No 47 24. §) rules on natural mineral water and spring water minimum safety and labelling requirements, and procedures for issuing permits to distribute natural mineral water and covers the costs of service Issued under the food surveillance law article 4 of part two and 10.1 13. the third paragraph of article 20 and the second subparagraph of article i. General questions 1. minimum safety and labelling requirements for natural mineral water and spring water as well as the order in which the natural mineral waters is authorized for distribution and service covering the costs.
2. the procedure laid down in these rules: UR2.1.par natural mineral water can be recognised microbiological safe water derived from an underground water deposits by one or more natural or bored out and different from the composition of drinking water and temperature variability in the terrain and the limits of natural fluctuation;
UR2.2.par naturally carbonated natural mineral water can be recognised natural mineral water, in which carbon dioxide (CO2) concentrations after sludge (dekantācij), where it was made, and the default container is the same as for mineral deposits. 3. The manufacturer shall allow the natural mineral water in geological, hydrogeological, physical, chemical, physico-chemical and microbiological assessment. To characterize the natural mineral waters-specific effects on the human body functions, legislation on clinical trials carried out within mineral pharmacological, physiological and clinical evaluation in accordance with the provisions of annex 1.

II. Tanks are manufactured or handled in such a way as to avoid adverse effects on the natural mineral water or spring water microbiological and chemical properties;
UR6.4.dab-life mineral water or spring water transported in tanks designed for distribution to the final consumer.
7. If a natural mineral water or spring water extraction site notes that water is polluted and no longer complies with this provision in paragraph 13 and 15 the following microbiological contamination standards, immediately cease all activities, especially the water filling of the tanks, while the causes of contamination has been eliminated and the water will again meet this provision in paragraph 13 and 15 norms.
8. Natural mineral water and spring water extraction site may be processed only for the following: 8.1 to separate unstable elements, such as iron and sulphur compounds, by filtration or settling (decanting), or enriching with oxygen (oksigenēj), provided that the processing does not alter the essential components of the mineral water, which is defined by its properties (hereinafter referred to as the essential components of);
8.2. the separation of iron, manganese, sulphur and arsenic compounds for the treatment with ozone-enriched air, provided that the processing does not alter the essential mineral elements that define its properties;
8.3. remove carbon dioxide (carbon) or reduce the contents with physical methods.
9. Before starting a natural mineral water or spring water treatment with ozone and air mixture, the operator shall submit the processing of food and veterinary service of the application. The application specifies the iron, manganese, sulphur and arsenic content in water and provide information that confirms compliance with the provisions of paragraph 10 of the above requirements.
10. natural mineral water or spring water treatment use with ozone-enriched air is allowed only if: 10.1. after treatment does not change the physico-chemical composition of the water as regards the essential ingredients;
10.2. before processing the water complies with the provisions of paragraphs 13 and 15 above;
10.3. after processing the water from substances does not exceed this rules set out in annex 2 of the maximum permitted levels, as well as after treatment does not occur in other substances that may pose a threat to public health.
11. Natural mineral water or spring water extraction site can not be added to any other substances, except carbon dioxide (carbon dioxide), as specified in this rule 2.2., 2.3 and 2.4 above.
12. The provisions referred to in point 8 requirements do not apply to natural mineral water or spring water when used as ingredients in soft drinks and other products.

13. the total number of viable micro-organism colonies in natural mineral water sources or water extraction site must not exceed 20 colony forming units per millilitre of water (20 CFU/ml), raising 72 hours a 20-22 ° C, and five of the colony forming units per millilitre of water, raising the temperature to 24 hours at 37 OC. 15. Natural mineral water or spring water at its mining site as well as retail or wholesale distribution is not permitted: 15.1 the parasites (including pathogenic parasite cysts and unicellular parazīttārp or helmint eggs) and pathogenic micro-organisms;
15.2. the Escherichia coli and other coliforms, faecal streptococci in 250 ml of sample analysis;
15.3. sulfītreducējoš (Clostridi) the anaerobic micro-organisms and their spores in 50 ml of the sample analysed;
15.4. Pseudomonas aeruginosa in any 250 ml sample analysed.
16. Natural mineral water natural components may not exceed the maximum permitted levels (annex 3). No natural substances or anthropogenic origin contaminants (pesticides, hydrocarbons and volatile organic substances) are natural mineral water must not exceed the legal minimum of drinking water safety and quality requirements in certain maximum levels.

21.2. the area corresponding to the European or the International Organization for Standardization standard accredited conformity assessment body has issued an opinion on the compliance of the manufacturer with natural mineral water: 21.2.1. The Cabinet of Ministers on 8 April 2004 the Regulation No 269 "hygiene requirements food chain ';
21.2.2. European Parliament and Council of 29 April 2004, Regulation (EC) No 852/2004 on food hygiene requirements and these rules 6, 7 and 8 the requirements laid down in paragraph 1.
22. the imported from a third country natural mineral water distribution in the period of validity of an authorization shall not exceed five years. If conformity assessment is renewed before its expiration date, the distribution of the term of validity extended, but not more than five years.

24. The Latvian food centre's decision on authorisation may be challenged in the Ministry of health. The Ministry of health decision may appeal to the Court.
III. Natural mineral water or spring water label requirement 25. 28. If the production site is not the name used for a natural mineral water or spring water in the catchment of the trade name, place name or label any information material indicates to not less than 1.5 times the height and width of the largest letter trade name.

29. Natural mineral waters and spring waters in the labelling or in any information or advertising material it shall be prohibited to use labels, trademarks, merchant name, brand names, illustrations or other references, also symbols, which indicate the characteristics of the product which does not possess. Special requirements apply to the natural origin of the natural mineral water, natural mineral water of attestation of conformity in the receipt date, the results of analyses or any similar references to guarantees its authenticity.
30. the word "mineral" or the word "mineral" is used only-the trading name of natural mineral waters which comply with the requirements of this regulation.
31. Natural mineral waters and spring waters, regulations on labelling, technical documents, instructions for use, promotional material and other types of information may be an indication that the natural mineral water or spring water, treating or preventing disease cures the disease.

IV. the control and security of information 34. These rules state monitoring and control provides the food and veterinary service in accordance with European Parliament and Council Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law and animal health and animal welfare rules referred to in article 15.
35. The Latvian food centre within 30 days of the authorisation shall notify the European Commission. If a Member State of the European Union or the European Commission requires the Latvian food centre sends the information, on the basis of which the authorisation was granted, as well as a food and veterinary service of the results of the monitoring carried out.
V. concluding questions 36. Latvia registered a food business, which produced a natural mineral water or spring water assessment in accordance with the Cabinet of 23 January 2001 rule no. 35 "natural mineral water and spring water minimum safety and labelling requirements" referred to in paragraph 10 and the conformity assessment requirements in force on 1 May 2004, this provision defined in point 6.4. bottom margin allowed not to apply if the natural mineral water or spring water distributed in the territory of Latvia and it is intended for use by consumers.
37. paragraph 21.2.1. These provisions are in force until 31 December 2005.
38. paragraph 21.2.2. These provisions shall enter into force on January 1, 2006.
39. This provision of the annex 3 shall enter into force by 1 January 2006, except for 9 and annex 3 paragraph 13, which shall enter into force by 1 January 2008.
40. Natural mineral waters and spring waters, which do not comply with this provision and paragraph 25.6 25.5. the requirements and which are packaged and labelled before 1 July 2004, Latvia be distributed until stocks are exhausted, subject to the expiration date.

2) of the European Parliament and of the Council of 28 October 1996 of Directive 96/70/EEC amending Council Directive 80/777/EEC on the approximation of the laws of the Member States relating to the exploitation and marketing of natural mineral waters;
3) Commission 16 May 2003 Directive 2003/40/EEC, which creates the constituents of natural mineral waters the list, concentration limits and labelling requirements and the conditions for using ozone-enriched air for natural mineral waters and spring waters.

Activity limits shall be determined in accordance with World Health Organization recommendations on drinking water quality;
1.2.11. where appropriate, the master of water, i.e. oxygen (16-18) and hydrogen (deuterium, tritium, a hydrogen atom), the relative amount of isotopes in the water;
1.3. information about microbiological analysis in underground water deposits: 1.3.1. evidence that the water does not contain parasites and pathogenic micro-organisms;
