Cabinet of Ministers Regulations No. 121 in 2007 (13 February. 36. § 12) the rules on the eligibility criteria of the merchant companies involved with artificial insemination and embryo transplantation, as well as the procedure of registration of economic operators Issued pursuant to the Act of Breeding 16. the third paragraph of article i. General questions 1. determine the eligibility criteria for the merchant companies involved with artificial insemination and embryo transplantation, as well as the procedure of registration of economic operators of the State inspection of Breeding. 2. The terms used in the following terms: 2.1. Preparatory Center-breeding State Inspection registered merchant company that prepares (collected, processed, stored, purchased and marketed) certified livestock bio-artificial insemination;
2.2. storage centre-breeding State Inspection registered merchant company that stores (purchased and marketed) certified livestock bio-artificial insemination;
2.3. the embryo transplant center-breeding State Inspection registered merchant company that prepares (collected, processed, stored, purchased and marketed) transplantation of embryos of farm animals and eggs. II. eligibility criteria for the preparation of the preparatory Centre 3. Centre meet the following criteria: 3.1 preparation on bio-extraction, processing, storage and marketing, as well as breeders and their assessment of the projected skilled professionals;
3.2. preparation is created, bio-processing, testing, storage and distribution, as well as the register is documented the movement of breeding sites;
3.3. preparation Centre and purchased bio-breeding test for assessing the genetic value of animals and shall document the results of the inspection;
3.4 preparation Center distributes their certified bio-breeding which in accordance with the laws of the State of the flock-book sort is recorded in the national herd-book;
3.5. preparation of the Centre's facilities and the animals are registered in accordance with the laws and regulations on animal, herd and the registration of holdings and identification of animals;
3.6. is preparing the necessary equipment, facilities and equipment of laboratory space equipped bio-quality assessment and processing;
3.7. training is a separate bio quarantine, storage and marketing facilities, if the preparation of projected use of frozen semen technology;
3.8. the Centre of preparation of animal housing and the projected acquisition, processing, storage and distribution facilities, as well as the projected transport containers comply with veterinary legislation in the field of regulatory requirements;
3.9 preparatory Center highlights each frozen semen doses that pre-packaged there or granules, and every non-frozen sperm dose packaging. The labelling shall clearly indicate: 3.9.1. acquisition date bio;
3.9.2. variety;
3.9.3. the name of the donor animal;
3.9.4. the national number assigned in the book (the Bulls) or identity number (other species);
3.9.5. Preparatory center name. III. eligibility criteria Storage Center 4. Storage Centre shall meet the following criteria: 4.1 the storage Center is a storage and realisation of bio-trained professionals;
4.2. storage centre is made up of storage, bio-purchasing and sales register;
4.3. Storage Center distributes their certified bio-breeding which in accordance with the laws of the State of the flock-book sort is recorded in the national herd-book. IV. Eligibility criteria for embryo transplantation Center embryo transplantation Center 5 shall meet the following criteria: 5.1 the embryo transplantation Center, are appropriate to the activities to be carried out by trained personnel, who work under the supervision of an official veterinarian;
5.2. the embryos during professionals that, in accordance with the laws and regulations on the procedures being physical persons carrying out evaluation and kontrolvērtēšan of animals, animal monitoring, artificial insemination, embryo transfer and breeding and embryo projected sales, have received appropriate certificate;
5.3. the embryo transplantation Center has created the embryo collection, processing, testing, storage and distribution, as well as the register has documented the movement of animals from holdings;
5.4. embryo transplantation Center of the space, storage and transport of embryos containers comply with the legislation on veterinary requirements of the bovine, porcine, ovine, caprine and equine species, ova and embryos and stallions, buck and teķ for trade in semen of the European Union Member States and import from third countries to the requirements and conditions;
5.5. the embryo transplantation Center marked containers that stored and transported in embryos. The labelling shall clearly indicate: 5.5.1. embryo collection date;
5.5.2. the donor animal (both parents) species, variety and name;
5.5.3. the national number assigned in the book (the Bulls) or identity number (cows and other species);
5.5.4. the embryo transplant center;
5.6. the embryo transplantation Center housing and the animals are registered in accordance with the laws and regulations on animal, herd and the registration of holdings and identification of animals. V. registration of economic operators of the agenda to deal with artificial insemination and embryo transplantation, a merchant in breeding State Inspectorate shall submit the following documents: 6.1 application that according to paragraph 2 of these regulations specifies the merchant business type and location (the actual address);
6.2. a copy of the registration certificate;
6.3. staff education and copies of supporting documents, copies of the certificates, if envisaged activities, being mentioned in the regulations on the procedures being physical persons carrying out evaluation and kontrolvērtēšan of animals, animal monitoring, artificial insemination, embryo transfer and breeding and embryo projected sales. 7. the State inspection of breeding in the month following receipt of application: 7.1. examine the documents presented, check the company site and draw up inspection Act;
7.2. based on this rule 7.1 of the Act referred to assess the compliance of the economic operator's undertaking these rules of eligibility criteria and adopt appropriate decisions: 7.2.1. for the merchant registration and registration number;
7.2.2. the refusal to register the operator. 8. If the breeding State inspection has taken a decision on the refusal to register the merchant, the merchant after the breeding State inspection decision specified deficiencies can re-submit breeding in this country inspection rules referred to in paragraph 6 of the document.
