Cabinet of Ministers Regulations No. 405 in Riga, 19 June 2007 (pr. No 36 37. §) of an outbreak of avian influenza and the threat of liquidation order Issued in accordance with article 26 of the law on veterinary medicine, first subparagraph, and article 27, third part i. General questions 1. determines: 1.1. avian influenza (hereinafter referred to as diseases) Elimination of the outbreak and prevention procedures for highly pathogenic or pathogenic agent of any type to the appearance of animals of susceptible animals, particularly birds populations;
1.2. the competence of national regulatory authorities, the order notification and enforcement procedures;
1.3. vaccination of birds;
1.4. vehicles and the washing and disinfection of holdings;
1.5. the order in which they occur after the outbreak of fighting in the wild bird population and hunting wild birds.
2. The terms used in the following terms: 2.1. wild birds-birds that live in the open air and which are not there in the shed;
2.2. other captive birds – birds, other than poultry and which are kept in captivity, as well as performances, races, exhibitions, competitions, breeding or sale for birds;
2.3. non-commercial storage – storage, where poultry or other captive birds to the owner or keeper is grown for their own consumption or used as a pet;
2.4. the poultry or other captive birds compartment-storage or a portion thereof, which uses a common biosecurity management system, the application of common monitoring, control and biosecurity measures in poultry or other captive birds sub-population with a specific health condition with regard to disease;
2.5. "production unit, the poultry and other captive birds in the collection of official veterinarian is satisfied is completely independent of any other set from same shed for this whole location and moved the poultry or other captive birds daily care;
2.6. the birds flock, all poultry or other captive birds in a single production unit;

2.11. the primary outbreak-outbreak of the disease, which is associated with the epizootiological previous outbreaks of the disease in an area, or when the disease is detected in a certain territory for the first time;
2.12. the primary disease in the wild bird population, the outbreak of the disease, which is found in wild birds in the territory are not suitable for disease surveillance;

II. National authorities competency 5. 7.2. the Department, in cooperation with the national labour inspectorate, where the occurrence of disease has been found in the shed or is suspected in poultry or other captive birds for the presence of a shed.
8. Service within 24 hours of the confirmation of the primary outbreak, slaughterhouse shed premises, vehicle load compartment, the quarantine premises or at a quarantine centre at the border inspection post or at the premises of the laboratory vivārij or established primary outbreak in wild birds, shall notify the European Commission, the other Member States of the European Union and European economic area countries, using the electronic reporting system for communicable diseases. The report (written and electronic) include: 8.1. date of notification information;
8.2. communication of information;
8.3. an indication of the disease detected in Latvia;
8.4. the name of the disease and the disease agent type and the subtype if it is defined;
8.5. the outbreak of disease or a number of cases, as well as the number of positive laboratory tests;
5.3. type of outbreak;
5.4. other major outbreaks of disease linked to outbreak of disease;
8.8. the outbreak of the geographical location and the region;
8.9. other regions, subject to restrictions;
8.10. date on which the diagnosis of the disease is officially confirmed, and official confirmation of the disease;
8.11. the date on which the suspected disease of birds;
8.12. the assessment date of first infection;
8.13. the origin of the illness, if it can be determined;
8.14. the disease control measures taken.
9. in addition to these terms of service. information referred to in paragraph 8 shall be sent to the European Commission, the Member States of the European Union and European economic area countries about the effects of the disease on the holding, slaughterhouse premises, vehicle load compartment, the quarantine premises or at a quarantine centre at the border inspection post or at the premises of the vivārij laboratory, as well as wild bird populations (case of primary outbreaks): 9.1. number of birds of each species in the affected site;
9.2. number of dead birds by species and categories (breeding, fattening, slaughter and other types of birds);

9.4. the number of birds killed in the affected location;
9.5. the bird carcasses destroyed;
9.6. the distance from the outbreak site to the nearest poultry or other captive birds in the commercial accommodation;
9.7. the infected or dead avian origin.
10. at the secondary outbreak of the shed or secondary disease in the wild bird population in service every week on the first working day that rule 8 and 9 above information electronically transmitted to the European Commission and the Member States of the European Union. 11.4. the possible origin of the disease;

11.5. the agent of the disease, the genetic type of the results if there was a major outbreak of the disease or the presence of birds found in the slaughterhouse or means of transport;
11.6. If the birds have been killed kontaktnovietn or shed where there is suspicion of an avian disease, in addition to: 11.6.1. bird killing date, the number of birds killed by category (breeding, fattening, slaughter, or other types of animals) and shed in which birds were end extended. 12. the service shall immediately report to the European Commission if the border inspection post or quarantine centre in the premises of the disease is found in poultry, other captive birds or birds found in products on the territory of the community, from third countries, as well as be informed of the measures taken.
13. If it is found that the disease can be transmitted from birds to humans, service 24 hours, notify the European Commission and the Member States of the European Union, as well as inform about serious danger to human health.
14. Service controls the disease in mammals and on the results of the monitoring report of the European Commission.
15. If there is reasonable suspicion of a professional disease or sickness or found the outbreak: 15.1 the service shall immediately inform the national agency "public health agency";
15.2. the Department, in cooperation with the national agencies ' public health agency "shall ensure the exchange of information on the spread of the disease and the related threat level, as well as about the dangers to human health and the degree of analysis;
15.3. the national agency "public health agency" take the epidemiological surveillance of the disease in humans and organizes the pretepidēmij measures according to the epidemiological safety law;
15.4. a State Agency "public health agency" shall immediately inform the service, if the disease is detected in humans.
16. for the effective eradication of the disease develop a service plan of action. 18. If an epizootiological investigation found that the disease can be transmitted from other Member States of the European Union on Latvia and the spread in other Member States of the European Union, the Department shall inform the European Commission and the other Member States of the European Union.
19. the service creates a group of experts. Its composition includes epizootolog, epidemiologists, veterinary scientists, biologists, virologists, special projects by environmental safety matters, as well as other persons whose competence ensures the requirements of these regulations.
20. following the outbreak of the institutions, departments, State Labour Inspectorate, the national forest service officials, plan, coordinate and monitor the disease control measures, the State organizes the central unit and territorial units. III. measures if there is suspicion of poultry or other captive birds in the disease shed 24. animal owner, holder, a slaughterhouse worker, a driver, a practicing veterinarian or any other person who has contact with birds, immediately notify the service of territorial unit if the avian disease is suspected.

26. 16.5. not allowed to export eggs from the holding, except in the case of the officers permission to send any of the following operators:

26.6.1. Merchant for the manufacture of egg products in accordance with European Parliament and Council of 29 April 2004, Regulation (EC) No 853/2004 laying down specific hygiene rules for food of animal origin (hereinafter referred to as the European Parliament and Council Regulation (EC) No 853/2004), in chapter II of section X of annex III to the procedures to be handled and treated in accordance with the European Parliament and of the Council of 29 April 2004, Regulation (EC) No 852/2004 on the hygiene of foodstuffs (hereinafter referred to as the European Parliament and Council Regulation (EC) No 852/2004) XI of annex II to pursuant to this section, the rules of procedure referred to in article 144;
26.6.2. animal by-products processing trader destruction (action to collect, transport, store, process, use or eliminate animal by-products pursuant to the European Parliament and of the Council of 3 October 2002, Regulation (EC) No 1774/2002 laying down health rules concerning animal by-products not intended for human consumption (hereinafter referred to as the European Parliament and Council Regulation (EC) No 1774/2002), procedures or in accordance with the comitology procedure the provisions adopted);
16.6. to reduce the chance of spreading the disease agent, the persons allowed to move from housing and to housing, as well as move the mammals of domestic species, vehicles or equipment, if the officials written authorisation and service instructions and specific measures;

27. the epizootiological studies participates according to paragraph 17 of these rules.

31. Taking into account the epizootiological situation, the service around the shed can be delimited in a temporary control zone. In the area of the existing yards out this rule 26. measures laid down in paragraph 1 or part of the measure. IV. Measures for highly pathogenic disease outbreak in poultry or other captive birds shed 32. the highly pathogenic disease viral outbreak in poultry or other captive birds on the holding a service continue to make these rules 26 and 27 of these measures, as well as control the following requirements: 32.1. after ensuring the prevention of spread of the disease, poultry and other captive birds on the holding are killed on the site under the supervision of the officials of the service or moved to another location that it kills. 34.3.2. other Member State of the European Union, if the carriage agreement with the Member State of destination.
35. 36.2. where storage and at the existing production unit, size, operation, type of accommodation, the poultry and other captive birds feeding, water source, equipment, staff and visitors to the site is completely independent from each other;

22.6. in which the veterinarian after a survey has determined that all of the conditions referred to in this paragraph.
37. the service shall immediately inform the European Commission of this rule 34 and 36 of the measures referred to in the application.

V. the protection zone and surveillance zone detection of highly pathogenic disease agent in the event of an outbreak of 41. The authorities concerned immediately after the outbreak of the approval shall ensure that the following measures are implemented: 41.1. in cooperation with the staff around the outbreak site, determine the protection zone having a radius of not less than three kilometers, and bass in the monitor area, having a radius of not less than 10 kilometres (including the protection zone);
41.2. in cooperation with the services of the protection zone and surveillance zone marking on roads entering the zones by posting warning signs.
42. the protection zone and the surveillance zone, the epizootiological take note: 42.1. results of the investigation;
26.2. the geographical distribution of sites and natural constraints;
26.3. other developments of the location and distance to them, as well as around the poultry and other captive birds;
26.3. poultry and other captive birds patterns of movements and trade;
26.4. the available equipment and personnel for the protection zone and surveillance zone control any poultry or other captive birds, their carcasses, manure, slurry and bedding used the move, in particular if the poultry or other captive birds for the killing outside a holding are moved from their holding of origin to the place of killing.

45. 46.4. If an epizootiological investigation results show that the disease spread rapidly and widely, the service may start preventive eradication programme under which allowed slaughter or killing poultry and other captive birds and in sensitive areas where accommodation is great for poultry or other captive birds in the density.
47. For this rule 46.4. the application of the measure referred to in service to the European Commission.
VII. Measures in the protection zone of highly pathogenic disease agent in the event of an outbreak in poultry or other captive birds shed 48. 30.4. prohibited without written permission of the officers of the introduction into the holding area and leave its poultry, other captive birds and mammals of domestic species. Mammals of domestic species may enter or leave, if the following requirements are met: 48.9.1. they have access only to the living areas for humans, which they have no contact with the existing shed the poultry or other captive birds;
48.9.2. they can not access the cages or areas where poultry or other captive birds are kept;
48.10. the owner or keeper of the animal shall immediately notify the officers or the territorial unit of birds increased morbidity or mortality or significant drop in production data. Officers carried out the investigation of disease in the order laid down in the diagnostic manual;

50.4.2. the meat comes from poultry slaughtered no less than 21 days before the first detection of the disease in the case of the protection zone and which since production on the holding have been stored and transported separately from such meat produced after that date.
51. This provision and 50.4 50.3. bottom of the prohibitions referred to in points of transport may not be applied, if the cargo is carried in transit through the protection zone on roads or rail without unloading or stopping.
52. With the written authorisation of the officers may take the poultry from the protection zone to holdings of officers to a designated slaughterhouse for immediate slaughter, provided that the following conditions are satisfied: 52.1. an official veterinarian has carried out a clinical examination of the poultry up to 24 hours before they are sent to the slaughterhouse, and the results obtained show that the herd is not a disease;
52.2. If necessary, poultry is carried out laboratory studies the disease diagnostic manual in the order, and the results obtained show that the herd is not a disease;
52.3. the poultry are transported under the supervision of officers and officers sealed vehicles;
52.4. officers responsible for monitoring the slaughterhouse has been informed of the shipment, agrees to monitor poultry slaughter and the slaughter of poultry shall inform the officers who sent a shipment of poultry;
52.5. slaughter poultry in the territory, brought from the protection zone to holdings, kept separate from other poultry slaughtered in another during and after the process is complete, clean, washed and disinfected all rooms and equipment;
52.6. an official veterinarian at the slaughterhouse before slaughtering of poultry transported out of view and post-mortem inspection;
52.7. officers controls to get meat on the internal market of the community or in international trade and to be marked with fresh meat, the health marking provided for in accordance with the laws and regulations on animal and food of animal origin products and procedures issued by the veterinary health certificates, unless in accordance with the comitology procedure is not accepted or decision;
52.8. meat is obtained, cut, transported and stored separately from meat intended for intra-Community trade or international trade, as well as the meat used in such a way as to avoid it being introduced into meat products intended for intra-Community trade or international trade, unless the meat has undergone treatment in accordance with the laws and regulations on animal and food of animal origin products and procedures issued by the veterinary health certificates or in accordance with the comitology procedure adopted or decision.
53. the officers the written authorisation of poultry from outside the protection zone of existing sites may lead to officers specified in the protection zone for immediate slaughter to a slaughterhouse. 53.3. for poultry meat is cut, transported and stored separately from poultry meat obtained from the existing protection zone poultry;
53.4. the slaughter process the resulting animal waste shall be destroyed.
54. With the written authorisation of the officers may take day-old chicks from the protection zone to a holding in an existing facility, which is located in the territory of Latvia and is located in the protection zone storage, or storage that is located outside the protection zone or the surveillance zone if the following conditions are met: 54.1. transport is performed by officers in sealed vehicles and officers;
54.2. during transport and on the holding of destination comply with biosafety measures;
54.3. after the day-old chicks arrive at the shed exposed officers monitoring;
54.4. where day-old chicks are transported outside the protection zone or the surveillance zone, the holding of destination shall retain not less than 21 days.
55. With the written authorisation of the officers may take day-old chicks, originating in the shed, situated outside the protection zone or surveillance zone to holdings situated outside the protection zone and surveillance zone in the territory of Latvia. Day-old chicks originating facility comply with the bio-security measures to guarantee that the hatching eggs have been in contact with the eggs and day-old chicks, originating in storage located in the protection zone or surveillance zone.
56. With the officers, if written permission is not compromised in poultry or other captive birds health, certified to carry ready-to-lay poultry or other captive birds on the holding situated within the protection zone or the surveillance zone, where there are no other poultry or other captive birds as well as outside the protection or surveillance zone, provided that you comply with the following requirements: 56.1. before the transport by an official veterinarian has carried out a ready-to-lay poultry clinical investigation and the results obtained show that the shed is not the disease;
56.2. If necessary, the official of the disease diagnostic manual in the order has taken samples laboratory studies, and the results obtained are favourable for transport;
56.3. poultry and other captive birds transported officers supervising officers sealed the means of transport;
56.4. destination facility poultry and other captive birds monitored by officers;
56.5. If the poultry and other captive birds move outside the protection zone or the surveillance zone, the holding of destination shall retain not less than 21 days.
57. With the written authorisation of the official of the hatching eggs may be taken from any site to officers designated hatchery located within the protection zone. The officers the written authorisation of the hatching eggs to be lead from the protection zone to any existing housing officers designated hatchery located, subject to the following conditions: 57.1. the flocks from which the hatching eggs are derived have been examined in laboratory diagnostic manual in the order, and the results obtained show that the herd is not a disease;
57.2. the hatching eggs and their packaging are disinfected before dispatch, through means that destroy the disease agent;
57.3. it is possible to determine the origin of the hatching eggs;
57.4. the hatching eggs are transported officers monitoring officers in sealed vehicles;
57.5. following coordination with officers in the hatchery of destination take biosecurity measures.
58. With the written authorisation of the official of the food for the eggs may take: 58.1. to officers designated packing centre provided that they are packed in single-use material and all biosecurity measures. These measures coordinated with officers;

58.2. business person for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
58.3. disposal.
59. With the written authorisation of the official of the body may be carrying animal waste processing trader.

VIII. The measures in the surveillance zone of highly pathogenic disease agent in the event of an outbreak in poultry or other captive birds shed 63. Department controls surveillance zone to holdings is carried out the following measures: 39.2. the official or authorized veterinarian identified and adds all the sites where poultry or other captive birds. 63.3. is prohibited, ready-to-lay poultry, day-old chicks, eggs to holdings, slaughterhouses, packing centres or for the manufacture of egg products merchants located outside the surveillance zone, unless officers received written permission, and it has not been established that the risk of spreading disease is minimal;
63.4. every person entering or leaving the territory of the accommodation, take appropriate hygienic measures to reduce the risk of spreading the disease agent;
63.5. vehicles and equipment used in potentially infected poultry and other captive birds, carcases, feed, manure, slurry, bedding and any other material or substances after use to clean, washed and disinfected, this provision in accordance with the procedure laid down in Chapter XV;
63.6. prohibited without written permission of the officials of the service of imported housing or export from its territory any poultry or other captive birds and mammals of domestic species. Mammals of domestic species may enter or leave a holding area, where officers received written permission, and if the mammals of domestic species have access only to the living areas for humans, they do not shed the existing contact with the poultry or other captive birds and can not access the cages and areas where poultry or other captive birds are kept;
63.7. the owner or keeper of the animal shall immediately notify the officers or the territorial Department for increased morbidity or mortality or significant drop in production data. Officers or authorized veterinarian, the investigation of disease in the order laid down in the diagnostic manual;
63.8. prohibited without written permission of the officers to leave and spreading of used litter, manure or slurry. 63.10. it is prohibited to release a free poultry for restocking of game.
64. If the officers received written permission, this rule 63.3. poultry referred to below may be transported for slaughter to a designated slaughterhouse within the officers, if the following conditions are met: 64.1. an official veterinarian has carried out a clinical examination of the poultry up to 24 hours before they are sent to the slaughterhouse, and the results obtained show that the herd is not a disease;
64.2. poultry is carried out the necessary laboratory studies the disease diagnostic manual in the order, and the results obtained show that the herd is not a disease;
64.3. officers responsible for monitoring the slaughterhouse has been informed of the shipment, agrees to monitor poultry slaughter and the slaughter of poultry shall inform the officers that the poultry shipment sent.
65. If the officers writing permissions can send: 65.1. poultry for immediate slaughter in a slaughterhouse in the surveillance zone from sites outside the protection or surveillance zone, as well as to transport further such meat;
65.2. ready-to-birds from the surveillance zone to holdings of existing housing in the territory of Latvia. Insert destination after the bird shed not less than 21 days monitored officers;
65.3. the day-old chicks from the surveillance zone to holdings in the territory of Latvia accommodation, subject to the biosecurity measures. After the day-old chicks into the holding of destination are not less than 21 days monitored by officers. If the day-old chicks from hatching eggs and chicks is not the origin of the incubator, located within the protection zone or the surveillance zone, these chickens allowed to send to any other housing if incubator of origin to ensure the biological safety and working conditions that the hatching eggs have not been in contact with any other eggs or day-old chicks, originating in the protection or surveillance zone, and which has a different health status;
65.4. the hatching eggs from a hatchery situated in the surveillance zone to a designated hatchery officers inside or outside the surveillance zone, provided that the hatching eggs and their packaging are disinfected before dispatch by means that ensure the destruction of the agent, as well as have the ability to track the movement of eggs;
65.5. eggs intended for the food from a holding situated within the surveillance zone to officers designated packing centre, if they are packed in disposable packaging material of use and comply with biosafety measures. These measures coordinated with officers;
65.6. egg merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
65.7. eggs for disposal.
66. the monitoring measures laid down in the zone continue to apply not less than 30 days after the infected holding initial cleaning, washing and disinfection is complete.
IX. Activities in other restricted zones of highly pathogenic disease agent in the event of an outbreak in poultry or other captive birds shed 67. taking into account the epizootiological situation in the country and a risk assessment, other restricted zones shall take all these provisions in Chapter VIII, these measures or part of them.
68. If an epizootiological investigation results show that the disease spread rapidly and widely, the service may start preventive eradication programme under which allowed slaughter or killing poultry and other captive birds on holdings located in areas where poultry or other captive birds in the density. The application of those measures shall be assessed in accordance with the provisions of annex 1.
69. the service shall immediately inform the European Commission of this 67 and 68 of the rules referred to in paragraph 1, the application of the measures.
70. After the poultry and other captive birds at slaughter or killing their livestock yards restores this provision in Chapter XV.
Measures x. high pathogenic agents in the event of an outbreak of the shed, not poultry or other captive birds as well as the storage, slaughterhouses, vehicles and border inspection posts

71. If the shed, not poultry or other captive birds in storage, noted that the outbreak of the disease agent is a highly pathogenic virus, do the provisions of sections V, VI VII, VIII and IX in order but, taking into account the epizootiological inquiry results, as well as assessing the risk for spread of the disease, the Department may prescribe the following exceptions: 71.1. bird farms allowed not to apply this provision in the protection zones and surveillance zones these measures (these provisions of chapters VII and VIII);
71.2. non-commercial holding, a circus, a Zoo, wildlife park, aviary, where poultry or other captive birds are kept for scientific purposes or endangered species or officially registered rare poultry or other captive birds to the conservation of species, not to apply this provision, 48.4 48.2., 50.3, 50.4 in., paragraph 51, 39.3.,., 63.6 63.3.64 and 65 above, the measures referred to in paragraph;
71.3. biosecurity measures carried out by moving the racing pigeons for the protection zone or the surveillance zone or, as well as in those zones.
72. The provision referred to in paragraph 71 of the exceptions permitted to apply, if it does not endanger disease control. On the application of the service shall immediately inform the European Commission thereof.
73. If an outbreak of the agent is highly pathogenic virus, protection, surveillance and further restricted zones, as well as the accommodation of poultry and other captive birds compartments take biosecurity measures. These measures reconcile with the officers. Biosecurity measures include a vehicle or person movement restrictions on animal feed supply, egg collection, the transport to slaughterhouses of poultry, the collection for disposal of the carcasses, as well as other staff, including veterinarians and agricultural equipment suppliers, movement.
74. On this point 73 of the application of the measures referred to in the service shall inform the European Commission.
75. If there is suspicion of a slaughterhouse or an existing poultry and other captive birds, the presence of a service after receipt of the report of the disease in the diagnostic manual in order to immediately begin investigation of poultry and other captive birds on the holding of origin to confirm or rule out the disease.
76. If the slaughterhouse in the territory of poultry and other captive birds found that the disease agent is a highly pathogenic virus or avian disease is suspected, the spread of the disease by a risk assessment of all existing slaughterhouse, poultry and other captive birds are slaughtered or immediately kill the officers or the supervision of the official veterinarian. Slaughtered the poultry meat and any by-products that are potentially infected with the disease agent, kept separate officers under their supervision, until disease laid down in the diagnostic manual in the order is completed.
77. If the slaughterhouse has been confirmed in poultry or other captive birds, the presence of all the meat and by-products obtained, as well as any products of animal origin that are potentially contaminated with the disease agent, shall immediately be destroyed under the supervision of officers.
78. If the area of the border inspection post or the vehicle is found in poultry or other captive birds for the presence of potential or suspected of being infected with the highly pathogenic disease agent, by a spread of disease risk evaluation of all border inspection posts or means of transport in the existing poultry and other captive birds are slaughtered, killed immediately or placed in an isolated room service officer or the supervision of the official veterinarian. Slaughtered the poultry meat and any by-products that are potentially infected with the disease agent, kept separate officers under their supervision, until disease laid down in the diagnostic manual in the order is completed.
79. If the crossing point after evaluation of the risk of spread of disease is suspected of the disease, the Department may establish restrictions on poultry and other captive birds on holdings of origin. In such a case take these rules 25, 26, 27 and 28. measures referred to in paragraph 1.
80. If post is not possible to make this provision 78. measures referred to in paragraph 1, the poultry and other captive birds under the supervision of the officers allowed to send to another location, where they are slaughtered, killed or isolates.
81. After assessing the risk of spread of disease is allowed to kill or not to kill their poultry or other captive birds, which are present in the border inspection post or the vehicle, if they have not been in contact with potentially infected poultry or other captive birds.
82. If, in accordance with the results of the laboratory examinations revealed highly pathogenic agent, all of the meat or any by-products that are potentially infected with the disease agent and placed in storage in accordance with the provisions of paragraph 78, destroyed without delay under the supervision of officers.
83. If the slaughterhouse is found in an outbreak in poultry or other captive birds or suspected disease, at the border inspection post or means of transport shall take the following measures: 83.1. prohibit the poultry or other captive birds within 24 hours after space or cargo compartment cleaning, washing and disinfection. Border inspection posts, the prohibition also applies to imports of other animal species;
51.7. infected buildings, facilities, vehicles, cargo and rolling stock, as well as equipment, material or any objects that are potentially infected with the disease agent, clean, washed and disinfected according to this provision the requirements laid down in Chapter XV under the supervision of an official veterinarian;
carry out an epizootiological investigation 83.3.;
83.4. infected poultry or other captive birds as well as of those of the origin of the products obtained at the 26 of these rules or 32 and 33 the measures referred to in paragraph according to the intensity of the spread of disease;
83.5. isolated disease agent subject to genetic type.
XI. Measures least pathogenic agents in the event of an outbreak in poultry or other captive birds shed 84. Poultry and other captive birds found a small shed where pathogenic agents, shall take the following measures: 84.1. based on a risk assessment and taking into account this provision in annex 2 criteria: 84.1.1. the owner or keeper of the animals shed their existing poultry, other captive birds and all animals belonging to the species of mammals counted or If doing this is not possible, the animals of each species around;

84.1.3. all poultry and other captive birds placed in accommodation spaces. 84.1.5. with the written authorisation of officials and observing the service instructions for the distribution agent, from accommodation to accommodation and allowed to move people, move, mammals of domestic species, vehicles and equipment;
84.1.6. at the entrances and exits of the holding placed with a suitable disinfectant solution of disinfectant-soaked carpets, except when the shed is grown in other captive birds and accommodation is a non-commercial nature;
84.1.7. the epizootiological studies participates according to this provision, paragraph 17;

52.3. service control, providing a limitation of the agent, officers monitoring is carried out in all the existing shed of poultry and other captive birds, the depopulation, which found low pathogenic agent. 84.3. not allowed importation before depopulation, shed or removal from the poultry and other captive birds.
85. Poultry and other captive birds out of the depopulation officers monitoring using one of the following ways: 85.1. immediately killed;
85.2. officers killed in a slaughterhouse designated pursuant to regulations on the protection requirements of the livestock at the time of slaughter.
86. it is prohibited to poultry and other captive birds move to depopulation, as: 53.5. officers of the degree of viral excretion has not received the results of the laboratory tests carried out diseases in the order laid down in the diagnostic manual, and the results obtained are favourable for transport;
86.2. officers of spreading disease risk assessment has received an epizootiological study results that suggest that low pathogenic agents on distribution threat is minimal.
87. Poultry and other captive birds in the depopulation of the officers carried out at the designated slaughterhouse in the following order: 87.1. poultry and other captive birds sent direct from the holding to the officers designated slaughterhouse;
87.2. each shipment before the shipment is sealed by an official veterinarian, or it sends his supervision; cargo remains sealed throughout its move to officers designated slaughterhouse;
101.8. cargo loading, unloading and during transport comply with the officers under certain biosecurity measures;
87.4. officers, which is located under the supervision of slaughterhouse is informed about the shipment of goods and agrees to monitor the slaughter of birds;
87.5. vehicles and equipment used in potentially infected poultry, other captive birds, as well as other infected material, after finished immediately clean, washed and disinfected in accordance with the provisions of the requirements laid down in Chapter XV;
87.6. from the poultry and other captive birds in the resulting by-products are disposed of.
88. the officers under the supervision of poultry and other captive birds on the holding during the depopulation of poultry carcasses and destroyed the hatching eggs.
89. the service shall ensure that the following requirements are met: 89.1. the hatching eggs during the period of the disease agent into the shed to limit application of the incubated under the supervision of the official service;
89.2. officers shall carry out the monitoring all poultry or chicks from eggs during the period from the entry of the agent holding up the application of restrictive measures, as well as laboratory studies of disease in the order laid down in the diagnostic manual;
89.3. If the distribution agents to minimize the risk, eggs (also collected to depopulation) may lead to 89.3.1.: officers designated packing centre, provided that they are packed in disposable materials and the use of all biosecurity measures. These measures coordinated with officers;
89.3.2. the merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
89.3.3. destruction;
89.4. any potentially contaminated materials processed under the supervision of an official veterinarian. If this is not possible, these materials are disposed of;
89.5. potentially contaminated manure, slurry and bedding will be processed according to this provision the requirements contained in Chapter XV;
55.7. buildings used for potentially infected poultry or other captive birds as well as for keeping the equipment and vehicles used in the killing, feed, manure, slurry, and bedding or any other potentially contaminated materials and substances, immediately be processed according to this provision the requirements laid down in Chapter XV;
55.7. prohibited without written permission of the officers of the introduction into the territory of the accommodation or leave the mammals of domestic species. 60.5. all poultry and other captive birds placed in accommodation spaces. 97.6. it shall be prohibited to leave the holding;
97.7. written authorisation by officials and if you run the service instructions for the activities of the distribution agent to reduce the possibility of housing and to housing allowed to move people, move, mammals of domestic species, vehicles and equipment;
facilities of 97.8. at the entrances and exits located with a suitable disinfectant solution of disinfectant-soaked carpets, except when the shed is grown in other captive birds and accommodation are non-commercial in nature.

XIII. Measures to prevent the disease agent is transmitted to other species of animals and people 101. After the outbreak of the disease detected, proposed by the least pathogenic virus, the service creates a restricted zone of a radius of kilometres around the infected holding.

102.2. official or authorized veterinarian during the illness in the diagnostic manual in order to take samples for laboratory examinations for the presence of the agent;
102.3. before the poultry or other captive birds as well as birds, ready-to-day-old chicks and eggs in the restricted zone or the export of its need to get officers written permission, except if these birds and eggs through the restriction zone led by road and rail transit without unloading and stopping;
102.4. it is prohibited to leave the restricted zone of the poultry and other captive birds, ready-to-lay as well as birds, day-old chicks and eggs, if not received officers written permission: 102.4.1. slaughter birds led to a slaughterhouse located in the territory of Latvia;
102.4.2. live poultry and other captive birds led to the shed, located in the territory of Latvia and in which there is no other bird. Not less than 21 days after their insertion into the shed of the officers carried out in poultry or other captive birds;
102.4.3. old chicks led to the shed, located in the territory of Latvia. Not less than 21 days following their insertion officers carried out holding the chickens. If the day-old chicks hatched from eggs originating in storage outside the restricted zone, these chickens allowed to lead to any other shed if it carried out bio-security measures to ensure that no contact with chickens hatching eggs or day-old chicks, originating in the restricted zone;
102.4.4. the hatching eggs sent to the officers designated hatchery. The hatching eggs and their packaging are disinfected before dispatch, as well as being able to track the movement of hatching eggs to the route;
102.4.5. table eggs to a packing centre forward, if they are packed in disposable packaging material and comply with biosafety measures;
102.4.6. eggs sent to the merchant for the manufacture of egg products in the restricted zone or outside in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
102.4.7. eggs led disposal;
102.5. poultry and other captive birds, carcases disposed of;
102.6. every person entering or leaving the facility, the biosecurity measures aimed at preventing the spread of the disease;
102.7. vehicles and equipment used in potentially infected poultry or other captive birds, carcases, feed, manure, slurry, bedding or any other material or substance, clean, washed and disinfected according to this provision the requirements laid down in Chapter XV;
102.8. prohibited without written permission of the officers of the introduction into the territory of the poultry shed, other captive birds and mammals of domestic species. Mammals be admitted holding territory, if they have access only to the living areas for humans that mammals do not deal with shed kept poultry and other captive birds and have no access to cages or areas where poultry or other captive birds are kept;
102.9 prohibited without officers written permission to remove and spreading of used litter, manure or slurry. If officers received written permission and comply with biosafety measures, these materials may be the take officers designated for handling the economic operator or storage before treatment in accordance with European Parliament and Council Regulation (EC) No 1774/2002, in order to destroy the disease agent;
102.10. prohibited without written permission of the officers to hold fairs, exhibitions, shows and other events with the poultry and other captive birds participation;
102.11. it is prohibited to release a free poultry and other captive birds for restocking of game;
102.12. State Labour Inspectorate controls that the animal owner or his authorized person: 102.12.1. take measures to limit the number of people exposed to risk of contamination with the disease;
102.12.2. take measures to reduce dust generation;
102.12.3. provide the employee with adequate labour protection requirements for personal protective equipment (such as respirator masks, gloves);
102.12.4. develop instructions, do staff training on safety issues for employees who work with the virus potentially contaminated materials and objects.
103. the measures referred to in this chapter shall continue to apply to one of the following forms: 103.1. not less than 21 days after the infected holding cleaning, washing and disinfection is completed in accordance with the provisions of the requirements laid down in Chapter XV, where officers, on the basis of the results of laboratory examinations carried out diseases in the order laid down in the diagnostic manual, and the results of the epizootiological examination, is satisfied that the risk of spreading disease is minimal;

103.2. not less than 42 days after the confirmation of the outbreak of the disease if the officers based on the results of the laboratory examinations, conducted disease laid down in the diagnostic manual in order that the results of the epizootiological study and is satisfied that the risk of spreading disease is minimal;
103.3. According to the European Commission directly applicable legislation and rules for the control of the disease in the Member States.
104. If low pathogenic agent is found in the hatchery, a non-commercial holding, a circus in the direction, the Zoo, a pet bird shop, wildlife park, aviary, where poultry or other captive birds are kept for scientific purposes or endangered species, or rare poultry or other captive birds, the conservation of the species, on the basis of the risk evaluation and the results of epizootiological inquiry shall check that these sites comply with all the provisions and paragraph 102 101. these measures or part of them, and not to be threatened disease control and containment measures.
105. the service shall immediately inform the European Commission about this rule referred to in paragraph 104 of the allocation and application of exceptions.
XIV. Measures to prevent the spread of the agent to other species in every 106. shed that is found in small highly pathogenic or pathogenic agent which, together with the birds kept pigs, swine diseases in the order laid down in the diagnostic manual laboratory investigations are carried out to confirm or rule out being infected with the disease agent. To study the laboratory results are not allowed to move the pigs from the holding area.
107. If the rules referred to in paragraph 106 in laboratory studies in pigs found infected with the disease agent and if: future laboratory study 107.1. suggests that the disease agent distribution of risk is minimal, after officers received written permission of pigs allowed to send to other pig holdings or officers designated slaughterhouse;
107.2. laboratory studies suggest that the risk of spreading the disease agent is serious, the pigs be slaughtered under the supervision of the officials of the service, provided that the agent will not propagate.
108.106. These provisions and measures referred to in paragraph 107, evaluating the epizootiological situation and the spread of the agent, also applies to other animal species shed have found highly pathogenic or pathogenic agent. 106. These provisions and measures referred to in paragraph 107 shall apply to kontaktnovietn.
109. For this rule 106.107 and 108,. application of the measures referred to in point of service shall inform the European Commission thereof.
110. Every holding where pigs or other mammals found contamination with adventitious agents, officers carried out surveillance and disease diagnostic manual established samples laboratory studies to identify any further spread of the disease agent.

114. With the disease agent infected or potentially infected materials, items or any other materials that cannot be disinfected, destroyed.
115. The disinfectants to be used and the concentration of the solution. The disinfectants to be used in accordance with the manufacturer's description of the procedure referred to in the annotations or service developed and approved the order.
116. Disinfectants and disinfection procedure chosen, having regard to the workpiece holding, vehicles and objects.
117. Degreasing and disinfecting products are used in a way that does not reduce their effectiveness, and within the manufacturer's specified parameters: pressure, minimum temperature and required contact time.
118. irrespective of the disinfectant used, the following general conditions: disinfection 118.1. litter, faeces and other contaminated materials to soak thoroughly with disinfectant;

Set up disinfection equipment, used equipment, tools and hardware, installed equipment for the treatment of energy supply to power the ventilation system;
124.2. take all measures to prevent or reduce the spread of the agent;
124.3. birds killed or their bodies were sprayed with disinfectant;
124.4. killed or dead poultry or other captive birds to be destroyed, collected, inserts, hermetic closed vehicles or containers or officers under the supervision of an official veterinarian, in order to prevent the spread of the agent;
After killed or dead 124.5. avian removal of housing rooms and all the rooms and the location where they found it, buildings, yards, killing of infected and a post-mortem examination, pathological sprayed with disinfectant;
124.6. any tissue or blood which death, caught up in the environment of the killing or pathological examinations, collected and disposed of with the carcases of birds be destroyed;
124.7. facing the disinfectant left no less than 24 hours.
125. final cleaning and disinfection during the following requirements shall be met: 125.1. used litter and manure collected according to this provision the bottom point to 126.1.;

126. Infected litter, manure or slurry disinfected in accordance with the following principles and procedures: 126.1. litter and manure in one of the following ways: 126.1.1. treated with steam at a temperature of not lower than 70  C;
126.1.2. destroyed by burning;
126.1.3. buried so deeply, it is not accessible to wild birds and other animals;
126.1.4. stacked, which occur inside the heat, sprayed with disinfectant and left no less than 42 days;
126.2. slurry is stored for at least 60 days after the last infected load add, if the officers did not allow to reduce storage time after effective treatment to destroy the disease agent.

127. Allowed potentially contaminated manure and litter under the supervision of officers and with the written permission to deliver the officers designated for handling the economic operator in order to destroy the disease agent, or pursuant to European Parliament and Council Regulation (EC) No 1774/2002 lays down the procedure for intermediate storage before destruction or treatment. Such transport is carried out in closed, hermetic vehicles or containers under the supervision of officers.
128. If washing and disinfection of the holding is not possible to apply the procedure laid down in this chapter, by evaluation of the situation, taking into account the type of holding and the climatic conditions may develop other washing and disinfection procedures. For this derogation shall inform the European Commission services.
129. If cleaned and disinfected or part of the holding, within 12 months of the poultry and other captive birds are prohibited to post export shed of poultry, other captive birds or any other animals, materials, objects, or other things, as well as enter people and to enter the vehicle.
130. Commercial shed after the poultry or other captive birds or herd depopulation of the killing renewed no earlier than 21 days after the date of completion of the final cleaning of the accommodation, washing and disinfecting.

131.3. every person entering the facility, observe bio-security measures to prevent the spread of the agent;
131.4. restocking during one of poultry or other captive birds are not allowed to move outside the housing areas, if not received the written permission of the officials of the service;
131.5. the owner or keeper of the animals listed in productivity and productivity data, saslimušo and dead birds and the information in the log;
131.6. any changes in productivity data, as well as increase the mortality of the owner or keeper of the animals shall report to the desk officer.
132. in the light of the risk assessment, as well as the results of the epizootiological inquiry, a non-commercial, as well as commercial sites, which are raised and have other birds, this rule 131. measures referred to in paragraph 1.
133. Poultry and other captive birds flock to the officers.
XVI. Poultry and other captive birds in the emergency and preventive vaccination, vaccination against disease 134. is prohibited, except for emergency and protective vaccination.
135. actions with vaccines, the disease their production, storage, supply, distribution and sale shall be carried out under the supervision of the authorities.
136. Poultry and other captive birds introducing emergency vaccination as a temporary measure, if service, assessment of risk, is found in the territory of Latvia is a significant risk of spreading disease or illness is the introduction of another country.
137. the emergency vaccination is used in the following cases: 137.1. If an outbreak of the disease occurred in the territory of Latvia;
137.2. If happened near the outbreak of the disease in a Member State of the European Union;
137.3. If the disease found close third country.
138. If the service plans to launch an emergency vaccination before they made the European Commission approval of the emergency vaccination plan shall be submitted. Emergency vaccination is allowed to start before approval of the emergency vaccination plan to the European Commission, subject to the following conditions: 138.1. prior to vaccination started on the emergency vaccination plan and the decision to take the vaccination are notified to the European Commission.
138.2. prohibited poultry and other captive birds and their products, if it does not perform this Chapter XVII of the provisions set out in the order;
138.3. decision to make vaccination does not endanger disease control.
139. the emergency vaccination plan is based on TWO strategies. The plan shall include the following information: 139.1. disease situation in the country and the factors that determine the need for emergency vaccination;
139.2. its geographical territory description will be made for emergency vaccination, as well as the total number of holdings and the number of holdings subject to the vaccination in this territory, if that number is different;
139.3. poultry and other captive birds species and categories intended to vaccinate;
the estimate of 139.4. be vaccinated poultry or other captive birds;
139.5. characteristics and of the vaccine to be used;
139.6. envisaged the extraordinary duration of the vaccination campaign;
139.7. measures and restrictions on vaccinated poultry or other captive birds and movement;
139.8. criteria that are used to make a decision on emergency vaccination kontaktnovietn;
139.9. vaccinated poultry or other captive birds, records and registration;
vaccination in the subject to shed 139.10. able to perform clinical tests and laboratory examinations, to observe the epizootiological situation, the efficiency of the emergency vaccination campaign and the control of movements of birds.
140. Poultry and other captive birds in the preventive vaccination as a long-term measure, if authorized officers, based on a risk assessment, finding that individual country, the poultry sector or individual poultry or other captive birds, or a separate category of poultry or other captive birds compartments are at risk of being infected with the disease agent.
141. If it is decided to initiate poultry or other captive birds in the protective vaccination service shall submit to the European Commission the preventive vaccination plan. The plan shall be prepared on the basis of the TWO strategies. The plan shall contain the following information: 141.1. the preventive vaccination and disease history;
141.2. Description of the territory, which will be carried out in the preventive vaccination of poultry sector or specific types of poultry or other captive birds compartments or categories, to be vaccinated, the number of holdings in the vaccination area, as well as holdings in the vaccination process number and type, if it is different;
141.3. poultry or other captive birds or the species and categories of poultry or other captive birds compartment to be vaccinated;
141.4. around or the exact number of birds to be vaccinated;
141.5. vaccine characteristics;
141.6. preventive vaccination campaign anticipated duration;
141.7. movements of vaccinated poultry or other captive birds in the order;
141.8. vaccinated poultry or other captive birds and registration;
laboratory studies, 141.9. what diseases laid down in the diagnostic manual in order to carry out yards of the vaccination;
141.10. surveillance and control measures, which are expected to take a certain number of holdings in the vaccination area or the partition, to monitor the epizootiological situation, the preventive vaccination campaigns are effective, the vaccinated poultry or other captive birds.
142. in order to carry out the vaccination campaign for the vaccine from the community vaccine bank shall submit to the European Commission services justified request.
143. the service shall inform the European Commission about the quantities and types of vaccines, which are stored in Latvia.
XVII. Poultry and other captive birds and their products order 144. Department of poultry or other captive birds eggs in writing allow you to move from housing merchant, for the manufacture of egg products, approved in accordance with European Parliament and Council Regulation (EC) No 853/2004, in the following order: 144.1. eggs sent directly from potentially infected accommodation service specified economic operator;
144.2. every shipment before the shipment is sealed by an official veterinarian or the officers. The stamp is not allowed to remove all during transport;
144.3. the origin of eggs shed in the supervision of the official veterinarian or the responsible officers shall inform the economic operator authorised veterinary doctor of the intention to send the eggs processing;
on the supervision of authorised economic operator 144.4. responsible official veterinarian or officer of the service shall ensure that the following requirements are met: 144.4.1. from the potentially contaminated eggs sent to the holding be kept isolated from other eggs (starting from receipt to processing);
144.4.2. the potentially infected egg shells destroyed;
144.4.3. the potentially contaminated eggs packaging destroyed or sanitized way to destroy the disease agent;
144.4.4. the potentially contaminated eggs TRANS port and enjoy the dezinficēto vehicles;
144.4.5. the transport workers, as well as those in contact with potentially infected eggs, the biosecurity measures.

145. Any vehicle used for movements of vaccinated poultry or other captive birds and their products, immediately after use clean, washed and disinfected in accordance with the provisions of the requirements contained in Chapter XV.
146. During the vaccination within the territory of live poultry, other captive birds and their eggs, the following requirements shall be met: 146.1. the hatching eggs come vaccinated or unvaccinated flock of birds that tested disease diagnostic manual in the order, and the results obtained are favourable for transport;
146.2. hatching eggs are disinfected before dispatch in accordance with the officers or the instructions of the official veterinarian;
146.3. the hatching eggs are transported directly to the hatchery of destination;
146.4. hatching eggs have tracked their location;
146.5. eggs get vaccinated or unvaccinated flock of birds that have been tested for the disease in the order laid down in the diagnostic manual, and the results obtained are favourable for transport;
146.6. eggs are transported directly to officers designated packing centre. Before the carriage they are packed in disposable packaging material as well as compliance with biosecurity measures;
146.7. eggs led the merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
146.8. "day-old chicks may be carried if they are derived from hatching eggs pursuant to this provision, 146.2, 146.3 146.1..., and 146.4.;
146.9. old chicks after transport insert shed or room that is not in other poultry or other captive birds are kept;
146.10. adult poultry and other captive birds allowed to move, if they have been vaccinated in accordance with the procedure laid down in the programme, as well as check for illness in the diagnostic manual in the order, and the results obtained are favourable for transport;
146.11. adult poultry and other captive birds on the holding after transport insert or in rooms where there are no other poultry or captive birds;
146.12. slaughter poultry intended for the carriage of the disease before the test laid down in the diagnostic manual in the order, and the results obtained are favourable for transport;
146.13. slaughter for poultry sent direct to a slaughterhouse designated officers for immediate slaughter.
147. If you move outside the vaccination area of poultry and other captive birds as well as eggs obtained from them to comply with the following requirements: 147.1. the hatching eggs are transported directly to the hatchery of destination, and it is traceable in the hatchery;
147.2. eggs are transported in to the officers designated packing centre. The eggs are packed in disposable packaging material as well as compliance with biosecurity measures;
147.3. eggs are transported in the merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
147.4. old chicks placed in poultry or other captive birds shed or indoors, which is not in other poultry or other captive birds are kept;
147.5. adult poultry or other captive birds on the holding or inserts spaces, which is not in other poultry or other captive birds are kept;
147.6. adult poultry or other captive birds vaccinated on the holding of destination where this is provided for in the vaccination programme.
148. moving poultry and other captive birds and eggs from holdings located in the vaccination area to holdings outside the vaccination area shall comply with the following requirements: 148.1. hatching eggs derived from vaccinated or unvaccinated flock of birds that tested disease diagnostic manual in the order, and the results obtained are favourable for transport;
148.2. hatching eggs are disinfected prior to the transport operation, in accordance with the official veterinarian or officers;
148.3. the hatching eggs are transported directly to the hatchery of destination, and it is traceable in the hatchery;
148.4. eggs gets vaccinated or unvaccinated poultry or other captive birds in the flock tested disease laid down in the diagnostic manual in the order, and the results obtained are favourable for transport;
148.5. eggs are transported in to the officers designated packing centre, and they packed in disposable packaging material as well as compliance with biosecurity measures;
148.6. eggs are transported in the merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 in chapter II of section X of annex III to the procedure defined in the process of a regulation of the European Parliament and of the Council (EC) No 852/2004 annex II in accordance with the procedure laid down in section XI;
day-old chicks 148.7. have not been vaccinated, and their origin conform to these rules, 146.3 146.2 146.1..,.,.,., 148.1 146.4 147.1., and section 148.2.148.3.;
148.8 day-old chicks. are placed in a shed or in rooms where there are no other poultry or other captive birds;
148.9. adults poultry and other captive birds have been vaccinated and have checked the disease diagnostic manual in the order, and the results obtained are favourable for transport;
148.10. adults poultry and other captive birds are placed in storage after transport or in rooms where there are no other poultry or captive birds;
148.11. slaughter for poultry and other captive birds before the disease inspection of transport laid down in the diagnostic manual in the order, and the results obtained are favourable for transport;
148.12. slaughter for poultry and other captive birds sent directly to officers designated slaughterhouse for immediate slaughter.
149. By moving meat from poultry or other captive birds, which kept the vaccination area shall comply with the following requirements: 149.1. the birds from which the meat, vaccinated with TWO goals according to the vaccine;
149.2. birds, from which the meat is tested for the disease in the order laid down in the diagnostic manual, and the results obtained are favourable for transport;
149.3. birds from which the meat, not less than 48 hours before the slaughter and have been clinically examined by an official veterinarian, and the results have been favorable this bird slaughter;
149.4. birds are sent directly to officers designated slaughterhouse for immediate slaughter;
149.5. non-vaccinated birds sent for immediate slaughter, the clinical diagnostic manual.
150. From holdings located in the vaccination area, allowed to send poultry and other captive birds, carcases or eggs for disposal.
151. by launching emergency vaccination campaign in poultry and other captive birds and day-old chicks from the territory of Latvia is prohibited until the emergency vaccination plan for approval to the European Commission.
XVIII. measures if an outbreak of disease agents in wild bird populations is highly pathogenic virus 152. Around the site, which has found the highly pathogenic disease agent in wild birds, the Department, in collaboration with the national forestry department establishes: 152.1. control zone having a radius of not less than three kilometres;
152.2. monitoring the zone having a radius of at least 10 kilometres.
153. when creating a control zone and a surveillance zone shall take account of the geographical, ecological and epizootiological factors to bird migration routes, the possible spread of the infection routes, monitoring facilities, the construction of reservoirs and being around.
154. the service shall notify the European Commission and the other Member States of the European Union for disease detection in wild bird populations, the creation of the zone, the disease control measures. Service to inform the public about the disease and the identification measures to be taken.
155. If the control zone or zone of a specific monitoring outside the territory of Latvia, the service creates this zone in cooperation with the competent authorities of the neighbouring countries, which take supervision of infectious diseases of animals.
156. Where there is a suspicion of the presence of wild birds or wild birds for the presence of the agent which is highly pathogenic virus, service protection or surveillance zones in the territory: 156.1. create a control zone and a surveillance zone of wild birds in the territory;
156.2. performing a risk assessment to determine whether to increase the control area and monitoring area.
157. on the basis of favourable results of a risk assessment, does not create a control zone and a surveillance zone if the highly pathogenic disease agent: 157.1. has been found in poultry or other captive birds on the holding;
157.2. has been found in wild birds expected zone;
157.3. with wild birds is not transmissible to poultry and other captive birds.

158. If the country does not create a control area and monitoring area, the Department, in cooperation with the other European Union Member States or the competent authorities of third countries, which are responsible for the surveillance of communicable diseases, as well as with ornithology experts determine the wild bird standing accommodation and migration paths, to evaluate the highly pathogenic disease agent distribution of the national territory.
159. on the basis of favourable results of a risk assessment, which confirmed that the poultry and other captive birds are protected from infection by the disease agent, as well as taking into account the natural barriers and obstacles which prevent wild birds to create a suitable habitat, creating increased risk of highly pathogenic disease agent distribution: 159.1. you can change the size of the control zone, creating a sufficient size area, but not less than one kilometre radius;
159.2. you can identify the control zone as the zone of one kilometre in width of the river or the lake shore or offshore, and at least three kilometers long.
160. Pursuant to this provision, paragraph 159 control zone procedures, determination of service establish a monitoring area. Monitoring the zone shape and size adjusts the control areas to the shape and size of the area to separate from the disease.
161. the official controls, the control area to carry out the following measures: 161.1. zone identifies all commercial and non-commercial poultry holdings;

161.6. regularly visit all commercial poultry holdings. Visit the bird survey results shall be recorded in the register established by the owner of the animal;
161.7. random attending non-commercial poultry housing, particularly housing that is most at risk;
161.8. during the visits, in accommodation: 161.8.1. clinical examination of poultry and other captive birds, take samples for laboratory examinations, particularly ducks and geese, which have not been kept in captivity until the positive results and the confirmatory diagnosis of disease in wild birds;
161.8.2. This provision valued at 161.2. bottom of paragraph biosecurity measures.
162. The hunters, bird watchers, animal owners, and any other person who has contact with birds, report to the Department on the dead birds. Bird corpses removed personnel who are trained to protect themselves from infection with the disease agent and prevent the spread of the agent of susceptible animals.
163. the service shall apply this provision, 161.4 161.2.161.3.,.,., and in paragraph 162 161.5. measures referred to in the protection zone or the surveillance zone, or their parts in existing yards, if this area does not overlap with the control zone and surveillance zone and the risk assessment shows about highly pathogenic disease agents in the spread of poultry and other captive birds.
164. The control area forbidden: 164.1. removal of poultry and other captive birds from the holding area, if these provisions are not fulfilled 167. or conditions referred to in paragraph 168;
164.2. of poultry or other captive birds at fairs, markets, exhibitions, shows, sales or other measures with the participation of birds;
164.3. transporting the poultry or other captive birds through the control zone, except for freight that is transported in transit by major highways or railways without stopping and unloading cargo;
164.4. send hatching eggs obtained in the control area, where existing yards are executed 169. these provisions or conditions referred to in paragraph 170;
164.5. send fresh poultry meat, minced meat, meat preparations, meat products and game bird meat, if a bird originating from the control area, if these rules are not met the conditions referred to in paragraph 172;
164.6. send wild game bird meat, originating from the control area;
164.7. the transport or spread of unprocessed manure from poultry or other captive birds in the control area of the accommodation, if not carried out in accordance with the transport of European Parliament and Council Regulation (EC) No 1774/2002 lays down the procedure;
164.8. to send to the other Member States of the European Union and third countries poultry by-products derived from poultry and other captive birds or wild feathered game originating from the control area;
164.9. hunting of wild birds or otherwise taking them from the wild, if not received officers permit;
164.10. run game birds from captivity into the wild.
165. The monitoring zone shall apply this provision, 161.1 161.2.,.,., 161.5 161.3 161.4 in and 162. measures laid down in paragraph 1.
166. The monitoring zone banned: 166.1. first 15 days after the establishment of the zone the removal of poultry and other captive birds, if these rules are not met the conditions referred to in paragraph 168;
166.2. the poultry or other captive birds at fairs, markets, exhibitions, shows, sales, and other events with the participation of birds;
166.3. the hunting of wild birds or otherwise taking them from the wild, unless officers received permission. This permit is issued if the birds are hunted or otherwise obtained for specific purposes;
166.4. run game birds from captivity into the wild.
167. Service writing permission to transport poultry, if the following conditions are met: 167.1. the poultry are transported in from the housing to the originating sites, subject to supervision and within the control and monitoring areas;
167.2. ready-to-lay chickens and turkeys for fattening to holdings, carried on under the supervision of the territory of Latvia. In the following depots birds remain not less than 21 days after their insertion into the shed.
168. Service writing permission to carry the following birds: 168.1. for immediate slaughter poultry intended for dispatch to a slaughterhouse located in the control or monitoring area. If the slaughterhouse is located outside the control or monitoring area for immediate slaughter birds sent for slaughter after coordination with officers;
168.2. poultry from the monitoring area to holdings located in the surveillance officers monitoring the zone territory;
168.3. "day-old chicks, hatched from eggs, the shed, which on the day of collection in the control area, allowed to take to shed or silo bin outside the territory of Latvia in controlled and supervised areas, if the following conditions are met: 168.3.1. of chickens during transportation and importation on the holding of destination, the compliance with biosecurity measures;
168.3.2. after the day-old chicks of the destination storage is located under the supervision of the official service;
168.3.3. the day-old chicks is located on the holding of destination not less than 21 days following their importation, if the storage is located outside the control or monitoring area;
168.4. "day-old chicks, hatched from eggs, the shed, which on the day of collection of the monitoring area, allowed to carry to other housing in Latvia if it is in the service of the officer's supervision;
168.5. "day-old chicks, hatched from eggs, the shed, which on the day of collection of the eggs found outside the control and monitoring areas, allowed the carrying on of any accommodation in Latvia. In the hatchery of dispatch is hygiene and working conditions, which ensure, to send the day-old chicks or hatching eggs not in contact with others in day-old chicks or hatching eggs originating in the surveillance zone and the chicks has a different health status.
169. If officers received written authorisation, the hatching eggs obtained in the shed, which on the day of collection of the eggs found in the control area, allowed to take: 169.1. to officers designated hatchery within the territory of Latvia;
169.2. for any hatchery if: laboratory studies 169.2.1. shows that shed the poultry contained no highly pathogenic agents. In laboratory studies using methodology that allows you to not less than 95% confidence level to detect 5% prevalence of disease;

169.2.2. have met the European Commission 14 June 2006 decision 2006/416/EC concerning certain transitional measures in relation to highly pathogenic avian influenza in poultry or other captive birds in the community article 21, paragraph 1, "b", "c" and "d" in certain conditions;
169.3. Merchant for the manufacture of egg products in accordance with European Parliament and Council Regulation (EC) No 853/2004 and chapter II of section X of annex III to the working or processing carried out in the European Parliament and of the Council of annex II to Regulation (EC) No 852/2004 in accordance with the procedure laid down in section XI;
169.4. destruction of the operator.
170. If officers received written permission, hatching eggs or eggs that have no specific pathogenic micro-organisms and gained yards situated in the control area, sent to the officers specified in the laboratory or vaccine production Institute for scientific, diagnostic merchant or pharmaceutical use.
171. This provision and in 170 169.2. hatching eggs referred to in paragraph 1, where the shipment is sent to another Member State of the European Union, accompanied by a veterinary health certificate. The certificate includes the following content: "this consignment complies with the European Commission on 11 august 2006 in decision 2006/563/EC concerning certain protection measures in relation to highly pathogenic avian influenza of the subtype H5N1 in wild birds in the community and repealing Decision 2006/115/EC established the animal health conditions."
172. If officers received written permission from the control zone shall send fresh poultry meat, minced meat, meat preparations, mechanically separated meat, meat products, yards of feathered game farmed meat and game bird meat, if: 172.1. fresh meat of poultry and farmed feathered game shed, originating from the control area or outside it, obtained in accordance with European Parliament and Council Regulation (EC) No 853/2004, annex II and annex III, II and III and tested according to the European Parliament and Council Regulation (EC) No 854/2004 annex I, section I, II and III, and chapters V and VII of section IV;
172.2. minced meat, meat preparations, mechanically separated meat and meat products containing 172.1. these provisions referred to meat obtained pursuant to European Parliament and Council Regulation (EC) No 853/2004 annex III section V and VI;
Avian origin 172.3. fresh meat, minced meat, meat preparations, mechanically separated meat, meat preparations, farmed game yards of poultry and game bird meat, originating from the control area shall comply with the following conditions: 172.3.1. is marked according to the legislation on animals and food of animal origin products and procedures issued by the veterinary health certificates, or marked with national label introduced by the European Commission of 5 December 2005, Regulation (EC) no 2076/2005 laying down transitional rules for the European Parliament and Council Regulation (EC) No 853/2004, 854/2004 and (EC) No 882/2004 and amending regulations (EC) No 853/2004 and No 854/2004, article 4;
172.3.2. was obtained, cut, transported and stored separately from other fresh poultry yards of feathered game farmed or wild feathered game meat intended for dispatch to other Member States of the European Union and third countries;
172.3.3. is used it, to prevent them getting into meat products or meat preparations intended for dissemination to other Member States of the European Union on the market or export to third countries, except in the case where the meat according to the legislation on animals and food of animal origin products and procedures issued by the veterinary health certificates are processed in a way that will destroy the disease agent;
172.4. the meat has been obtained prior to the establishment of the control zone, but the meat preparations and meat products containing such meat, produced in the control area is located in the merchant.
173. If officers received written permission from the control zone allowed to send birds by-products if they meet the conditions referred to in the European Parliament and Council Regulation (EC) No 1774/2002:173.1. Annex V;
173.2. Annex VII, chapter II, section A, section B of chapter III, section (A) of chapter IV, section A and B of Chapter VI, section A of Chapter VII, section A of Chapter VIII, section A of chapter IX and X in chapter in section A;
173.3. Annex VIII, chapter II, section B, part II, chapter III (A) of section and A section of Chapter VII, paragraph 1, "a" above.
174. If officers received written permission from the control zone allowed to send birds by-products if they: 174.1. under biosecurity measures to avoid the spread of the agent, being transported for disposal, for further processing or for use in equipment that meets the European Parliament and Council Regulation (EC) No 1774/2002, 12, 13, 14 and 15 article or article 17, article 18, or ensuring the destruction of the agent;
174.2. under biosecurity measures to avoid the spread of the agent, being transported to the users or to collection centres established in accordance with European Parliament and Council Regulation (EC) No 1774/2002, article 23, paragraph 4, for use in animal feed after certain processing in accordance with European Parliament and Council Regulation (EC) No 1774/2002 annex IX, point 5 "a" section "ii" and "part III" ensuring the destruction of the agent.
175. If the officers received written permission, may be the dispatch from the control area to the other Member States of the European Union the raw bird feathers or parts of feathers from poultry or yards of grown wild feathered game under European Parliament and Council Regulation (EC) No 1774/2002 annex VIII (A) section VIII, paragraph 1, "a".
176. If the officers received written permission, may be the dispatch from the control area of bird feathers or parts of feathers from poultry or wild feathered game and treated with a steam current or by some other method that ensures the destruction of the agent.
177.175. These rules and products referred to in paragraph 176 of the freight officers issue a European Parliament and Council Regulation (EC) No 1774/2002 are set out in chapter X of annex II to the document, with the exception of trade goods, which carried processed decorative feathers, processed feathers carried by travellers for their private use or consignments of processed feathers sent to private individuals for non-industrial use. If this provision is in the products referred to in paragraph 176, the commercial document showing the product information processing with a steam current, or by some other method that ensures the destruction of the agent.
178. where officers received written permission from the control zone permitted to carry and distribute raw manure from poultry to closed sites if the following conditions are met: 178.1. poultry from holdings moved to a slaughterhouse located in the control or monitoring area for immediate slaughter or to a slaughterhouse located outside the zones where it is authorised by the officers;
178.2. poultry and yards of raised wild game birds are kept for the production of meat under this provision, paragraph 172.
179. If you allow this rule 167, 168, 170, 169, 171, 172, 173, 174.., 175, 176 and 178.177.., the above live animals or products, the officers, acting: 179.1. the assessed level of risk of the spread of disease and control of biological safety requirements to prevent the spread of the agent;
179.2. controls of the products to collection, handling, storage, processing, transport and animal health requirements for trade in live animals or products or their export to third countries.
180. This rule 161, 162, 163, 164.., 165 and 166. measures referred to in paragraph no longer apply, when in the laboratory studies finds the disease agent in the neuraminidase Type N1, which differs from the type.
181. If the wild bird population in laboratory studies are found in the highly pathogenic H5N1 type of the disease agent, that rule 161, 162, 163, 164.., 165 and 166. measures referred to in paragraph shall continue to apply as long as the avian disease is observed in the laboratory are isolated or disease agent.
182. Taking account of geographical, administrative, ecological factors, the existence of bodies and the distance to them, as well as the epizootiological factors, the measures may be lifted for at least 21 days in the control area and monitoring of at least 30 days after the date on which the area from wild birds for laboratory studies, the samples have been taken, which confirmed the highly pathogenic H5N1 type of the disease agent in the presence of the virus.
183. If you are found with the disease agent infected wild birds, the service may decide on this provision, 164.2.164.1, 164.3.,.,., 164.5 164.6 164.4., 164.7. and 164.8. referred to the suspension of the control area and this provision 166. measures referred to in the monitoring area in the following cases:

183.1. taking account of the geographical, ecological and epizootiological factors relating to wild bird species, the disease agent of expression and monitoring capabilities, you get positive results of the risk assessments for the spread of the agent;
183.2. not less than 21 days after the control area and monitoring area creation is not found in the outbreak, which is highly pathogenic agents in the H5N1 virus type;
183.3. create zones not suspected for poultry and other captive birds in the disease, which is highly pathogenic agent of the disease virus.
184. If the control or monitoring area overlap with the surveillance zone, which no longer exists, the service based on a favourable risk assessment results, the control area can stop some or all of those provisions, 161.7 161.1.161.6.,.,., and in paragraph 164 161.8. measures referred to in paragraph 1.
185. the service replaced the control area with the monitoring area: 185.1. the following cases for a favourable to the spread of the disease risk assessment results;
185.2. is identified and informed all the existing control zone in the commercial and non-commercial sites, where poultry or other captive birds are kept;
185.3. officers at least once visited a commercial or non-commercial accommodation and negative results on the existence of the agent;
185.4. in all laboratory studies carried out in these rules referred to 161.8. during the visits, the negative results of agent presence.
186. If the Department decides to replace the control zone to monitor the area, monitoring the zone shape and size can be changed, if such a zone is stored not less than one-kilometre radius of one kilometre or the bandwidth of the river or the lake shore or offshore and not less than three kilometres long.
187. This provision, 161.4 161.2.161.3.,.,.,., and 164.9 161.5 164.10. referred to measures shall be carried out not less than 30 days from the time when according to this provision the 152 was created in the control area and monitoring area.
188. the service provides the European Commission and the other Member States of the European Union with the following information: 188.1. for the highly pathogenic H5N1 virus agent epizootiological situation of type country and, if necessary, for the control and surveillance measures and informing the public of the provisions under this paragraph 161;
188.2. preliminary information that is scheduled to cancel this provision 166.165. and measures referred to in paragraph 1.
XIX. The final issue 189. This provision III, IV, V, VI, VII, VIII, IX, X, XI, XII, XIII, XV, XVI and Chapter XVII shall enter into force by 1 July 2007.
