No 68 31. §) rules for calling the determination of location data, processing, maintenance and transfer Issued in accordance with the electronic communications law article 7, paragraph 1 of article 19, first paragraph, paragraph 12 and 48. the second paragraph of article i. General questions 1. determines the order in which: 1.1. public joint stock company "electronic communications Directorate" (hereinafter referred to as the Directorate) supports the caller location data from electronic communications operators providing publicly available voice telephony services (hereinafter referred to as the operator), and this data processing, maintenance and transfer of the State fire and rescue service, the State police, emergency medical services, gas emergency service, as well as call processing center "112" (further-operational services), establishing and maintaining location information database (hereinafter database);
1.2. the merchant network for electronic communications technical capabilities (the network's technical capacity represents the number of the base station, from which you can perform measurements, signal transmission conditions in a particular region and calling terminal functionality) determine the caller's location and transmits this data to the Directorate;
1.3. determine the process and transfers the caller location data if the public fixed or public mobile telephone network is called (the connection has occurred), "01", "02", "03", "04" or "112";
1.4. the caller location data used for operational services duty. II. Processing of location data, maintenance and transfer the required amount of data and access to data 2. Depending on the type of electronic communication network (public fixed or mobile public telephone network) and the transmission of information in the database is maintained on the following data: 2.1 phone subscriber number;
2.2. connection point address or geographical coordinates according to the national land service the address register;
2.3. pay phone number and location address or geographical coordinates according to the national land service the address register;
2.4. the calling terminal location data or the geographical coordinates according to the national land service the address register;
2.5. the calling terminal identification data and, if you use the subscriber identification module, or other identification module, also of the Subscriber or the caller's number. 3. each operational service creates its own connection to the database. 4. to the public fixed and mobile public telephone networks identify the caller location data, the Directorate shall establish and maintain a database, as well as provides the ability to connect to the operational services. 5. the Directorate provides operational services to economic operators and the availability of the database needs the information and receive 24 hours a day with an annual probability of 0.999 availability (database may be unavailable for one hour and twenty-six minutes a year). 6. The operator shall provide to the Directorate for location data in electronic form. 7. Data format, the data to be used for data transmission networks, security conditions and other relevant conditions laid down in the contracts concluded with the Directorate for economic operators, emergency services and the State land service. 8. The State land service provides access to the address of the Directorate for the registry online. III. sharing location data during the call to the public fixed telephone network 9. Merchant who provides public fixed telephone network, shall be forwarded to the Directorate for this provision 2.1., 2.2. and 2.3. information referred to, if the call is made, and the connection has occurred. 10. The operator shall provide the Directorate for information about changes to the telephone subscriber number lists, connection point address and other location data no later than 24 hours after making the change. 11. IV. sharing location data during the call to a public mobile telephone network 13. Merchant who provide public mobile telephone network, shall be forwarded to the Directorate for this rule 2.4 and 2.5. information referred to in point. 14. V. concluding questions 17. Merchant who provides public fixed telephone network, shall be forwarded to the Directorate for this provision 2.1., 2.2. and 2.3. information referred to in the six months following the entry into force of these regulations. 18. The merchant providing public mobile telephone network, shall be forwarded to the Directorate for this rule 2.4 and 2.5. information referred to in determining the caller's location of the terminal equipment to the telephone network, electronic technical capabilities according to accuracy, within 12 months after the entry into force of these regulations. 19. The merchant passed in and the information contained in the database is limited by the availability of information. 20. To call processing center "112" single technological platforms for the development and implementation of the database creation and maintenance is provided by the Directorate.
