II. State institutions and local mobilization unit or mobilization of employees have the following responsibilities: 5.1 develop mobilization plans;
5.2. create and maintain a database on the mobilization of resources mobilized in tion plans specific tasks;
5.3. preparing mobilization monitor requests, the Republic of Latvia registered legal person ready to meet mobilization tasks in the request;
5.4. prepare proposals for concluding contracts for deferred deliveries;
5.5. ensuring bodies or local government cooperation with other public authorities tions and counselling mobilization planning, preparation and implementation;
5.6. to plan training and mobilization mobilization readiness checks and participate in;
5.7. to develop mobilization activities of the laws governing Pro Ject or participate in their development;
5.8. to prepare reports on the readiness of mobilization;
5.9. to study and analyze the North Atlantic Treaty and the countries of the European Union experience mobilization issues. 6. Mobilization mobilization departments and employees have the right to request from the Republic of Latvia natural and legal persons established in the mobilization planning and implementation of the necessary information. Natural and in the Republic of Latvia registered entities are obliged, within 30 days to provide the information requested. III. the mobilization of the necessary material and financial resource planning, and use 7. Mobilization of resources: the following plan 9.1. State institutions and municipalities existing in possession of material resources;
9.2. the material resources that are supplied under a deferred delivery contract;
9.3. the material resources that the national armed forces and the mie mobilized civil defence militia take over holdings in accordance with the requests for mobilisation. 10. If the mobilization, mobilization opened for material and financial resources are used: 10.1 the mobilization plans for the tasks;
10.2. the mobilization plans for unforeseen tasks, based on the crisis management through the President of the Council. IV. National institutions, authorities and registered in the Republic of Latvia of the tasks and responsibilities of the mobilization of the necessary material and financial resource planning, and use 11. National institutions have the following duties and responsibilities for the mobilization of the necessary material and financial resources in the field of planning and use of: 11.1 Ministry of defence is responsible for the national armed forces mobilization issues, planning a national armed forces mobilization of the necessary material and financial resources and to coordinate their use If the declared mobilization;
11.2. The Ministry of Internal Affairs is responsible for matters of civil protection and coordinates: 11.2.1. State material reserves required for financial planning and use, if announced mobilization;

11.3. The Ministry of economy is responsible for economic mobilizāc nary issues and coordinates the mobilization of the economy needed his material and financial resource planning;
11.4. the ministries, other than those mentioned in this rule 11.1., 11.2 and 11.3. bottom point. and their subordinated institutions planned mobilization of the necessary material and financial resources to ensure: 11.4.1. 11.4.2. the mobilization of the Ministry of the Interior requests the mobilisation of civil protection matters;

The city and district municipalities shall have the following duties and responsibilities the mobilization of the necessary material resources in the area of planning and use of the municipal administrative territory: 12.1. ensure contingency management plans set the tasks to the municipality;

12.3. ensure participation in civil defence activities. 13. in the Republic of Latvia registered legal persons specified in the request are the following mobilization tasks and responsibilities set out in the request for mobilisation exercise the necessary material and financial resources in the field of planning and use: 13.1. mobilization period specified in the request to carry out the necessary material and financial resources mobilization for demand calculation in a specific task and to submit it to the institution or municipality that determined the mobilization request;
13.2. to ensure readiness for mobilization for demand in a specific task;
