Cabinet of Ministers Regulations No 139 Riga 2006 (February 14. 9. § 47) rules on certain hazardous chemical substances, equipment and product use and labelling requirements and for environmentally harmful list issued in accordance with the law "on pollution" 11. the second paragraph of article 13 i. General questions 1. of certain dangerous chemical substances and equipment containing product use and labelling requirements and the list of goods harmful to the environment.
2. The rules referred to in annex 1 of the environmentally harmful goods are prohibited to be imported into Latvia, as well as distribute.
II. Polihlorēto biphenyls and terphenyls-polihlorēto equipment and marking 3. Polihlorēto biphenyls or terphenyls containing polihlorēto equipment is equipment that contains or has contained polihlorēto of polihlorēto biphenyls or terphenyls (transformers, capacitors, containers) and which are refined (hereinafter equipment).
4. cleaning of equipment is the content of polychlorinated biphenyls and polychlorinated terphenyls substitution fluid that does not contain polihlorēto biphenyls and terphenyls polihlorēto, as well as other transactions that facilitate the equipment, materials or recycling or disposal of the liquid.
5. Equipment for which there is a reasonable suspicion that they may contain polihlorēto biphenyls or terphenyls, managed polihlorēto like polihlorēto biphenyls or terphenyls containing polihlorēto.
6. If the content of polychlorinated biphenyls or polychlorinated terphenyls volume facility is greater than 5dm3, the owner of the equipment or the user submitted the national environmental authorities in the relevant regional environmental administration of the installations (annex 2).
7. The provisions of paragraph 6 of the equipment owner or user shall inform in writing the national environmental service of the relevant regional environmental governance, if changed the number of the machine or the content of polychlorinated biphenyls and polychlorinated terphenyls.
8. National Environment services of the regional environmental administration annually collects these rules 6 and 7 of the information referred to in paragraph for the preceding year and send the Latvian environment, geology and Meteorology Agency. Latvian environment, geology and Meteorology Agency collects information and ensure its availability to the public.
9. by paragraph 6 of these rules of equipment purification, incineration or disposal facility owner or user of the equipment to ensure an indelible (embossed or engraved) marking according to this provision, in paragraph 1 of annex 3 in the sample. Highlight with the same content owner or user of the equipment attached to the building and the room door, in which the machine.
10. After treatment at the transformers shall be marked according to the provisions of paragraph 2 of annex 3 in the sample. Transformer decontamination must not prevent the content of polychlorinated biphenyls and polychlorinated terphenyls incineration or disposal.
11. a Person who stores, cleans or processed polihlorēto biphenyls, terphenyls and polihlorēto equipment, it delivered PCBs recorded biphenyls, terphenyls PCB and the origin of the equipment, its properties, the content of polychlorinated biphenyls and polychlorinated terphenyls quantity and content and issue owners and users who provide polihlorēto biphenyls, terphenyls and polihlorēto equipment, certificate. The certificate indicates the delivered the content of polychlorinated biphenyls and polychlorinated terphenyls physical and chemical characteristics and quantity.
12. the processing or disposal facility manager logs information about collected, recycled and disposed of PCBs polychlorinated biphenyls, terphenyls and the origin of the equipment, the characteristics, the content of polychlorinated biphenyls and polychlorinated terphenyls quantity and content and every year shall provide this information to the national authorities concerned of the environment regional environmental administration and local authorities in the administrative territory of the equipment is located.
13. Equipment of polychlorinated biphenyls or polychlorinated terphenyls of the volume is less than 5 dm3 and other components after they stop using if it is practical, separated from the relevant installations, separately collected and recycled or disposed of.
14. it shall be prohibited to remove polihlorēto polihlorēto biphenyls and terphenyls of the other substances, for use as a arīuzsāk a new polihlorēto biphenyls and terphenyls containing polihlorēto equipment operation.

III. Hazardous substances in batteries and accumulators for use and labelling Dangerous substances 16. battery the battery is electrical energy source, in which experiencing energy, moves to the chemical energy directly, and which consists of one or more primary (non-rechargeable) or secondary (rechargeable) (hereinafter referred to as the battery or battery), which corresponds to the provisions referred to in paragraph 17.
17. the requirements set out in this chapter apply to: 17.1. batteries or accumulators containing: 17.1.1. more than 25 mg of mercury per one share, except alkaline manganese batteries,
17.1.2. more than 0.025% cadmium by weight;
17.1.3. more than 0.4% by weight of lead;
17.2. alkaline-manganese batteries containing more than 0.025%, mercury (by weight).
18. Batteries and accumulators are labelled. The label includes directions for: 18.1. batteries or accumulators collected separately from other waste;
18.2. possible battery or battery recycling;
18.3. the content of heavy metals in batteries or battery.
19. If the batteries or the battery can be removed without special equipment, according to paragraph 18 of these regulations shall be marked for the equipment in which the batteries or the battery.
20. Mark symbol, which contains the requirement to collect the batteries or the battery separate from the other waste (annex 4), covers 3% of batteries or battery larger surface (cilindriskaj parts-from the surface of the battery or battery), and the maximum size is 5x5cm. If the batteries or the battery surface area is such that the symbol size is less than 0, 5x0, 5 cm, each battery or battery not marked but printed on its packaging the symbol of great 1x1cm. The manufacturer or importer may choose one of the rules referred to in annex 4 of the label symbols.
21. Mark symbol indicating the heavy metal content of batteries or accumulators, consists of the metal legend. Highlight the symbol with an indication of the heavy metal content shall be printed beneath the symbol label containing an indication of the battery or batteries separate collection. Its size is not less than one fourth of the area occupied by this rule 20, paragraph mark symbol.
22. all marking symbols are printed in legible, clearly and indelibly.
23. the batteries or the battery may not be inserted in the machine, if after use you can not easily be removed, except for: UR23.1.iek ārt, batteries or accumulators which are welded, welded or otherwise permanently attached to other parts of the equipment, to ensure the power flows according to the industrial consumption and maintain information technology and operating equipment, data processing functions, if it is technically necessary;
23.2. module of the scientific and technical equipment and the medical equipment batteries or batteries that maintain human life functions and activities required to maintain continuously. In this case, the batteries and the batteries allowed to remove only qualified staff;
23.3. mobile equipment where unskilled person carried out the battery or battery replacement can compromise user safety or affect the operation of, and professional equipment intended for use in highly sensitive environments, also in the presence of volatile substances.
24. Installations with batteries or accumulators the user cannot be removed without special equipment, add instructions. The instructions in the user shall be informed of the hazards of batteries and accumulators and spent batteries or battery safe removal.
IV. Closing questions 25. Be declared unenforceable in the Cabinet of 12 March 2002, Regulation No 117 "rules on certain dangerous chemical substances, equipment and product use and labelling requirements and for environmentally harmful goods list" (Latvian journal, 2002, nr. 46).
