Cabinet of Ministers Regulations No. 323 in Riga, 10 May 2005 (pr. 28. § 29) the provisions concerning general requirements dietary food safety, quality and labelling, as well as dietary food conformity assessment and the cost recovery order Issued under the food surveillance law article 4, part of the 10th and the 13th article 10.1 of the third paragraph of article 20 and the second part 1. determines: 1.1. General safety and quality requirements of the food and dietary requirements of its marking;
1.2. the order in which evaluates dietary food for compliance with the requirements set out in the food regulatory legislation (laws and regulations);
1.3. the procedures shall be borne by the costs associated with the assessment, and cost;
1.4. the order in which dietary foods recorded dietary food database (hereinafter database).

6. Dietary food labelling, except for dietary foods with reduced energy and dietary foods for special medical purposes, in addition to the requirements laid down in other regulations relating to food: qualitative or quantitative 6.1 composition of individual elements or the special manufacturing process which gives the product specific nutritional or energy value;
6.2. the energy value expressed in kilojoules (kJ) and kilocalories (kcal);
6.3. the carbohydrate, protein and fat content of 100 grams or 100 millilitres of the product or, if applicable, the quantity of the product ready for consumption;
6.4. If the energy value is less than exceeds 50 kilojoule (12 kilokalorij) 100 g or 100 ml of the product as the energy value of the pointer can be replaced with the words "energy value less than 100 grams, exceeds 50 kilojoule (12 kilokalorij)" or by the words ' energy value less than 100 ml exceeds 50 kilojoule (12 kilokalorij) ".

8. 8.1.2. the trade name of the product, packaging and product type;
8.2. the information provided by the manufacturer (regulations the technical documentation or the product description) for dietary food specific composition or the special manufacturing process which gives the product specific energy or nutritional value, and its expected use;
8.3. the labelling of sample text (sent electronically to the Latvian food centre official electronic mail address).
9. to register in the database, this provision referred to in paragraph 6, dietetic food produced in third countries (countries that are not Member States of the European Union), the applicant in addition to the provisions referred to in paragraph 8 of the document submitted to the Latvian food centre in European or international organization for standardization in the field of conformity assessment bodies accredited inspection report on dietary food manufacturer's compliance with one of the following regulations: 9.1. Cabinet of Ministers of 8 April 2004 the Regulation No 269 "hygiene requirements food chain ';
9.2. European Parliament and Council of 29 April 2004, Regulation (EC) No 852/2004 on the hygiene of foodstuffs.
10. the Food Center looks 8. application documents referred to in paragraph 1, shall assess the dietary food compliance with legislative requirements and shall take a decision on the registration of dietary food in the database or, if the dietary food does not meet the requirements of the law — refusal to register dietary foods, and shall notify the applicant of the decision taken. The Latvian food centre's decision may be challenged in the Ministry of health in the month following the date of entry into force of the decision.
11. If the rules referred to in paragraph 6 dietary foods before the inclusion of dietary food database distributed in another Member State of the European Union, the applicant in addition to the provisions referred to in point 8, the information given in the European Union, the competent authority of the Member State that has taken the decision to register a particular dietary foods.
12. The Latvian food centre is entitled to request the applicant to the provision of the information referred to in point 8 of the approval required to make a decision about the dietary food compliance with legislative requirements.
13. The Latvian food centre will create and maintain these rules referred to in point 6 dietary food database. The database shall contain the following information: manufacturer and distributor of 13.1. name, address, registration number and contact person's telephone number;
13.2. dietary food trade name; packaging and product type;
13.3. dietary food purpose;
13.4. the text of the label;
13.5. dietary food registration certificate issue date and number.
14. The fee for that rule 10, paragraph dietary food conformity assessment is $116.80 (excluding VAT). The Latvian food centre launches dietary food conformity assessment by depositing said amount to the Latvian food centre's general account. If dietary foods dietary food before inclusion in the database is distributed in another Member State of the European Union or the European economic area country, its compliance with the evaluated free of charge.
15. The State of compliance monitoring and control provides the food and veterinary service.
16. If the information on the basis of which it can be concluded that dietary foods, which is registered in the database, does not meet the requirements of the law or may pose a threat to human health, the Latvian food centre has the right to ask the applicant additional information and test reports. If the Latvian food centre finds that a particular diet food does not meet the requirements of the law or may pose a threat to human health, it shall adopt a decision on the cancellation of registration and shall forthwith inform the Member States of the European Union, the European Commission and the food and veterinary service, as well as the applicant, which received a decision on specific dietary food into the database. For cancellation of registration of the mark shall be made in the database.
17. This rule 9.1. section is valid until 31 December 2005.
18. This provision 9.2. subparagraph shall enter into force on January 1, 2006.
19. This provision of the annex, 2.1.12 1.13.6 2.1.11.,.,.,., 2.2.12 2.2.13 2.4.12.,.,., 2.5.6 2.4.13 2.4.14., 2.6.9., 2.7.7.,.,., 2.9.4 2.11.3 2.14.1. and section 2.14.2. is valid until 31 December 2006.
Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the Council of 3 May 1989 directive 1989/398/EEC on the approximation of the laws of the Member States relating to foodstuffs intended for particular nutritional uses;
2) 2001 of the Commission 15 February Directive 2001/15/EC on substances added for specific nutritional purposes to foods with specific nutritional;
3) Commission of 20 January 2004, Directive 2004/6/EC derogating from Directive 2001/15/EC to postpone the application of the prohibition of trade to certain products;
4) Commission of 20 January 2004, Directive 2004/5/EC amending Directive 2001/15/EC to include certain substances in the annex.
