Cabinet of Ministers Regulations No. 447 in Riga on 21 June 2005 (pr. No 36 32) regulations on national numbering plan Issued in accordance with the electronic communications law article 56 of i. General questions 1. determines the national numbering plan, the public telephone network number and the number of electronic communications services structure and format for its identification and routing, as well as dialing procedures.
2. the rules shall have the following terms and symbols: 2.1 open numbering plan — numbering plan national numbering area code is used to access geographical and geographical area or the number of the access network. An open numbering plan is not used in the same (unified) number format;
2.2. the free call service number — national geographic number not used for electronic communications services and which are paid using the call recipient;
2.3. the divided payment service number — number, use part of the cost of the call, but the remainder of the call recipient;
2.4. data transmission network identification code-number combination, which stands for data communication network in the country;
2.5. the short code-prefix (prefix, the access code, the short number) used the public telephone network as the start part opens the dialing sequence, or as a separate number for subscriber access to the public switched telephone network services;
2.6. the short number — number format is less than the number of the base format;
2.7. identification code-number combination, which the national or international level, identifies the public telephone network;
2.8. reference desk service number — the short number, which is used to obtain the publicly available information about the Subscriber's phone number, as well as other information;
2.9. the domestic long distance call-connection or a connection attempt (according to these rules) between the public fixed telephone network users whose connection point numbers are in different national numbering areas;
2.10. the virtual network number-geographic number which is intended to provide a virtual private network connection by electrons (which hosted several national numbering areas) connection to the public communications network;
2.11. the public mobile phone network code — part of an international network of public mobile phone user's identity;
2.12. the public mobile phone network in the country code-number combination, which identifies the public mobile phone network in the country;
2.13. the public mobile phone network user identification number: a number that identifies the public mobile phone network otherwise;
2.14. the national number: number of the base format used for calls within the country;
2.15. the national numbering area access code-number combination, which stands for national numbering area;
2.16. the national signalling point code-number combination, which used to provide alarm data routing and identification of the State in public electronic communications networks;
2.17. the national numbering district — the geographic area that the national telephone numbering area access code;
2.18. the number in base format-number, which is composed of seven digits (annex 1, paragraph 1);
2.19. carrier selection code-number combination, which must draw up a public telephone network operator to the Subscriber to make calls using another operator's public telephone network;
2.20. "operator by default — the operator who chooses to perform a call to public telephone network operator (without the Subscriber's participation);
2.21. the extra cost service number: number used in the electronic communication services which users receive a fee, which is different from the charges for local calls, domestic long distance calls or international long distance calls, as well as other electronic communications services (such as free call, distributed the pay call);
2.22. access code-number combination, which is used in one public telephone network as the start part opens the dialing sequence or used separately from the called number to the public telephone network subscribers for access to other public switched telephone network services;
2.23. prefix-number combination, which the public telephone network shall be drawn up before the called number, but not the called number and which is used to access the public switched telephone network services or other special services;
2.24. the closed numbering plan — numbering plan that is not separately used national numbering area access codes (the Subscriber initiates dialing the digits of the first national number). The closed numbering plan uses the same (unified) number format and unified number dialling procedure;
2.25. the international mobile phone network user otherwise identity-identity, in accordance with the mobile telephony standards are unique for each mobile phone network user otherwise;
2.26. the international public telephone network number — a number that is used in international telephone communication;
2.27. the international prefix-number combination drawn up to make international calls to the public telephone network;
2.28. the international signalling point code-number combination, which used to provide alarm data routing and identification of the international public telephone network;
2.29. the international call-connection or a connection retry option 3 (according to these rules) between the public telephone network users whose connection point number are located in the territory of Latvia national numbering areas, and users whose connection point numbers is outside the territory of Latvia;
2.30. the country code-number combination, which identifies the country in the international public telephone network;
2.31. the local call-connection or a connection attempt (according to these rules) between the public fixed telephone network users that access point numbers in one national numbering area;
2.32. the symbol "X"-one digit number (0 or 1, 2, or 3, or 4, or 5, or 6, or 7, or 8, or 9).
3. Latvia used only for a closed numbering plan, dial in principle use numbers only (do not use the number format of the letters).
4. Numbers by their structure and format divided into:

4.1. geographic and non geographic numbers;
4.2 short codes;
4.3. identification codes.
II. Geographical and non-geographical numbers 5. Geographical numbers began with national numbering area access code, which refers to the numbering of the National District, which owns the called number (table 1 of annex 2 and annex 3).
6. Geographical numbers only use the public fixed telephone networks.
7. the geographic numbers are broken down into: 7.1. international public telephone network geographical numbers;
7.2. national numbers or the public fixed telephone network service rooms.
8. non-geographic numbers are broken down into: 8.1 international public telephone network without geographical numbers;
8.2. public mobile telephone network numbers;
8.3. the free call numbers;
UR8.4.dal complex pay service rooms;
8.5. additional charge service rooms;
8.6. other non geographic service as well as technical needs and accommodations.
9. the international public telephone network the geographical number format consists of a country code and national number (annex 1). The international prefix is a Latvian international public telephone network number.
10. The national number consists of a base format in the number area national access code and the subscriber number (annex 1). Country national numbering area access code consists of one or two digits.
11. the international public telephone network without geographical number format consists of a country code and national geographic not number (annex 1). The international prefix is Latvian between folksy public telephone network number.
12. Public mobile telephone network is the national number, which is the first two digits (index) indicates the affiliation of public mobile telephone networks (2. table 2 of the annex).
13. Free call service number is a national number, which is the first two digits (index) indicates a membership free call numbers (2. table 3 of the annex).
14. Shared services payment number is a national number, which is the first two digits (index) indicates a membership divided salary service numbers (annex 2, table 4).
15. additional services for payment number is a national number, which is the first two digits (index) indicates membership of extra cost service numbers (annex 2, table 5).
16. other kinds of non-geographic services as well as spare and technical needs of the national numbers are numbers whose first two digits (index) indicates the nationality of the other was not geographical service number, spare numbers or numbers of technical requirements (annex 2, table 6).
III. Short codes 17. Short codes allocated prefixes, access codes and short numbers, for which the format is two, three or four digits (point 8 of annex 1 and annex 2, table 7).
18. Short code beginning with the number "1", use only special services (such as the State fire and rescue service, the State police, emergency medical help and emergency operational services for gas, as well as the reference operator services), the three-or four-digit format.
19. The index "0" used in international prefix to dial "00" or State fire and rescue service, the State police, emergency medical help and emergency operational services of gas numbers two-digit format. Domestic output prefix "0" is not used in Latvia.
20. Operator selection code three-digit format uses the numbers 100, 104-109, and 190-199, but four-digit format: 1010-1019, 1020-1029 and 1030-1039.21. national number that begins with "16" four digit format (16XX), use the public mobile and fixed telephone network operator services to only a specific part of the public telephone network.
IV. Identification codes identification codes are divided into 22:22.1. public telephone network the international signalling point codes;
22.2. the public telephone network in national signalling point codes;
22.3. public mobile telephone network codes;
22.4. data transmission network identification codes.
23. The international signalling point code is given to the public telephone network operators (annex 2, table 8). International signalling point code format consists of three fields with 14 bits or five digits (4 of annex 1), of which 23.1. the first three bits identify the area code from world number eight regions signalling point is;
23.2. the next eight bits (three digits) identifies the area code of 256 counties operated call point is located;
23.3. the last three bits (one digit) specify which international signalling point code will be addressed from the international signalling point code sets.
24. The national signalling point code format consists of three fields with 14 bits or five digits (annex 4). The appropriate indexes specified in annex 2 to these rules of table 9.
25. the international mobile phone network code format consists of three fields, which have a total length of up to 15 digits (annex 1), of which: 25.1. the first three digits identify the mobile phone network in the country code (annex 2, table 10);
25.2. the next two or three digits identifies the specific operator mobile telephone network code (annex 2, table 10);
25.3. the last digit of the quantity which may be up to 10 digits, identifies the specific operator mobile telephone network subscriber's number (annex 1).
26. data transmission network identification code format consists of four digits, the first three digits identify the national data transmission network code and the last digit identifies the national data transmission network number (1.7). Data network identification code are defined in annex 2 to these rules in the table 11.
V. the dialing procedures 27. Public fixed and mobile telephone network subscriber number shall be made as follows: 27.1. making international calls: 27.1.1.no analogue public fixed telephone network, shall be drawn up in the following order: the prefix, the international prefix, country code, national number (annex 5, paragraph 1);
27.1.2.no digital public fixed telephone network or a public mobile phone networks, the number shall be drawn up in the following order: a the international prefix, country code, national number (annex 5;)
27.2. the geographic number for domestic long distance call: 27.2.1.no analogue public fixed telephone network, shall be drawn up in the following order: a the national number prefix (annex 5, paragraph 3);
27.2.2.no digital public fixed telephone network, shall draw up a national number (annex 5);
27.3. the geographic number for local calls:

27.3.1.no analogue public fixed telephone network: 27.3.1.1.uz analogue public telephone network, the fixed dial subscriber's number (annex 5;)
27.3.1.2.uz digital public fixed telephone network, shall be drawn up in the following order: a the national number prefix (annex 5);
27.3.2. number of public fixed telephone network or a public mobile phone network, draw up a national number (5.7;)
27.4. making the geographical number izsa Kuma: 27.4.1.no analogue public fixed telephone network, shall be drawn up in the following order: prefix, not geographic number (5.8;)
27.4.2.no digital public fixed telephone network or a public network, the mobile phone dials an geographical number (5.9;)
17.1. the service short numbers call: 27.5.1.no analogue or digital public fixed telephone network to a two-digit short numbers, shall be in the following order: the first digit is 0, the second digit of 1, 2, 3, or 4 (5.10;)
27.5.2.no analogue public fixed telephone network to a three-or four-digit short numbers, shall be in the following order: a prefix, a three-or four-digit short number (5.11;)
27.5.3.no digital public fixed telephone network or public mobile telephone network to a three-or four-digit short numbers, draw up a three-or four-digit short numbers (annex 5, paragraph 12).
28. Using the public telephone network operator choice or public telephone network operator pre-selection service, subscriber number, dial the following: 28.1. If the operator is chosen: 28.1.1. making international calls: 28.1.1.1.no analogue public fixed telephone network, shall be drawn up in the following order: the prefix, the carrier selection code, between folksy prefix, country code and national number (annex 4, paragraph 1);
28.1.1.2.no digital public fixed telephone network or a public mobile phone networks, the number shall be drawn up in the following order: the carrier selection code, international prefix, country code and national number (annex 4, paragraph 2);
28.1.2. the geographic number for domestic long distance call: 28.1.2.1.no analogue public fixed telephone network, shall be drawn up in the following order: a prefix operator selection code and national number (annex 4, paragraph 3);
28.1.2.2.no digital public fixed telephone network, shall be drawn up in the following order: carrier selection code and national number (annex 4, paragraph 4);
28.1.3. geographical local call number: 28.1.3.1.no analogue public fixed telephone network, shall be drawn up in the following order: a prefix operator selection code and national number (annex 4;)
28.1.3.2.no digital public fixed telephone network or a public mobile phone networks, the number shall be drawn up in the following order: carrier selection code and national number (annex 4, paragraph 6);
28.1.4. without geographical number call: 28.1.4.1.no analogue public fixed telephone network, shall be drawn up in the following order: a prefix operator selection code and non-geographic number (annex 4, paragraph 7);
28.1.4.2.no digital public fixed telephone network or a public mobile phone networks, the number shall be drawn up in the following order: carrier selection code and non-geographic number (annex 4, paragraph 8;)
28.2. where the operator is chosen by default or by using the public telephone network operator pre-selection services: 28.2.1. making international calls: 28.2.1.1.no analogue public fixed telephone network, shall be drawn up in the following order: the prefix, the international prefix, country code and national number (annex 4, paragraph 9;)
28.2.1.2.no digital public fixed telephone network or a public mobile phone networks, the number shall be drawn up in the following order: a the international prefix, country code and national number (annex 4, paragraph 10);
28.2.2. the geographic number for domestic long distance call: 28.2.2.1.no analogue public fixed telephone network, shall be drawn up in the following order: the prefix and national (annex 4, para. 11);
28.2.2.2.no digital public fixed telephone network, shall draw up a national number (annex 4, paragraph 12);
28.2.3. geographical local call number: 28.2.3.1.no analogue public fixed telephone network, shall be drawn up in the following order: the prefix and national (annex 4, paragraph 13;)
28.2.3.2.no digital public fixed telephone network or a public mobile phone network, draw up a national number (annex 4, paragraph 14);
28.2.4. without geographical number call: 28.2.4.1.no analogue public fixed telephone network, shall be drawn up in the following order: a prefix and a non geographic number (annex 4 paragraph 15);
28.2.4.2.no digital public fixed telephone network or a public network, the mobile phone dials an geographical number (annex 4, paragraph 16).
Vi. Closing questions 29. Starting with January 1, 2006, short code "118" three-digit format (2.4, table 7) replaces the short code "118X" at the four-digit format (table 7 of annex 2 of the 5).
30. Until 1 March 2006 in the number which starts with national numbering area access code 52XXXXX, 54XXXXX, 46XXXXX, 53XXXXX, 56XXXXX and 57XXXXX (table 1 of annex 2 23., 25., 18, 24, 26 and 27), the switch to national numbering area codes, 2XXXXXX, creating two new national numbering areas.
31. Starting on 1 March 2006, numbers that begin with national numbering area access code: 31.1.22, 27XXXXX, 46XXXXX and 49XXXXX XXXXX, is reserved for the transition to the eight-digit numbering scheme (2.12 of annex 3 in table 3, 8, 11 and 12);
31.2.20, 21XXXXX, 23XXXXX, 24XXXXX XXXXX, 25XXXXX, 26XXXXX, 28XXXXX and 29XXXXX, are designed for the new national numbering area (2.12 of annex table 1., 2., 4., 5., 6., 7, 9 and 10).
32. Starting on 1 March 2006, numbers that begin with national numbering area codes 52XXXXX, 53XXXXX, 54XXXXX, 56XXXXX and 57XXXXX, the future is reserved and allocated for use on public mobile telephone networks (2.12. table 13, 14, 15, 16 and 17).
