Cabinet of Ministers Regulations No. 408, Riga, 14 July 2015 (pr. Nr. 34, 38) study programme licensing regulations Issued under the University Act the third paragraph of article 55.1, 55.2 seventh paragraph of article and article 14 of the Education Act 11. dot i. issue 1 General rules States: 1.1. study programme licensing procedures; 1.2. the criteria for the study programme in the licensing process, the evaluated programmes; 1.3. the procedures to be established in the Licensing Commission (hereinafter the Commission), which shall take a decision on the study programme licensing, a refusal to license the program of study or decision to revoke the license for the implementation of the programme of study (hereinafter licence) as well as the rights and duties of the Commission; 1.4. license of specimens.
II. Main course licensing authorities concerned, the obligations and rights of the academic information centre (hereinafter referred to as the Centre): 2.1 functioning of their development programmes in the external quality assessment methodologies and procedures that comply with the European Association for quality assurance in higher education, develop standards and guidelines for quality assurance in the European higher education area; 2.2. evaluation of nominated experts (experts) to be carried out in the context of licensing; 2.3. organizes the work of experts, including experts in organizing visits to universities, colleges, their branches and participating in them; 2.4. development of the members of the Commission in the selection criteria; 2.5. provide the courses required for the licensing of information according to the requirements of this regulation; 2.6. ensure course licensing process documentation and archiving; 2.7. organised by the higher education quality Council (hereinafter referred to as the quality assurance Council) and Commission meetings, requested and received the necessary information from the national register; 2.8. the Centre publishes information on tīmekļvietn study programme licensing; 2.9. providing information and advice in matters of quality assurance; 2.10. participate in the activities of international institutions and arrangements for quality assurance in higher education; 2.11. other higher education quality improvement and assurance activities. 3. the quality assurance Council established under the Cabinet of Ministers regulations on the University, College and study direction of accreditation: 3.1 strategic leadership and planning studies for organizing the licensing Center; 3.2. the members of the Commission approved selection criteria; 3.3. composition of the Commission, the President and Vice-President; 3.4. the approval of the Commission's rules of procedure. 4. the Commission shall consist of seven members of the Commission. Members of the Commission have the right to: 7.1. request from universities or colleges and national institutions the information required for licensing; 7.2. to attend university or college to become familiar with the course of study and for the informative base (including the library), as well as financial and logistic base.
III. Study Programme licensing 8. to receive a license, a university or college submit Center application courses in licensing. 9. If a school or college wishes to license a new study programme in high school or college field of study before submission of the application to the graduate school or College shall submit to the Ministry of education and science in the application for a new field of study in University or college introduction. 10. Description of the study programme, which shall include the following: 15.1.1. courses of study and implementation of content description in accordance with article 55 of the law school, the first paragraph; 15.1.2. courses in compliance with the national standard of education of academic or vocational higher education national standards; 15.1.3. information about the College of law of article 55 of the fourth subparagraph, the independent study program of the inspection results; 15.1.4. the student practice rules, the design and intent of the employer contract for student practice, indicating the projected number of practice; 15.1.5. all involved in the implementation of the programme of study in the faculty list. The list shall indicate the faculty position, education, scientific, academic or professional degree, professional qualifications, courses of study and pursued study modules, as well as information about whether Faculty University or College concerned are elected academic post. If an expert opinion about any of the criteria to be assessed are different, different view points in the joint opinion section. 24. the Commission shall assess the programmes, taking into account the following criteria: 24.1. study programme corresponds to high school or college field of study; 24.2. the documents submitted meet the requirements of the legislation in the field of education (including regulated professions); 24.3. academic staff qualifications comply with the implementation of the programme of study conditions and requirements of the legislation in the field of higher education; 15.2. each representative of the academic staff in the past six years has at least three publications recenzējamo editions, including one international publication (if in a shorter period of time worked, the number of publications is proportionate to the time worked), creative or artistic achievements (such as exhibitions, films, theatre and koncertdarbīb), or five years ' seniority in practice (with the exception of the implementation of the programme of study) in accordance with the School Act; 15.2. academic staff foreign language skill level corresponds at least to level B2 of the European language assessment levels, if studies or parts intended to be put in a foreign language; 24.6. the doctoral programme at least five PhD study programme the corresponding or related science sector who have been elected in the University and at least three of which are the Latvian Science Council approved experts within the sector; 24.7. this rule 24.6. doctor referred to in the scientific and pedagogical qualifications comply with law professor and associate professor of the applicant, the Office of scientific and pedagogical qualification assessment criteria; 15.4. study and knowledge base (including the library), as well as financial and facilities comply with the conditions of implementation of the programme of study; 15.5. content of the study programme and implementation mechanism drawn up according to the laws and regulations in the field of higher education; 24.10. the content of the study programme study programme meets the objectives and tasks, as well as the defined study results; 24.11. study programme content is relevant to the degree obtained, degrees and professional qualifications or professional skills; 24.12. graduates will have access to employment or self-employed activities according to the obtained degrees or professional qualifications; 24.13. at least three specialists of the sector concerned (except for the high school or college academic personnel) were involved in the development of the program of study. 25. the Centre within 10 working days of the Commission's decision shall be sent to the University or college. If the Commission decides to license courses, the Centre within 10 working days after the decision has been sent to the Ministry of education and Science Commission with a copy of the decision and prepare a programme licence (annex 2). The Ministry of education and science within 10 working days after the decision of the Commission and of the licence shall send the Minister of education and science signed a license for a Studies Center. IV. Closing questions 32.
