General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" 2.10. priority axis "technical assistance" the European Social Fund, the Cohesion Fund support for the implementation and management of the "specific support" 10.1.1 objective "to increase the cohesion policy Fund evaluation capacity" and specific aid 10.1.2 objectives "to raise awareness of cohesion policy funds, providing support for information and communication", 2.11. priority axis "technical assistance" by the European regional development fund support fund of cohesion policy implementation and management "," specific aid objectives 11.1.1. "to support and cohesion policy funds to improve planning, implementation, supervision and control "and 2.12. priority axis" technical assistance "to the aid of the Cohesion Fund for the implementation of cohesion policy and management", "specific objective 12.1.1." cohesion policy funds to improve the planning, implementation, monitoring, control, audit and to support e-cohesion "(hereinafter referred to as the purpose of the aid) project application selection first round; 1.2. the purpose of the aid; 1.3. the European Social Fund, the European regional development fund and the Cohesion Fund (hereinafter referred to as the Foundation of the European Union) support for technical assistance purposes, the maximum amount of funding available; 1.4. the eligible cost of the operation and the conditions of the question; 1.5. requirements to the applicant and project partners; 1.6. agreement on the implementation of the unilateral notice conditions. 2. the European Union will fund technical assistance aims to support the European Union fund management and control system and to ensure the activities of the "growth and employment" in the administration of the Fund of the European Union institutions involved in capacity building in order to implement the European Union funds planning, implementation, monitoring, audit and evaluation, co-financing of this provision 14, 18, 27 and 37 points in eligible activities. 3. the funds of the European Union technical assistance to support the target group is managing the funds of the European Union participating in the national regulatory authorities, partners, social partners, associations and foundations, as well as the procurement monitoring Bureau and city authorities of the Republic. 4. the European Union will fund technical assistance to support the objectives of the project application to the limited selection. 5. the project, the applicant shall prepare and submit to the authority of the cooperation project submissions under the project application selection rules. 6. the European Union will fund technical assistance for the implementation of the objectives of the aid funds available during the period from 1 January 2015 until 31 December 2018 will have 55 297 803 euro, of which eur 2 021 801 total funding reserve available for beneficiaries, beginning with 1 January 2017:6.1 10.1.1. objective of aid financing margin is eur 358 976; 6.2.10.1.2. supports the objective of financing margin is eur 193 682; 6.3.11.1.1. supports the objective of financing margin is eur 750 630; 6.4.12.1.1. supports the objective of funding reserve is 718 513 euro. 7. the beneficiaries are available for € 53 276 002, composed of European Union funds in the amount of eur 45 284 602 co-financing and national public funding of eur 7 991 400, including: 7.1. operational programme "growth and employment" objective "10.1.1. Increase cohesion fund evaluation capacity" is available for eur 4 941 024, including European Social Fund co-financing of eur 4 199 870 and national public funding of eur 741 154; 7.2. operational programme "growth and employment" objective "10.1.2 raise awareness of cohesion policy funds, providing support for information and communication" is available for eur 2 806 318, including European Social Fund co-financing of eur 2 385 370 and national public funding of eur 420 948; 7.3. the action programme "growth and employment" objective "11.1.1 to support and develop the cohesion policy funds planning, implementation, supervision and control" are available in 22 296 755 euro, including the European regional development fund co-financing of eur 18 952 243 and national public funding of eur 3 344 512; 7.4. the action programme "growth and employment" objective 12.1.1. "cohesion policy funds to improve the planning, implementation, monitoring, control, audit and to support e-cohesion" within 23 231 905 euro are available, including the Cohesion Fund co-financing of eur 19 747 119 and national public funding of eur 3 484 786. 8. supports the objective of the European Union, the maximum co-financing by the Fund shall be 85% of the total eligible cost of the project, but national public funding is 15% of the total eligible cost of the project. 9. The beneficiary shall ensure that the European Union's technical assistance fund in support of the achievement of the objectives, the estimated maximum amount of funding available for the period from 1 January 2015 to 2018 31 December is designated the European Union Fund for technical assistance in the distribution of funding (annex). 10. This provision, 13, 17, 26 and 35, paragraph, stating the need for additional funding may be required to increase the maximum available in the institution technical assistance funding from the total available funding reserves. Institutions with a formal letter of request submitted to the managing authority and after receipt of the corresponding notification, submit amendments to the cooperation agreement. II. Procedures for implementing the European Social Fund technical assistance supports the objective 10.1.1. "increase of cohesion fund evaluation capacity" and supports the goals "10.1.2 raise awareness of cohesion policy funds, providing support for information and communication" 11. European Social Fund within the framework of technical assistance are implemented: 11.1.  10.1.1. the objective "to increase the cohesion policy Fund evaluation capacity"; 11.2.10.1.2. objective of aid "to raise awareness of cohesion policy funds, providing support for information and communication". 12. supports the objective 10.1.1. "increase of cohesion fund evaluation capacity" monitoring indicators are the following: 12.1. specific results indicators: 12.1.1. fully implement the recommendations of the evaluation of the proportion of the planned value 2018 December 31 – 82%; 12.1.2. European Union fund management, implementation, evaluation and monitoring of the number of parties, which increased their competence in the field of evaluation, the calendar year, the estimated value of the 2018 December 31-32; 12.2. the specific outcome indicators: 12.2.1. priority axis, which at least once in the period made in the impact assessment, the estimated value of the 2018 December 31-0; 12.2.2. European Union fund management, implementation, evaluation and monitoring of the number of parties which have received support for capacity-building in the field of evaluation, the estimated value of the 2018 December 31-60 persons. 13. This rule 11.1. purpose of the aid referred to in the framework of the project the applicant is the Ministry of finance. 14. the provisions referred to in paragraph 11.1 supports goal-related activities to be supported are: 14.1. European Union fund evaluation, including evaluation planning, organizing, and monitoring of the quality of evaluations for the enforcement of the recommendation, the publication of the results and information on the evaluation process; 14.2. the evaluation of capacity-building, including through the evaluation of theme-related events; 14.3. study (including intrastate) development, which underlies the European Union investment fund, ex-ante conditions and specific implementation of recommendations (if the implementation of the recommendation to promote the contribution of the funds of the European Union), the monitoring of the quality of the studies and the publication of results; 14.4. national policies and European structural funds investment and other sources of finance evaluation of the contribution of the European Union in the context of the contribution of the funds. 15. This rule 11.1. purpose of the aid referred to in the framework of the plan following the direct eligible costs: 15.1 the Oversight Committee approved funds of the European Union, the measures included in the plan for the necessary activities, including: 15.1.1. costs related to the effectiveness, efficiency and impact assessment, as well as an assessment of the costs of preparing the report; 15.1.2. the costs associated with the evaluation of the quality of supervision; 15.1.3. translation costs; 15.1.4. the implementation of the recommendations made in evaluations and implementation monitoring, including the implementation of recommendations related to policy and development planning and guidance document development costs which justify the contribution from the funds of the European Union; 15.1.5. a study of the development costs, the contribution from the funds of the European Union, ex-ante conditions and specific recommendations of the European Commission, the implementation and monitoring of the quality of the studies and the costs of publication of the results, including the research and development of related policy planning and guidance document development costs; 15.1.6. the national policy, and the European structural funds and other sources of finance investment appraisal costs the European Union in the context of the contribution of the funds; 15.1.7. payments for participation in international studies, evaluations and projects of European Union funds; 15.2. the evaluation capacity building measures and with evaluation and research-related activities; 15.3. the funds of the European Union technical assistance project management personnel remuneration up to 26 500 eur per year, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations, based on the work of the legal and public relations staff. Allowances for project management personnel substitutions may include eligible costs of the project; 15.4. the funds of the European Union technical assistance project management personnel mandatory health checks, health insurance and vision correction costs, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations, based on the work of the legal and public relations staff; 15.5. evaluation results the publicity costs, including informative material on the evaluation of EU funds and the issuing costs of preparation. 16.10.1.2. purpose of the aid "to raise awareness of cohesion policy funds, providing support for information and communication" monitoring indicators are as follows: 16.1. specific results indicators: 16.1.1. the company's assessment that the European Union allocated to the positive impact on Latvia's economic and social development, planned value 2018 December 31 – 82%; 16.1.2. the proportion of the population who believe that information on the funds of the European Union is sufficient – projected value 2018 31 December – 75%; 16.2. the specific outcome indicator: annual support mandatory publicity measures planned value 2018 – 31 December 4. 17.10.1.2. purpose of the aid within the framework of the project the applicant is a European Union Fund planning, monitoring, implementation and ex post monitoring on participating institutions that ensure the rule referred to in paragraph 11.2. European Social Fund technical assistance support objective: 17.1. Ministry of the economy; 17.2. The Ministry of finance; 17.3. The Ministry of education and science; 17.4. The Ministry of culture; 17.5. The Ministry of welfare; 10.9. the Ministry of transport; 17.7. The Ministry of Justice; 11.1. The Ministry of health; 11.1. The protection of the environment and regional development Ministry; 17.10. State Chancellery; 17.11. Central Finance and contracting agency. 18. this rule 11.2. aid referred to goal-related activities to be supported are: 18.1. European Union fund information measures; 18.2. the European Union will fund publicity. 19. This rule 11.2. aid referred to under the following plan objectives of direct eligible costs: 19.1. European Union fund information and publicity measures (including seminars, conferences), communication planning and implementation costs in accordance with European Union funds communication strategy 2015-2023 and the managing authorities of the European Union approved the operational programmes of the Fund's annual communication plans that detail the funds the European Union communication strategy in the 2015-2023 for the information and publicity measures If the audit authority in accordance with the approved communication and publicity measures applicable to the audit of the Authority's functions, including: 19.1.1. tīmekļvietn European Union funds for the maintenance and development of the www.esfondi.lv (including tīmekļvietn's association with the cohesion policy fund management information system 2014 – 2020); 19.1.2. the representative of the cost of the materials, if the purchase is made by the electronic procurement system or outside the system, if the customer needs it is not possible to buy the item with the central procurement body, or the client can provide the following goods at a lower price; 19.2. the funds of the European Union technical assistance project management personnel remuneration up to 26 500 eur per year, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations, based on the work of the legal and public relations staff. Allowances for project management personnel substitutions may include eligible costs of the project; 19.3. the funds of the European Union technical assistance to the project management and the provision of staff. employee referred to 19.4.1 mandatory health checks, health insurance and vision correction costs, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations, based on the work of the legal and public relations staff; 19.4. the costs associated with public information about European Union fund 2014 – 2020 programming period, including providing publicity and support communication on issues related to the implementation of projects: 19.4.1. the remuneration of officials and employees, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations; 19.4.2. jobs in installation costs for employees who are paid that remuneration referred to in 19.4.1.; 19.4.3. promotion of competence (foreign, domestic training), including the cost of travel, employees who are paid 19.4.1. these provisions referred to. 20. These rules 15.2 and 19.1. events referred to costs may also include the direct eligible costs: 20.1. catering: 20.1.1. coffee break-maximum of 7 euro for each coffee break for the event (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 20.1.2. lunch: not more than € 20 per participant of the measure (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 20.1.3. dinner – no more than 30 euros per participant of the measure (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 20.2. the lecturer; 20.3. transport costs; 20.4. the cost of the mission, including the membership fee; 20.5. translation costs; 12.8. other costs, including room and office rent, Office activities (including seminars, conferences). 21. This rule 11.1. purpose of the aid referred to in the framework of the indirect eligible costs under the joint cost rate plan as one single position costs 15% of this rule 15.3. costs mentioned in points. 22. This rule 11.2. purpose of the aid referred to in the framework of the indirect eligible costs under the joint cost rate plan as one separate cost position of 15% of these rules 19.2 and 19.4.1. costs mentioned in points. 23. The Ministry of Finance shall submit a single European Union funds the technical assistance project application that is separate to the Ministry of finance as the managing authority and the Ministry of finance as the audit authorities measures to be implemented. III. Procedure for the European Regional Development Fund for technical assistance in support of the objectives 11.1.1. "to support and develop the cohesion policy funds planning, implementation, the supervision and control of the "24. European Union fund management, implementation and monitoring of the number of parties that participated in the training, the estimated value of the 2018 31 December – 250 persons. 26. supports the objective of the project is an European Union applicant Fund planning, monitoring and evaluation, implementation and ex post monitoring on participating institutions, which ensure the provision referred to in paragraph 24 of the European Regional Development Fund for technical assistance support objective: 26.1. Ministry of the economy; 26.2. The Ministry of education and science; 26.3. The Ministry of culture; 26.4. The Ministry of welfare; 26.5. The Ministry of transport; 16.5. The Ministry of Justice; 16.6. The Ministry of health; 16.7. the Ministry of agriculture; 26.9. The protection of the environment and regional development Ministry; 26.10. Central Finance and contracting agency; 26.11. the procurement monitoring Bureau; 26.12. the State Chancellery; 26.13. The Treasury; 26.14. Daugavpils City municipality; 26.15. Jēkabpils City municipality; 26.16. Jelgava City; 26.17. Jurmala City municipality; 26.18. Baltimore City; 26.19. Rezekne City municipality; 26.20. Riga City municipality; 26.21. Valmiera City municipality; 26.22. Ventspils City municipality. 27. the provisions of paragraph 24 of the aid referred to in goal-related activities to be supported are: 27.1. Administration of European Union funds; 27.2. the supervision of European Union funds; 27.3. the funds of the European Union 2007 – 2013 programming period ex post monitoring; 27.4. training, conferences, seminars, committees, working groups and other events; 27.5. European Union funds the project application selection (including evaluation); 17.1. the funds of the European Union. 28. The provisions of paragraph 24 of the aid referred to in objective plan following the direct eligible costs: 28.1. fee for the service, which aims to improve the European Union funds the quality and effectiveness of aid: 28.1.1. European Union fund project application service for the evaluation of the costs, including the costs of remuneration of external experts; 28.1.2. the fee for a European Union fund project expenditure and the expenditure declared imputability checks to confirm their compliance with the requirements of the European Union fund management, as well as the Foundation of the European Union, financial control and audit costs, including legal fees, purchases and technical expertise (including translation) services; 28.1.3. with assistance from the funds of the European Union's objectives associated document development costs (including the costs of translation and consultants); 28.2. checks at the place of implementation of the project requires specific equipment and clothing in the acquisition cost; 28.3. costs associated with the Foundation of the European Union, the Organization of and attendance: 28.3.1. authorities organized conferences, seminars, training, committees, working groups and other activities; 28.3.2. visit the institution training (seminars, conferences, exchanges of experience and other training measures), including training-related travel (domestic, foreign), expenses that the content is relevant to the institution identified employee training needs and does not exceed 10% of the body for the purpose of the aid, the maximum available in the related technical assistance funding. Skills (optimization) the cost is eligible, if the project after the completion of training is obtained the document and provide training organisers; 28.3.3. travel costs associated with inspections at the place of implementation of the project, meetings, working groups and other activities considered not training costs; 28.4. the costs associated with planning the Foundation of the European Union; 28.5. the cost of the advertisement, including the notice of project application selection or termination, the job advertisement for the costs associated with the Foundation of the European Union; 28.6. officials and employee remuneration, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations. Costs are attributable to the full time employees or part time workers that supports this provision referred to in paragraph 27 of the activities supported. Premium for the replacement are eligible if the substitute this provision supports the activities referred to in paragraph 27; 17.8. the European Union funds the technical assistance project management personnel remuneration up to 26 500 eur per year, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as relevant internal authority regulations, based on the work of the legal and public relations staff. Allowances for project management personnel substitutions may include eligible costs of the project; 17.9. compulsory health checks, health insurance and vision correction costs, determined in accordance with the legislation on State and local officials and employees of the institutions, as well as the relevant authorities internal laws, employees who are paid 28.6. these provisions and the reimbursement referred to in paragraph 17.8.; 46.8. administrative costs for employees who are paid 28.6. these provisions and 28.7. remuneration referred to in paragraph (costs associated with work spaces, and cosmetic overhaul, as well as restoring and rebuilding not eligible): 28.9.1. equipment purchase or rental fee: not more than 3 000 euros on average per full time load, taking into account the number of officials or employees, which are paid that 28.6. the remuneration referred to in throughout the project implementation period (Office furniture and equipment for the working premises, Office equipment, communications equipment, computer software and licenses, including their annual maintenance costs). The cost is attributable to a number of employees not exceeding the number approved in the project; 28.9.2. transport costs (fuel, vehicle hire, purchase of transport services, the use of public transport, parking and other necessary costs). If the vehicle hire or transport services fees total more than 1 900 € per month or quarter, 5 700 Euro costs into line with the cooperation of the authority; 28.9.3. European Union funds for 2007-2013 and 2014 – 2020 programming period for technical assistance funding for the purchase of share capital and inventory maintenance and repair costs, including the required materials and spare parts purchasing costs. 29. This rule 28.1, 28.3.1. and 28.4. States and the Organization of the activities costs may also include the direct eligible costs: 29.1. catering: 29.1.1. coffee break-maximum of 7 euro for each coffee break for the event (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 29.1.2. lunch: not more than € 20 per participant of the measure (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 29.1.3. dinner – no more than 30 euros per participant of the measure (if expenditure exceeds a certain limit, such expenses before the electronically matched with the cooperation of the authority); 29.2. the lecturer; 29.3. transport costs; 29.4. translation costs; 29.5. other costs, including room and office rent, Office activities (including seminars, conferences). 30. The rules referred to in paragraph 24 of the purpose of the aid within the framework of the indirect eligible costs under the joint cost rate plan as one cost position 15% from 28.6. these provisions and 28.7. costs mentioned in points. 31. This provision to 26.22 26.14. the authorities referred to, if necessary, may require advance payment of up to 30% of the municipality, the maximum calculated amount of available funding (annex) for the period from 1 January 2015 until 31 December 2018. 32. European Union fund management, implementation and monitoring of the number of parties, which increased their competence by receiving aid, the estimated value of the 2018 31 December – 250 persons; 21.3. the specific outcome indicators: 34.2.1. number of employees whose wages are co-financed from the technical assistance, the estimated value of the 2018 31 December – 225 full time load; 34.2.2. European Union fund management, implementation, audit and monitoring of the number of parties that participated in the training, the estimated value of the 2018 31 December – 250 persons; 34.2.3. created and introduced the e-cohesion system – projected value 2018 31 December – 1 System. 35. supports the objective of the project is an European Union applicant Fund planning, monitoring and evaluation, implementation and ex post monitoring institutions and participating in European Union funds, the audit authority shall ensure that the provisions referred to in paragraph 33 of the cohesion fund technical assistance support objective: 21.8. The cohesion policy fund management information system 2014 – 2020 linking, maintenance, safety and functionality; 23.5. the European Union will fund the financial control and audit. 38. Skills (optimization) the cost is eligible, if the project after the completion of training is obtained the document and provide training organisers; 38.3.3. travel costs associated with inspections at the place of implementation of the project, meetings, working groups and other activities considered not training costs; 23.9. the costs required to ensure the monitoring of the Committee and its subcommittees, annual meetings with the European Commission (costs apply only to the Ministry of finance project); 38.5. the costs associated with planning the Foundation of the European Union; 24.0. announcement, including a notice of project application selection or termination, the job advertisement for the costs associated with the Foundation of the European Union; 36.6. European Union fund management information system development, implementation, and linking expenditure provision including: 38.7.1.  Foundation of the European Union 2007 – 2013 programming period of the European Union fund management information system maintenance, security measures and the provision of the settlement; 38.7.2.
