Cabinet of Ministers Regulations No. 292 in Riga on 9 June 2015 (pr. 15. § 28) national and EU aid modalities "of farm and business development" Sub "support for business start-up, developing the small farm" Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determined by national and European Union aid modalities of action, "and the farm business development" Sub "support for business start-up, developing the small farm" (sub) in the form of a lump sum (hereinafter referred to as aid). 2. the support shall be provided in accordance with the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2005 3. Objective of the aid is to promote small farm competitiveness, increasing their productivity, efficiency of production, supporting cooperation and market access. 4. This provision shall include agricultural products within the meaning of the Treaty on the functioning of the European Union referred to in annex I agricultural products, excluding fishery products, House (rooms), animals, and the animals are not covered by the breeding and rearing of animals Act (hereinafter referred to as the agricultural products). 5. Login support, project application and review evaluation, decision-making, reporting and public funding shall be in accordance with the laws of the State of the European Union and the granting of aid for rural and fishery development in 2014 – 2020 programming period insofar as they do not conflict with these rules. 6. before opening the rural support service project application making the rounds, the Ministry of agriculture shall take a decision on these rules provided for the allocation of public funding between the rural support service of regional agricultural administrations. The business plan and objectives for the implementation of necessary investments: 14.1 at least 80 percent of the long-term investment, which represents prepaid billing or other business documents; 14.2. at not more than 20 percent of the overall cost. 15. supports the applicant specified in the business plan of the investment takes place in non-cash form of settlement. 16. The amount of aid, one of the business plan is 15 000 euros, and is distributed as follows: 16.1. after the entry into force of the decision on the application for the approval of the project, the tenderer receives 80 percent of the total amount of aid that is paid out no more than three parts, based on the prepayment invoices or other supporting documents, transactions; 16.2. a final payment of 20% of the total amount of aid will support the applicant receives after a full business plan. 17. The business plan will be initiated within nine months after the entry into force of the decision on the application for approval of the project. 18. eligible applicants are only supported investments made after the entry into force of the decision on the application for the approval of the project, excluding the cost of consultancy services. 19. the cost of consultancy services do not exceed seven percent of the total amount of aid. III. conditions for consulting services providers

Specialists may be qualified accordingly-cereal, zootehniķ, animal husbandry or other appropriate area specialist; 29.4. at least two years of work experience in the provision of advice and to develop projects to attract public funding in the agricultural sector; 29.5. no commercial interest in agricultural production techniques, the use of chemical and biological materials and the distribution of advertising (not attributed to pursuant to the agricultural service cooperatives). 30. Advisory services provider: 30.1. in cooperation with the support of the applicant, prepare a project application, which includes the business plan or consulted on the preparation of the application; 30.2. to advise the applicant of the aid plan for the launch of darījumdarīb and implementation of the preparation of required documents; 30.3. advises on the business activities included in the plan of implementation; 18.9. monitor the implementation of the plan of the business to its full implementation, including the time of year the accounting data transmission in accordance with the business plan; 5. IV. The provisions referred to in paragraph 34 of document copies do not indicate if the project application and review of the activities carried out in the form of an electronic document shall be submitted in accordance with the laws and regulations on the development of electronic documents, presentation, storage, and movement. 36. at the business plan applicant support paper or electronic document, in accordance with the legislation on electronic document design services in the Field of: 36.1. consulting services provider agreed to conduct a review of the implementation of the plan and the report shall contain the following information: 36.1.1. proof of the fact that net sales of unprocessed and processed agricultural products production and the economic size of the holding standard output value reaches this rule 9.1. minimum limit values referred to in point a; 36.1.2. assurance that rule 10.2. referred to net turnover achieved from unprocessed and processed agricultural product production or economic size of the holding standard output value has increased at least 20 percent; 36.1.3. about the business plan activities; 36.1.4. the business plan for achieving objectives; 36.1.5. for investments made in connection with the business plan; 36.2. account statement showing payments made for this rule 14.1. investments referred to; 36.3. the Advisory opinion of the service provider for the business plan included the implementation of the measures; 36.4. organic farming compliance with the supporting documents, if the holding contains the organic farming control system within the framework of the business plan; 22.7. the rules referred to in point 9.3 of the copy of the document certifying education to support the applicant's evidence, if the conduct of the education acquired during the implementation of the plan. 37. the amendments to the plan to conduct a support applicant with advisory services provider and the field support service. 38. the rural support service payments shall be made in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period. 39. the tenderer with the payment related to the implementation of the project supporting documents kept in the five years after the implementation of the business plan. 40. the rural support service is also entitled to request repayment of the aid received in full on State legislation and European Union aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period prescribed, if: applicant support 24.9. reached the business plan objectives; 40.2. the tenderer after the business plan has not reached the business plan contained in economic indicators in accordance with the provisions of section 10.2 and 10.3; 40.3. the applicant has not acquired the rules referred to in point 9.3 of the education; 40.4. support the applicant interrupted the implementation of the plan of the business or economic activities; 25.2. the investments are not made, or made only partially and do not meet the business plan; 25.2. the business plan in the period of the consultancy service provider finds discrepancies in the implementation of the plan or conduct that supports the applicant does not perform an economic activity, and inform the field support service.
