Cabinet of Ministers Regulations No. 408, Riga, 14 July 2015 (pr. Nr. 34, 38) study programme licensing regulations Issued under the University Act the third paragraph of article 55.1, 55.2 seventh paragraph of article and article 14 of the Education Act 11. dot i. issue 1 General rules States: 1.1. study programme licensing procedures; 1.2. the criteria for the study programme in the licensing process, the evaluated programmes; 1.3. the procedures to be established in the Licensing Commission (hereinafter the Commission), which shall take a decision on the study programme licensing, a refusal to license the program of study or decision to revoke the license for the implementation of the programme of study (hereinafter licence) as well as the rights and duties of the Commission; 1.4. license of specimens.
II. Main course licensing authorities concerned, the obligations and rights of the academic information centre (hereinafter referred to as the Centre): 2.1 functioning of their development programmes in the external quality assessment methodologies and procedures that comply with the European Association for quality assurance in higher education, develop standards and guidelines for quality assurance in the European higher education area; 2.2. evaluation of nominated experts (experts) to be carried out in the context of licensing; 2.3. organizes the work of experts, including experts in organizing visits to universities, colleges, their branches and participating in them; 2.4. development of the members of the Commission in the selection criteria; 2.5. provide the courses required for the licensing of information according to the requirements of this regulation; 2.6. ensure course licensing process documentation and archiving; 2.7. organised by the higher education quality Council (hereinafter referred to as the quality assurance Council) and Commission meetings, requested and received the necessary information from the national register; 2.8. the Centre publishes information on tīmekļvietn study programme licensing; 2.9. providing information and advice in matters of quality assurance; 2.10. participate in the activities of international institutions and arrangements for quality assurance in higher education; 2.11. other higher education quality improvement and assurance activities. 3. the quality assurance Council established under the Cabinet of Ministers regulations on the University, College and study direction of accreditation: 3.1 strategic leadership and planning studies for organizing the licensing Center; 3.2. the members of the Commission approved selection criteria; 3.3. composition of the Commission, the President and Vice-President; 3.4. the approval of the Commission's rules of procedure. 4. the Commission shall consist of seven members of the Commission. Members of the Commission as a whole have experience: 4.1 higher education quality evaluation; 4.2. the higher education process in the Organization; 4.3. the higher education, science and kultūrpolitik and implementation; 4.4. the European higher education area (Bologna process), and other international higher education process. 4.5. higher education and labour market cooperation. 5. The Chairman of the Commission on the meeting of the Commission concerned shall invite representatives of the sectoral ministries or ministerial delegated experts, should the Commission consider the application for the authorisation of programmes that meet the industry, which is the competence of the ministries concerned, as well as invite industry experts that have Advisory rights and this rule 7.2. rights referred to. 6. the Commission shall: 6.1. review the high school or college courses in the application for authorisation (hereinafter application); 6.2. the assessment of the study programme approved two courses relevant to industry experts; 6.3. can approve the Latvian Student Union, Latvian education and Science Workers Union representatives and one representative nominated by the Commission as an observer for the job (without voting rights), entitled to participate in the evaluation of the program and give you their views to the Commission; 6.4. based on an application and the attached documents, the common opinion of experts, as well as other information available to the Commission, shall take a decision on the study programmes of the refusal of the licensing or license study program; 6.5. decide on the withdrawal of the licence; 6.6. decide on changes in the licence, if you change the name of the high school or College, the name of the program of study, the number, location, type, and form, as well as the implementation of the programme of study. 7. Members of the Commission have the right to: 7.1. request from universities or colleges and national institutions the information required for licensing; 7.2. to attend university or college to become familiar with the course of study and for the informative base (including the library), as well as financial and logistic base.
III. Study Programme licensing 8. to receive a license, a university or college submit Center application courses in licensing. 9. If a school or college wishes to license a new study programme in high school or college field of study before submission of the application to the graduate school or College shall submit to the Ministry of education and science in the application for a new field of study in University or college introduction. 10. The application for a new field of study implementation, the following information about the University or College in the new field of study: 10.1. information about the study programme development plan-study programmes, a university or college plans to license, indicating the degrees and professional qualifications, as well as their implementation, form and language. 10.2. all field of study in the Faculty involved. The list shall indicate the faculty position, education, scientific, academic or professional degree, professional qualifications, courses of study and pursued study modules, as well as information about whether Faculty University or College concerned are elected academic post. Foreign scholars ' participation in the study programme with the signature can assure student program director, adding the documents confirming their participation in the programme; 10.3. in the implementation of the programme of study assigned to the Faculty of the creative and scientific background (curriculum vitae Europass format) and each step in the implementation of the programme of study in faculty with course-related in the past six years, the list of scientific publications recenzējamo publications or research or artistic innovation achievement list; 10.4. information about the field of study required for the logistical and financial base, as well as informational resources under this provision 16.1. the courses referred to in point development plan; 10.5. information on the activities undertaken and planned financial investment in the development of the field of study; 10.6. information on planned and created partnerships with employers, businesses and organizations, other institutions of Latvia and foreign, such as universities, colleges and research institutes, study direction; 10.7. the University Senate or Council decision on College field of study. 11. The Ministry of education and science examine the conformity of the documents submitted that paragraph 10. If a university or College has provided all required information, the Ministry of education and science writing requires to submit the missing information. 12. The said draft legislation this provision is added to paragraph 12 of that institution. 14. the application shall specify: 14.1 high school or college and University or college name registration certificate number; 14.2. high school or college business address, telephone number and electronic mail address; 14.3. the study programme; 14.4. the study programme in the field of study corresponding to the name; 14.5. the study programme code in accordance with the classification of education; 14.6. courses, full time student, studying the implementation type, form, in particular the implementation of distance learning, and language; 9.1. admission requirements; 14.8. to the degree, professional qualifications or degrees and the names of professional qualifications; 9.3. the address, which will be implemented in the programme of studies, or study programme implemented by the graduate school, University, college or college branch branch; 14.10. the Studio Program Director's name, contact information and the name, position and contact information that the University or college by sort with licensing issues. 15. the application shall be accompanied by: 15.1. Description of the study programme, which shall include the following: 15.1.1. courses of study and implementation of content description in accordance with article 55 of the law school, the first paragraph; 15.1.2. courses in compliance with the national standard of education of academic or vocational higher education national standards; 15.1.3. information about the College of law of article 55 of the fourth subparagraph, the independent study program of the inspection results; 15.1.4. the student practice rules, the design and intent of the employer contract for student practice, indicating the projected number of practice; 15.1.5. all involved in the implementation of the programme of study in the faculty list. The list shall indicate the faculty position, education, scientific, academic or professional degree, professional qualifications, courses of study and pursued study modules, as well as information about whether Faculty University or College concerned are elected academic post. Foreign scholars ' participation in the programme may be certified by the signature of the Director of the study programme, adding the documents confirming their participation in the programme; 15.1.6. study programmes, courses of study content, structure and scope of the results the comparison with at least two of the same level and the same industry the appropriate European Union countries (except the Republic of Latvia) recognized University and college programs of study, showing the Studio courses or learning modules and the kredītpunkto; 15.1.7. additional information necessary for the evaluation of study programmes according to the rules referred to in paragraph 24 of the assessment criteria; 15.2. the University Senate or the College Council decision on the implementation of the programme of study; 15.3. the implementation of a programme of study in the Faculty of creative and scientific background (curriculum vitae Europass format) and each step in the implementation of the programme of study in faculty with course-related in the past six years, the list of scientific publications recenzējamo publications or research or artistic innovation achievement list; 15.4. the implementation of a programme of study in Faculty of the signed language skills in European language assessment levels, if studies or parts intended to be put in a foreign language; 15.5. the opinion of the Council of higher education of law of the universities of the second paragraph of article 55 set in case (not applicable for study programmes that are developed and implemented in conjunction with other accredited universities or colleges in Latvia or national recognized University or College in a foreign country (hereinafter referred to as the joint study program)); 15.6. documents certifying that the graduate school or College the student will provide opportunities for continuing education in another program or another University or College (agreement with another accredited university or College), if the implementation of a programme of study will be stopped, or a document showing that the University or college student is guaranteed for damages, if the program of study in high school or college action (action or inaction) are not accredited or licence is cancelled and the student does not want to continue studies in another study programme; 15.7. the views of the institution performing the certification of persons in the area of regulated professions and in which the graduate school or College shall implement a study programme; 15.8. for information on graduate employment forecasts according to the resulting degree or vocational qualifications and employer engagement programme; 15.9. information about financial instruments, intended to finance the implementation of a programme of study; 15.10. proof that the fee for courses in licensing is credited to the bank account of the Centre. 16. the application for authorisation of the joint study programme in addition to the provisions mentioned in paragraph 15 of the document adds: 16.1. information about courses in compliance with University Law Article 55.1 of the second and third parts; 16.2. the written agreement with the implementation of a programme of study in high school or College on a joint study of the development and implementation of the programme. 17. the study program for the licensing of necessary data on a university or college that is included in the State and the Ministry of education and science, Center of registers require and receive from these records. If the University licensing submitted a doctoral programme, the centre asked the Latvian Science Council to give an opinion on the authorisation submitted to the doctoral programme in accordance with the law of scientific activities article 16, paragraph 7. 21. the application shall be returned to the applicant in such cases: 21.1. no payment for courses in licensing; 21.2. not submitted all of the required information according to paragraph 19 of these rules; 21.3. the document is not formatted according to the regulations laid down in document processing requirements. 22. the two working days following this rule 6.2. approval of experts referred to the Centre shall inform the University or College of approved experts. If an expert opinion about any of the criteria to be assessed are different, different view points in the joint opinion section. 24. the Commission shall assess the programmes, taking into account the following criteria: 24.1. study programme corresponds to high school or college field of study; 24.2. the documents submitted meet the requirements of the legislation in the field of education (including regulated professions); 24.3. academic staff qualifications comply with the implementation of the programme of study conditions and requirements of the legislation in the field of higher education; 15.2. each representative of the academic staff in the past six years has at least three publications recenzējamo editions, including one international publication (if in a shorter period of time worked, the number of publications is proportionate to the time worked), creative or artistic achievements (such as exhibitions, films, theatre and koncertdarbīb), or five years ' seniority in practice (with the exception of the implementation of the programme of study) in accordance with the School Act; 15.2. academic staff foreign language skill level corresponds at least to level B2 of the European language assessment levels, if studies or parts intended to be put in a foreign language; 24.6. the doctoral programme at least five PhD study programme the corresponding or related science sector who have been elected in the University and at least three of which are the Latvian Science Council approved experts within the sector; 24.7. this rule 24.6. doctor referred to in the scientific and pedagogical qualifications comply with law professor and associate professor of the applicant, the Office of scientific and pedagogical qualification assessment criteria; 15.4. study and knowledge base (including the library), as well as financial and facilities comply with the conditions of implementation of the programme of study; 15.5. content of the study programme and implementation mechanism drawn up according to the laws and regulations in the field of higher education; 24.10. the content of the study programme study programme meets the objectives and tasks, as well as the defined study results; 24.11. study programme content is relevant to the degree obtained, degrees and professional qualifications or professional skills; 24.12. graduates will have access to employment or self-employed activities according to the obtained degrees or professional qualifications; 24.13. at least three specialists of the sector concerned (except for the high school or college academic personnel) were involved in the development of the program of study. 25. the Centre within 10 working days of the Commission's decision shall be sent to the University or college. If the Commission decides to license courses, the Centre within 10 working days after the decision has been sent to the Ministry of education and Science Commission with a copy of the decision and prepare a programme licence (annex 2). The Ministry of education and science within 10 working days after the decision of the Commission and of the licence shall send the Minister of education and science signed a license for a Studies Center. The license is perpetual, or is valid until its cancellation in the University law cases. 26. the Commission shall adopt a decision on the refusal to issue a license for a studies program University of law in the fourth paragraph of article 55.2 cases. 27. the Commission may adopt a decision on the withdrawal of the licence application for University studies in law in article 55.2 of the 6th part of the cases. 28. IV. Closing questions 32.
