No 16) National Center for special education regulations issued pursuant to the public administration Act, article 16 of the equipment the first part i. General questions 1. National Center for special education (hereinafter-Center) is the Minister of education and science of the direct regulatory authority. 2. The Centre's activities aim to enhance student ability, health status and level of development of education, as well as to coordinate special education support system in Latvia. II. functions of the Centre, 3. tasks and responsibilities for the implementation of this regulation for the purpose referred to in paragraph 2, the Centre carries out the following functions: 3.1. in cooperation with the Ministry of education and science, State and local governments of cities in the Republic, special education development centres, special education and general education institutions that have or will be integrated for trainees with special needs, and other institutions are implementing a national policy to ensure the learners with special needs education;
3.2. developing proposals on the necessary laws and regulations associated with the provision of education services for learners with special needs;
3.3. General education institutions organise consultative methodological work learners with special needs education;
3.4. provide methodological and practical assistance to municipalities and their institutions for special education;
3.5. ensure pedagogical Medical Commission;
3.6. the education policy summarizes the analysis and required information to create the special education field. 4. to ensure that the provisions referred to in paragraph 3 of the functions, the Center performs the following tasks: 4.1. prepare and compile proposals to develop special education content, special education programs and other normative acts, as well as those requirements and coordination of the implementation of methodological guidance;
4.2. create informational resource on the internet for learners with special needs education;
4.3. in order to promote the development of special education, development of methodological recommendations for General and special education, special education development and pedagogical Medical Commission;
4.4. in cooperation with the Ministry of education and science and higher education and scientific institutions under the competence of the Centre organizes training courses and seminars for learners with special education needs;
4.5. ensure the participation of the Centre of international events and projects related to learners with special needs education, as well as advising educational institutions and organizations of the opportunities for participation in international events and projects;
4.6. co-ordinate special educational support system;
4.7. subject to State and local government pedagogical Medical Commission opinions, provides access to education for learners with special needs;
4.8. implemented special education laws regulating Center tasks. 5. The Centre shall have the following rights: 5.1. to cooperate with other State and municipal institutions, non-governmental organizations, as well as international institutions for special education;
5.2. external legislation in certain cases, to request and receive from the private operation of the necessary information;
5.3. create expert and working groups of the Commission proposal for the development of special education and teaching quality evaluation of medical Commission actions and evaluation of conflict;
5.4. to publish the Centre's development and methodological materials, using the center emblem. III. structure of the Centre and the competence of officials 6. The Centre shall be headed by the Director of the Centre.
