General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" priority axis "of small and medium-sized business competitiveness" 3.4.2. specific aid objectives "public administration professional development better legal framework, in the development of the small and medium business support, corruption and shadow economy in the areas of mitigation" (hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. the requirements of the European Social Fund project applicant (hereinafter referred to as project applicant) and project partner; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. agreement on the implementation of the unilateral notice conditions; 1.7. the simplified conditions of application costs and procedures. 2. The specific objective is to provide public administrations employed professional development and contribute to the business environment, the informal economy and corruption. 3. Specific support to target public administrations workers, which have an impact on improving the business environment, and the reduction of administrative burdens for small and medium businesses, as well as corruption and shadow economy in risk mitigation. 4. the Specific objective of the aid up to 2023 31 December is achievable the following monitoring indicators: outcome indicator 4.1 – professional competence raised the number of persons: 4.1.1. better regulation, in the development of small and medium entrepreneurs in the field of aid certificates are issued to persons 2756; 4.1.2. corruption and the shadow economy in the area of mitigation certificates issued in 1694; 4.2. outcome indicators: number of persons trained: 4.2.1. better regulation in developing small and medium-sized merchant support area trained persons, including 10 885 until 2018 31 December-3267; 4.2.2. corruption and the shadow economy in the field of reduction of persons trained 6713 including up to 2018 – December 31, 1760; 4.3. financial performance – up to 2018 December 31 certified expenditure 3 132 164. 5. Specific support for implementing the project application to the limited selection. 6. Specific support within the responsible authority for the national registry (hereinafter referred to as the responsible authority). 7. Specific aid the planned total attributable funds is 9 491 392 euro, including the European Social Fund funding – 8 067 683 euro and State budget funds-eur 1 423 709. The project's total eligible submissions funding plans to no more than eur 8 901 167, including the European Social Fund, in the amount of eur 7 565 992 and the State financial budget – eur 1 335 175, respecting the specific support of the performance reserve and the outcome indicator planning according to this provision the amount referred to in point 4.2. 8. the maximum eligible European Social Fund funding is 85 percent of the planned total eligible project funding. 9. The specific aid projects in total eligible cost maximum till 2018 31 December are: 9.1.  5 537 802 euro public administrations employed professional development projects in the development of better regulation for small and medium-sized merchant support area. From January 1, 2019, a responsible authority following the decision of the European Commission can propose projects to increase the total amount of eligible costs up to € 5 905 007, subject to this provision as referred to in point 7 of the proportional allocation of funding sources; 9.2.3 363 365 euro public administrations employed a professional development project for corruption prevention and reduction of shadow economy. From January 1, 2019, a responsible authority following the decision of the European Commission may propose to increase the eligible costs under the project totals up to 3 586 385 euro, subject to this provision, paragraph 7, of the financing source for the proportional distribution.

State Chancellery – public administrations employed professional development events in the development of better regulation, the small and medium business support; 11.2. the corruption prevention and combating Bureau, public administration employed in professional development activities, corruption prevention and reduction of shadow economy. 12. the partner shall participate in the implementation of the project, providing methodological support in connection with organising the training, as well as assessing the relevance and quality of training and providing proposals for improving the operation of those rules 15.1, 15.2, 15.3, 15.4, 15.7, 15.8, 15.9.. and 15.10. eligible actions referred to ensure compliance with the training process of policy planning documents. 13. the National School of Administration negotiated with the partners in the agreement according to the legislation on the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in 2014 – 2020 programming period. 15. The specific aid plans to the following eligible costs: 16.1. direct eligible costs; 16.2. indirect eligible costs; 16.3. the unexpected costs. 17. Health insurance costs are attributable only to the period when the project management and project personnel are employed in these rules 15.10. projects referred to the implementation of the activities supported; 17.2.17. depreciation expenses of the beneficiary or the partners-owned equipment that are used in this rule 15.3 and 15.10. referred to the implementation of the activities supported during project implementation. IV. Specific support and project implementation conditions 22. cooperation authority decision on the approval of the project application, approval or rejection of the terms adopted in the two months following the submission of the application, the project end date. 23. The specific aid projects implemented in accordance with the agreement, but not longer than until 2022 June 30. 27. cooperation authority have the right to unilaterally withdraw from the agreement in any of the following cases: 27.1. the beneficiary does not comply with the agreement for the implementation of the project, including non-compliance with the time limits set out in the project or have other circumstances occurred which negatively affects or may affect the specific aid objectives, outcome indicators and monitoring indicators; 27.2. in other cases provided for in the conditions of the agreement for the implementation of a project. 28.
