Cabinet of Ministers Regulations No. 236 in Riga, 28 March 2006 (pr. 2. § 17) the rules on the traction, the driver (engineer) of the instructor, the traction, the driver (engineer), traction (the engineer) Assistant qualification requirements and the certification order Issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" 20. the second paragraph of article 37 of the law and the second paragraph of article i. General questions 1. determine the traction, the driver (engineer) of the instructor (hereinafter referred to as the driver instructor), thrust the driver (engineer) (hereinafter referred to as the engineer) and traction (the engineer) Assistant (Assistant Engineer) qualification requirements and certification procedures. 2. the driver, Stoker's instructors or Assistant Engineer's professional competence showing the certificate (1., 2., and annex 3) and then at a joint certificate (4, 5 and 6). 6.4. get professional secondary education traction rolling stock holding specialty, not less than five years of work experience in the Office of the engineer;
6.5. for higher education, mastered the engineer and Assistant Engineer professional qualification of accredited continuing education program (licensed), is not less than five years of work experience in the Office of the engineer;
6.6. get professional higher education traction rolling stock holding specialty, is not less than three years of work experience in the Office of the engineer. 7. a Person who has one kind of traction the engineer instructor certificate and certificate, you may receive an instructor's certificate and a drivers licence other traction for driving, if it meets the following criteria: 7.1 obtain vocational education traction rolling stock holding specialty around the engineer gained professional qualifications accredited (licensed) further education program, is not less than one year of work experience in the other traction group engineer;

7.5. getting a higher education, mastered the engineer and Assistant Engineer professional qualification of accredited continuing education program (licensed), is not less than one year of work experience in the other traction group engineer;
7.6. obtain professional higher education traction rolling stock holding specialty, is not less than six months of work experience in the other traction group engineer. 8. the Person who has more traction for the driver's certificate and certificate, you can get the driver instructor certificate and licence, if it is not less than two years of experience in the kind of traction the engineer and the engineer of the common experience of the post under this provision, paragraph 6. 9. A Person may receive certificates and certificates of the drivers, if it meets the following criteria: 9.1 for vocational education in traction rolling stock holdings, acquired a specialty the engineer's professional qualifications accredited (licensed) further education program, is not less than two years of work experience in the kind of traction the engineer's mate;
9.2. for vocational education, mastered the engineer and Assistant Engineer's professional qualifications are accredited (licensed) further education program, is not less than two years of work experience in the kind of traction the engineer's mate;
9.3. for general secondary education, mastered the engineer and Assistant Engineer's professional qualifications are accredited (licensed) continuing education program, is not less than two years of work experience in the kind of traction the engineer's mate;
9.4. get professional secondary education traction rolling stock holding specialty, is not less than one year of work experience in the kind of traction the engineer's mate;
9.5. for higher education, mastered the engineer and Assistant Engineer professional qualification of accredited continuing education program (licensed), is not less than one year of work experience in the kind of traction the engineer's mate;
9.6. obtain professional higher education traction rolling stock holding specialty, is not less than six months of work experience in the kind of traction the engineer's Assistant. 10. Assistant Engineer experience comparable to not less than three years work experience with other movement related to the traction rolling stock holding specialist post and not less than three months ' work experience in the Office of the engineer reserve company in technological process is not the engineer's Assistant. 11. a Person who has one kind of traction the engineer's certificate and certificate, you may receive a different kind of traction the engineer's certificate and the certificate if it is not less than three months work experience other forms of traction engineer's Assistant. 12. A Person who has more traction for the driver's certificate and certificate of the Assistant, you can get a driver's certificate and the certificate if it is not less than six months of work experience in the kind of traction the engineer's mate and the total work experience mate mašīnista according to paragraph 9 of these regulations. 13. the Person can get a driver's mate and a certificate if it is not less than 48 hours of work experience in the engineer's Assistant and the reserve education: 13.1. vocational traction rolling stock holding specialty;
13.2. vocational education and acquired professional qualifications engineer Assistant (licensed) accredited continuing education program;
13.3. partially mastered accredited (licensed) professional education program (theoretical course in professional education institution) the traction rolling stock holding specialty;
13.4. General secondary education and acquired professional qualifications engineer Assistant (licensed) accredited continuing education program;
13.5. vocational secondary education traction rolling stock holding specialty;
13.6. higher education and acquired professional qualifications engineer Assistant (licensed) accredited continuing education program;
8.5. the vocational higher education traction rolling stock farm specialty. III. Certification 14. inspection certification process organized in accordance with the railway sector regulatory laws. 15. a Person who wishes to receive a driver's certificate submitted to the instructor in the application of the inspection certificate or extension of its period of validity (annex 7) and presented identity documents. The application shall be accompanied by the following: 15.1 the education and professional qualification certificate copy (the original show);
15.2. the work experience certificate;
15.3. a statement of the work to be carried out according to the State of health in accordance with the laws and regulations on the compulsory health examination;

15.4. one photo (3 x 4 cm). 16. a Person who wishes to receive a driver's certificate, shall submit an application in the inspection certificate or the renewal of the term of validity and the presentation of identity documents. The application shall be accompanied by: 16.1. education and professional qualification certificate copy (the original show);
16.2. the work experience certificate;
16.3. a statement of the work to be carried out according to the State of health in accordance with the laws and regulations on the compulsory health examination;
16.4. document for traction, the driver (engineer) of professional qualifications, accredited continuing education program (licensed) learning (except this rule 9.4 and 9.6. in the cases referred to in paragraph);
16.5. the employer-approved legislation on the train (traction) practical driving skills test (annex 8). The verification shall be carried out not less than 100 kilometers long train route or one full shift during the maneuver. The Act expires two months;
16.6. the psychologist's opinion about the applicant's psychophysical professional proficiency engineer's post;
16.7. one photo (3 x 4 cm). 17. a Person who wishes to receive engineer's mate, submit the application to the inspection certificate or the renewal of the term of validity and the presentation of identity documents. The application shall be accompanied by the following: 17.1. education and professional qualification certificate copy (the original show);
17.2. work experience certificate;
17.3. a statement of the work to be carried out according to the State of health in accordance with the laws and regulations on the compulsory health examination;
17.4. the document on the engineer's Assistant, accredited professional qualification (licensed) continuing education programs learning (except this rule 13.1, 13.3, 13.5 and 13.7. in the cases referred to in paragraph);
17.5. the opinion of the applicant's psychological psychophysical professional proficiency for the post of Assistant Engineer;
10.9. one photo (3 x 4 cm). 18. The inspection shall be entitled to the person who wants to obtain the relevant certificate or extend its validity period (hereinafter the applicant), to request additional information on work experience and training to ensure that the applicant's competence. 19. inspection of seven working days of the submission of the applicant, the appearance and the attached document, determines theoretical examination date (no later than 10 working days after the document review) or, if necessary, request additional information, or if the applicant does not meet the requirements, shall take a decision on the refusal to issue a certificate and certificate. 20. A tenderer sort theory test in the following areas: 20.1. railway technical operation rules;
20.2. the movement of the train and shunting work;
20.3. rail traffic;
20.4. the traction rolling stock construction and operation;
20.5. the rolling stock braking operation of public rail infra structure;
20.6. the labour protection requirements. 21. If the applicant has passed the theory test, inspection shall be issued within three working days to the applicant the certificate and certificate. If an applicant has not passed the theory test, inspection shall notify in writing to the applicant. 22. to register the decisions on the issue of the certificate and of the certificate, the validity of the extension of or refusal to issue a certificate and certificate, as well as the cancellation of a certificate and a certificate in Chapter VII of these rules in the order, the inspection shall establish a certified accounting system of railway experts. 15.2. to control the trackside motortransport. 25. The engineer Assistant Engineer Assistant certificate issued and certificates for certain types of traction for driving: 25.1. to conduct the dīzeļlokomotīv;
25.2. steam locomotives;
25.3. the diesel powered;
15.8. to control electric powered;
25.5. track driving. motortransport 26. A Person who has received the certificate of the engineer instructor until the end of its term of validity shall be entitled to perform the kind of traction the engineer or driver helper job responsibilities without additional certificate. 27. A Person who has received the engineer's certificate until the certificate expires shall be entitled to perform the kind of traction the driver helper job responsibilities without additional certificate. V. the certificate and the validity period of the certificate extension 28. To extend the certificate and the period of validity of the certificate, certified by the person not earlier than six months before the expiry of the licence, the certificate and the date, but not later than one month before expiry of the licence, the certificate and the date of the inspection, the application shall be submitted in accordance with the provisions of annex 7 and presented identity documents. The application shall be accompanied by: 28.1. work experience certificate;
28.2. a statement of the work to be carried out according to the State of health in accordance with the laws and regulations on the compulsory health examination;
28.3. one photo (3 x 4 cm). 29. The inspection shall take a decision on the validity of the certificate and of the certificate extension after the certified person passed the theory test in accordance with paragraph 20 of these regulations. 30. The inspection certificate shall be issued and a certificate indicating the period of validity extended, after the inspection passed the previous certificate and the original of the certificate. Vi. Certificate and certificate renewal 31. If the certificate or licence was stolen, destroyed or damaged, a certified renewable person makes application for a certificate of inspection or certificate of renewal and the presentation of identity documents. The application shall be accompanied by: 31.1. corrupted certificate or certificates (if issued);
31.2. a statement of the publication in the newspaper "journal" in which the certificate or certificates advertised as invalid (certificate or a certificate of loss of, theft of or destruction). 32. Inspection within three working days of the appearance of the application for a certificate or renewal of the certificate and the documents submitted and shall issue a certificate or duplicate certificate. To propose the withdrawal of the certificate and of the certificate, or 21.3 21.3 these rules.. the person referred to in paragraph below shall submit the application for a certificate of inspection and the cancellation of the licence. The application specifies the specific certified persons breaches committed by reference to laws, which are certified by the person violated. The application shall be accompanied by other evidence attesting to certified entities of the infringement (be sure to add an explanation of the person certified and the infringement of the Act). 36. inspection of seven working days of the application for certificate of appearance and withdrawal of the licence and the documents annexed thereto and adopt appropriate decisions. The inspection shall be notified in writing of the decision of the certified person and the employer, as well as, if necessary, public infrastructure manager. 37. The Person to whom the certificate is revoked and a certificate after a year is entitled to in chapter III of these rules in order to submit the application for the certificate and certificate. 38. The Person to whom the certificate and certificate cancelled repeatedly, forbidden to receive new certificates and certificate. 39. Within three working days after the receipt of the decision of the inspection certificate and the certificate of cancellation of a certified person shall transfer the certificate and certificate of inspection. VIII. The applicant's right to 40 Before the theoretical examination an applicant is entitled to acquaint themselves with the theory test and the amount of the order. 41. If the theory test is not settled, the applicant is entitled to 10 working days after the sort. 42. The Ministry of transport's decision can be appealed against in court within one month. IX. concluding issues 43. Document that regulations issued in accordance with the procedure laid down in this regulation to the date of entry into force and the right to discharge the driver instructor, engineer or engineer's Assistant, is valid until 2010 December 31 (if it is not withdrawn in accordance with the procedure laid down in these rules). By submitting a submission certificate, an applicant who has a valid document referred to by this provision replaced by 16.4, 16.5 and 17.4. the documents listed below, and shall not be subject to the requirements laid down in these provisions for the required education. 44. the certificate and the certificate issued to the date of entry into force of the provisions are valid until their expiration date, if not cancelled in accordance with the procedure laid down in these provisions. 45.
