Cabinet of Ministers Regulations No. 775 in 2007. on 13 November (pr. 64 47) passport Issued in accordance with the provisions of identity documents Act, article 5 of the eighth and the third subparagraph of article 6 (I). General questions 1. determine citizens ' passports, passports for non-citizens, stateless persons, refugees of the travel document of the travel document and the person assigned the alternative status travel document (passport), procedure, transfer, expiry date and in addition to the information to be included.
2. the passport shall be issued to a citizen of Latvia, Latvian citizen, stateless person, refugee and person assigned alternative status (hereinafter person).
3. the issue of the passport within the meaning of these provisions is the recording of personal data in the Passport form.
II. Pass descriptions and samples of the population register 4 information and news about Passport indicates on page 2 of the Passport.
5. the Person's place of birth passport indicates the following: 5.1 administrative territory name if the person born in Latvia;
5.2. the name of the country, if a person born in a foreign country.
6. the name of the issuing authority shall indicate in the passport in accordance with the citizenship and Migration Board (hereinafter the Board) approved the marks of the departments of the short list of names.
7. passport machine readable zone shall be established in accordance with the international civil aviation Organization document 9303 "machine readable travel documents" (hereinafter ICAO) requirements. The names of the machine readable zone indicates not use diacritics.
8. If you wish, in addition to the passport shall include the following: 8.1.  3. page: 8.1.1. persons ethnicity;
8.1.2. the names of the other languages of the transliteration latīņalfabētisk or oriģinālform family last name historical form, if a person name spelling on page 2 of the Passport is different from the person writing a personal document in which it is written oriģinālform in another language, or is different from the person or the person's family last name historical forms. 8.2.2. date of birth;

8.2.4. the code of the person, if the child is registered in the population register.
9. the passport shall in addition include: 9.1.  2. page-personal information on its body;
9.2. the passport chip: 9.2.1. information from the machine-readable zone on the person: 9.2.1.1. names without diacritics;
9.2.1.2. the legal status of the code in accordance with the ICAO;
9.2.1.3. date of birth;
9.2.1.4. ID code;
9.2.1.5. the sex;
9.2.2. information from the machine-readable zone of the Passport to: 9.2.2.1. type;
9.2.2.2. the issuing country code according to ICAO;
9.2.2.3. number;
9.2.2.4. period of validity;
9.2.3. the face of digital images;
9.2.4. the person's fingerprint digital images a person from 10 years of age;
9.2.5. the data chip and chip authenticity information integrity check.
10. the refugee travel document on page 3 or the travel document on page 3, with alternative status, in addition to the document name, number and date of issue, on the basis of which issued the travel document.

12. The Passport model are defined in the annexes to these regulations: 12.1. citizens passports (annex 2);

12.5. the travel documents of the person for whom alternative status awarded (annex 6).
III. procedure for the issue of passports passports issued 13 reason: 13.1. service of a first-time Passport;

21. Assuming the passport issuing of the necessary documents, the officer identifies a person using them and submitted the documentation presented and the registry information system and the information system's data.

23.3. the nationality of the person – the acknowledgement by the person granted the alternative status or proof of previous host countries that the person is not possible to obtain a travel document, if the person is a stateless person;
23.4. two photographs made according to the rules referred to in annex 7 requirements, if a person is unable to attend this rules 15, 16 or 17 in (for example, for health reasons, is in a custodial institution) or passport is issued to a person under the age of five years.
24. upon issuance of the passport for the necessary documents, the person shall produce the following documents: 24.1. birth certificate, if the person has not been issued a passport;
24.2. the police authorities in response to the submissions of the person, if the Passport stolen;
24.3. documents certifying the changes previously issued passport records, if the changes are not included in the population register (e.g. marriage certificate, civil registry Department issued a document certifying the change of first name or last name, court order);
15.2. the document certifying the payment of State fees for the issue of the certificate of return if the return of the certificate issued to the person and the State fee has not been paid, the receipt;
15.2. other Government issued identity documents (if any), a refugee or a person with alternate status.
25. If a person wants to be in the passport specified in this rule referred to in paragraph 8, it shall inform the officer submitting the passport issuing the necessary documents.
26. for a person to be included in the passport of the face of the digital image, photograph taken this rule 15, 16 or 17 body paragraph, if the person submits the documents to the passport issue and presenting this institution. If a person is unable to attend this rules 15, 16 or 17 in the institution, to be included in the passport of the person the face of digital images from the photographs, which he applies this provision in paragraph 23.4 below.
27. the passport shall include a person's fingerprint digital images obtained from the hand index finger. If the person does not have the forefinger or it is damaged in such a way that it is not possible to obtain a high quality fingerprint image, fingerprint is used to obtain the middle finger, ring finger, thumb or little finger. If the person is not at all a finger or corrupted so that it is not possible to obtain a high quality fingerprint image, passport chip personal fingerprint digital images are not included.
28. the passport shall include a person's signature image is obtained, the person signing the application the completed sample set of passport issuance (hereinafter application) (annex 8). The signature is in manuscript written in full or abbreviated names. Signature can be readable or unreadable.
29. If a person is unable to sign a physical shortage, medical reasons, or write skills, not the person does not sign and signature image area is not filled in the Passport.

31. A Person who has reached 15 years of age and who is not in possession of a valid passport, 23 and 24 of these rules referred to in paragraph passport issuing the necessary documents submitted within 30 days, respectively, after 15 years of age.
32. The Person to whom the Passport is issued in accordance with this rule 13.2 or 13.3, 23 and 24 of these rules. documents referred to the issue of the Passport is submitted and presented accordingly within 30 days after the condition is met or determination.
33. in paragraph 32 of these provisions that condition does not apply to persons up to the age of 15.
34. If a person's passport has received, but has in addition specify the particulars of the child, under the age of 18 years, the person shall submit the Passport that rule 15, 16 or 17 in paragraph body and presented at the child's birth certificate, if the person's children are not included in the population register.
35. After the submission of the required documents passport administration prepares to issue, in accordance with the wishes of the person the following periods of time: 21.8. normal-20 days;
35.2. under an accelerated procedure, two or four working days.
36. If a person wants to get a passport under an accelerated procedure, they shall inform the officer submitting the passport issuing the necessary documents.
37. the passport shall not be issued under an accelerated procedure in the event of failure to comply with this provision, paragraph 22.
38. If the person issuing the passport documents necessary to submit representations in Latvia, passport issuing these regulations 35 the time limit referred to in paragraph after the required documents are received. 45.3. a person from the age of 60 years, for 10 years.
46. A stateless person's travel document is issued for two years.
47. Refugee travel document or travel document of the person who granted the alternative status, issued by the following validity period: 29.3. a person under the age of five years, to the year or travel time, if more than one year but not more than five years;
47.2. a person from the age of five years, for a period of five years.
V. concluding questions 48. Be declared unenforceable: 29.9. Cabinet of Ministers of 22 April 2004, Regulation No 378 "provisions on citizens ' identity cards, identity cards for non-citizens, citizens ' passports, passports for non-citizens and stateless travel documents" (Latvian journal, 2004, 66 No; 2005; 2006, 207 no 176. 48.2. The Cabinet of Ministers of 3 September 2002 rules no 409 "rules on refugee travel document" (Latvian journal, 2002, nr. 135; 2003, 97.nr; 2005, 193. No.);
48.3. The Cabinet of Ministers of 3 September 2002 rules No. 410 "rules on identity documents to the person granted subsidiary status and identity card of the person granted temporary protection" (Latvian journal, 2002, nr. 135; 2005, nr. 189).
49. paragraph 9.2.4. These provisions shall enter into force on July 1, 2008.
50. the Passport, issued during the period from 1 July 1992 until 19 November 2007, is valid until the end of the period of validity, if not become invalid for other reasons.
51. The Latvian citizen's passport, which was issued during the period from 1 July 1992 to 30 June 2002, starting with a July 1, 2008 are not valid for travel.

This Passport is valid to travel to all countries. The holder of this Passport is entitled to depart and enter the Republic of Latvia.
