General question 1. Commission of the USSR totalitarian Communist regime victims of occupation and the number of mass grave sites, information about repression and mass deportations and the Latvian Government and its people for the calculation of damages is a collegiate body designed to detect Soviet totalitarian Communist regime of occupation the number of victims, the mass grave sites, collect all the information about repression, mass deportations and calculate the losses that this mode did the State of Latvia and its citizens (hereinafter the Commission). II. Functions of the Commission, the tasks and rights 2. the Commission shall have the following functions: 2.1 identify the USSR totalitarian Communist regime the number of victims of occupation and mass grave sites;
2.2. to collect information about the Soviet occupation of the totalitarian Communist regime and the repression carried out mass deportations;
2.3. calculate the State of Latvia and its people in the USSR the totalitarian Communist regime of occupation to the injury suffered. 3. in order to ensure the fulfilment of the functions, the Commission shall have the following tasks: 3.1 develop Commission activities;
3.2. decisions on the necessary studies, preparation of work and individual work tasks;

3.4. preparing proposals on the tasks of the Commission the necessary funding;

3.6. in each year, submit to the Cabinet a report on the information activities of the Commission;
3.7. preparing the Commission's final report. 4. the Commission shall have the following rights: 4.1. call upon the work of the Commission as consultants, scientists, officials, professionals, experts or representatives of non-governmental organizations;
4.2. According to competence to cooperate with State and local authorities, legal and natural persons, as well as with foreign people and organizations;
4.3. to request and receive, free of charge from national and local government bodies and non-governmental organizations in the Commission's tasks required for the implementation of the publicly available information;

4.5. to provide information on the activities of the Commission. III. Organization of work of the Commission, 5. the Commission is sitting, the President of the Commission, but in his absence-Vice Chairman. 6. the Vice-President of the Commission, after a proposal of the Commission be elected by the Commission. 7. the President of the Commission: 7.1. organizes and directs the work of the Commission;
7.2. the meetings of the Commission on a date and with an agenda;

7.6. without express authorisation by the representative of the Commission as well as the public expresses the views of the Commission. 8. the Secretary of the Commission, at least three working days before the meeting of the Commission shall send the invitation to the members of the Commission session and the meeting agenda. The necessary documents to the members of the Commission shall be made by electronic means. 9. the Commission shall be valid if they are sitting on at least half of the members of the Commission. 10. the Commission shall take decisions by a simple majority. If the vote splits on the casting vote of the Chairman of the Commission.
