2.12. the aid for the supply of milk products to the learner's general educational institutions-809930 lat (12.);
2.13. in 2007, the performance of contracts entered into funding – $8305422.
3. If the measure requested funding exceeds the funds available, or it is not fully used, the Ministry of agriculture can perform redistribution of funding between measures, not exceeding the provision laid down in paragraph 2, the total funding if it does not affect the achievement of the objective of granting of the aid.
4. If the funds in the context of support measures is not fully used, priority funding is channeled to aid in 2007, interest paid for partial deletion, but not more than 4 million.
5. the rural support service to the 2008 November 15, the Ministry of Agriculture presented a summary of payments, including payments made in connection with the redistribution of funding between measures.

11. the rural support service: 11.1 provides access to information about the award and the costs of the aid arrangements;
11.2. adopt and evaluate submissions (except if the application created the Commission for assessment), as well as the decision on the grant or refusal of the aid within one month;
11.3. This provision in the cases provided for in the annexes within one month of the contract to the tenderer for the granting of aid, provided the Treaty obligations and responsibilities of the parties;
11.4. random checks for not less than 5% of each event in the number of decisions made, if this is not specified in the annexes to the rules of the other control arrangements;

11.5. aid shall be paid within the available funding, taking into account the order of submission of the application, if the provisions laid down in the annexes are not proportional to the reduction of the aid or project evaluation;
11.6. within one month of the request for repayment of aid, if the applicant provided false information or violated these terms or conditions of the contract;
7.3. on the basis of the submitted summaries and according to the procedures laid down in these rules, the aid shall be paid within one month of non-cash settlement;
11.8. the support cost can include value added tax, with the exception of this rule 6. aid referred to in the annex.
12. Payment of the aid for the year 2007 in force until full completion (including Latvian agricultural and rural development programmes commitments and the European agricultural guidance and guarantee fund for virssaistīb). Payments from funds intended for the provision of finance prescribed in paragraph 2.13.

14. 14.2. support the participation of farmers in food quality schemes – 300000 dollars (8. funding laid down in the annex).
15. These regulations 11 and 12 in the annex the support measures applicable to January 2, 2008.

The Ministry of Agriculture presented version of annex 1 of the Cabinet of Ministers of 22 January 2008 rules No 41 support agricultural improvers 1. objective of the measure is to support soil agrochemical research and using data on soil agroķīmiskaj characteristics, promoting high-quality and competitive crop production.
2. the aid shall be granted for 40 percent of the soil in agroķīmisk research.
3. The amount of aid is increased: 3.1 by 10 percent if they are located in a less-favoured area or in sensitive environmental areas in accordance with the Council of 17 May 1999, Regulation (EC) No 1257/99 on the European agricultural guidance and guarantee fund (EAGGF) support for rural development and amending and repealing certain regulations contained in the definition;
3.2.5 percent, if the applicant is under 40 years of age;
3.3. by 15 percent if the farm is located in a less-favoured area or in sensitive environmental areas in accordance with the Council of 17 May 1999, Regulation (EC) No 1257/99 on the European agricultural guidance and guarantee fund (EAGGF) support for rural development and amending and repealing certain regulations contained in the definition and the applicant is younger than 40 years.

7. the aid shall be entitled to the applicant: 7.1 that land is owned, or rental use;

2. The applicant is entitled to support, if it holds, the livestock herd and accommodation is registered according to the laws and regulations on animal, herd and the recording of holdings and identification of animals.
3. Can I get support: 3.1. a tenderer that they are under the supervision of the laws and regulations on the supervision of animals (hereinafter referred to as the monitoring flock owner);
3.2. an applicant who has been granted a breed farm animal production status according to the legislation on animal farms the variety of eligibility criteria and a variety of farm animal breeding status (hereinafter referred to as the owner of the variety);
3.3. the applicant, which deals with the production of pigmeat (pork-producing farm owner);

3.5. an applicant who is registered under the regulations on the eligibility criteria of the merchant companies involved with artificial insemination and embryo transplantation, as well as the registration of economic operators (hereinafter referred to as the company);
3.6. the accredited laboratory of milk, which has proven its competence according to the regulations for dairy cows and goats for milk varieties of supervision (hereinafter referred to as the laboratory);
3.7. the State Agency "agricultural data centre" (hereinafter referred to as the data center);
3.8. applicants who meet in paragraph 9 of this annex;
3.9. an applicant who meets the 100. of this annex and paragraph 101;
3.10. slaughterhouse who carries out the classification of the carcases of the animals.
4. the Centre shall prepare a list of the applicants who is entitled to support, subject to paragraph 2 of this annex these conditions.
 
II. Support for breeding and dairy production in animals used 5. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001, OJ L 358, 16.12.2006, p. 3-21. 7. Support for the animal to determine the genetic quality award:

7.1. the owner of the herd-monitoring about monitoring in the cow (excluding meat varieties, varieties of meat, milk, meat, cross breeds and crosses of animals of unknown provenance), for which the last standard lactation data are useful in breeding (lactation pirmpien for standard data is not required, but the individual milk control indicators are used for breeding in accordance with the regulations on the monitoring of bovine) and breeding is not withdrawn the national inspection monitoring data since 2007 June 17. – a lump sum $34;

7.3. Data Center and laboratories-0.53 lats (including value added tax) per month for one cow in the supervision or monitoring of the goat database provisioning: 7.3.1. Data Center-0.18 lats (including value added tax) per month for data processing, data exchange and archiving;
7.3.2 7.3.2.1 laboratory:. $0.27 (including value added tax) month follow-up analysis of bovine and goat milk;
7.3.2.2.0.08 lats (including value added tax) per month, entering the data pretreatment and shipment processing.
8. Support – in the book take on lats 8.00 (not exceeding the amount of funding allocated to 65000 lat) – the organisation paid quarterly, based on the contract concluded with field support and field support service review of the submitted estimate and take animals in the book.
9. IV. Support measures for the beef breeding industry

27. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001, OJ L 358, 16.12.2006, p. 3-21. The objective of the aid is to provide breeding measures and realization of breeding programmes of varieties of meat cattle breeding industry.
28. support for measures in the field of breeding beef industry for the following activities: 28.1. the book;
28.2. animal genetic quality and performance;
28.3. certified breeding bulls for determining genetic quality.
29. the aid is paid: 29.1. Organization-8.00 for stud take pounds (not exceeding the amount of funding granted 5000 lats) – quarterly, based on the contract concluded with field support and field support service review of the submitted estimate and take animals in the herd-book;
29.2. the owner of the variety, for monitoring meat breeds in Flock-books for pure-bred admitted – 65 lats year suckler cows;

30. the aid received, subject to the following conditions: 30.1. on this annex referred to in paragraph 29.2 monitoring in bovine animals on holdings, which acquired a variety of farm animals in the laws on the status of a variety of animal breeding farms eligibility criteria and a variety of farm animal breeding status in accordance with the procedure laid down in the case of animals recorded in the book the laws of the State of the flock-book sort order;

87.2. the expenditure supporting documents summary and copies of documents submitted in accordance with them.

88. the support of 40 percent of the total cost of the project, up to a maximum of 20000 dollars per applicant, grant to the organisation on animal breeding techniques or the latest experience, ensuring implementation of the meat of bovine animals, swine and sheep of kontrolizaudzēšan or kontrolnobarošan.

Support animal corpses for the collection, transport, storage, processing and disposal 91. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001, OJ L 358, 16.12.2006, p. 3-21. The objective of the aid is to provide animal carcass collection, transport, storage, processing and disposal, in order to prevent human and animal infections or poisoning, as well as pathogenic microbes and distribution in the environment, and support.
92. the carcases for the collection, transport, storage, processing and disposal.
93. The aid shall be paid for such services and the following extent: 93.1. the carcases of (except the bird carcasses, stored, processed and disposed of on the spot the bird shed) the collection, transport, storage, processing and disposal – up to 150 Lats per tonne;
93.2. avian body storage, processing and disposal of birds shed on the site – no more than 20 dollars per tonne.

94.2. the carcases of the storage, processing or destruction of food and veterinary service of a recognized organization or recognized by the competent authority of the Member State of establishment;

94.4. carcases of collection and transportation 48 hours during the summer period (April, may, June, July, august and September) and 72 hours during the winter period (January, February, March, October, November and December) following receipt of the information on the animal's death;
94.5. beef collected, horses, sheep and goats and killing individual records and the electronic transmission of data in the data center.

106.3. which meet at least one of the following requirements: 106.3.1. reached the animal slaughter volume annual average 75 cattle a week, with a live weight of 300 kilograms or at least 200 pigs per week;
106.3.2. all bovine animals or swine for the classification of carcases if slaughter volume is less than 106.3.1. of this annex referred to, but not less than 50 cattle or pigs, 100;
106.4. carrying out settlements with suppliers of animals in accordance with the classification results and animal carcase weight.

3.5. equipment, containers and warehouse disinfection State plant protection service of the.
4. The aid shall be paid to: 4.1 holdings in 2008, phytosanitary measures are applied in the second year (in 2007, the potato brown rot disease on the holding have been found) on purchased and utilized disinfectants and disinfection of the holding carried out 100 percent;

10. the aid granted by the State plant protection service, to cover the costs of certification solely on the potato farms following in 2008 (including the December 2007) services: 10.1. field tests;
10.2. potato tuber sampling and laboratory analysis of potato ring rot and brown rot of potatoes;
10.3. virus infections in the laboratory determination of the degree, starting with PB1 category;
10.4. seed potato tuber quality assessment;
10.5. plant passport (a label);
10.6. soil sampling and analysis of plant quarantine organisms.
11. the national plant protection services in every quarter until the tenth date (for the previous quarter and December 2007) submitted in support of the field in a summary of the services provided and the necessary financial resources, in accordance with the laws and regulations of the national plant protection service charge provided services price list. Final summary of the services provided in 2008, the national plant protection services shall provide support services in the Field up to 10 January 2009.
12. the rural support service, based on the submitted summary of services provided within 10 working days of the receipt of the summary of State aid paid to the plant protection service.

III. support for geographic information system with quarantine organisms for mapping the infected area 15. 16. Aid is geographic information systems implementation. IV. Support for the preservation of the gene pool of the crop and the seed of the random quality 20. Objective of the aid is to support plant genetic resources collection (hereinafter referred to as the crop gene pool) conservation, evaluation and research, expand the selection work opportunities and continue to raise the local breeding varieties of random seed quality.
21. Support receives the applicant: 21.1. If it belongs to the crop gene pool collection (except for decorative plants);
21.2. If it is necessary to carry out the inspection or evaluation of the variety;
21.3. which improves random seeds (potatoes, also the first generation of pre-basic seed).
22. The tenderer until 14 March 2008, field support services, submit an application (table 2) and adds: 22.1. to support crop gene pool retention, assessment and research, crop gene pool retention, assessment and research programmes in accordance with table 3 of this annex set out in the pricing and volumes;
22.2. to receive support for a variety of testing or evaluation, in accordance with table 4 of this annex set out in the pricing – list of tests and evaluation design;

23. the rural support service for support received, enter into an agreement with the applicant, if it complies with the requirements of this chapter.

24.3. the advance of 50% of the amount provided for in the contract. Applicants who do not have a value added tax payer, the aid amount shall be calculated and paid together with the value added tax;
15.2. submission of interim report until July 1, 2008 and September 1, after each of the interim report provided an advance of 20 percent;

15.2. final report until 1 November 2008, after which a submission is made to the final settlement.
25. the crop gene pool collection damage, as well as on the possible programme to fulfil the applicant shall immediately inform in writing the field support service. Field support service establish a Commission, which checks the volume or plantations and to decide on future payment of the aid or the costs.
26. the crop gene pool collection conservation, evaluation and research findings the applicant shall prepare a report and the 2008 December 30, submit it to the Ministry of agriculture.
27. the rural support service support cost under this measure for funding granted. If the documents submitted, the amount of aid is greater than the amount laid down by this measure, is proportionally reduced the price per unit (model, variety). 
 
V. support plant gene banks, central database and molecular pasportizācij laboratory activity 28. Support shall be granted mežzinātn of Latvia's Institute "silava" (hereinafter called the Institute) in plant gene banks, central database and molecular laboratory pasportizācij operating measures): 28.1. the competence of the Ministry of Agriculture of plant genetic resources, gene banks and seed saving;
28.2. the competence of the Ministry of agriculture plant genetic resources centralized database creation and operation;
28.3. the competence of the Ministry of agriculture for plant genetic resources, molecular pasportizācij laboratory maintenance and operation.
29. The implementation period is from March 1, 2008 to March 1, 2009.
30. in order to receive the aid, the Institute till 2008 April 1 Field support services shall provide such genetic resources Council documents: 30.1. application – the exact justification specifies the measures to be carried out according to this annex, paragraph 28;
30.2. expanded support to them, including the cost of the measure in accordance with paragraph 28 of this annex.
31. The aid shall be paid in accordance with the agreement concluded between the support and the Institute. An integral part of the contract is the expenditure.
32. the rural support service contract provides: 32.1. advance payment, not exceeding 50 percent of the amount of aid allocated to the programme;
32.2. additional payment for continuation of work after the second submission of the interim review and approval, up to 20 percent of the aid allocated to the programme;
32.3. additional payment for continuation of work after the third submission of the interim review and approval, up to 20 percent of the aid allocated to the programme.
33. the Institute shall provide support services in the Field of three genetic resources are approved by the Council on the current work of the interim review. The first interim review shall be submitted to the July 1, 2008, the second – by 2008 October 1, 2008, the third to 15 November. 38. The applicant performed field recorded in history that includes at least the following information: 38.1. Nr. field or the name of the specific work carried out;
38.2. the area of the field;
38.3. the year;
23.9. the breeding of crop species, variety (-I);
38.5. the sowing, planting and harvest dates;
24.0. name of fertilisers, nutrient contents, quantity and date of application (s);
36.6. the name of the plant protection product, quantity and date of application (s).
39. The amount of aid for the cultivation of vegetables in the open field (per hectare) is as follows: 39.1. field cucumbers – 84 lat;
24.4. the table beets carrots and other root vegetables – $59;
39.3. cauliflowers-20 lats;
24.5. onions and garlic – 52 lat;
24.5. the cabbage-18 lats.
40. in order to receive the aid, the applicant up to June 1, 2008, to submit to the rural support service regional agricultural administration application (table 6).

VII. Support for integrated production of fruit and Berry 42. Objective of the aid is to promote the environment-friendly cultivation technology of fruit and Berry gardens, to ensure high-quality production.
43. the applicant receives the support of apstādītaj according to the crop in 2006, and in 2007 the contract concluded and the area declared.
44. The applicant performed field recorded in history that includes at least the following information: 44.1. field number or name specific work carried out;
44.2. field area;
44.3. the year;
27.6. the breeding of crop species, variety (-I);
27.7. the planting date;
27.7. the name of the fertilizer, nutrient contents, quantity and date of application (s);
27.8. the name of the plant protection product, quantity and date of application (s).
45. The amount of aid per hectare of fruit and Berry garden is as follows: 45.1. Apple and pear trees – 301 lats;
45.2. plums and cherries – $245;
45.3. raspberries – 262 lats;
28.2. The Cranberries-227 lats;
28.3. the currants, blackcurrants, gooseberries, krūmcidonij, 161 lats;
28.3. krūmmellen (they had carried with them) – 252 lats;
28.4. strawberries-110 lats.
46. For support, the applicant up to June 1, 2008, to submit to the rural support service regional agricultural administration application (table 7).

VIII. supporting good plant protection practice and of integrated pest management system to create the field hosts 48. The objective of the aid is to provide users of plant protection products with readily available free information State plant protection service portal on the limitation of harmful organisms and plant protection products.
49. the aid granted by the State plant protection service of a single database, the restructured and improving existing crops monitoring national information system for plant protection products is for information about the user: 30.5. harmful organisms;
30.6. licensed plant protection products in commercial sites;
30.6. the plant protection product, dose, concentration and use of the plant protection product to determine the indicative cost of the unit of area.
50. the national plant protection service in until 2008, April 1, in agreement with the above shall be submitted to the Ministry of agriculture rural support service: 50.1. requested support;
50.2. a copy of the statement of expenditure.
51. the rural support service contract by the national plant protection service. The contract provides for an advance payment of 90 percent of the total of the contract amounts to a service provider selected for the creation of a single database for the national plant protection service.
52. the rural support service made after the final settlement of the transfer and receipt of the instruments of acceptance on database creation and after the transaction and payment for the submission of supporting documents. State plant protection service and the acceptance of the transfer of the Act shall be submitted before 1 November 2008 the field support service.
 
IX. Support high-quality seeds and use 53. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001, OJ L 358, 16.12.2006, p. 3-21. and the objective is to increase cereals, forage plants, oil and fibre plants to seed production and quality.
54. the aid granted by the State plant protection service of the following 2008 services: 54.1. view Sēklaudzētāj field and seed merchant register persons established, if the viewing area is above the cereal-10 hectares, fodder plants and oil and fibre plants over 5 hectares;
54.2. average sampling of certification provided the seed lots and sample analysis;

54.3. cereals volume registration if the area exceeds-10 hectares;
54.4. the label printing and service;
54.5. winter wheat 50 sample evaluation (in proportion to the 2007 winter wheat seed lots for certification by region) for pundurain the smutty.
55. the national plant protection services in every quarter until the tenth date (for the quarter) in the rural support service submitted a summary of the services provided and the necessary financial resources, in accordance with the laws and regulations of the national plant protection service charge provided services price list. Final summary of the services provided in 2008, the national plant protection services shall provide support services in the Field up to 10 January 2009.
56. the rural support service, based on the submitted summary of services provided within 10 working days of the receipt of the summary of State aid paid to the plant protection service.
57. Of this Annex 54 services referred to in paragraph sēklaudzētāj of the regulations does not apply on the national plant protection services provided paid services price list.
58. If the volume of or registration area does not comply with this annex or 54.3 54.1. the requirements set out in the paragraph, as well as field inspection of seed applied field or the prepared seed lots does not comply with the law on solely and seed requirements, State plant protection service provided by paid services price list.
 
X. support bacterial eradication lights up 59. aid aims to support bacterial illuminates Erwinia amylovora (hereinafter referred to as bacterial lights up) the identification of distribution in the territory of Latvia in order to effectively carry out bacterial light up scares and combat it.
60. the aid granted by the State plant protection service monitoring (t.sk. for carrying out the examinations, sampling and laboratory analyses, laboratory of the national plant health) and phytosanitary measures: 60.1. bacterial penetration of light detection in the territory of Latvia;
60.2. supervision is carried out in the light of the bacterial perēkļo and quarantine zones as well as in the buffer zone;
60.3. the scientific authorities (the genetic health of the Fund's evaluation) and their immediate surroundings;
60.4. bacterial light up host plants for disposal.
61. the national plant protection service in until March 1, 2008, to submit to the rural support service support required justification and planned expenditure, the required expenditure monitoring and provision of phytosanitary measures: 61.1. expenses for the necessary reagents, serums, laboratory accessories necessary for analysis;
61.2. expenditure on equipment needed for inspections and sampling;
