No 32 25) operational programmes for the "growth and jobs" 8.3.3. specific aid target "to develop the CIS does not NEET registered youth skills and promote their involvement in education, implemented in the framework of the guarantee young people and non-governmental organizations or youth centres in operation" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law article 20 paragraph 6 and 13 (I). General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "education, skills and lifelong learning" 8.3.3. specific aid objectives "to develop PES does not NEET registered youth skills and promote their involvement in education, implemented in the framework of the guarantee young people and non-governmental organizations or youth centres in action" (hereinafter referred to as the objective); 1.2. the purpose of the aid; 1.3. objective of aid funding available; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the objective of the activities supported under the incidence of the costs and conditions; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. The terms used in the following terms: 2.1 target group youth support measures – the set of actions included in the target group of young people in the programme of measures and focuses on skill development for young people. Support measures may include activities such as non-formal and everyday learning, specialist counselling (psychologist, career consultant, etc., except the medical staff), participation in events (camps, workshops, sports activities, cultural activities), voluntary work, involvement of non-governmental organizations and youth centres of activities, events and projects, exploring the nature of the profession, including visits to selected companies to obtain professional qualifications or to learn a trade to the post of master of the local public involvement activities specific measures for target groups of young people with disabilities (with surdotulk, Assistant, specialized transport); 2.2. the target group young people's involvement in the project-supported activities, which cover three stages: the target groups of young people reaching out, profiling and counselling, as well as the individual programmes of measures or the target group of young people towards national education development agencies or State employment agency for young people that implemented guarantee project activities; 2.3. the target groups of young people in the programme – individual measures according to the funding requested for metodoloģiskaj guidelines developed a package of measures designed to suit a specific target group, young person, is based on a target group of young people in the profiling results and focused on his skill development to facilitate the involvement of young people in education, including professional learning at the post master, and involvement in State employment agency and the National Agency for education development in young people that implemented guarantee project activities as well as non-governmental organizations or youth centres. Individual measures in the program is successfully executed if they target group of young people is involved in education, including professional learning to the post of master of the State employment agency or the National Agency for education development in young people that implemented guarantee project activities or State employment agencies implement active employment in whether preventive measures in reducing unemployment or employment, as well as non-governmental organizations or youth centres; 2.4. target groups of young people mentor – adult person who, the project has acquired the beneficiaries of organised training program and providing support to the target group of young person the individual measures in the implementation of the programme; 2.5. target group youth card-form, which is prepared according to the procedures of the beneficiary of the funding guidelines, metodoloģiskaj in specific individual programmes of measures for the model and the information to be included in the target group of young people participating in the project and the target group of young people from information obtained during profiling and target groups of young people in the individual programme description (if applicable); 2.6. the target group of young people in the target groups – profiling young's original research, which includes an in-depth socio and economic issues research, education, youth work, leisure, public activities, previous experience and existing skills, personality, interests and research skill development needs-driven and carried out according to the procedures of receiving funds metodoloģiskaj guidelines; 2.7. NEET young people – a young person, who is not involved in the employment, neither education nor training; 2.8. the Municipal Association – two or more municipalities joined together, in collaboration with the beneficiaries of the project implemented by the Association of the municipal administrative territory; 2.9. the Manager-the person who has the highest education that the project has acquired the beneficiaries of organised training program and monitor the work with target groups of young people in the relevant municipality and ensure their involvement in the project; 2.10. strategic partner – State and local government institutions, associations, foundations, youth centres, social partners and businesses that are involved in the implementation of the project partner to jointly identify and motivate target groups of young people or collaborate on target groups of young people in the implementation of aid measures under the project by splitting the roles of the partners responsibilities and functions, as well as the planning of actions and their corresponding eligible costs of the project amount; 2.11. power – advisory and psychological support to the program manager or target groups of young people mentor through targeted counselling process labor situation and professional issues in order to improve the programme manager or the target group of young people mentor, professional competence and quality enhanced to work with the target groups of young people. 3. the target group is young people aged from 15 to 29 years (inclusive) who are not studying, not working, not learn trades and not registered in State employment agency as unemployed. 4. the objective is to develop target group-young people's skills and promote their involvement in education, including professional learning to the post of master of the State employment agency or the National Agency for education development in young people that implemented guarantee project activities or State employment agencies implement active employment in whether preventive measures in reducing unemployment, as well as non-governmental organizations or youth centres. 5. Support the objectives achieved, the implementation of this provision in paragraph 23 and 24 and those eligible up to 2018 31 December amounted to the following indicators: monitoring outcome indicators 5.1-State employment agency does not NEET registered a number of young people who have received aid from the European Social Fund within the framework of financing-5 262; 5.2. results indicators-State employment agency does not NEET registered a number of young people who successfully completed the individual programme of activities of the European Social Fund support,-3 684; 5.3. financial performance – up to 2018 December 31 certified expenditure of eur 6 300 000. 6. supports the objective of implementing a limited selection of project application form. 7. The project site is the Republic of Latvia. 8. supports the objective of the responsible authority for the Ministry of education and Science (hereinafter referred to as the responsible authority). 9. supports the objective of the total available funding is attributable to 9 000 000 euro, including the European Social Fund-eur 7 650 000 public co-financing-1 350 000 euros. 10. the maximum eligible European Social Fund funding does not exceed 85 percent of the total eligible funding. 11. The project's total eligible cost maximum corresponds to the provisions referred to in paragraph 9 of the common objective to apply for funding. II. requirements for the applicant and project partners 12. applicant Project objective is to support the youth international program Agency, which, after the approval of the project application to the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period the control law is also the beneficiary (hereinafter referred to as the beneficiary). 13. the project the applicant prepared and submitted within the time limit set in the invitation project of cooperation between the authorities of the application according to the project application selection rules. 14. The beneficiary of the involvement of partners in the implementation of the project after project approval submissions throughout the project implementation period. 16. the cooperation partner in the implementation of projects involving one or more strategic partners. 17. A partner may be involved in the implementation of the project, if you meet the following requirements: 17.1. it has validated and described the current situation of the target group of young people in aid. Description of the situation include: 17.1.1. the municipal or local government associations target group the total number of young people (according to the State statistical data available, the local social services or strategic partner information); 17.1.2. the target group of young people; 17.1.3. the target group of young people in local government or local Government Association provides a brief description of the aid measures; 17.1.4. involved in the implementation of the project and the necessary human resources; 17.1.5. the description of the strategic partner, which could be involved in the project for the implementation of the planned activities; 17.2. the Municipal Council has completed this rule 17.1. the situation referred to in the description and has decided to participate in the project and to provide the necessary human resources and these rules 23.1.23.2. supported activities referred to the implementation of the municipal administrative territory, as well as to contribute to the rule referred to in paragraph 5, the outcome and the result indicators; 17.3. the municipality or municipal Association has submitted a funding recipient that rule 17.2. the decision referred to in the invitation within the time limit specified. 18. The beneficiary shall ensure that the functions that it performs in the implementation of the project would be separate from the core function of the authority. 19. the Funding recipient project plan funding partners in this rule 23.1. and 23.2. supported action referred to. 20. The beneficiary shall conclude cooperation agreements with partners, controls the execution of the contract and ensure that the same actions would not be financed by the double. 21. III. eligible transactions 23. Aid partner are eligible for the following: 23.1. target groups of young people are involved in the project: 23.1.1. target groups of youth outreach and counselling: the target group of young 23.1.1.1. the original motivating to get involved in the project and the individual measures in the implementation of the programme; 23.1.1.2. provision of information to the target group of the young person to participate in the project; 23.1.1.3. Youth compliance check project target group; 23.1.2. target groups of youth and counselling: profiling 23.1.2.1. the individual target groups of young people under the funding of the profiling system for receiving metodoloģiskaj guidelines; 23.1.2.2. the target group of young people in the profiling results analysis and description of target groups of young people to map the target groups of young people in the consultation; 23.1.3. target groups of young people in the programme of activities for individual development, or career advice: 23.1.3.1. individual programmes of measures, taking into account the results of the profiling and its target group of young people describe a map; 23.1.3.2. an agreement on the participation of young people in the target group of the individual programmes of measures in implementation of the project and its mutual signing; 23.1.4. target groups of young people career advice towards national education development agencies or State employment agency for young people that implemented guarantee project activities, if the young person after the profiling and consulting program manager is ready to immediately engage in them; 23.2. the provision of support measures the target group young people according to the target group of young people in individual programmes of measures. 24. the aid beneficiary is eligible for the following: 24.1. methodological support of partners in all stages of project implementation: 24.1.1. methodological development of the guidelines for working with the target group of young people; 24.1.2. informative event management partners for project implementation issues; 24.1.3. learning content development, training of program managers, providing the target group of young people mentors and project implementation and management personnel to work with the target group of young people; 24.1.4. regular exchange of power, and the provision of measures of the programme managers and mentors of young people from the target group; 24.1.5. provision of advice to the program managers and the target group youth mentors online, telephone and face-to-face throughout the project implementation period; 24.2. the quality of the project content and monitoring at all stages of the implementation of the project: 24.2.1. partners project evaluation report provided; 24.2.2. these rules 23.1 and 23.2. eligible activities referred to in point of quality assurance of assessment visits; 24.2.3. project implementation and evaluation of the results achieved and the good practices of the events at the project partners; 24.3. project management; 15.2. information and publicity measures; IV. Eligible costs 25. supports the objective of the plan following the direct eligible costs the following cost headings: 25.1. partner: 25.1.1. the costs required for this rule 23.1. referred to the target group of young people involved in the project, using the unit cost calculation of the standard rate and the methodology of application; 25.1.2. costs per month required the provisions of sub paragraph 23.2. support measures for providing the target group young people according to the target group of young people in individual programmes of measures, using the unit cost calculation of the standard rate and the methodology of application; 25.2. the funding recipient: 25.2.1. project direct personnel costs, which include project management staff remuneration cost 24.3. these provisions referred to in the implementation of the activities supported and project implementation staff remuneration cost of this provision and 24.1, 24.2.15.2. referred to the implementation of the activities supported under the State and local officials and employees of the institutions of legal remuneration, except for overtime. If the project management and implementation, staff involvement in the project is provided in accordance with the principle of daiļlaik relevance subject is not less than 30 percent of capacity. Direct personnel costs are not included in these rules referred to in paragraph 25.1. partners project implementation staff remuneration costs; 25.2.2. direct project implementation costs: 25.2.2.1. If the staff is employed full time or part time, work equipment acquisition cost is attributed in proportion to the percentage of the load distribution; 25.2.2.5. mandatory health checks and vision correction for the compensation funds that 25.2.1. staff referred to; 25.2.2.6. health insurance costs this rule 25.2.1. staff referred, if health insurance is for the beneficiary's institution. If the staff is employed in the normal working time, health insurance costs are eligible for 100 percent. If the staff is employed part time, health insurance costs are not identifiable in a full time capacity. If the staff remuneration shall apply the principle of relevance, part-time health insurance costs be determined in proportion to the percentage distribution of remuneration. The purpose of the aid attributable costs before the project approval submissions, if they meet the costs referred to in these terms and conditions and positions have emerged no earlier than 2014 September 1. V. Partners overview evaluation and financing conditions 29. partner of the rules referred to in paragraph 20 of the cooperation agreement shall be submitted within the time limit set in the financing statement of the recipient of the partners involved in the project target group young people, adding the following this rule 23.1. eligible activities referred to in point and the results achieved in supporting documents: 29.1. target groups of young people a copy of the application with which he certifies compliance with the project's target group (if the target group is young underage application signed by a parent or guardian); 29.2. the target groups of young people in the card, which contains a copy of the information obtained during profiling, including certifying the conformity of the young people in the target group; 29.3. the target group of young people in the programme of activities for individual description, and with him a copy of the signed agreement on the participation of the individual in the implementation of the programme of measures within the framework of the project (target groups, if a young person is a minor, the agreement on his participation in the project signed by one parent or guardian) or final reports on the involvement of young people in the target group in the project if he engaged in one of the national education development agencies or State employment agency for young people that implemented guarantee project activities by specifying the date of the engagement. 30. The beneficiary within 25 working days (if not needed clarifications or additional documentation from partners) shall examine and approve the rules referred to in paragraph 29 of the report submitted by the partners and documents. In assessing this rule referred to in paragraph 29 of the report submitted by the partners and documents the beneficiary shall ensure compliance with the young people involved in the project that defined in paragraph 3, the target group, examined the documents and the compliance of the activities carried out by the beneficiaries of metodoloģiskaj developed guidelines, including those set out in the programme of activities for individual quality criteria and a maximum length. 31. following the provisions referred to in paragraph 30 of the report of the approval of the beneficiary within five working days of the payment for the target group of young people involved in the project partner in accordance with the following formula: K = V1 x D, where K-the amount of the payment partner for the target group of young people involved in the project; V1-per-unit cost of the standard rate for target groups of young people involved in the project; D – the target groups the number of young people involved in the project. 32. While this provision in paragraph 31 of the payment beneficiary shall make an advance payment to the partner involved in the target group of young people in the implementation of the individual measures for 80 percent of the total planned cost for a given target group of young people's participation in the programme of measures in accordance with the following formula: where (A) the advance payment amount; V – the unit cost of the standard rate for a single target group young people's participation in the individual event in a month; I-project target groups involved in the youth version (i = 1, 2, ..., n; n – the target groups involved in the project number of young people); MI – months how long planned to implement the project target group involved in the youth program of the individual measures. 33. the cooperation partner in these rules referred to in paragraph 20 of the cooperation agreement shall be submitted within the time limit set in the financing report on implementation to the recipient of the individual programmes of measures target group young people, adding that rule 23.2. supported referred to above and of the results achieved supporting documents – target group youth card copies that include: 33.1. implement individual measures program activity description, specifying their duration; 33.2. information on target groups of young people mentor and program manager of aid provided by the content; 33.3. the target group of young people on the membership page of the signature of the individual measures in the implementation of the programme; 20.8. final reports on individual programmes of measures impact on the target group of young person (if the target group young people finished the project membership); 33.5. amendments of individual young people programme of activities (if applicable). 34. The beneficiary 25 working days from the rule referred to in paragraph 33 of the report of receipt (if not needed clarifications or additional documentation from partners) shall examine and approve the report submitted by the partners and documents on the implementation of the target group of young people in individual programmes of measures. Evaluating affiliate accounts and documents provided on the target group of young people in the implementation of individual action programmes, the beneficiary shall verify that a partner has made all 33 of these rules. documents listed and that they showed that the activities meet the goals of the young adults for individual programme and the beneficiaries of the metodoloģiskaj guidelines and procedures in individual programmes of measures laid down quality criteria, as well as checks How many months and how many hours each month target group young people participated in the activities of his individual events included in the program. 35. by this provision, paragraph 34 of the report, the beneficiary of five working days of the payment in accordance with a cooperation partner the following formula:, where P, where P – > 0 eligible cost for the target group of young people's participation in the programme of measures; V – the unit cost of the standard rate for a single target group young people's participation in the individual event in a month; I-project target groups involved in the youth version (i = 1, 2, ..., n; n – the target groups involved in the project number of young people); MI-number of months, as long as the implementation of the project target group involved in the youth program of the individual measures; A-the amount of the advance payment. 36. following the provisions referred to in paragraph 34 of the report, on the basis of the approval of the funding requested for invoicing, partner 20 working days reimbursed the unused advance payment for the target group according to the following formula:, where P, where P – 0 < eligible cost for the target group of young people's participation in the programme of measures; V – the unit cost of the standard rate for a single target group young people's participation in the individual event in a month; I-project target groups involved in the youth version (i = 1, 2, ..., n; n – the target groups involved in the project number of young people); MI-number of months, as long as the implementation of the project target group involved in the youth in action programme for the individual; A-the amount of the advance payment. 37. If the target group young people have stopped participating in the project without completing the individual programmes of measures, their implementation may be involved in the project repeatedly the same or other partner, up to the individual programme of activities defined total duration. Vi. implementation of the objective conditions and the agreement on the implementation of the project in terms of unilateral notice 38. in implementing these rules 23 and 24 above, the eligible beneficiaries and partners comply with the following requirements: 38.1. the beneficiary purchases from the European Union and the Republic of Latvia laws laid down in the rules referred to in paragraph 24 of the eligible activities to provide methodological support for partners in all stages of the implementation of the project; 38.2. the beneficiary of the project of the interdepartmental agreement with the switch at the National Agency for education development and the State employment agency for the exchange of information and data and for a coherent and complementary activities implemented by laying down procedures for the exchange of information about the project target groups and projects the support measures provided to target groups of young people; 23.8. beneficiary provides funding rules 23 and 24. eligible activities referred to in paragraph 1 and to implement the report of project results achieved under the agreement for the implementation of the project; 23.9. this rule 23.1 and 23.2. supported referred to the implementation of the activities specified costs attributable to partners by the rules referred to in paragraph 20 of the cooperation agreement and the per-unit cost of the standard rate calculation and application of methodology for coordination with the Finance Ministry and the European Commission; 38.5. in implementing the project, the beneficiary collects the following data for the horizontal principle of "equal opportunities" indicator: 38.5.1. develop or improve education programs, teaching, guidance and training tools (including digital learning tools), which integrated the issues of equal opportunities as regards gender equality, disability, age or ethnic origin; 38.5.2. benefiting from assistance of social exclusion and poverty of the population at risk; 38.5.3. specific services (ergoterapeit, surdotulk, Assistant, specialised transport services) received by the target group of young people with disabilities; 24.0. the beneficiary and the partners of the project received the support of young people accumulate information of the European Parliament and of the Council of 17 December 2013 Regulation (EU) no 1304/13 of the European Social Fund and repealing Council Regulation (EC) No 1081/2006, annex 1 and the laws that govern the European Union's structural funds and the cohesion fund projects testing procedure 2014 – 2020 programming period as well as the payment request form data set; 36.6. the beneficiary of these rules 5.1 and 5.2 monitoring indicators referred to in the introductory management information system local incisions. 39. the implementation of the project, the beneficiary shall ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund , the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006, according to the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements. 40. The beneficiary in its tīmekļvietn not less frequently than once every three months puts up-to-date information on the implementation of the project. 41. The beneficiary may apply in the implementation of the project before September 1, 2014. the contracts concluded by making amendments thereto under the public procurement law and supplementing them with a reference that the aid measures financed within the framework of the project, as well as other minor technical amendments necessary for the implementation of the activities supported. 42. The cost of the application referred to in that provision and paragraph 23.1.23.2. supported activities specified and made according to the per-unit cost calculation of the standard rates and application methodologies, based on the recipient of the funding actually been cooperation activities, thus the authority not to be out in the real cost of the examination of supporting documents. The beneficiary is obliged to ensure the activities and actual results achieved supporting documentary proof of existence. 43. in the course of the project implementation incidence of the costs incurred by the beneficiary to bear from its own funds. 44. the planned activities under the project costs are covered from other national and foreign financial instruments do not apply. 45. monitoring of the implementation of the project funding recipient project creates the Board of supervisors, which call upon the Latvian authorities, the Latvian Youth Council, the Ministry of education and science, the Ministry of welfare and the planning region. The composition of the Supervisory Board of observers may include representatives of other organizations and institutions, including from leading authorities, responsible authorities and cooperation agencies. The Supervisory Board operates in accordance with its approved Charter. 46. The objective of the project is implemented from 2014 to 2018. September 1 through December 31. 47. the target group of young people irrespective of their declared place of residence can be backed up at any of the partners. 48. cooperation authority have the right to unilaterally, in coordination with the responsible authority, derogation from the arrangements for the implementation of a project in any of the following cases: 29.9. beneficiary does not comply with the agreement for the implementation of the project, including the project under the project deadlines or joined other circumstances which affect or may affect the purpose of the aid and the provisions in paragraph 5 of these indicators; 48.2. in other cases determined by the agreement on the implementation of the project. 49. cooperation authority decision on the approval of the project application, approval or rejection of the terms adopted in the month from the closing date for the submission of the application.
