General questions 1. animal feed business object (object) recognition and registration procedures under: 1.1. European Parliament and Council of 12 January 2005, Regulation (EC) No 183/2005 laying down requirements for feed hygiene (hereinafter Regulation No 183/2005);
1.2. European Parliament and Council of 29 April 2004, Regulation (EC) No 882/2004 on official controls performed to ensure the verification of compliance with feed and food law, animal health and animal welfare rules (hereinafter Regulation No 882/2004). 2. The provisions referred to in paragraph 1 of the object meets the definition laid down in Regulation No 183/2005, article 3 "d". 3. animal feed business person registers the object state agency "agricultural data centre" (hereinafter-the data center). 4. Regulation No 183/2005 (except Regulation No 183/2005, article 9 (3)) and in Regulation (EC) No 882/2004 set out the functions carried out by the competent authority of the food and veterinary service (hereinafter service). 5. Data Center take Regulation No 183/2005, the competent authorities shall set up and maintain functions-Regulation No 183/2005 article 9, paragraph 3 of the registry. 6. the registry administrator's data center. 7. Data Center on animal feed business persons and objects: 7.1. free provides information in the registry of the public authorities;
7.2. the following public information in the registry: 7.2.1 assigned object registration or approval number;
7.2.2. a natural person-name,-name of legal person (company);
7.2.3. the object's address and phone number;
7.2.4. the registration number in the register of companies;
7.2.5. the types of activities or objects. 8. animal feed business person shall bear the expenses related to the recognition and registration of objects. Monitoring service on the State budget. 9. If the animal feed business person carried out both with the primary production-related and non-related activities, it shall submit to the Department the application (annex 1). The application shall be accompanied by documents according to the rules of annex 2 and 3. II. Recognition 10. Service recognizes the object that carries out Regulation No 183/2005, article 10, paragraph 1, and medicated feed animal-related activities. 11. If you want to, animal feed business shall submit to the service in person: 11.1. application and documents according to the rules of annex 1 and 3;
11.2. the documentation, in accordance with Regulation No 183/2005 Annex 2. 12. the service shall inform the data center for receiving the application. 13. the service within one month of this provision in the application referred to in paragraph 11 of document receipt and review the documents submitted and assessed, or animal feed business activities of the person object meets the requirements laid down in Regulation No 183/2005 and animal feed and animal health regulatory laws. 14. After paragraph 13 this rules evaluation service in one of the following decisions: for 14.1. object recognition;
14.2. the conditional recognition of an object, specifying a valid reason;
14.3. the refusal of recognition, giving substantiated reasons. 15. service of the decision taken shall inform the data center and the animal feed business. 16. the service 10 days after that rule 14.1 and 14.2. the decision referred to in the animal feed business, the person shall be issued a certificate of recognition of the object. The certificate shall indicate: 16.1. the approval number assigned to the object, the object's name and actual address;
16.2. the name of the legal person (company) or an individual's first and last name;
16.3. the registration number of the legal person in the register of companies;
16.4. the activities object of Regulation No 183/2005 paragraph 1 of article 10 and medicated feed animal-related activities. 17. animal feed business, the person shall be submitted within 10 days of the service of information about changes in the object action (annex 4), specifying the date of the change or discontinuance of the site. Service 30 days evaluate the application and adopt a decision on the amendment of the certificate of recognition. 18. Post 10 days after these regulations referred to in paragraph 17 of the decision are amended certificate of recognition. III. Primary production or related activities involved objects registration 19. animals to be registered in primary production of feed or related activities involved object, animal feed business, the person shall submit the data center application according to the rules of annex 1 and 2. 20. Data Center after this provision referred to in paragraph 19 of the receipt of the application to register the object and shall inform the animal feed business person for the registration. 21. The data center in the register shall include the following: 21.1. the registration number assigned to the object (the Latvian international standards organization (ISO) code, and astoņzīmj number), name, actual address, phone and fax numbers and electronic mail address;
21.2. the person's name or the name of a legal person (company), the legal or stated address, phone and fax numbers and electronic mail address;
21.3. the personal code or registration number in the register of companies (legal persons);
21.4. the types of activities or objects. 22. If after evaluation of the object in accordance with Regulation (EC) No 882/2004, there is a good reason to service shall decide on the revocation of the registration of the object. 23. the service shall inform data centre about this rule referred to in paragraph 22 of the decision. 24. animal feed business person within 10 days of submitting the data center information (written or electronic) of the changes to the object in the activity (annex 4), specifying the date of the change or discontinuance of the site. 25. Data Center seven days after this rule 24 receipt of the information referred to in making changes to the registry. 26. Data Center quarterly provides service to restore the information about changes to the registry. IV. Animal feed business (excluding primary production) of the participating objects registration 27. To register the object, feed business shall submit to a person in the service of the application in accordance with Annex 1 of these regulations, as well as information on animal feed business activities of the person in accordance with annex 3 of these rules. 28. the service for receiving the application shall inform the data center. Data Center recorded object. Service two weeks shall be issued a certificate of registration of the object. 29. Data Center in the register shall include the following: 29.1. the registration number assigned to the object (the Latvian international standards organization (ISO) code, and astoņzīmj number), name, actual address, phone and fax number and e-mail address;
29.2. physical person's name or the name of a legal person (company), the legal or stated address, phone and fax numbers and electronic mail address;
29.3. the registration number in the register of companies or personal code;
18.3. type of activity or the type of the object. 30. If, after the assessment of the object in accordance with Regulation (EC) No 882/2004, there is a good reason to service shall decide on the revocation of the registration of the object. 31. the service shall inform data centre about this rule referred to in paragraph 30 of the decision. 32. the animal feed business in person 10 days written or electronically submitted information about changes to the service object in the activity (annex 4), specifying the date of the change or discontinuance of the site. 33. the service seven days evaluate this rule the information referred to in paragraph 32, and inform the data center. Data Center take the appropriate changes to the registry, and issue a new certificate of registration. V. concluding questions 34. Be declared unenforceable in the Cabinet of Ministers of 13 February 2007, the provisions of no. 102 "animal feed business people involved in the recognition and registration procedure" (Latvian journal, 2007, no. 28). 35. animal feed business-person 1 January 2008 provides the registered animal feed business object in conformity with Regulation No 183/2005 (I), (II) or (iii) the requirements set out in the annex and submit to the service or data centre Declaration (annex 5). 36. If the animal feed business in person 1 January 2008 not presented this rule 35 declarations referred to in paragraph, the service shall decide on the revocation of the registration of the object and the data center is removed from the registry of animal feed business in the person object.
