Cabinet of Ministers Regulations No. 801 2007 in Riga on 27 November (pr. Nr. 66 7. §) rules on road transport owners civil liability compulsory insurance information system requires the amount and type of data, data entry, Exchange and use the order Issued under the motor liability insurance Act, compulsory article 17, fourth paragraph, the third subparagraph of article 58 and 59 of the fourth subparagraph of article i. General provisions 1 the questions determines: 1.1. road transport owners civil liability compulsory insurance (insurance) information systems (information systems) use the required amount and type of data;
1.2. the order in which the insurance company (hereinafter insurer) provides data entry information system;
1.3. the order in which the insurer, the insurer of the vehicle, the Office of national joint stock company "Road Safety Directorate" (hereinafter referred to as the road safety Directorate), the Interior Ministry's information center, the citizenship and Immigration Department, the national police, the National Guard, State Agency "State technical supervisory agency" (hereinafter referred to as the State technical supervisory agency), the State social insurance agency, the health compulsory insurance State Agency and the national agencies ' technical AIDS Centre "(hereinafter referred to as the technical AIDS Center) uses the data in the information system and the Exchange with them.
II. Information systems required for the transaction of data and types 2. Information system uses the following data: 2.1. vehicle insurance Bureau database: 2.1.1. insurers issued insurance policy forms, sabojātaj, nozaudētaj, stolen or other reasons the insurer no longer in possession of the existing insurance policy forms;
2.1.2. the concluded insurance contracts (insurance series and number, the type of insurance contract, the owner or authorized user (an individual's name, surname, personal code or entity name, registration number), the vehicle code, nationality, registration number, vehicle identification number, registration certificate number, date of conclusion of the insurance contract, the effective date and time of the end date of the transaction, insurance premiums or discounts on the premium class, the place of conclusion of the contract of insurance);
2.1.3. the continued insurance contracts and insurance policies issued duplicates (insurance policy or insurance policy issued duplicate series and number, the insurance contract termination or policy reason for issuing duplicate insurance termination of the insurance policy or the date of issue of the replica, stop the insurance contract or policy issue duplicate);
2.1.4. traffic accidents which apply to insurers or insurers in the Office, on the basis of the agreed statement: 2.1.4.1. road traffic accident date and time;
2.1.4.2. road traffic accident;
2.1.4.3. data about road traffic accident involving the vehicle owners and holders of the vehicle (an individual's first name, last name, social security number, home address or legal name, registration number, address);
2.1.4.4. data on road traffic accidents in transport means-vehicle mark, registration number, country of registration;
2.1.4.5. data on insurance companies that apdrošinājuš in a road traffic accident involving vehicle owners civil liability insurance the name, contract number, the effective date and time of the end date of the transaction, the issuing of the insurance contract;
2.1.4.6. data on traffic accidents involving driver (name, surname, personal code, residence address, driver's license number, category, date of issue and expiry);
2.1.4.7. road traffic accident conditions;
2.1.5. the insurance premiums received by an insurance contract, and paid the insurance premiums, the insurance contract is stopped, if the owner of the vehicle is a land vehicle liability compulsory insurance act of article 14 in the second or third subparagraph;
2.2. Road Traffic Safety Directorate and the driver of vehicles of national registry data for: 2.2.1. vehicle (vehicle registration number, state identification number, registration certificate number, color, make, model, type, weight, engine power, engine displacement, vehicle status, the date of issue of the registration certificate, the date of first registration of the vehicle or the vehicle model year, the last date of the technical inspection carried out, during the vehicle's mileage and technical defects the next technical inspection date);
2.2.2. the vehicle owner and the eligible user (an individual's first name, last name, ID number, address of residence at the time of registration Road Safety Directorate or legal name, registration number, registered office at registration Road Safety Directorate);
2.2.3 driver (name, surname, personal code, address of residence at the time of registration Road Safety Directorate, the driving licence issue date, expiration date, the vehicle categories which allow the holder of a driving licence to drive, and the date when the right to drive a vehicle of the category concerned);
2.3. national technical supervision of the Agency and its head of technical information system data on the: 2.3.1. vehicle (vehicle registration number, state identification number, registration certificate number, vehicle make, year, type, date of registration, the date of issue of the registration certificate of the vehicle status, the last date of the technical inspection carried out, the next date of the technical inspection);

2.3.2. the owner of the vehicle and the right user (an individual's first name, last name, ID number, address of residence at the moment of the State registration of the technical supervisory agency or a legal person of the name, registration number, registered office at the time of registration the national technical supervision agency);
2.3.3. the driver (name, surname, personal code, address of residence at the time of registration the national technical supervision agency, driving licence issue date, expiration date, the vehicle categories which allow the holder of a driving licence to drive, and the date when the right to drive a vehicle of the category concerned);
2.4. the citizenship and Migration Board of the population registry data on natural persons (name (name), surname, identity code, residence address) which are: 2.4.1. vehicle owner;
2.4.2. vehicle eligible customers;
2.4.3. vehicle driver;
2.5. The Ministry of Interior Information Center: 2.5.1. Fine registry data: 2.5.1.1. for persons who have spent on alcohol, drugs, psychotropic, toxic or other intoxicating substances in (name (name), surname, identity code, the code of administrative violations of Latvia or other regulatory acts, part of the article, the point at which there is a specific offence for which the person committing to administrative liability called, the administrative offence date, place, time);
2.5.1.2. for persons in the last five years, was convicted of driving under the effects of alcohol, drugs, psychotropic, toxic or other intoxicating substances upon repeatedly during the year, regardless of the criminal delete (name (name), surname, identity code, announcement of the Court ruling and the date of entry into force, criminal law article, part, point, whereby the person is convicted);
2.5.2. the registry data for the search of existing vehicles (vehicle stolen time and date, the date from which the vehicle is located, the location of the vehicle search, the vehicle search termination date);
2.6. The national police registry data on State police recorded traffic accidents: 2.6.1. road traffic accident;
2.6.2. road traffic accident date and time;
2.6.3. road traffic accident site-location type (for example, motorway, city, urban area) locality code, road, junction, the area, the road number, mileage, street, house number, object;
2.6.4. road traffic conditions, weather, lighting, street or road, the road surface, road condition, road of the garenkritum;
2.6.5. details of a road traffic accident the persons involved and the victims – the personal status (driver, passenger, pedestrians), gender, age, social security number (if no ID number, date of birth), the severity of the injury. If a person involved in the accident or injured person is the driver or person, has a driver's licence or the person has been drunk (it forms and degree);
2.6.6. details of road vehicles involved in accidents – national registration number of the vehicle and the vehicle type (if no registration number, the type of vehicle, brand and model);
2.6.7. details of road accident fatalities, or is, wounded;
2.7. The State social insurance agency database data: 2.7.1. about victims who qualify to receive insurance compensation for a person to material losses, the insurance contribution salary level for the last six months before the road accident victim's disability, time (start and end date), the victim of the sickness benefits, disability pension, survivor's pension, which requires the insurer or insurers Bureau decision on the cost of the insurance indemnity or refusal to pay the claims;
2.7.2. for the persons income (income generating way, about, period), to which the insurer or insurers of vehicles, the Office has the right of recourse in accordance with the requirements of road transport owners civil liability compulsory insurance act;
2.8. the health compulsory insurance State Agency databases, data on hospital, which treated the injured person who qualifies to receive insurance compensation for a person to material losses for the period the victim treatment, treatment of the victim uses the selected features and their extent, which requires the insurer or insurers Bureau decision on the cost of the insurance indemnity or refusal to pay the claims;
2.9. "technical AIDS Centre database data on their prosthetics (excluding Arthroplasty) and technical AIDS in the delivery of service pricing that you received the injured person who qualifies to receive insurance compensation for a person to material losses, need the insurer or insurers of vehicles Office for a decision on the costs of insurance claims or refusal to pay insurance claims.
III. Data Exchange and use the order information system 3. This provision referred to in paragraph 2, the authority shall ensure the exchange of data in the information system online.
4. The insurer receive information system data using the vehicle insurer Office data processing systems. Road Traffic Safety Directorate and the driver of vehicles of national registry data to insurers available through vehicle insurer Office or the road safety Directorate of data processing systems.
5. The insurer:

5.1. when closing or losing the insurance contracts in respect of the Republic of Latvia registered vehicles, the data about them puts Vehicle insurers Bureau, the Directorate of road safety and drivers of vehicles of the national register or the State technical supervision of the Agency and its Director of technical information in the system immediately after the conclusion of the contract or stop using only online access to the relevant data processing systems;
5.2. when closing or losing the insurance contracts in the Republic of Latvia, the Republic of Latvia regarding non-registered vehicles, the data about them puts Vehicle insurers Bureau database immediately after the conclusion of the contract or stop using only online connection for vehicle insurers Bureau data processing system;
5.3. when closing or losing the insurance contracts outside the Republic of Latvia in respect of vehicles which are not registered in the Republic of Latvia, the data about them handed to the vehicle database of the Office of the insurer in the 45 days following the conclusion of the contract or termination, using only the connection to the vehicle insurance data processing system of the Office.
6. from the information system the insurer receives 2.1 these rules (except 2.1.5), 2.2., 2.3., 2.4 and 2.5.1. the data referred to in the conclusion of insurance contracts, check the identity of and assess other risk factors that are required for insurance premiums.
7. Conclusion or cancelling insurance contracts, insurers: 7.1. vehicle insurance Bureau database: 7.1.1 of the concluded insurance contracts, insurance policies series and number, the type of insurance contract, the owner or authorized user (an individual's name, surname, personal code or entity name, registration number), the vehicle code, nationality, registration number, identification number, registration certificate number, date of conclusion of the insurance contract, the effective date and time , the end date of the transaction, insurance premiums or discounts on the premium class, the place of conclusion of the contract of insurance, the insurance premium received, if the owner of the vehicle is a land vehicle liability compulsory insurance act of article 14 in the second or third subparagraph;
7.1.2. upon termination of the insurance contract or insurance policy-issuing duplicate insurance policies or insurance policy issued duplicate series and number, termination of the insurance policy or the issue of a duplicate of the reason for termination of the insurance policy or the date of issue of a duplicate, or the termination of the insurance contract, insurance policy, the issue of duplicate refund of insurance premium, if the owner of the vehicle is a land vehicle liability compulsory insurance act of article 14 in the second or third subparagraph;
7.2. the road safety of vehicles and their Directorate heads the national register: 7.2.1 of the concluded insurance contracts, the insurer, the policy number, the sequence and nature of the insurance contract, the vehicle registration number, identification number, the insurance contract effective date and time of the end date of the transaction, the date and place of conclusion;
7.2.2. upon termination of the insurance contract, the policyholder and the series number, the insurance contract termination date, cause and termination;
7.3. the State technical supervision of the Agency and its Director implements informational system: 7.3.1. on the conclusion of the insurance contract, the insurer, the policy number, the sequence and nature of the insurance contract, the vehicle registration number, identification number, the insurance contract effective date and time of the end date of the transaction, the date and place of conclusion;
7.3.2. upon termination of the insurance contract, the policyholder and the series number, the insurance contract termination date, cause and place of stop.
8. vehicle insurance office and the insurers administering claims received from the relevant authorities that rule 2 of the data referred to in this rule, except in 2.1.5. and 2.5.1. the data referred to in point.
9. vehicle insurance office in this rule referred to in paragraph 2.1.5. data used to implement terrestrial vehicle liability compulsory insurance act of article 14, in the fourth paragraph.
10. the institutions according to the laws and established competency checks the validity of the insurance contract, the insurer of the vehicle from the database of the Office this provision 2.1.2 and 2.1.3. the data referred to in point.
11. the national police and road safety Directorate receives from the insurer of the vehicle database of the Office this provision 2.1.4. data referred to in point.
12. the health compulsory insurance State agency implementing the law in certain functions of a vehicle owner obligatory civil liability insurance receives from the national police database, these provisions 2.6.1 2.6.2., 2.6.3.2.6.5, 2.6.6., and bottom-2.6.7. the data referred to in point.
13. the data formats used for data transmission networks, data security conditions, technical marketing and financial issues, as well as responsible persons determined by the cooperation agreements, which shut down this provision in paragraph 2 of that institution.
14. The obligation to provide the information specified in these provisions these regulations 1.3. institutions referred to include reciprocal agreements.
IV. Closing questions 15. Be declared unenforceable in the Cabinet of Ministers of 2 February 1999, the rules of 31 "provisions on cooperation in road transport owners civil liability compulsory insurance information exchange" (Latvian journal, 1999, no. 34).
16. The provisions of point 2.5 and 2.7 shall enter into force by June 1, 2008.
17. This provision 2.6. subparagraph shall enter into force by 1 January 2009.
