No 33 31) environmental science and Education Council regulation Issued pursuant to the public administration facilities of article 13 of the law i. General questions 1. environmental science and Education Council (hereinafter Council) is the coordinating and advisory body of the cross. 2. The aim of the Council is to promote the education of environmental science and development cooperation institutions. 3. The Council shall have the following functions: 3.1 identify and effectively address issues related to environmental science and education as well as education for sustainable development (education, which facilitates each individual's ability to acquire the knowledge, values and skills necessary for participation in decision-making on individual or collective activities at the local and global level to improve the quality of life today without risk to the needs of future generations);
3.2. promoting cooperation between institutions for sustainable environmental policy implementation and development of the instrument. II. tasks of the Council and to the Council the following 4 tasks: 4.1 ensure the evaluation of the environmental situation of science and education and to develop proposals on environmental science and education as well as education for sustainable development priorities;
4.2. by Governments, the demand to prepare proposals for regulations, required by environmental science and education as well as education for sustainable development related area, and on relevant regulatory acts;
4.3. to promote the attraction of resources environmental science and education, as well as the rational use of resources;
4.4. the Ministry of environment and Ministry of education and science's request to express their views on the projects to be implemented by the environment and education, as well as education for sustainable development in the related field. 5. the Council shall have the following rights: 5.1. to request and receive Council tasks the required information;
5.2. create a working group to prepare the meetings of the Board of escalated issues and draft documents, and, if necessary, to invite relevant officials and experts in an advisory capacity;
5.3. to give to the Ministry of environment, the Ministry of education and science, the Science Council of Latvia, as well as other institutions of Government proposals for the necessary amendments to the legislation and policy planning documents to environmental science and education as well as education for sustainable development in the related field. III. structure and management of the Council 6. Council shall consist of three representatives of the Latvian University, two representatives of the Riga Technical University, Latvia University of Agriculture, the Ministry of education and science and one representative from the Ministry of agriculture, Academy of science of Latvia, Liepaja Pedagogical Academy, the University of Rezekne, Daugavpils University, Olaine mechanical and technological College, Ministry of environment and regional development and local government ministries. 7. the Council personnel approved by the Minister of environment. 8. the Council, by secret ballot, from among the members of the Council for three years, elect a Council Chairman and Deputy Chairman of the Council. IV. Organization of the work of the Council 9. The work of the Council chaired by the President of the Council. The Council shall be convened by the Chairperson, Deputy Chairman of the Council or at least three members of the Council. Council meetings are open to the public and held not less than four times per year. The first meeting of the Council shall be convened by the Ministry of the environment. 12. the Council decision shall be adopted by a simple majority. Each Council Member has one vote. If the vote splits equal, the Chairman of the Board shall have a casting vote. 13. If the decision of the Council on the implementation of the tasks identified will not be accepted in accordance with paragraph 12 of these rules, the Council shall agree on the issue of clarifying and replenishment and to re-examine the Council. 14. The decisions of the Council's recommendations. 15.
