 13.2.1. collect public views received before the initiation of development planning as well as planning during development;
13.2.2. the planning document for public consultation the project materials;
13.3. a report on the companies taken into proposals and rejected proposals;
13.4. the planning development manager's report on the conformity of the planning of the national regional development planning documents and regulations;
13.5 Government and municipal institutions, public agencies and companies (hereinafter referred to as the institutions) of the information provided and opinions;
13.6. Regional development and local government ministries and the national regional development Council;
8.5. the planning of local authorities (councils) councils and District Councils of opinions;
13.8. the planning of the next development councils of the regions opinions;
13. other information used in planning development.
III. Planning preparation 14. Preparing planning: 14.1 evaluate the planning region in international, national and adjacent regions;
14.2. comply with the Council of Europe and the Baltic Sea States Council of spatial planning documents;
14.3. take into account the planning region development program;
14.4. evaluated in the planning region, district and local government planning and development programmes of the regional spatial development perspective;
14.5. cooperate with other planning regions in Latvia and other countries bordering Latvia.
15. the planning region Development Council adopted a decision on planning development.
16. the planning region Development Council approves the planning development manager.
17. to develop planning, the planning region Development Council creates the planning coordination group (hereinafter referred to as the coordination group). The composition of the coordination group is planning in the local regions and districts, the Ministry of Economy, Ministry of finance, Ministry of education and science, Ministry of culture, Ministry of welfare, regional development and local government Ministry, the Ministry of transport, Ministry of environment, Ministry of agriculture and the Ministry of health and (or) their subordinated institutions.
18. in order to develop planning, the planning region development agency creates working groups and call on experts in their work.
19. the institutions and authorities to appoint the responsible participation of the planning coordination group and the working groups.
20. the planning region development agency: 20.1. preparing planning and for public participation (public consultation) work plan (hereinafter plan);
20.2. preparing planning documents development planning task (task planning).
21. the coordination group shall coordinate the work plan and scheduling work assignments. Work plan and scheduling work assignments may be amended after public hearings and information received from the authorities.
22. the planning region Development Council, approve the work plan and scheduling work assignments.
23. the work plan and scheduling work assignments and before the approval of the planning development started planning region development agency: 23.1. listens to public views on the planning of the region's development prospects in accordance with the provisions of paragraph 19.3;
23.2. requests from institutions planning to develop the required information.
24. Requests the authorities in planning the development of the necessary information, the planning region development agency added to the request of the planning region Development Council decision on planning development, the approved work plan and scheduling work assignments.
25. Within four weeks of the planning region development agency's receipt of the Authority's free-hand drawing up the relevant information and send the planning region development agency.

27. the coordination group shall evaluate planning documents and shall take a decision on the submission of the planning region Development Council or building.
28. the planning region Development Council, on the basis of the coordination group of the planning document project evaluations may decide to: 28.1. planning document the transfer of the project to public consultation and opinion;
28.2. the planning of the project document.
29. the planning region Development Council send planning documents, as well as the local authorities in the region thought (councils) and the opinion of the District Councils.
30. The findings of the planning document projects must receive from all ministries and the Prime Minister with special responsibility for the Secretariat, as well as from other institutions, the planning of their work. Regional development and local government Ministry's opinion, this provision in chapter V.
IV. Planning public consultation 31. Planning public consultation is organised by no less than two stages: the first stage of 19.3. organized, starting a planning document for the preparation of projects. This period shall be not less than four weeks after the publication of the notice in a newspaper "journal". The announcement puts the planning region development agency's website on the internet;

31.2. the second stage is organised by planning the project preparation. This period shall be not less than eight weeks after the publication of the notice in a newspaper "journal". The announcement puts the planning region development agency's website on the internet.
32. the planning region Development Council work plan and scheduling work assignments for the approval of not less than seven days in advance put the newspaper "Gazette", regional and district newspapers, as well as of the planning region development agency's website on the internet the notice on the initiation of development planning and public hearings. The notification shall contain: 32.1. the planning region Development Council decision on planning development approvals;
32.2. public hearings;
32.3. informative reference for regional development planning document display space and time;
32.4. information about where and when you can get acquainted with the planning process (including public consultation) work plan;
32.5. news about the planning development manager, his business phone number and address;
32.6. informative reference for the reception and the written proposal submission site and time;
32.7. informative references on the discussion of time and place;
20.4. the requirements for the presentation of proposals, if the applicant wishes to receive a written response;
32.9. details of planning developer, his phone number and address.
33. The public hearing shall be referred for the evaluation and exhibition: 33.1. current planning;
33.2. regional development programmes;
33.3. the national planning;
33.4. the national development plan;
33.5. the planning region Development Council decision on planning, work plan and terms of reference;
20.9. other materials which the coordination group considers important.
34. the planning region Development Council not less than seven days before the commencement of the notice of the public consultation on the planning document for public consultation a draft published in the newspaper "journal", the relevant regional and district newspapers, as well as of the planning region development agency's website on the internet. The notification shall specify: 34.1. the public consultation;
21.3. the planning document project exhibition space and time;
3. discussion and public consultation, the meeting place and time;
21.4. the reception and the written feedback and proposals for space and time;
34.5. the requirements for the presentation of proposals and feedback, if the applicant wishes to receive a written response.
35. during the evaluation of the public consultation and exhibition shall be referred for a planning document developed by the projects. Projects include: 21.8. planning document alternative proposals;
35.2. current planning;
35.3. the planning region development program;
35.4. the national planning;
22.1. the national development plan;
35.6. information about public views received before planning the launch of the development and planning during development;
22.2. other materials which the coordination group considers important.
36. The rules referred to in paragraph 30 of the opinion of the authority on the planning of regional development agencies in the planning of the planning document projects provide within eight weeks of their receipt.
37. After the expiry of the public consultation for the planning region development agency prepares the following planning document for public consultation the project materials: 37.1. announcements and publications in the press;
37.2. the public consultation artwork planning documents;
37.3. the public consultation measures;
37.4. written comments and reasonable responses to them;
37.5. the public consultation meetings.
38. the coordination group shall evaluate the results of the public consultation and the opinions and submit to the planning documents of the planning region Development Council or the planning region development agency for processing.
39. the planning region Development Council may decide: 24.3. planning document submitted for evaluation of projects in the national regional development Council and regional development and Municipal Affairs Ministry;
24.4. the planning of the project document.
40. Planning documents processed in this provision the III, IV and V to the chapter.
V. planning and due diligence assessment 41. entry into force of regional development and local government Ministry within three months after planning for the receipt of the draft document prepared for the planning region Development Council opinion on the planning document submitted project compliance with national planning and legislation.
42. Regional development and Municipal Affairs Ministry without opposition under a planning document projects and support their approval of planning regional development Council or coordinated planning documents and indicate a reasonable objection.

The national regional development Council provides the following opinions: 43.1. the conformity of draft documents submitted to other national and regional development planning documents;
43.2. the planning region Development Council proposals to amend the national or regional development programming documents, where such proposals have been submitted.
44. If the received for the regional development and local government Ministry's positive opinion, planning documents the appearance of regional development planning Council. Not less than seven days prior to the hearing information about the time and place thereof shall be published in the newspaper "journal", the relevant regional and district newspapers, as well as of the planning region development agency's website on the internet.
45. the decision on planning approval, shall adopt the planning region Development Council. That decision, no later than two weeks after its adoption, shall be published in the newspaper "journal", the relevant regional and district newspapers, as well as of the planning region development agency's website on the internet (also indicate where you can get acquainted with the approved planning). The approved planning shall enter into force on the day following the publication of the decision in the "journal".
46. the planning region Development Council two weeks after planning one of the entry into force of the original planning shall be submitted to the regional development and local government Ministry.
47. If the received for the regional development and local government Ministry's negative opinion, the planning region Development Council shall take a decision on the opinion given in the gap.
Vi. amendment of the planning and monitoring of compliance with the 48. Planning, negotiation and drafting of amendments confirms this provision (iii), (IV) and in accordance with the procedure laid down in chapter V.
49. Planning provides planning, monitoring compliance with the Regional Development Council.
VII. Closing questions 50. the planning region Development Council three months after its election assessed the existing planning and adopt a decision on its continuation in force, amendment or development of a new planning.
51. the planning, the development of which started up this provision into force, continue to develop in accordance with these rules. Regional development and local government Ministry and the planning region Development Council, which has begun planning to the development of these regulations, the date of entry into force one month after the entry into force of these regulations shall agree on the completion of the planning conditions.
