Cabinet of Ministers Regulations No. 269 in Riga in 2007 (April 17. No 24 41) procedure is assigned to national and EU support for agriculture direct support schemes in accordance with the Issued within agricultural and rural development Act article 5, fourth paragraph 1. General questions 1. determines the order in which is awarded the national and European support to farmers for direct support schemes under the framework of the Council of 29 September 2003 Regulation No 1782/2003, (EC) establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers and amending Regulation (EEC) No 2019/93, (EC) no 1452/2001, (EC) no 1453/2001, (EC) No 1454/2001, (EC) No 1868/94, (EC) No 1251/1999, (EC) No 1254/1999, (EC) no 1673/2000, (EEC) no 2358/71 and (EC) no 2529/2001 (hereinafter Regulation No 1782/2003).
2. The State and the support of the European Union are: 2.1 the single area payments;
2.2. additional national direct payments for arable crops area: 2.2.1;
2.2.2. the forage area;
2.2.3. for bovine animals slaughtered or exported;
2.2.4. the suckler cow premium;
2.2.5. for ovine mothers;
2.2.6. for grass and flax seed;
2.2.7. the potato starch;
2.3. the separate additional national direct payment: 2.3.1. areas;
2.3.2. for milk;
2.3.3. for bovine animals slaughtered or exported;
2.3.4. in special cases, for young farmers;
2.4. the individual payment for sugar;
2.5. is the aid for energy crops.
3. farmers may receive payments corresponding to Regulation No 1782/2003, article 2 "a" requirements set out in paragraph 1.
4. the rural support service of Regulation No 1782/2003, article 40, paragraph 4, the requirements laid down in these provisions derogating from those conditions the following exceptional circumstances: 4.1 long-term professional incapacity of the farmer;
4.2. the death of the farmer;
4.3. a large part of the farm expropriation State or public needs, if the farmer could not anticipate the commitment date;
4.4. in the case of a natural disaster or a fire that severely affect agricultural farmer's land and buildings used for livestock farming;
4.5. an epizootic disease affecting all or part of the farmer's livestock.
5. If this was a rule 4.1, 4.2, 4.3, 4.4 or 4.5 in these emergency circumstances, the beneficiary or his authorized person within 10 working days from the date on which such opportunity arises, shall submit to the appropriate field support regional agricultural administration, which established the area payment application: detailed description of 5.1 emergency conditions;
5.2. exceptional circumstances supporting documents.
6. the rural support service grants to support the payment of the appropriate number of units, except in the case referred to in these regulations and in paragraph 87.88, as well as the cases referred to in the Commission's April 21, 2004 in Regulation No 796/2004 (EC) laying down detailed rules for the implementation of cross-compliance, modulation and the integrated administration and control system provided for in Regulation No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers (hereinafter Regulation No 796/2004).
7. the rural support service shall decide on the rules for payment referred to in paragraph 2 and ensure the full cost until June 30 next year.
8. the rural support service regional agricultural Administration supports this provision 1., 2., 3., 4., 5., 6., 7., 8., 9, 10, 11, 12 and 13 form referred to in the annex and the availability of agricultural land map service for at least three weeks prior to the aid application.
9. Support the farmer submitted (in person or by mail) Field support regional agricultural administration application according to the requirements of these provisions and other charges for the receipt of the necessary documents. 2. The single area payment and additional national direct payments for arable crops and fodder areas 2.1. The single area payment 11. 11.3. it complies with the provisions of paragraphs 24 and 25 of the established good agricultural and environmental conditions.
12. The single area payment may be obtained about the agricultural land area, with a minimum total area has at least one hectare, but each field (a continuous piece of land, where one farmer one culture is grown) area at least 0.3 ha.
13. the rural support service, giving the single area payment shall be calculated and the reduction coefficient shall be applied in accordance with Regulation No 1782/2003 article 143.
2.2. additional national direct payments for arable crops and fodder areas 14. additional national direct payments for arable crops area can get on Regulation No 1782/2003 and in article 76 9. arable crops referred to in annex a and in accordance with these rules, culture referred to codes (annex 14) if the crop areas the crop under normal growing conditions are sown up to 15 June of the current year and maintained until at least the beginning of the ripening phase.

15. additional national direct payment for the forage area, provided that they are used for animal feed or grazing (grass grazing and the appļauj or mow at least once during the year and harvested up to 1 august), you may receive the following areas (in accordance with the provisions referred to in annex 14 of the culture code): arable land sown to the 15.1 for the permanent grass, of the areas zelmeņ the botanical composition consists mainly of legumes and grasses linked to herbaceous species and with a uniform density zelmeņ;

16. in legumes and grasses linked to grassland species are alfalfa, Eastern Galega, red clover, white clover, alsike clover, Timothy, Dactylis, meadow fescue, meadow foxtail, perennial ryegrass, meadow grass and Red fescue.
17. additional national direct payments for arable crops and fodder areas may receive on agricultural land areas, if the following conditions are met: they meet single 17.1. the area payment conditions;
17.2. the minimum total area has at least one hectare, but each field area at least 0.3 ha.
18. Additional national direct payments for arable crops and fodder areas are administered according to Regulation No 796/2004, the conditions of this regulation, except for article 51, paragraph 2 of part 2.
19. the rural support service, giving additional national direct payments until March 1 of the following year shall be calculated and the reduction coefficient shall be applied in accordance with the Commission on 29 October 2004, Regulation (EC) No 1973/2004 laying down detailed rules for implementing Council Regulation (EC) No 1782/2003 as regards the application of this regulation, (IV) and (IV) "a" under those aid schemes and the use of land set aside for the production of raw materials (hereinafter Regulation No 1973/2004) 139. article.
2.3. conditions for the submission of Applications 20. Claim on single area payment, additional national direct payments for arable crops or fodder areas areas, farmers to 15 May of the current year shall be submitted (in person or by mail) Field support regional agricultural administration: 20.1. submission (annex 1);
20.2. the rural support service provided by agricultural soils map that marked the farmed agricultural land.
21. If the rules referred to in paragraph 20 of the applications submitted by May 15 of the current year, but not later than 25 calendar days after this deadline, the amount a farmer could receive reduced under Regulation No 796/2004 article 21, paragraph 1, the conditions, except where the application for up to 15 may it was not possible to submit the emergency circumstances. 22. 23. If this provision in the application referred to in paragraph 20 of the necessary amendments to the farmer in accordance with Regulation No 796/2004, article 15 of the application shall be submitted to the specified (in person or by mail) Field support regional agricultural administration, but not later than 25 calendar days after May 15 for the year in accordance with Regulation No 796/2004, article 21, paragraph 1.

24.4.2. grazing and appļauj or at least once, mow grass is harvested or chopped and distributes up to 10 for the year September, if zelmeņ the botanical composition of mostly white clover or meadow and dzelzen area used the Bee Nectar collection.
25. when Claiming the single payment, a farmer of the area subject to the following specific good agricultural and environmental conditions: 25.1. areas in support of the measure applied for "agri-environment" Sub "biodiversity maintenance lawns are excluded," reclamation system maintenance or part of a line with the rural support service or scrapped in accordance with the legislation on reclamation cadastre;

25.3.2. mow at least once and the grass is harvested (period from 10 July to 10 September) where the farmer qualifying for aid under the measure "agri-environment" "biodiversity maintenance tend to" activity "lawn mowing" and even in the Sub "installation of the Watercourse";

25.3.3. mow at least once and the grass is harvested up to 1 august of the current year, if the farmer qualifying for aid under the measure "agri-environment", "organic development".
26. If the farmer does not comply with any of these terms in paragraph 24 and 25 above good agricultural and environmental conditions, the aid shall be reduced in accordance with Regulation (EC) No 796/2004 27. If the farmer does not comply with Regulation No 796/2004, article 14 of the conditions of the agricultural parcels declared and the difference between the farmer's agricultural land area and the area declared is larger than 3%, the total amount of the single area payment is reduced. If the farmer is not specified by the application, all managed agricultural land and the difference between the farmer's agricultural land area and the area declared is: 27.1. greater than 3% but not exceeding 30% (inclusive) of the declared areas, the single area payment amount in a given year shall be reduced by 1%;
27.2.30% to 50% (inclusive) of the declared areas, the single area payment amount in a given year is reduced by 2%;
27.3. more than 50% of the area declared in a single area payment amount in a given year is reduced by 3%.
3. additional national direct payments for cattle and ovine mothers 3.1. general condition 28. Additional national direct payments for slaughtered or exported bovine animals, suckler cow premium and the sheep mothers can get farmers, who recorded the animals belonging to it and regularly provides information in the laws of the Republic of Latvia on the characteristics of animals, livestock and logging, as well as the procedures laid down in accordance with Regulation No 1782/2003, article 138.
3.2. additional national direct payment for bovine animals slaughtered or exported 29. additional national direct payment for the year to be slaughtered or exported cattle older than eight months, according to Regulation No 1782/2003 article 130 part 1 "a" item you can get, if you follow that rule 28, paragraph requirements and meet the following conditions: 29.1. unclaimed bovine animals slaughtered for food and veterinary service of the existing or in the territory of the European Community recognised the slaughterhouse or exported outside the territory of the European Union directly from farms or used for commercial services on the basis of the State agencies "agricultural data centre" (hereinafter referred to as the "agricultural data centre);
29.2. the minimum holding period of bovine livestock farmers under the agricultural data centre data before slaughter or export not less than two months, in accordance with Regulation No 1973/2004 article 123;
29.3. the farmer until next February 15, but not later than six months after this rule 29.1. the conditions referred to in the implementation of the submit (in person or by mail) Field support regional agricultural administration application (annex 2). 30.2. of the cow, which breed is not listed by the Commission on 14 October 2004, Regulation No 1777/2004 (EC) amending Regulation (EC) No 2342/1999 laying down detailed rules for the application of Council Regulation (EC) No 1254/1999 on the beef and veal market common organisations for the application of premium schemes in the context of the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia to the European Union (hereinafter Regulation No 1777/2004) 1. in the annex, if it is not milked, but used for suckling calves;
30.3. the telīt from the age of eight months, in accordance with Regulation No 1782/2003, article 122 paragraph "e".
31. the additional national suckler cow premium of direct payments received, if follow that rule 28, paragraph requirements and meet the following conditions: 31.1. farmer to the current December 31, declared this provision in paragraph 30 cows and female agricultural data centre as suckler cows or as potential suckler cows (declaring female);
31.2. to qualify for this rule of payments referred to in paragraph 30 cows and telīt, a farmer in the year from May 15 to November 15, submit (in person or by mail) Field support regional agricultural administration application (annex 3);
19.4. this rule 31.2. the application referred to in subparagraph specifies the number of suckler cows not less than 60% of the total number of animals applied for payment in the relevant year (the total number of animals make up the rules of 31 referred to suckler cows and the female). The number of eligible heifers applied for payment does not exceed 40% of the total number of animals applied for payment;

32. 33. 34. In order to set the terms of the payment referred to in paragraph 30 of the corresponding animals, if a farmer has mixed livestock (dairy cows and suckler cows) owner of the agricultural data centre in accordance with Regulation No 1782/2003 in article 125, the last paragraph uses the following information:

35. If the farmer qualifying for additional national suckler cow premium direct payments during the year, agricultural data centre, in the light of this provision of the information referred to in paragraph 34 above, use the following calculation methodology: 21.8. marketed milk quotas required number of dairy cows is determined by calculating realized ratio of milk quotas, the average milk yield indicators (monitoring herds in the monitoring year, the others – the average milk yield in the country (4796 kg));
35.2. the number of suckler cows, for which you can receive payments, mixed flock (dairy cows and suckler cows) is determined by calculating the total number of cows and milk quotas required number of dairy cows.
3.4. The payment for the sheep mothers 36. additional national direct payment on sheep mothers according to Regulation No 1782/2003, article 113, paragraph 1, may be obtained, if you follow that rule 28, paragraph requirements and meet the following conditions: 36.1. current year after State on July 1, is not less than 10 herd sheep mothers according to Regulation No 1782/2003 article 113 paragraph 3 of under the agricultural data centre data is once kidded or older than years of Regulation No 1782/2003 article 112 "a";
36.2. the farmer up to the current year 15 July submit Field support regional agricultural administration application (annex 4) per sheep mothers on July 1;
36.3. the farmer keeps the herd this rule 36.2. the application referred to in subparagraph animals in at least a hundred days from the current year's July 16 under Regulation No 1973/2004, article 70 (3).
37. 38.2.4. a copy of the certificate of seed (the original show);
38.2.5. natural persons – copies of invoices of the goods (the original show) or registered in the State revenue service mandatory receipts on the left, and disposed of the varieties seeds.
5. additional national direct payment for potato starch 39. additional national direct payment for potato starch tonnes can be paid if the starch potato growers: 24.3. concluded a contract of production of potatoes with a starch for a certain quantity of potatoes;
24.4. the potato starch producer in the delivery according to the concluded contract of production of potatoes;
39.3. until the current year 15 July presented (in person or by mail) Field support regional agricultural administration the submission (annex 8) and a copy of the cultivation contract.
6. Separate the complementary national direct payment 6.1. additional Separate national direct payment areas 40. Separated additional national direct payment of the areas where the farmer receives: 24.9. meets single area payment conditions;

44. If the holding in the year in a single area payment conditions the appropriate number of hectares is smaller than that of the provisions referred to in paragraph 42, the number of hectares the farmer during the year to support received for the number of hectares corresponding to the single area payment conditions.

45. A change in the owner or possessor (user), separated by additional national direct payment areas can receive the transferee of, pursuant to this chapter, those separated additional national direct payment for areas receiving conditions. 46. Separated additional national direct payment for the dairy where the farmer receives: 29.9. meets single area payment conditions and up to 15 for the year may be submitted (in person or by mail) Field support regional agricultural administration application (annex 1);
48.2. until 15 July 2007 and further to 15 May of the current year shall be submitted (in person or by mail) Field support regional agricultural administration application (annex 9).
49. Separated additional national direct payment for milk can get: 30.5. farmer for this rule set out in section 50.1. tonnes of milk;
30.6. the new producer (farmer who owns a farm and had no quotas for 2006, and April 1, which has just launched a milk production and marketing quotas within the restructuring of the reserves 2006./2007.kvotas) for this rule set out in paragraph 50.1 tons, milk obtained/2007.kvotas year 2006 quota transactions, and for this rule 50.2. in subparagraph tonnes of milk.
50. in the advanced country Separated direct payment for milk quota amount the eligible (tonnes) in accordance with the data center data/2007.kvotas year 2006 are: 50.1. within the quota marketed milk, except that rule 50.2. in the cases referred to in (a);
50.2. tonnes of milk granted restructuring reserves according to the Commission of 22 June 2006, Regulation (EC) no 927/2006 on the application of Council Regulation (EC) no 1788/2003 article 1, paragraph 4 of the special restructuring reserve Article 1.
51. The year separated additional national direct payment for the dairy rate at national level to the current year's October 16, calculate the field support service by using the following formula: a = Npien Mpien — — — — — — Mpien-Qpien which is the year's additional national direct payment for the dairy country of rate (EUR/tonne);
Npien-separated additional national direct payment for milk the maximum amount of support in the country for the year (determined in accordance with Regulation No 1782/2003 article 143 c of point 7);
Qpien-the total number of eligible tonnes in Latvia in accordance with the provisions of paragraph 50.
52. A change in the owner or possessor (user), separated by additional national direct payment for the dairy can be obtained, subject to the transferee of the mentioned in this chapter in a separate additional national direct payment for milk receiving conditions. The transferee of a submission (annex 9) adds a property or possession (usage) the right to a copy of an identity document (original show) and written acknowledgement of receipt of payment separated. Receipt signed by the transferee of a farm and a traitor.
53. If the farmer does not comply with any of these terms in paragraph 24 and 25 above good agricultural and environmental conditions, the aid shall be reduced in accordance with Regulation (EC) No 796/2004.6.3. Separate additional national direct payment for bovine animals slaughtered or exported 54. Separated additional national direct payment for slaughtered or exported cattle shall receive, if a farmer: 54.1. meet the single area payment conditions;
54.2. to 15 May of the current year shall be submitted (in person or by mail) Field support regional agricultural administration application (annex 1).
55. Separated additional national direct payment for slaughtered or exported cattle farmer can receive for this rule 56, paragraph number.
56. the Separate additional national direct payment for slaughtered or exported bovine animals is appropriate: 56.1. the number of bovine animals which in 2006 received additional national direct payment of cattle slaughtered or exported;
56.2. bovine animals under the agricultural data centre to data entered in the herd (born, transferred from another herd or bought) during the period from 1 January 2007 until 1 March 2007, and from the moment of entry in the herd have been kept for at least two months;
56.3. This provision of the 30 conditions listed in the corresponding bovine animals under the agricultural data centre data slaughtered or exported during the period from 1 January 2007 to 1 March 2007.
57. Qliellop-the total number of animals qualifying for the payment for that State in accordance with this provision, paragraph 56.

58. A change in the owner or possessor (user), separated by additional national direct payment for slaughtered or exported cattle can get the transferee of, subject to this section, these separate additional national direct payment for slaughtered or exported cattle receiving conditions. 59. 46.2. by 15 May of the current year shall be submitted (in person or by mail) Field support regional agricultural administration: 74.3.1. application for receiving area payments (annex 1);
74.3.2. proof of energy crop sales contracts in the current year (annex 11);
74.3.3. This provision in the Treaty referred to 74.2. copy.
75. The farmer shall ensure that the provisions of the Treaty referred to 74.2. includes: 75.1. the facts of Regulation No 1973/2004, article 26, paragraph 2;
75.2. the collector or the first processor's determination to use the enerģētisko crops in accordance with Regulation No 1973/2004, the provisions of Chapter 8.
76. a farmer until 1 March next year: 76.1. supply all enerģētisko harvested crops collector or first processor;
76.2. delivery Declaration signed by the collector or first processor.
77. a farmer until next April 1, submitted to the rural support service regional agricultural administration energy supply of the crop Declaration (annex 12).
78. If this rule 4.1, 4.2, 4.3 and 4.4 referred to exceptional circumstances, a farmer is able to deliver the collector or the first processor for part or all of the contract for supply of energy crop quantity, he shall inform the rural support service of regional agricultural administration in accordance with the provisions laid down in paragraph 5 of the requirements.
9. Permanent grasslands and grassland conservation and conversion conditions 79. farmers ensure that under Regulation No 796/2004, the provisions of article 4 of the area payment application in 2005 declared permanent meadows and pastures will be retained in accordance with this provision, 82, 83 and 84 of those requirements.
80. the rural support service each year to 15 august pursuant to Regulation No 796/2004 is calculated in the relevant Permanent grasslands and pastures and the total agricultural area as a percentage of the relationship at the national level using the following formula: 81. 83. a farmer who does not comply with these regulations or the conditions of point 82 may be eligible only for a single payment area.
84.82. These provisions do not apply to the requirements for farmers who farm full restructuring, make it a crop farm, eliminating or substantially reducing the cattle herd if rural support service decision on permission to transform the permanent meadows and pastures of the land for other purposes.

85.2. the agricultural data center for the cattle herd liquidation or substantial reduction or packing slip-invoice for cattle herd or its substantial part of sales. 
10. the rights and obligations of the farmer 86. If, when claiming that payments in these provisions, the changes that have occurred in the application at the specified data, the farmer shall inform the rural support service of a change in the application (without extending the application data). This information can provide up to date, while the rural support service is informed in writing to grant support to farmers or as field support service is not informed the farmer of irregularities in the application, or on-the-spot verification no irregularities were discovered in the farm. 87. If the farmer does not respond to the letter of support or information about changes to the data of the farmer paragraph 10 of these rules the time limit expires, the aid shall be reduced or refused the application, having regard to the errors in the application. 88. If a farmer, claiming the additional national direct payments provided false information or violated the terms of payment of the aid, farmers will receive certain payments for a particular item in a given year, as well as repay aid Field support services, if any, is paid before the finding of infringement.
11. The on-the-spot check holding 89. farmers, who claim to be single area payment, additional national direct payments for arable crops area or additional national direct payment on the marketing of fodder areas may be selected for on-the-spot check on the farm Regulation No 796/2004, article 27. 90. A farmer who claimed to have additional national direct payments for suckler cows or sheep to mothers, can be selected for on-the-spot check on the farm at random or based on risk criteria (the amount of the aid, the results of the previous years). A farmer who claimed to have additional national direct payments for the bovine animals slaughtered or exported or on the grass and flax seed, or for potato starch, can be selected for on-the-spot check on the farm, where it is found discrepancies in the documentation submitted. 91. If the farmer does not allow rural support service officer to carry out an on-the-spot on the farm, rural support service officer noted this fact in the inspection report and the farmer's application is rejected in accordance with Regulation No 796/2004, article 23, paragraph 2.

92. every on-the-spot checks carried out in the holding control report shall be drawn up in accordance with Regulation No 796/2004, article 28 (1) of the regulation.
93. farmers are familiar with the control message and sign it to attest his presence at the check on the site of the farm.
94. If the farmer is not familiar with the control message after spot checks on farms, rural support service within ten working days after the examination in writing to the holding of the farmer on the inspection in accordance with Regulation No 796/2004, article 28, paragraph 2 of the first subparagraph.
95. Farmer in the five working days following receipt of the inspection report can be submitted to the rural support service of the explanations or details about the control message.
96. The farmer shall not participate in the on-the-spot checks on the holding does not affect the application of the reduction of aid or exclusions of the conditions for granting the aid and violation of and does not exempt farmers from liability.
