The President of the Council is the regional development and local Government Minister. 5. the Council is composed of 18 members-the national governing body, the planning of regional and local representatives: 5.1 economic State Secretary of the Ministry;
5.2. The Ministry of finance, the Secretary of State;
5.3. the Ministry of welfare State Secretary;
5.4. the Ministry of education and science of the Secretary of State;
5.5. the Secretary of the Ministry of transport;
5.6. the State Ministry of Agriculture Secretary;
5.7. the State Secretary, Ministry of the environment;
5.8. the Ministry of culture State Secretary;
5.9. the Health Ministry Secretary of State;
5.10. Riga planning region Development Council Chairman;
5.11. the planning of Latgale region Development Council Chairman;
5.12. Kurzeme Regional Development Council Chairman;
5.13. Zemgale planning region Development Council Chairman;
5.14. the Vidzeme planning region Development Council Chairman;
5.15. three Latvian local authorized representative of the Union;
5.16. the great cities of the authorized representative of the Association. 6. the functions of the Secretariat of the Council shall take the regional development and local government Ministry. The Secretariat of the Council has the following functions: 6.1. technical to ensure the work of the Council;
6.2. to ensure the Council's correspondence, filing and snapshot document circulation;
6.3. collect proposals for Council members Council agenda to include issues, as well as preparing draft documents to the Council meetings;
6.4. to prepare the agenda of meetings of the Council and relevant meetings and not later than seven working days before the meeting of the Council to send it to all the Council members and the invited persons, as well as to ensure the publication of the agenda of the regional development and local government Ministry's website on the internet;
6.5. to ensure the Council sits and sits in the registration;
6.6. to record the course of the Council's meetings;
6.7. to follow the decision of the Council and regularly inform the members of the Council;
6.8. seven working days after the meeting of the Council to prepare and send to all members of the Council the Council meeting Protocol, as well as all concerned bodies and officials-decisions of the Council;
6.9. to prepare the annual report of the Council the work done and planned action and to publish information to the regional development and local government Ministry's website on the internet;
6.10. to carry out other tasks related to the management of the Council's work and logistic. 7. the meeting of the Council chaired by the President of the Council. The Council shall be convened by the President of the Council not less than four times a year. 8. the President of the Council in the absence of the Chairman of the Council of the duties of the Deputy Chairman of the Council. 9. the Council shall elect the Deputy Chairman of the Council, if the nomination is supported by at least two thirds of the members of the Council. Deputy Chairman of the Council shall be elected from the planning of regional or local representatives. 10. the Council meetings are open to the public. 11. extraordinary meeting of the Council may be convened if it proposes the President of the Council (the President of the Council-in the absence of the Deputy Chairman of the Council) or at least six members of the Council. 12. extraordinary Council meeting agenda and meeting materials concerned to transmit to the members of the Council and invited Parties not later than three working days before the Council meeting. 13. A member of the Council no later than five working days before the meeting of the Council may submit to the Council additional questions. 14. the Council are valid if they participate in the hearing not less than 15 members of the Council. If a member of the Council for objective reasons cannot attend a Council meeting, the membership of the Council, he may in writing authorize any other relevant ministries, planning region or local representative. 15. the Council shall adopt decisions, open vote, if it is supported by at least two thirds of the present members of the Council. 16. The Council shall indicate the agenda issues and decisions, as well as persons who participated in the hearing, the parties who commented on the matter, and their views. The minutes shall be signed by the President and the Secretary. 17.
