Cabinet of Ministers Regulations No. 769 in 2006 (19 September. 7. § 48) For a daily allowance and hotel (accommodation) the amount of expenditure from the State budget or local government-funded international project for foreign experts, who are staying in the Republic of Latvia or any other country other than the country of residence in accordance with the Cabinet of Ministers of 14 law equipment of the first paragraph of article 3, paragraph 1. determines the daily allowances and hotels (accommodation) the amount by which the expenses are paid from the State budget or local government-funded international project involved a foreign expert who this project is staying in the Republic of Latvia or any other country other than the country of residence. 2. international project for the meaning of these provisions is an international aid project, which aims to provide assistance to a State which is not a Member State of the European Union, to promote the country and its long-term development of society. The international project is of Latvian State or municipal budget in full or in part, is not a commercial activity (activity package) with a well-defined implementation, implementers and beneficiaries, if at least one foreign expert. 3. foreign expert within the meaning of these provisions is an alien who is not paying a payroll tax in the Republic of Latvia, but has implemented the international project activities or receiving property or non-property benefits from the project. 4. A daily allowance is paid to foreign experts, to compensate for the additional costs arising from international projects during implementation (such as the catering, various services). Spending on hotels (accommodation) is a foreign expert to cover expenses, including breakfast in the hotel. Per diem and hotel (accommodation) the expenditure is charged to the time when the foreign expert in international project in the Republic of Latvia or staying in a country other than his country of residence. Per diem and hotel (accommodation) costs are compensatory in nature. 5. A daily allowance and hotel (accommodation) costs payable in foreign experts, are set according to the Cabinet of Ministers of 28 May 2002, the Regulation No 219 "order in which recoverable with the missions and the staff of travel-related expenses" amounting to: 5.1 for the time when the foreign expert between folksy project staying in Latvia, about provided for employees of going on a business trip to Lithuania or Estonia. If the per diem and hotel (accommodation) spending that paid employees about leaving on a business trip to Lithuania or Estonia, is not equal, foreign experts are paid the highest amount of the daily allowances and cover the largest hotels (accommodation) the amount of expenditure;
5.2. at the time when the foreign expert in international project staying in a country other than his place of residence,-the level for employees of going on mission to the country concerned. 6. If an international project also contributes to the financing of other countries or international organisations (international project co-financing) and from the State or municipal budget allocated funding is less than half of the total budget of the project international, a foreign expert allowances payable is determined in accordance with the co-financing of the project conditions.
