Cabinet of Ministers Regulations No. 493 in Riga on July 17, 2007 (pr. No 41 18. §) rules for parachute dropping and parachute dropping of issue of the order Issued in accordance with the law "on the air" to the second part of article 30 and article 40 the second part i. General questions 1. determines the order in which the airborne to parachute from the aircraft in civil aviation, and the order in which issue permits for parachute dropping. 2. the terms used in the rules: 2.1 training chute-chute with the system that provides it with the fall opening of forced or stabilising the parachute;

2.1. military personnel that their duties, jumps with a parachute from a military aircraft. 4. Parachute are divided into the following groups: 4.1 the instructor-a person who prepares and trains these rules 4.2, 4.3 and 4.4 to parachute referred;
4.2. athlete-the person who participate in parachute competitions;
4.3. student-the person who learns to jump with a parachute;
4.4. amateur-person parachute jumping is fun. II. requirements for parachute dropping 5. Athlete, student and amateur trader or an Association of the Rangers may organise, if subject to the following requirements: 5.1 the national agencies received "Civil Aviation Agency" (hereinafter – Civil Aviation Agency) approval;
5.2. the outstanding compulsory insurance according to the law "on the air", the requirements of article 111;
5.3. the Civil Aviation Agency approved parachute Rangers Guide (annex 1). The manual is easy to be amended, and it includes the actual page and fix the registration system. Manual submit with this provision the application referred to in section 7;
5.4. designated the following persons: 5.4.1. Chief Instructor-the person who monitors all instructor;
5.4.2. the leap-a person who runs a parachute dropping, while on the ground;
5.4.3. responsible instructor aircraft-the person responsible for the release of the parachute from the aircraft;
5.4.4. the responsible technical instructor-the person responsible for dropping a parachute used in the technical condition and ensure the parachute Assembly, maintenance and storage. 6. The provisions referred to in paragraph 5.4 positions designate the persons who have the required qualifications. 7. to receive permission, trader or an Association (hereinafter the applicant) submitted to the Civil Aviation Agency submission (annex 2). The application shall be accompanied by the following documents: parachute dropping 7.1 zone areas of the scheme;
7.2. the agreement (a copy of) the aerodrome operator, above which scheduled to parachute to the ground desantē (if such a contract);
7.3. the contract (copy) with land owners, above which scheduled to parachute land desantē (if such a contract), and the land property rights, a copy of the identity document;
7.4. the contract (copy) by the owner or operator of the aircraft for parachute dropping a lease, if the applicant is not the aircraft operator;
7.5. This provision is referred to in 5.4 persons appointed to positions of formal qualifications. 8. If this rule 7.4. referred to in the contract has been concluded with the aircraft owner or operator, whose main activity is not in the home Member State or the Republic of Latvia, the applicant shall submit the following in addition to the copy of the document: 8.1 air operators certificate (if any) or other equivalent national competent Aviation Authority issued the document;
8.2. the certificate of registration of the aircraft;
8.3. the certificate for validity of flight of the aircraft;
8.4. paratroopers parachute used in the flight operations manual. 9. If the Rangers of the submitted copies of the documents must be certified by the laws drafting and presentation of documents established or original document should be presented. 10. To make a decision on the authorisation of the Civil Aviation Agency administrative procedure laws regulating the procedures specified in the register such a certified copy of a document: 10.1. registration certificate of the applicant;
10.2. the decision on the applicant's record in the commercial register or the register of associations and foundations;
10.3. the statutes of the applicant. 11. The applicant has the right to submit a Civil Aviation Agency these provisions in paragraph 10, if the documents referred to in these rules are being observed in paragraph 9. 12. Documents for authorization shall be submitted in the language of the country, except the aircraft designer and manufacturer's development documentation. Translation of the document certifying documents and their translation of the rule of law, regulatory laws. 13. Civil Aviation Agency, in reviewing the documents submitted indicate messages, as well as a practical examination of the applicant's compliance and competence for parachute dropping experts call the Aeroclub of Latvia (Republic of Latvia laws duly recognized aviation Sports Federation). 14. Civil Aviation Agency decision on authorisation or refusal to grant an authorisation to adopt administrative regulations governing the proceedings within the prescribed period. In making its decision, the Civil Aviation Agency assesses compliance with the manual of civil aviation safety and security requirements. Permit is issued only if manual meets these requirements. Civil Aviation Agency decision on the refusal to grant an authorisation shall be taken where: 15.1. the information provided in the application does not meet the requirements of this regulation or the application is not accompanied by all required documents and the applicant within 30 days after the request of the Civil Aviation Agency has not submitted all the required documents and information in accordance with this regulation;
15.2. tenderers shall give false or misleading information;
15.3. the applicant does not have all the equipment set out in the manual or guide equipment or otherwise not in conformity with the civil aviation security or safety requirements;
15.4. the rules referred to in paragraph 5.4 positions appointed instructors do not meet this provision, paragraph 6. 16. Within three working days after the decision of the Civil Aviation Agency shall notify in writing to the applicant. 17. Applicant's rights after the Civil Aviation Agency specified the reason for removing repeatedly to submit documents for authorization in accordance with the procedure laid down in these provisions. 18. Civil Aviation Agency permit is issued for an unlimited period of time. 19. The merchant or the society, which has received permission (hereinafter referred to as the holder of the authorization), up to the current year December 1, submitted to Civil aviation activities in the Agency's annual report, including: 19.1. how training parachute has in its possession or use and maintenance procedures;
19.2. how parachute trained and desantēt (by parachute group);
19.3. how and what incident or accident related to parachute dropping, have occurred. 20. If the holder of the authorisation for the amendment of this rule 7 or 8, the documents referred to in point or extend their validity, shall immediately inform the Civil Aviation Agency and provide copies of the documents attesting the relevant amendments. 21. Civil Aviation Agency revoke the permission: 21.1. found that the application or the documents attached to it is false news which jeopardise the security of civil aviation or security;
21.2. the holder of the authorisation has not submitted within the prescribed time, the rule referred to in paragraph 19 of the annual report;
21.3. the activities of the holder of the authorization is established in this provision and other aviation regulatory violations of laws which jeopardise the security of civil aviation or security (for example, this rule 5.4 posts referred to appointed persons who do not comply with the provisions of paragraph 6 of the above requirements). If the permit is cancelled, the manual is to be regarded as unconfirmed. III. responsibilities of the holder of the authorization and the right 22. the consent holder shall have the following responsibilities: to respect this rules 22.1 and other Latvian and international law requirements for parachute dropping;
22.2. to inform the Civil Aviation Agency for this rule 7.3 and 7.4. the contract referred to the extension of the termination or amendment and to submit copies of the documents certifying the change;
22.3. to coordinate with the Civil Aviation Agency, any amendments to the manual.
22.4. to prohibit train to parachute (athletes, students, amateur), if the instructor is not valid for the document's formal qualifications;
22.5. to provide parachute training in accordance with the authorization of the holder of the designed and the Civil Aviation Agency approved parachute training program;

22.6. to provide preparation of parachute dropping and dropping, in accordance with the procedures laid down in the manual and order;
14.1. to ensure that the Guide would be available for all persons involved in parachute dropping;
22.8. to ensure that parachute Rangers would be available during the following fire and rescue dzēsīb equipment placed on a car: 22.8.1. fire extinguisher;
22.8.2. axe;
22.8.3. bolts pliers (61 cm);
22.8.4. crowbar (1 m);
22.8.5. fire resistant blanket;
22.8.6. fire resistant gloves (two couples);
22.8.7. first aid for medical bills of materials;
22.8.8. stretcher with a blanket. IV. Parachute dropping may 23 Desantē a person who has reached 18 years of age. A person who has reached 16 years of age, may be desantē, if the parent, guardian or family courts in the cases specified in the law's written consent. 24. paragraph 23 of these rules do not apply to requirements for tandem parachute jumping (parachuting, during which the student or amateur is strapped to an instructor and two jumps with one parachute). About tandem skydiving instructor must be a person with the appropriate qualifications. 25. before dropping the paratrooper, as well as parents or guardians with respect to persons who have not reached the age of 16, leap the driver shows a family doctor health approved a declaration that the State of health of the parachute matches scheduled in the spring. 27.3. amateur and student dropping parachutes for compound instructor. Students are allowed to put a parachute only under the supervision of the instructor. 28. Amateur paratroopers used parachute training, operated by the fall. Amateur training may be used for the Rangers the parachute that opens with a stabilising parachute in, when the main parachute and reserve chute attached to it is equipped with the device, which at the height of the parachute opening automatically provides. 29. it is prohibited to make changes to the sales and construction of parachute or retrofit it without checking with the parachute manufacturer. 30. Students and amateur desantē only allowed to spring suitable clothing, sports footwear and helmet. 31. the instructor prior to boarding the aircraft are then all parachute equipment. 32. the head of the parachute jump before boarding the aircraft completed and signed by the Rangers to the list of participants of the flight (manifest) in two copies (annex 3). The manifest entry for all persons on board an aircraft. One copy of the manifest shall be handed to the captain of the aircraft, and he signed at the end of the flight. The second copy of the manifests remain at the head of spring. Parachute landing area means an area without obstacles (an area located buildings, high-voltage lines or other obstacles that may threaten a safe parachute landing of), not less than 250 meter RADIUS. The landing area from at least three sides bordered by an area without obstacles, which can be used as a landing area. 37. If 1200 meters from the parachute landing area is located in the Centre of the reservoir or if the reservoir is located on, but given the weather conditions, it is possible that the paratrooper can get into the reservoir, to parachute to put on life vests. The holder of the authorisation shall ensure that parachute dropping during the reservoir's edge would have to work up the lifeboat. 38. Parachute dropping aircraft may be used: 38.1. which flight operations manual or Civil Aviation in its annex approved by the Agency has determined that it may be desantē to parachute;
38.2. who has a valid registration certificate, a certificate of validity of aircraft flights and law "on air" referred to in article 111 of the compulsory insurance policy;
23.8. which is the first to provide necessary medical bills of materials according to the aircraft, the number of persons and one fire-fighting appliances in each passenger room and crew cabin. 39. the aircraft parachute dropping flights shall be carried out in accordance with the 7 December 1944 Convention on international civil aviation annex 2 visual flight requirements. 40. A flight with the aircraft parachute dropping may make pilots: 24.9. which is issued by the Civil Aviation Agency, or the laws of the Republic of Latvia for civil aviation personnel documents recognised within other national competent Aviation Authority issued a commercial licence or privâtpilotu;
40.2. who has mastered the type of aircraft to parachute dropping of the curriculum and are instructed on the parachute Rangers;
40.3. a total of flying the aircraft captain's status is not less than 100 hours flying and the aircraft captain's status with the appropriate aircraft type: 40.3.1. is 10 hours, if the total flying for air status of the master of the ship is from 100 to 150 hours;
40.3.2. is 5 hours, if the total flying for air status is the master of the ship from 151 to 250 hours;
40.3.3. is only checks if the total flight flying the aircraft captain's status has more than 250 hours;
40.4. who by aircraft, which is planning to use the parachute Rangers in the last 90 days has made no less than three takeoff and landing. 41. Parachute dropping in flight of an aircraft may be located: 25.5. parachute jump with parachutes;
41.2. a responsible instructor;
41.3. instructor who trained the students or amateurs;
25.7. Civil Aviation Agency Inspector who checks the parachute Rangers. 42. The aircraft is the responsibility of the master: 42.1. dropping flight manifest personal members corresponds to the actual aircraft, the number of persons;
26.2. the aircraft is responsible instructor;
26.3. to inform the air traffic control service for flight controllers and the end. 43. The holder of the authorization shall provide the mutual interference between the aircraft and the leap. If the radio operation is impeded, the holder of the authorization shall provide a communication using Visual features. 44. before the parachute dropping flights the aircraft captain of the Republic of Latvia Law on aviation meteorological information in the order received and evaluate the aviation meteorological information, including accurate information on wind direction and wind speed on the ground and up to 600 meters of height. 45. Parachute dropping is prohibited, if the wind speed exceeds the ground: 45.1. five meters per second when the amateur or the amphibious students to steerable round not a parachute;
45.2.7.5 meters per second if the student with guided airborne parachute;
45.3.10 meters per second, if the athlete or parachute in amphibious tandem. 46. The minimum height of the basic parachute is to open the full 600 meters from the ground, except: 46.1. tandem parachute that minimum height basic parachute openings are only Castle 1500 metres from the ground;
46.2. the students, guided by the airborne parachute and main parachute minimum height for full opening is 900 metres from the ground. 47. Banned from the parachute desantē: 29.3. clouds or above them, if not clearly visible landing area;
47.2. of more than 4000 metres, if no special parachute oxygen equipment;

47.3. If paratrooper is alcoholic, narcotic, psychotropic, toxic or other intoxicating substance or reaction speed and attention to reducing medication. 48.
