General question 1. civil participation of experts in international organisations in civilian missions between the folksy Advisory Council (hereinafter Council) is a consultative, coordinating body whose objective is to provide proposals on Legal Affairs legal resolution to ensure Latvian civil participation of experts in international organisations in civilian missions between the folksy as well as to provide for the assessment of the Ministry of Foreign Affairs and the Latvian civil proposals for sending experts to the international civil mission. II. the Council functions, tasks and rights 2. 3.5. to provide the responsible Ministry before the law required the drafting of legislation;
3.6. to evaluate and provide information to the Ministry of Foreign Affairs on international civil mission of civilian experts in the life, health or other possible dangers during the mission. 4. the Council shall have the following rights: 4.1 to request and receive from the responsible national regulatory authorities Council for information;
4.2. call upon specialists and experts who are competent in the Council on matters under consideration. III. composition of the Council and the Organization of work of the Council is composed of 5 representatives from: the Ministry of Foreign Affairs 5.1;
5.2. The Ministry of defence;
5.3. The Ministry of the economy;
5.4. The Ministry of the Interior;
5.5. The Ministry of Justice;
5.6. The Ministry of finance;
5.7. The Ministry of transport;
5.8. The Ministry of health;
5.9. the public prosecutor's Office;
5.10. the State Chancellery;
5.11. the civil administration. 6. in paragraph 5 of these provisions those authorities delegate their representatives (Department Director and expert levels) work in the Council. 7. establishment of the Council approving the Prime Minister. The responsible institution is the Ministry of Foreign Affairs. 8. The President of the Council is the Foreign Ministry's Deputy Secretary of State. 12.2. inform the Council of the views of the institutions represented on the Council meeting, the matter at issue;
12.3. According to competence provide the necessary information and documents, in order to ensure the functioning of the Council. 13. the Council are valid if they are sitting on more than half of the Board members. 14. the Council decisions, the open vote. Council decisions are taken by a simple majority. If the vote splits equal, the Chairman of the Board shall have a casting vote. 15. the minutes of the Council. The minutes shall specify the agenda, discussions and decisions, as well as persons who participated in the meeting, and the people who commented on the matter. 16. The minutes shall be signed by the Chairman and draftsman of the Protocol. 17. the functions of the Secretariat of the Council provides the Ministry of Foreign Affairs.
