Cabinet of Ministers Regulations No. 235 Riga, 28 March 2006 (pr. 23. § 17) veterinary requirements for porcine semen trade Issued in accordance with article 25 of the law of veterinary medicine of i. General questions 1. establishes the health requirements in the home of the porcine species (hereinafter referred to as the boars) semen (not modified, prepared or diluted ejaculate of an animal) for trade between Member States of the European Union (hereinafter referred to as the participating countries), and imports from third countries.
2. the provisions do not apply to the zootechnical requirements artificial insemination and semen distribution organisation.
3. These provisions in certain studies carried out by the food and veterinary service national diagnostic centre or laboratory, which is accredited by Latvian National Accreditation Bureau according to the standard LVS EN ISO/IEC 17025:2005 "the competence of testing and calibration laboratories-General requirements", or the institution of a Member State for which the Ministry of Economic Affairs has published a notice in the newspaper "journal".
4. under the terms of The boar semen production centre (hereinafter referred to as the Centre) is the competent national veterinary authority (a Member State or a third country authority performs state veterinary supervision and control, or any authority to which it has delegated that function) under the supervision of the company, which issued a certificate of recognition to prepare (acquired, handled, stored, transported) artificial insemination boars intended for trade in semen of the Member States.
5. food and veterinary service (hereinafter service) this provision referred to in paragraph 4, the certificate of recognition issued by the Centre in the territory of Latvia, if it complies with the requirements of this regulation.
6. the Department shall monitor the implementation of these provisions. If the Center does not comply with the requirements referred to in these provisions, the recognition of the certificates of the Centre cancelled.
7. the service shall be entered in the Centre, the approval number and shall inform the European Commission and the other Member States. The European Commission and the other Member States shall also notify the Service Center recognition certificates are revoked.
II. Requirements for the boar semen intended for trade between the Member States 8. Trade between Member States use the boar semen for artificial insemination and obtained, processed, stored and transported under the requirements of this regulation.
9. Imports into Latvia of the boar semen from another Member State or exported the boar semen from another Member State of Latvia, a semen shipment accompanied by a veterinary health certificate (annex) and with a load of semen is sent to the destination in another Member State.
10. The veterinary health certificate (original) meet the following requirements: 10.1 it shall be issued and approved by the country of origin of the semen official veterinarian (official veterinarian inspector or a veterinarian, of the service or other competent national Veterinary Authority official) according to the legislation on procedures for the issue of animal and animal products veterinary health certificate;
10.2. you fill in at least one of the collection's official languages and in one of the official languages of the country of destination;
10.3. it is the one single document;
10.4. it shall be issued for one consignee.
11. On the destination of semen shall notify the Member States with the help of an integrated computerised system (trace), which connects the competent veterinary authorities.
12. If the suspect or received consumer complaints, semen is suspected of being infected or contaminated by pathogenic micro-organisms, in addition to the monitoring service of the measures set out in the law on the veterinary control and monitoring arrangements for trade in animals, semen, ova and embryos with the Member States and third countries, carried out the boar semen load control, including sperm storage in quarantine provided that this does not affect the viability of the semen.
13. The semen from boars: 13.1. which day of collection of the semen is clinically healthy;
13.2. which have not been vaccinated against foot-and-mouth disease;
13.3. complying with the rules laid down in chapter VI and VII;
13.4. not used for natural breeding (for natural mating during);
13.5. held in the Centre: 13.5.1. the territory is not restricted under the legislation on combating infectious diseases of pigs;
13.5.2. where Aujeszky's disease is not found in no less than 30 days prior to collection of the semen.
14. the semen after final dilution or diluent is added in an effective combination of antibiotics (particularly against leptospirosis and mikoplazmoz) to prevent the transmission of infectious disease threats. If the frozen semen, antibiotics are added before the semen freezing.
15. the combination of Antibiotic exposure is equivalent to the following dilutions: 15.1 of not less than 500 µ g streptomycin to the final solution in ml not less than 500 15.2 IU of penicillin to the ml final solution; 15.3. no less than 150 µ g lincomycin on ml final solution; 15.4. no less than 300 µ g spectinomycin on the final solution in ml. 16. After the addition of the antibiotics the diluted semen stored not less than 45 minutes at a temperature that is not lower than 15 ° c.
17. The semen, which prepares the trade within the Member States: 17.1. stored before dispatch pursuant to this provision the requirements laid down in chapter IV;
17.2. the Member State of destination in containers of trans port, which before the commencement of each filling cleaned and disinfected or sterilized. Containers from those provisions before sending the corresponding semen storage premises sealed official veterinarian.
III. Imports from third countries authorised to import 18 service boar semen load: 18.1. from those third countries or parts thereof from which the European Commission has authorized the importation of semen of boars in the European Union;
18.2. of those centres in third countries from which the European Commission has authorized the importation of semen of boars in the European Union;
18.3. If there is a presentation of an animal health certificate.
19. from a third country entering the goods for the boar semen, if you have filled in the veterinary health certificate with semen shipment sent to the destination. The veterinary health certificate (original) meet the following requirements: 19.1. approved and issued by the country of origin of the semen of the official veterinarian;
19.2. to fill in at least one of the loads of semen the official languages of the country of destination and at least one official language of the Member State in which the imported semen load control;
19.3. it's one single document;
19.4. to one consignee.
20. Service control loads of semen imported from a third country in Latvia. Service prohibit cargo in Latvia, where controls reveal that: 20.1. freight imported semen: 20.1.1. from a third country that does not comply with this rule 18.1. the conditions referred to in (a);
20.1.2. Center from a third country that does not match this rule 18.2. the conditions referred to in (a);
20.1.3. from a third country or part of its territory, from which the importation of prohibited goods of semen in accordance with the provisions of paragraph 26 and 27 of the said conditions;
20.2. sperm loads attached to the ve terinār (health) certificate does not conform to the provisions referred to in paragraph 19.
21. in paragraph 20 of these regulations shall not apply to consignments of semen imported into the customs territory of the Member States and placed under a Customs transit procedure applicable to the goods, if their destination is outside the territory of the Member States. However, this paragraph shall apply where customs transit is waived during transport through the territory of the Member States.
22. If you suspect or have received consumer complaints, semen is suspected of being infected or contaminated by pathogenic micro-organisms, in addition to the monitoring service of the measures set out in the law on the veterinary control and monitoring arrangements for trade in animals, semen, ova and embryos with the Member States and third countries, take control of the load of semen, including semen storage in quarantine provided that this does not affect the viability of the semen.
23. If the service prohibits the import of semen load in Latvia in accordance with any of the provisions of paragraph 20 of the said conditions of the semen and 30 days in the country do not allow send back of deep-frozen semen, service shall decide on the destruction of this semen load. If sent fresh sperm load service such decision shall be taken immediately.
24. The costs associated with the destruction of the load of semen shall be chargeable to the consignor, the consignee or his representative.
25. for each consignment of semen entering Latvia from a third country via another Member State on the basis of this provision, paragraph 20, is a veterinary health certificate or a certified copy of the original. A copy of the competent veterinary authority, take sperm load control.
26. the service shall prohibit the shipment of semen from a third country or part of its territory, which complies with the provisions of paragraph 19 of the said conditions, where the third country or part of the territory, finds the animal contagious diseases that can be transmitted through semen and which may threaten Latvia's herds.

27. the service this provision 26. in the case referred to in paragraph shall prohibit the introduction of semen from the whole of the third country or part of the territory of one of them, whether or not the semen imported directly or through another Member State. The service shall immediately inform the European Commission of the measures taken, of the reasons therefor and the abolition of the measure.
IV. the claims Center 28. Centre meet the following requirements: 28.1. Center constantly carry out the Monitoring Centre's veterinarian (official veterinarian, who shall be responsible for the conformity of the activities of the Centre that the requirements of the rules);
28.2. the Center is: 28.2.1. boars storage, isolation rooms also boars: 28.2.1.1. which of these provisions referred to in chapter VI studies have produced positive results;
28.2.1.2. which is not clinically healthy;
28.2.2. semen collection, also a separate room for the cleaning and disinfecting of equipment or sterilization;
28.2.3. a semen processing room (which may be located elsewhere);
28.2.4. semen storage room (which may be located elsewhere).
29. The premises comply with the following requirements: 29.1. they are isolated to prevent the possibility of the Centre held boars come into contact with animals outside the Centre;
29.2. the boars home and collection, processing and storage facilities are easy to clean and disinfect;
29.3. premises staying boars, is physically separated from the semen processing and storage facilities;
29.4. semen processing and storage facilities are separated from each other.
V. monitoring the conditions of the Centre the Centre hosts 30 boars that are used for production of semen.
31. the Centre, in paper or electronic form data are available that contain the following information for each Center held the boar: 31.1. breed, date of birth and identification number;
31.2. perform diagnostic tests and their results, disease diagnosis, treatment and vaccination;
31.3. date of collection of the semen;
19.5. information about the storage of semen (if prepared frozen sperm).
32. the official veterinarian Center checked not less than twice a year and assess the compliance of the activities of the Centre that the requirements of the rules. By inspection, the official veterinarian observe personal hygiene to prevent the transmission of infectious diseases.
33. the Centre shall be prohibited to enter and reside in the outsiders. Visitors who are allowed to stay in the Centre, run by the Centre veterinarian instructions.
34. the Centre employs a staff that is trained to carry out the disinfection procedures and hygiene measures to prevent the transmission of infectious diseases.
35. The Center shall ensure that: 21.8. semen collected, processed and stored in the Center and it does not come into contact with any other semen;
35.2. semen collected, processed and stored only for the purpose provided in the premises of the Centre and corresponding hygienic conditions (prevent semen to infect or contaminate with a pathogenic organisms of the semen, evaluation, processing and storage process);
35.3. equipment and tools that collection and processing comes into contact with the semen or the donor before use disinfected or sterilized (except once to use the tools);
35.4. the products of animal origin used in the processing of semen (including additives or a diluent) before treatment so they do not risk to animal health;
22.1. storage and transport containers before filling or sterilize dezin fic;
22.1. using a cryogenic (liquid nitrogen), which has not previously been used for other products of animal origin.
36. each dose of semen is clearly marked and easy to read. The label says: 36.1. country of origin of the semen;
36.2. the date of collection of the semen;
36.3. the donor animal breed and identification number;
22.6. name and number recognition.
37. the service shall notify the European Commission of the national markets for the sperm and the format of the label that introduced in the territory of Latvia.
Vi. Health requirements in boars entering the Centre 38. Prior to entering the Centre of the boar of not less than 30 days subject to quarantine service monitor in control during the quarantine shed.
39. The quarantine facility may be located in the animal health situation is no worse than boars intended for import into the Center.
40. before the arrival of the boar the quarantine accommodation they are not kept in herds with animals of a lower health status. Boar shall be chosen from herds or holdings: 24.9. which is free from brucellosis;
40.2. in which during the preceding 12 months the animals have not been vaccinated against foot-and-mouth disease;
40.3. in which during the preceding 12 months, a clinical virological or serological Aujeszky's disease have been found;
40.4. located in the territory, which is not subject to restrictions under the regulations on infectious diseases in pigs.
41. The owner or keeper of the animals within 30 days before the period of quarantine ensures that the boar according to the requirements of laws and regulations concerning veterinary requirements for bovine and porcine for trade between the Member States, carry out laboratory investigations following the detection of the disease: brucellosis-Brucella 41.1. Antigen reaction;
41.2. Aujeszky's disease: 41.2.1. serum (virus) neutralization reaction or imūnfermentatīv (hereinafter referred to as ELISA) analysis to identify all the Aujeszky's disease viral antigens unvaccinated boars;
41.2.2. Elisa analysis to identify for Aujeszky's disease G1 antigens boars vaccinated with a G1 deleted vaccine; highlighted
41.3. classical swine fever: Elisa or serum analysis (virus) are the Dalai Lama not sation reaction.
42. If brucellosis test results to the boar are positive (25.5), from the herd of origin and boar accommodation boars with negative brucellosis test results to authorise the quarantine accommodation after the service confirms that the herd of origin and storage is free from brucellosis.
43. these rules shall be authorized in paragraph 41 of these studies make the boars that have already brought in the quarantine accommodation, if the results are known before the 30-day quarantine period.
44. Prior to entering the Centre 30 day quarantine period during the last 15 days of the boars take laboratory investigations following the detection of the disease: brucellosis-Brucella 44.1. Antigen reaction;
44.2. Aujeszky's disease: 44.2.1. serum (virus) neutralization test or Elisa analysis to identify all the Aujeszky's disease viral antigens unvaccinated boars;
44.2.2. Elisa analysis to identify for Aujeszky's disease G1 antigens boars vaccinated with a G1 deleted vaccine; highlighted
27.5. swine infectious diseases communicable to semen-additional laboratory studies, in accordance with the instructions of the official veterinarian.
45. If any of the provisions referred to in paragraph 44, the results of the study are positive, the hotel concerned to immediately leave the quarantine shed. If the quarantine accommodation is kept the boar group, under the supervision of the official veterinarian shall take measures to ensure the health status of the animals remaining in compliance with the requirements of this regulation, the importation into the male Center.
46. If boars brucellosis test results (44.1) is positive, the following study procedures: 46.1. Sera positive: sero-agglutination reaction 46.1.1.;
46.1.2. complement fixation reaction;
46.2. the epidemiological inquiry shall serologically positive boar herds of origin and yards;
46.3. serologically positive boars repeat: sero-agglutination reaction; 46.3.1.
46.3.2. Brucella Antigen reaction;
46.3.3. complement fixation reaction.
47. the repeated examinations taken not earlier than seven days after the first sampling studies.
48. the suspicion of brucellosis is approved or rejected, having regard to the herd of origin of the boar in the epidemiological inquiry and comparing the first and repeat the results of the laboratory examinations (46 and 47): 48.1. If the suspicion of brucellosis is not confirmed, the boar, the test results are negative in the first round of the study of brucellosis (44.1. below), may be imported into the Center;
48.2. the boars that have positive results of the first study, the Center may be imported if it is a negative study results in two rounds (agglutination with Rose-Bengal, and sero-agglutination Antigen complement fixation reaction).
49. The boars into the Center with the permission of the Centre veterinarian.
50. the boars into the Center and out of it registers according to the laws and regulations on animal, herd and the registration of holdings and identification of animals.
51. The boars entering the Center, on the day of importation, comply with the following requirements: 51.1. the Centre has seen a veterinary doctor and they are clinically healthy;
51.2. they come from this provision referred to in paragraph 38 of the quarantine accommodation that boars dispatched meets the following conditions: 51.2.1. it is situated in an area not subject to restrictions under the regulations on pig infectious diseases;
51.2.2. the boars no clinical, pathological or serological Aujeszky's disease symptoms within the previous 30 days.
52. The boar is transferred from one centre to another without adding in quarantine or laboratory examination: 52.1. these provisions have been complied with the conditions referred to in paragraph 53;

52.2. the regular laboratory examinations (Chapter VII) have made the above šēj male 12 months;
52.3. the destination Center boars kept not lower health status;
52.4. the transferable boars do not come into contact with other cloven-hoofed animals of a lower health status;
52.5. vehicle shipment before the boar is disinfected.
53. The boars from the Center to the Center in Latvia, in another Member State, or importation from the center of the boars in another Member State, Latvia to the Centre each boar to send veterinary health certificate. Veterinary health certificate completed in accordance with the requirements laid down in laws and regulations concerning veterinary requirements for bovine and porcine for trade between Member States. If these rules are met, paragraph 52, the boar in the veterinary health certificate indicating the information on vehicle disinfection and any of the following requirements, which confirms that the State of health of the boar: the boar leads from 53.1. Center that meets the requirements of this regulation;
53.2. boar leads from quarantine accommodation according to the conditions of reception centre, and has met the requirements laid down in this chapter;
53.3. the boar leads come from a herd meeting the conditions of reception the boar in quarantine, and the State of health of the animals comply with the veterinary requirements set out in these rules 40, 41, 42 and 43.
VII. The regular examination by the Centre's 54. All boars kept boars taken centre laboratory investigations following the detection of the disease: 54.1. Aujeszky's disease: 54.1.1. (virus) of the serum neutralization test or the Elisa analysis to identify all the Aujeszky's disease viral antigens, if boars have not been vaccinated;
54.1.2. Elisa analysis to identify for Aujeszky's disease G1 antigens boars vaccinated with a G1 deleted vaccine; highlighted
54.2. brucellosis-Brucella Antigen in agglutination reaction;
54.3. classical swine fever: Elisa or serum analysis (of the virus) in reaction to the Dalai Lama sation antibodies;
54.4. swine infectious diseases communicable to semen-additional diagnostic studies in accordance with the instructions of the official veterinarian.
55. The Centre veterinarian shall ensure that the provisions referred to in paragraph 54 of the examination Center of all boars kept once their residence time in the Center, but not less frequently than every 12 months, if staying in the center of the boars for longer than 12 months. Look for examinations taken by choosing gus, one of the following options: 55.1. all boars when leaving the Centre, but not later than 12 months after their reception center (sample examinations are permitted to take the slaughterhouse);
55.2.25% from boars kept samples are taken every three months. In this case, the Centre veterinarian provides a sampling of all age groups and boar accommodation.
56. If any of the provisions referred to in paragraph 54 of the study results is positive, the hotel, which has a positive examination results, isolates. Of semen from boars since this date sampled last study with negative results, may not be used in trade. Another boar semen collected in Center after that date, stored separately and used in trade after the Update Center in the State of health of the boar according to the requirements of this regulation.
VIII. Closing questions 57. Be declared unenforceable in the Cabinet of Ministers of 30 March 2004, Regulation No 204 ' health requirements of semen, ova and embryos of the trade "(Latvian journal, 2004, nr. 69).
58. The entry into force of the provisions by 30 June 2006.
