No 25 1) crisis management Council regulation Issued pursuant to the public administration facilities article 13 of the law on the general issue of i. 1. Crisis Management Council (hereinafter Council) is a coordinating body that aims to promote public administration national concerted action to overcome threats. II. the Council functions, tasks and rights 2. The Council has the following functions: 2.1 coordinate the activities of national regulatory authorities for public hazards;
2.2. civil-military cooperation and coordination of national regulatory authorities, operational measures the country risk management. 3. the Council shall have the following tasks: 3.1 examine the State and local government institutions prepared information about threats to the country and to submit the proposals to the Cabinet on the national risk management action;
3.2. the competence of the Ministry to examine current threat forecasts;
3.3. preparing proposals in cases of emergency, the State of exception notification and mobilization;
3.4. assessment of proposals for legislative and policy planning document drafting the national risk prevention and management;
3.5. to inform the Cabinet about the decisions of the Council;
3.6. to give proposals to the Cabinet for the opportunity to provide humanitarian assistance in a crisis situation in the foreign State, as well as on the provision of assistance to citizens and residents of Latvia in crisis situations abroad;
3.7. If necessary, make proposals to the Cabinet of Ministers of Latvia in crisis need help from foreign countries;
3.8. to coordinate with the North Atlantic Treaty Organisation crisis response system of integration of Latvia's crisis management system and its implementation in the institutions of Government and security institutions;
3.9. to prepare and submit to the Cabinet of Ministers proposals on national security an important state object and the security measures to be taken;
3.10. do other laws the Council tasks. 4. the Council shall have the following rights: 4.1 invite to meetings of the Council of State, municipal and other officials of the institutions and professionals;
4.2. to request and receive from State and local authorities, as well as-in legislation in cases of physical and private-law legal person for the performance of the tasks of the Council the necessary information. III. structure of the Council 5. The President of the Council shall be convened and chaired by: 5.1 the Council meeting;
5.2. approve the agenda of the Council;
5.3. the signature of Council decisions and minutes of meetings;
5.4. without express authorisation of the representative Council;
5.5. after the Council approved the proposals of the expert group personnel and tasks. 6. Deputy Chairman of the Council is the Defense Minister, Foreign Minister and Interior Minister. 7. The President of the Council shall be convened by the Council at least every six months. The Governing Council shall be convened even if it proposes any of the members of the Council or the head of the Secretariat of the Council. 9. the Council are valid if they participate in the hearing not less than half of the Board members. The Council's decisions shall be taken by a simple majority vote in the open. If the vote splits equal, the Chairman of the Board shall have a casting vote. 10. the minutes of the Council. The secretariat of the Council shall have the following tasks: 15.1. make national security tasks defined in the law;

15.4. to provide the members of the Council to the next meeting;
15.5. to record the Council meetings and design decisions;
15.6. to send the Council a copy of the minutes of all Council members, as well as the decisions of the Council sent to all interested bodies and officials;
15.7. to provide advice to operational information on national situations of danger. 16. the Secretariat of the Council are the following: 16.1. submit proposals to the President of the Council on the Council's agenda;
16.2. If necessary, to request material from the draft document applicants;
16.3. to involve in the preparation of materials of meetings of other officers;
16.4. to give proposals to the President of the Council on the establishment of additional expert group, taking into account the national hazards or scale;
16.5. to control the decisions of the Council tasks, national regulatory authorities and to report to the Council on their implementation;
