Cabinet of Ministers Regulations No. 218, Riga, 21 March 2006 (pr. 16. § 18) the rules on the carriage of passengers, baggage and air cargo transport, Issued in accordance with the law "on the air" 84. Article i. General questions 1. determines the order in which the Republic of Latvia and from those out for scheduled and non-scheduled commercial passenger, baggage and air cargo services (hereinafter air transport) according to the national, between the tautiskaj and the European Community law. 2. Such air service is in accordance with the Republic of Latvia to binding international treaties. 4. the authorisation referred to in these provisions for regular and irregular air transport shall be issued by the Ministry of transport. 5. For carriers in this provision, chapters III and IV constitute the meaning of economic operators who for consideration provide regular and non-regular passenger, baggage and air cargo services. 6. the date of submission of the document to the Ministry of transport shall be regarded as the day when the documents arrived at the disposal of the Ministry of transport. European economic area carrier that wants to launch non-scheduled air services between the Republic of Latvia and other Member States of the European economic area, at least three working days before the Air launch planned route in the Ministry of transport submitted the statement. The notification shall be accompanied by a copy of the business license, which according to the Council of 23 July 1992 Regulation (EEC) No 2407/92 on licensing of air carriers issued the relevant European economic area Member State competent aviation authority. 11. The air carrier shall issue the authorisation by this rule 7, 8, 9 or 10. submission of the documents referred to in points. III. Regular air service 12. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. 14. If another European economic area Member State registered in the carrier wants the introduction of a scheduled air service between the Republic of Latvia and the countries that are not Member States of the European economic area, it's at least a month before the planned commencement of the carriage by air shall submit an application in the Ministry of transport. The application shall be accompanied by: 14.1. flight schedule;
14.2. the business license copy, which according to the Council of 23 July 1992 Regulation (EEC) No 2407/92 on licensing of air carriers issued the relevant European economic area Member State competent aviation authority;
14.3. the carrier by the competent authority of the country of registration of the document where requested to allow the national carrier to make certain air services on the route between the Republic of Latvia and the country concerned;
14.4. the country of registration of the carrier and the country in which the carrier wishes to operate scheduled air services to the public, international legally binding assurances that the countries in question is registered in the Republic of Latvia guarantees the carriers the right to carry out regular air service to an equivalent route. 15. If any of these rules specified in paragraph 14 of the document and not compliance with national, international or European Community law, as well as the granting of authorization shall comply with economic interests in the aviation sector, the Ministry of transportation within 10 working days of the carrier concerned shall be issued by the regular air permit. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. The regular air permit, Ministry of transportation may determine the duration of the permit. Maturity determination, taking into account existing or planned regular transport system on the route, as well as Latvia's economic interests in the aviation sector. 16. If the carrier is registered in a State which is not member of the European economic area, wants to start a regular air service between the Republic of Latvia and other countries, it at least a month before the scheduled launch of the air traffic in the Ministry of transport submitted: 16.1. commercial license copy;
16.2. the air operators certificate copy;
16.3. the flight of the copy of the certificate validity;
16.4. the copy of the certificate;
16.5. the copies of the documents certifying the conformity of the aircraft to leap to safety requirements and the air carrier's ability to meet applicable safety requirements;
16.6. the carrier by the competent authority of the country of registration of the document where requested to allow the national carrier to make certain air services on the route between the Republic of Latvia and the country concerned;

10.4. the country of registration of the carrier and the country in which the carrier wishes to operate scheduled air services to the public, international legally binding assurances that the countries in question is registered in the Republic of Latvia guarantees the carriers the right to carry out regular air service to an equivalent route. 17. If all this provision paragraph 16 contains the documents and not compliance with national, international or European Community law, as well as the granting of authorization shall comply with economic interests in the aviation sector, the Ministry of transportation within 10 working days of the carrier concerned shall be issued by the regular air permit. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. If the carrier, which is registered in a State which is not a member of the European economic area, but with which Latvia has concluded air traffic agreement, wants the introduction of a scheduled air service between the Republic of Latvia and the country concerned, it at least a month before the planned commencement of the carriage by air shall submit an application in the Ministry of transport. The application shall be accompanied by a list of the planned flight and that rule 16.1, 16.2, 16.3, 16.4 and 16.5 of the items referred to in the copy. 19. If all these rules specified in paragraph 18 of document and not compliance with national, international or Community law, the traffic Ministry within 10 working days of the carrier concerned shall be issued by the regular air permit. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. IV. Non-scheduled air service 20. If the Republic of Latvia registered carrier wishes to operate non-scheduled air services between the Republic of Latvia and the countries that are not Member States of the European economic area, it at least four working days before the planned commencement of the carriage by air shall submit an application in the Ministry of transport. The application shall be accompanied by a flight plan. The flight plan for the purposes of this chapter, there are certain details of the scheduled flight or during which it shall submit to the relevant organizing air traffic authorities. 21. The application shall be accompanied by the following: 22.1. flight plan;
22.2. the business license copy, which according to the Council of 23 July 1992 Regulation (EEC) No 2407/92 on licensing of air carriers issued the relevant European economic area Member State competent authority;
22.3. the carrier by the competent authority of the country of registration of the document where requested to allow the national carrier to make certain air services on the route between the Republic of Latvia and the country concerned;
22.4. the country of registration of the carrier and the country in which the carrier wishes to operate non-scheduled air services, public international legally binding assurances that the countries in question is registered in the Republic of Latvia guarantees the carriers the right to carry out non-scheduled air services to an equivalent route. 23. If all these rules specified in point 22 documents and not compliance with national, international or European Commission law, the Ministry of transportation within two working days, the carrier shall not be issued to regular air services. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. 24. If the carrier, which is registered in a State which is not a member of the European economic area, wants to take non-scheduled air services between the Republic of Latvia and other countries, the Ministry of transport at least four working days before the planned start of operations submitted that rule 16.1, 16.2, 16.3, 16.4 and 16.5 of the items referred to in the copy of the flight plan and: 24.1. the carrier by the competent authority of the country of registration of the document where requested to allow the national carrier to make certain air services on the route between the Republic of Latvia and the country concerned;
24.2. the country of registration of the carrier and the country in which the carrier wishes to operate non-scheduled air services, public international legally binding assurances that the countries in question is registered in the Republic of Latvia guarantees the carriers the right to carry out non-scheduled air services to an equivalent route. 25. If all these provisions submitted 24 documents specified in the paragraph and not compliance with national, international or Community law and, on the request of the Ministry of transport of the Republic of Latvia registered carriers writing that they refuse to make that carrier's scheduled air services on the route concerned flight plan specified in days, the traffic Ministry within two working days, the carrier shall not be issued to regular air traffic. If the documents submitted are found shortcomings and those of the Ministry of transport has not been corrected within the time limit set, the licence shall be issued. 26. If this chapter refers to the carrier providing air taxi services, the notification period of at least three working days before the programmed non-scheduled air transport. The meaning of this chapter, air taxi services is not a regular carriage of passengers by aircraft for up to 10 passengers and the occasional commercial cargo transport by aircraft with a load capacity of not more than 5700 kilograms. 27. The present chapter in non-scheduled air transport licences, Ministry of transportation may determine the duration of the permit.
