Cabinet of Ministers Regulations No. 465 Riga, 28 June 2005 (pr. No 37 30) amendments to the Cabinet of 15 April 2003, regulations No. 184 "requirements for transactions with biocides" Issued under the chemicals and chemical products Act article 9 the seventh paragraph to make the Cabinet of 15 April 2003, regulations No. 184 "requirements for transactions with biocides" (Latvian journal, 2003, 83 no) the following amendments: 1. Replace the text of the provisions: 1.1., the word "application" (the fold) with the word "submission" (fold);
1.2. the words "environmental State inspection" (fold) with the words "the national environmental guard" (the fold).
2. Make 1.2. Sub-paragraph as follows: "1.2. veterinary medicinal products;".
3. Express 1.4. Sub-paragraph as follows: "1.4. animal feedingstuffs; '.
4. Replace the words "in paragraph 10.1 of the Latvian Environment Agency" with the words "Latvian environment, geology and Meteorology Agency (hereinafter Agency)".
5. Replace paragraph 11, the words "the Latvian Environment Agency (hereinafter Agency)" with the word "agency".
6. Put the 12.4 section as follows: "12.4. after the Agency, State environmental agencies, state sanitary inspection or food and veterinary service request indicates that rule 12.1 and 12.2 of the information referred to in point;".
7. Supplement with the bottom paragraph 18.2.1 the following: "18.2.1 the food and veterinary service-for food businesses;".
8. Amend section 19.1.2..
9. Supplement 19.2. subparagraph after the word "people" with the words "animal".

"exposure to the biocidal target require the time and interval to be observed between the use of the biocidal product or object, a treatment with biocides and processed product or the use of the object or the use of biocides and human or animal stays in the territory of a room or other place where biocide used (also for detailed information about the treatment and the use of biocides measures) treated with biocides equipment, facilities or premises necessary ventilation, as well as more detailed information about the required cleaning and cleaners, security and precautionary measures for the use, storage and transport (also for personal protective clothing and equipment, fire safety measures, equipment or inventory, apsegšan, food and animal nutrients removal) and instructions on how to protect the animals from the biocidal effect; ".
30. Delete No 71.12.71.13 71.11., and the bottom point.
31. Express No 71.14, the expression, and 71.16. bottom 71.15 points as follows: "71.14. information that the biocide use is restricted or banned a certain user group (for example, non-professional users), if it is necessary, in the light of the characteristics of biocides;
71.15. information about dangers to the environment of biocidal products and the necessary measures for the reduction of the hazard in question (especially to protect the organ a must that the destruction of the biocides is not meant, and to prevent pollution of the water), if it is necessary, in the light of the characteristics of biocides;
71.16. for biocidal active substances which are fungi, micro-organisms or viruses-classification and instructions for the protection of employees in accordance with matīv provisions governing labour protection requirements when dealing with biological substances (if necessary, taking into account the characteristics of the biocides); ".

42. Make 106 and 107 points by the following: "106. Biocidal products or active substances (with which trade is launched until 1 July 2003) the manufacturer or the person or biocidal active substance into Latvian territory, provide the Agency with the following information: 106.1. the manufacturer or the person's legal address and location that the biocides or active substance into the territory of Latvia;
106.2. the manufacturer or a person's name and registration number of the commercial register, as well as the value added tax code, which the biocides or active substance into the territory of Latvia;
106.3. physical person who is responsible for the provision of information about biocidal products or active substances (position, name, surname, telephone and fax numbers, electronic mail address);
106.4. plant location and the name of the manufacturer, if the active substance or biocidal products are imported into the territory of Latvia;
106.5. biocides and the name of the active substance in accordance with the requirements laid down in these provisions;
106.6. biocidal products or active substances intended or existing uses under this provision in annex 1;
106.7. the total territory of Latvia in the imported or produced or biocidal active substance level;
106.8. evidence (if that is possible) that the active substance or biocidal products has been on the market before 14 May 2000;
106.9. time schedule for carrying out the study, as well as the development and submission of the application, the Agency, if the active substance or biocidal products in one of the Member States has not been identified or reported to the European Commission for inclusion in the list of active substances to the list of basic or low-risk biocidal products list.
107. The active substances with which trade is initiated until 14 May 2000, or for biocidal containing these active substances and for which the Agency has submitted information in accordance with this provision, paragraph 106 does not require registration or authorization of use until 14 May 2010 or until they are included in the European Union the list of the active substance, basic substance list or in a low-risk biocidal products list or a decision has been taken not to include them in the lists. "
43. Make informative reference to European Union directives as follows: "Informative reference to European Union Directive provisions included in the law arising from the European Parliament and of the Council of 16 February 1998 Directive 98/8/EC concerning the placing of biocidal products on the market."
44. Make paragraph 23 of annex 1 box 3 (description of the biocides) as follows: "this type of biocidal products are used for protection against pests".
45. Replace annex 14 paragraph 1.2, the word "business" with the word "operator".
