Cabinet of Ministers Regulations No. 120 in Riga in 2007 (13 February. No 12 35) solely of cereals and seeds trade rules Issued in accordance with the law of the movement of the Seed article 2 1, point "a" section i. General questions 1. determined solely and cereals seed.
2. the following rules apply to the cereal species whose cultivation for agricultural production: Rye (Secale cereale l.), wheat (Triticum aestivum l., Triticum durum Desf., Triticum Spelta l.), barley (hordeum vulgare l.), oats (Avena sativa l.), Triticale (Triticosecale Wittm), buckwheat (Fagopyrum esculentum Moench) and maize (Zea mays l.), with the exception of the uzplīstoš and sweet corn (seed).
 
II. categories of seed 3. Seed shall be divided into the following categories: 3.1 random seed (IR);
3.2. pre-basic seed (PB);
3.3. basic seed (B);
3.4. certified seed (C).
4. A random seed (IR) is a small quantity of seed, ensuring preservation of characteristics for the variety to be several generations. 6. Pre-basic seed divided into two generations: the first generation of 6.1 pre-basic seed (PB1) obtained from random seeds;
6.2. the second generation of pre-basic seed (PB2), derived from the first generation prior to basic seed or from a random seed.
7. Basic seed (B) (excluding cereal species hybrid seeds) are seeds which: 7.1 from pre-basic seed or directly from random seeds;
7.2. grown varieties of the breeder or maintainer of supervision, in accordance with generally accepted practices for the maintenance of the variety;
7.3. for certified seed (C) for the production of seed of the category;
7.4. meet basic seed in these provisions;
7.5. throughout the seed production and preparation period is the national plant protection service control.
8. Hybrid basic seed of varieties (B) (rye, wheat, oats, barley and Triticale self-pollinating) is a seed: seed of hybrids for 8.1;
8.2. conform to these rules to basic seed;
8.3. throughout the seed production and preparation period is the national plant protection service control.
9. (C) "certified seed (rye, as well as wheat, barley, oats, maize, buckwheat and self-pollinating Triticale hybrids) means seed: 9.1 produced directly from basic seed (by the breeder or a breed Representative wishes, if not by variety of the breeder-maintainer desires – from the higher category seed);

9.3. not intended for the production of seed;

10. Certified wheat, barley, oats and Triticale seed is not a hybrid, is two generations: 10.1. certified seed of the first generation (C1);
10.2. certified seed, second generation (C2).
11. the certified seed of the first generation (C1) (wheat, barley, oats and Triticale, which is not a hybrid) seeds: 11.1. grown from basic seed (by the breeder or a breed Representative wishes, if not by variety of the breeder-maintainer desires – from the higher category seed);
11.2. these provisions meet the certified seed of the first generation;
11.3. the second generation intended for the production of certified seed or other purposes;
11.4. throughout the seed production and preparation period is the national plant protection service control.
12. certified seed, second generation (C2) (wheat, barley, oats and Triticale, which is not a hybrid) seeds: 12.1 grown from certified seed of the first generation (by the breeder or a breed Representative wishes, if not by variety of the breeder-maintainer desires – from the higher category seed);
12.2. these provisions meet the second generation of certified seed;
12.3. is not intended solely for the future;
12.4. throughout the preparatory period and solely is the State plant protection service control.

31.2.2. other cereal species grow to 200 m2;
31.2.3. with the blade of the number of infected plants smutty (except buckwheat) to 200 m2;
31.2.4. ergot infected plants (except buckwheat) to 200 m2;
31.2.5. with putoš of infected plants the smutty per 200 m2 only Triticale;
31.2.6. with hard smutty infected plants per 200 m2 only Triticale.

39. 40. Sēklaudzētāj service Inspector on field inspections in accordance with the law of the movement of the Seed article 8 may be challenged within three working days of the administrative process of regulatory legislation.
41. A Person wishing to make a variety of cereal volume registration in the current year to 1 June shall be submitted by the national plant protection services in a variety of cereal volume registration application (hereinafter registration application volume) in accordance with the provisions of Annex 8. 25.7. decide to refuse the registration of the variety in the volume if it finds that it is no longer possible to determine the varieties different morphological features, and three working days, inform the person in writing.
42. the volume of registration of the variety, in agreement with the person, in each individual case by the Inspector of the service.
43. the volume of the variety registration office Inspector first make sure that the volume of the existing identity (compliance with the official description of the variety). 51. the weight of the seed lot from which the samples are taken to mean, not greater than: 51.1.  30000 kg, rye, wheat, barley, oats and Triticale;
51.2.10000 kg, buckwheat;
51.3.40000 kg for maize.
52. The maximum weight of a seed lot size may not exceed more than 5%. If the weight of the seed lot exceeds this provision in paragraph 51 of the specified size, it divides the number of seed lots.
53. From these provisions of the seed lot 2 species, except for buckwheat, having an average sample weighing no less than 2300 g, and is used as follows: 53.1. qualitative determination of characteristics of seed-1000 g;

53.3. seed moisture and pest infestation detection – 300 g (placed in hermetically sealed containers).
54. The average mass of the sample is not less than 1500 buckwheat grams, and is used as follows: 54.1. qualitative determination of characteristics of seed-600 g;
54.2. seed-600 g for follow-up;
54.3. seed moisture and pest infestation detection – 300 g (placed in hermetically sealed containers).
55. the seed samples for quality indicators of national plant protection services in at least a year. Follow-up sample of seed remaining stores, to complete the sample.
56. qualitative indicators of seed, including seed purity and germination of seeds of other plant species: the content of this provision are listed in the annex. Sclerotia (Claviceps purpurea) and smutty (Tilleti cars) admixture quantity set out in annex 12 of these rules.
57. All categories of seed moisture content must not exceed 15%, but do not store seeds ventilated metal silos, to 14%. Winter crops of seeds with the vintage year, the permissible moisture content must not exceed 17%.
58. If pre-basic category (PB) or the base category (B) seed lots of seed germination identified in the analysis do not meet these rules laid down in annex 11. minimum germination capacity of seeds, a person may submit to the national plant protection services in the application for authorization to market, for a limited period, seed which does not satisfy the minimum germination capacity requirements (hereinafter referred to as the application), in accordance with the provisions of annex 13, adding seed quality supporting document copy.

60. 63. 75. If the seed lot is labelled with the seed package labels, but having quality certification after the certificate had expired or extending the period of validity of the certificate, it is found that seed lot quality does not meet the requirements of this regulation, service: 75.1. the inspector shall forthwith notify the holder of the seed lot and check the movement of the seed lot;
75.2. ensure the destruction of the labels used and makes up for it.
76. If the lots of seed labelled repackaged different packaging units or carry out seed lot chemical treatments, professional inspector provides a labelled party labels and make up for it.
77. the mixture of seeds are packed and labelled in accordance with the provisions of chapters VI and VII. The information on the label correspond to those provisions laid down in annex 16.
78. The seed that is not fully certified, but who: 78.1. OECD was grown and harvested in a Member State participating in the scheme and cereals meeting the OECD seed schemes and the cereal chain law article 7 requirements, can fully certified in Latvia. Seeds are packaged and labelled in accordance with the requirements of the OECD;
78.2. grown and harvested in a Member State of the European Union or in a country where the European Union allocated to the equivalence of field inspections and for the production of certified seed, be fully certified in Latvia. Seeds are packaged and labelled in accordance with the law of the movement of the seed and the requirements of these regulations;
78.3. harvested in Latvia and intended for certification in another Member State of the European Union, wrapped the State plant protection service of the. Seeds are packaged and labelled in accordance with the law of the movement of the seed and the provisions of chapters VI and VII. The label must be affixed to the packaging of seed and add accompanying document (annex 17);
78.4. harvested in Latvia the same agricultural holding, but intended for certification in another agricultural holding in Latvia, wrapped in national plant protection services. Seeds are packaged and labelled in accordance with the law of the movement of the seed and the provisions of chapters VI and VII. The label must be affixed to the packaging of the seeds in the seed that is not fully certified.
79. in paragraph 78 of these provisions, the requirements laid down for packaging and labelling do not apply to the cases for which a national plant protection service agreed with the other public body.
 
VIII. 80. Marketing of seed, the marketing of seed permitted after being duly recognised as pre-basic (PB), base (B) or (C) certified seed.
81. Latvia has permitted different varieties of cereals and pulses of different cereals and of seed mixtures of species in trade, if the variety concerned is included in the catalogue of plant varieties of Latvia and it does not have specific comments on the specific characteristics of the variety, which does not allow you to create blends. Before the preparation of the seed mixtures shall evaluate its components conformity with the relevant categories of seed quality.
82. After the last seed in the user request has the right without wrapping to sell certified categories of wheat, rye, Triticale, barley and oat seed, by affixing a label to the container of the seed.
83. the national plant protection service is controlled by the Latvian market imported seeds according to the movement of the seed regulatory laws and requirements.
84. food and veterinary service of sanitary border inspection controls the importation of seeds in Latvia.
85. In Latvia, during another European Union Member State certified seed, cereals require the Member State concerned, the notified bodies in the official approval (certificate) that the presence of ' Avena fatua ' in the field of view and impurities of one kilogramme of official seed or three kilos of official seed is not found.
 
IX. Sēklaudzētāj, a seed producer, Packer, importer and dealer registration 86. State plant protection service registers seed establishments, sēklaudzētāj, Packer, importer and dealer, and sēklaudzētāj and seed dealer shall issue the certificate of registration.
87. 88. If all these rules referred to in paragraph 87 of document not submitted or the information supplied is incomplete, the inspector shall determine the term of service failures.
89. the national plant protection services: 89.1.  within 10 working days of registration of the application and assess the documents annexed thereto and shall take a decision on the person's registration in the register;
89.2. the decision shall inform the person within five working days after the decision. If the decision is positive, issue Sēklaudzētāj and seed merchants register a certificate of registration in accordance with the provisions of article 19;
89.3. each person granted registration code. The first two characters indicate the address of the person (the district's postal code is the first two digits), the other characters – serial number;
89.4. the decision on the cancellation of the registration within two weeks after receipt of the written application of the person, and then, if you found the rule VII, VIII, X or XI chapter, non-compliance with the requirements and legislation is drawn up;

Special label indicates seed germination, seed lot number as well as the merchant's name, surname (legal person – name) and address.
97. the period of validity of the certificate of seeds, seed germination, from the date of completion of the analysis are the following: 60.3.12 months – the seed of all species, including mixtures thereof;
97.2. three months – seed infested with ticks or other parasites that live in the seed to die during storage;
60.5. to the end of winter crops sowing-seed zie 'tween ju, intended for the same use but for sowing in autumn.
98. If the period of validity of the certificate of seed wants to extend the seed before the certificate expires, repeat the inspection of seed germination and pest infestation.
