No 44 27. §) foot-and-mouth disease and the threat of liquidation order Issued in accordance with article 26 of the law on veterinary medicine, first subparagraph, and article 27, third part i. 2.2.6. border inspection posts located in the spaces reserved for the animals;
2.2.7. the keeping of wild animals and shooting to a fenced area, if it is possible to apply this provision in paragraph 42 the said measures;

2.13. the delimitation of the zone – regionalization in which restrictive measures of individual animals or animal products or trade movements, preventing the spread of the pathogen from the affected area to the free zone, which in accordance with these provisions does not impose any restrictions;
2.14. the preventive vaccination, emergency vaccination in an area by the yards in the area to protect susceptible animals from diseases spread through the air or by the agent of the disease vector, where animals after vaccination for leave alive;
2.15. suppressive vaccination, emergency vaccination carried out only in accordance with a systemic policy of destroying the holding or the area in which the urgent need to reduce the spread of the agent of the disease and to reduce the risk of spreading it beyond the boundaries of the territory housing or if, after vaccination of animals is intended to destroy;
2.16. secondary or secondary outbreaks of disease – all outbreaks or cases that are found after the first confirmed diagnosis of disease;
2.17. animal illness or disease agent infected animal-any susceptible animal or its corpse, which officially confirmed the diagnosis in these cases: 2.17.1. disease clinical symptoms or post-mortem pathological changes exactly compatible with infection with a pathogen;

2.19. region – the food and veterinary service (hereinafter service) for the control of territorial departments of the subject area that is less than 2000 km2, which includes at least one district;
2.20. the area of high bred or kept at a susceptible animal population density – geographical area 10 kilometers radius around the shed in which the sick or potentially sick animals of susceptible and susceptible animal density greater than 1000 animals per km2 (storage is located in the region where the density of susceptible animals is more than 450dzīvniek to 1 km2, or up to 20 kilometres away from this region);

II. National authorities competency 6. These provisions set out the requirements which provides the following: 6.1 the competent authority service;

6.3. Crisis management the Council Secretariat;

8. 9.13. the origin of the illness, if it can be determined;
9.14. the disease control measures taken.

14. The action plan specifies the action sequences, which provides access to all facilities, equipment, personnel and materials necessary for the rapid and efficient eradication of the outbreak of the disease, coordination between State and local authorities, which included the national civil protection plan in the prevention, response, relief and emergency measures, as well as cooperation with neighbouring Member States of the European Union, and with neighbouring countries which are not Member States of the European Union (hereinafter third countries).

18.4. the possibility of transmission of the pathogen to other countries. If such a danger exists, the service shall immediately inform the European Commission, infectious disease and endangered countries Member States of the European Union.
19. Crisis management the Council Secretariat will establish an expert group, including epizootolog, veterinary scientists, biologists, virologists, special projects by environmental safety matters, as well as other persons whose competence ensures the requirements of these regulations. The operation of the Group of experts provided by the Civil protection law. The Group of experts shall perform the following obligations: 19.1. If the suspected outbreak of disease: 19.1.1. evaluate the epizootiological situation and clinical picture of the disease;
19.1.2. provide information on sampling and laboratory investigations are needed for diagnosing the disease, as well as additional actions and measures;
19.2. in the event of outbreaks of disease: UR19.2.1.izv easy the clinical signs of the disease and analyze the epizootiological studies to collect the necessary information about the origin of the illness, the disease agent and the date of introduction of the possible spread of the disease in the territory;

19.3. advises on disease research and laboratory investigation, sampling, monitoring and other measures to be taken, including advising on the biosecurity measures to be carried out in yards or in enterprises and the strategy for emergency vaccination;
19.4. the epizootiological studies participates;
19.5 supplement the epizootiological data with geographical, meteorological and other information;
12.2. analyse the results of epizootiological study and regular risk assessment;
19.7. providing recommendations to ensure the least possible damage to the environment, the processing of animal carcasses and animal fell for products.
20. If an outbreak of the disease has hit the small number of animals or the outbreak of the disease has been found in the region, which is an area of land farmed or kept in storage of susceptible animals or low population density of the porcine species population density, the service may request the eradication and/or other Member States of the European Union group of experts. 21. 14.8. provided with competent environmental authorities and bodies, with which the contact in the event of outbreaks of disease;

30. 5. control to pet owners at the entrances and exits of the premises housed with a suitable disinfectant solution of disinfectant-soaked coverings. 31. If there is a suspicion of the presence of susceptible animals in the farm, circus animals, farming premises for keeping of wild animals and shot down the fenced areas: 31.1. it is prohibited to export meat of susceptible animals, carcasses, meat products, milk, milk products, semen, ova, embryos, and animal feed, materials, objects or other substance, wool, hides, skins, bristles or life-origin tails, dogs ku slurry, manure, litter and other materials;
31.2. prohibited other species, except where such movement takes place with the authorization of the official service, ensuring no spread of the pathogen;
19.4. prohibit the movement of persons and vehicles from these facilities and areas, and to them, except where such passage is by permission of the officers, providing the agent of the disease does not spread.
32. If this rule 19.3. the limitations referred to in the milk storage is difficult, with the officers permission to milk: 32.1. destroyed rooms on the spot;
32.2. the supervision of the officers transported to the processing site or animal waste processing establishments, providing milk transport with vehicles equipped to ensure no spread of the pathogen in the environment.
33. 81.2. Since production has been stored and transported separately from such meat produced after this rule 81.1. date referred to in subparagraph a;
81.3. by markings are easily discernible from fresh meat, minced meat and meat preparations which are not eligible for dispatch outside the protection zone.
82. This rule 79.2. the prohibitions referred to in subparagraph does not apply to fresh meat, minced meat and meat preparations obtained from existing plants in the protection zone, if the establishment: a permanent veterinary 82.1. supervision and control;
82.2. only in the processing of fresh meat, minced meat or meat preparations which: 82.2.1. meet this provision, paragraph 81;

82.4. throughout the production process the fresh meat, minced meat or meat preparations are identified and transported and stored separately from fresh meat, minced meat or meat preparations which are not eligible for dispatch outside the protection zone.
83. Trading on the European Union market for fresh meat, minced meat and meat preparations for compliance with this provision in terms of paragraph 82 you approving the service. 87. This rule 86.1. the prohibitions referred to in subparagraph shall not apply to milk and milk products: 87.1. manufactured not less than 21 days before the existing protection zone shed found the first known infection;
87.2. Since the production is stored and transported separately from milk and milk products produced after that rule 87.1. the date referred to in paragraph (a);

104. in paragraph 103 of those rules that ban does not apply to the products if they: 104.1. manufactured not less than 21 days before the estimated date of infection to this provision in paragraph 42, stored and transported separately from feed, hay and straw produced after that date;
104.2. intended for use within the protection zone and the officers;
104.3. produced on premises not keeping animals of susceptible species;
104.4. produced in establishments not keeping animals of susceptible species and products used in the manufacture of the materials from this rule 104.3. the premises referred to in point or from premises situated outside the protection zone.

105. The provisions referred to in paragraph 103 products, no ban shall apply if the fodder produced on holdings keeping animals of susceptible species, processed in accordance with the provisions of annex 4.

130.3. shipments are to be made with the vehicles before shipment is cleaned and disinfected, and built and maintained so that during transport to avoid leakage of milk. They are equipped to milk pouring and spilling during avoid aerosol dispersion;
130.4. before leaving the shed in which the collected milk susceptible animals, the means of transport connecting pipes, tires, wheel arches, the bottom and all milk spillage is cleaned and disinfected. After the last disinfection and before leaving the surveillance zone the vehicle is not in contact with the protection and surveillance zone sites, keeping animals of susceptible species;
130.5. vehicles are assigned to the transaction only in certain geographical or administrative area, they are specifically labeled (on the surface of the vehicle in the deploy easy-to-read "carefully-infected") to fight the outbreak of the disease in time and they are moved to another area only after washing and disinfection by the officers or the supervision of the official veterinarian. 131. 172. the service during emergency vaccination provides vaccinations in accordance with the provisions of paragraph 174 requirements irrespective of whether the vaccinated animals are subsequently slaughtered or keep alive.
173. the service shall ensure that the public is informed about how safe it is to use consumption of meat, milk and dairy products from vaccinated animals.
174. the preventive vaccination service ensure that: 174.1. the vaccination zone take regionalisation. If the specific tasks needed, regionalisation carried out in close cooperation with neighbouring Member States of the European Union;
174.2. vaccination shall be carried out swiftly and in conformity with the health and bio-security so as to avoid the spread of the pathogen;
174.3. all vaccination zone shall take certain measures, without prejudice to the regionalisation, movement control and identification;
174.4. where the vaccination zone includes parts of or the entire protection or surveillance zone: 174.4.1. this part of the vaccination zone stores the protection or surveillance zone measures until their repeal;
174.4.2. after the protection or the surveillance zone the measures set out in the preventive vaccination areas specified in measures.
175. 181. 183. Trade on the European Union market for milk processing in compliance with this provision in paragraph 182 above requirements shall examine and approve Department. The service monitors the corporate control of compliance undertaken by the territorial Department of the service, and products of conformity shall notify the Member States of the European Union and the European Commission, the list of companies recognized for such trade.
184. the transport of raw milk from holdings situated within the vaccination zone to establishments outside the vaccination zone and the processing of the milk in the following order: 184.1. receives permission from the authorities that the raw milk is obtained from the vaccination zone susceptible animals kept, allowed to process establishments situated outside the vaccination zone;

211. Fresh meat produced from vaccinated animals or vaccinate susceptible female unvaccinated animals serologically positive offspring and obtained this rule 205. during the period referred to in paragraph 1 shall be marked with the health mark that cross the two perpendicular lines. Fresh meat stored and transported separately from meat which is not marked with this label. The meat is stored and transported in sealed containers to a service company to process specified in accordance with the provisions of annex 7 to the requirements of paragraph 1.
212. Fresh meat and refined by-products produced from vaccinated large and small ruminants or female vaccinated unvaccinated animals serologically positive offspring, permitted to distribute within and out of the vaccination zone if the following conditions are met: 212.1. the company is in a permanent veterinary supervision and control;
212.2. a company processing fresh meat (except by-products): 212.2.1. processed under this provision 7. requirements set out in the annex;
212.2.2. obtained under this provision in paragraph 210 requirements;
212.2.3. produced from animals reared and slaughtered outside the vaccination zone or the animals slaughtered outside the vaccination zone;
212.3. fresh meat, minced meat and meat preparations shall be marked with the health mark which do not cross the two perpendicular lines;
212.4. the production process the fresh meat is unknown, it is stored and transported separately from fresh meat from animals which have a different health status.
213. Fresh meat produced from porcine animals and their non-vaccinated offspring of serologically positive during the period from the commencement of monitoring until the entire vaccination zone has completed phase 2 B the measures and have at least three months have elapsed after the last recorded in this zone, allowed the outbreak of the disease spread within and out of the vaccination zone on the territory of Latvia, if the following conditions are met: 213.1. the company is located in constant veterinary supervision and control;

214. For trade in the European Union market fresh meat intended compliance with this provision and paragraph 210.212. evaluate service requirements. Service shall supervise the control of compliance undertaken by the territorial Department of the service, and products in the case of conformity of the Member States of the European Union and the European Commission shall communicate to the list of companies recognized for trade.
215. The fresh meat of ruminants that is not handled in accordance with the provisions of annex 7 requirements, and produced from such meat, minced meat and meat preparations shall be marked with a different label than that specified in this provision, and 213.3.212.3. bottom point, spreading the limited territory of Latvia. This label is used in accordance with European Union law.
216. Milk and milk products produced from vaccinated animals distributed within and out of the vaccination zone, provided that depending on the end use, or not intended for human consumption, they treated at least one of the rules referred to in annex 1 of the treatments. 222.2. one of the following conditions is met: 222.2.1. fulfilled the International Office of Epizootics animal health disease control guidelines of the code;
UR222.2.2.pag ājuš for at least three months since the last vaccinated animal slaughter, and animal serological surveillance;
222.2.3. at least six months have elapsed since the last outbreak of the disease or the completion of emergency vaccination, as well as depending on which event was later performed serological surveillance of animals based on the detection of antibodies against disease-causing non-structural proteins, and is evidence of the existence of the disease in vaccinated animals.
223. If country is vaccination, the free State or its regionalised territories status is recovered in accordance with European Union law.
224. If these provisions are not complied with and paragraph 220.221. the procedure laid down by the decision taken by the European Commission repealed when the restrictions are lifted, the measures of protection and surveillance zones, complete animal clinical investigation and serological surveillance would, during which confirmed the existence of the disease.
225. If these provisions are not complied with 222 and 223 of the procedure laid down in paragraph 1, after the decision taken by the European Commission restrictions repealed when completed 2. measures and in Betap 2. studies of the Aetap herd transmit disease not be exhausted.
226. no susceptible animals from Latvia or the region in which the outbreak of the disease, not moving to another Member State of the European Union, while according to the International Office of Epizootics animal health code's conditions is not recovered from the disease free status of a country or territory, provided that these animals have not been vaccinated and: 226.1. are sent directly to another Member State of the European Union a slaughterhouse for immediate slaughter;

227. Until the date on which in accordance with the International Office of Epizootics animal health code conditions are recovered from the disease-free status of a country or territory will reduce the RADIUS surveillance zone around the preventive vaccination areas, based on this provision, 2. the measures laid down in Betap.
