1.2 project submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, as well as the distribution of competences between these institutions and cooperation arrangements;
1.5. the functional departments of the responsible authority form.
2. National Urban monument status is defined in the law on cultural monuments, protection, use and restoration.
3. The purpose of the activity is to promote the importance of national cultural tourism product development by providing internationally recognised the value of the Latvian cultural heritage tourism infrastructure improvements.
4. activities to target the Latvian residents and foreign travellers.
5. the meaning of these rules the following terms are used: 5.1 tourist product – a product or service that is or will be in demand on the market and which is created or adapted to the interests or needs of tourists;
5.2. extended tourist product – investing in investment in national monuments in the urban part, technically improved existing tourism products, without creating additional new product or service to the interests or needs of tourists;
5.3. a new tourist product – through the European Regional Development Fund (hereinafter the project) to the national significance of the urban monument base created a tourism product, which has not yet been placed on the market.
6. the implementation of the activity is detected in the project application selection.
7. the implementation of the activity provided by the responsible authority and the liaison body. Functions carried out by the responsible authority of the Ministry of Economic Affairs (hereinafter referred to as the responsible authority). The cooperation of the public authority for investment and development agency of Latvia (hereinafter referred to as cooperation body). The cooperation body is the functional authority.
8. Responsible authorities and cooperation authority: responsible authority: 8.1 8.1.1. ensure the activity implementation, monitoring and control;

8.2.2. creates a project application to the Evaluation Commission and its composition in coordination with the responsible authority and develop evaluation Commission;

8.2.9. analyse problems related to activity and project implementation and provide the responsible authority proposals for activities and improvement of the implementation of the project;
8.2.10. examine and approve the funding requested payment request and prepare the Declaration of expenditure;
8.2.11. inform the public and provide publicity matters relating to activities within the submitted project applications;
8.2.12. ensure data retention in the European Union fund management information system for project submissions and projects;
8.2.13. informed about the application of project preparation, project implementation and the fulfilment of the conditions of the arrangement.
9. the activities implemented in the framework of projects co-financed by the European regional development fund. The overall activity within the available public funds have 12,402,423.65 lats. It consists of the European regional development fund of 10 542 060 lats, the State budget and local budget funds not less than 1,860,363.65 lats.
II. Project requirements the applicant 10. activities within the project application can be submitted to the municipality (hereinafter referred to as project applicant) whose property (recorded in the land or in municipal accounting balance sheet) is a national monument of urban part that until 1 January 2007 will include a national list of protected cultural monuments.

11. activities within the funding not eligible, if the project applicant: 11.1. has not fulfilled obligations relating to the payment of taxes arising from the legislation of the Republic of Latvia;
11.2. tried to get confidential information in your possession or control of a project submission Evaluation Commission or the authority, or the authority of this cooperation project submission or other European Union fund co-financed project submission evaluation.
III. eligible and ineligible activities Funding is allocated 12 national monument or part of urban renewal, conservation and adaptation of the infrastructure for the development of the tourism product, if object tiskum the Authentica.
13. funding is not granted: 13.1. actions which are initiated by the applicant of the project before the agreement with the liaison body for the implementation of the project, excluding this provision 14.1 above the bottom;
13.2. the Museum of art and history for the purchase and restoration of the exposure;
13.3. the new building planning and construction, with the exception of this rule 14.6. referred cases.
IV. Eligible and ineligible costs 14. activities within the eligible costs are as follows: 14.1. construction preparation and infrastructure required for engineering studies, costs incurred no earlier, as laid down in the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation, and these funds shall not exceed 7% of the project's eligible direct costs. Direct eligible costs of the project are in this subparagraph and that rule 14.3., 14.4, 14.5, 14.6.., 14.7 and 14.8 in determining costs, as well as the cost of building and autoruzraudzīb;
14.2. the project administration and monitoring costs (the consideration for the particular task or achievement of results – project management, accounting, building, autoruzraudzīb) not exceeding 3% of the project's eligible direct costs. 14.3. the dismantling of buildings and premises, renovation, restoration and reconstruction costs. Dismantling of buildings and premises costs must not exceed 10% of the project construction estimates of eligible costs;
14.4. the infrastructure (Street, park, playground, channel, moat, mound, bridge, dam, road, mountain, cemetery, prospect, the beach, trail, redoubt, signs and tourist information booth) construction, restoration, rekonstruk tion, renovation and reinforcement costs;
14.5. track, trails, an artificial body of water, the monuments and sculpture, environmental art object, a fountain, a fence, lapeņ, Pergola, plant containers, the walls, benches, waste receptacles installation, construction, restoration, reconstruction, renovation and reinforcement costs;
14.6. the construction cost of public lavatories;
14.7. area home improvement and landscaping costs, lighting equipment, acquisition and reconstruction of the installation costs;
14.8. urban monuments of national importance for the promotion of the marketing activity costs, does not exceed 3% of the project's eligible direct costs. Aided only those marketing efforts, which is a direct reference to the national significance of the urban monument or part thereof: 14.8.1. information editing and translation costs, photos and material purchase, typographic material (brochure, poster, booklet, or postcard) preparation costs (design, layout, printing and reproduction);
14.8.2. information editing and translation costs, the acquisition cost of the photograph audiovisual material, video filming and Assembly costs and royalties costs (if you purchased music, photos, video);
14.8.3. information editing and translation costs, purchasing costs for the preparation of electronic material on the internet (website, banners, articles), website development costs;
14.8.4. participation in specialized tourism fairs, exhibitions (the membership fee; the bench area for rent; the rent on the exposure area, the rent for the stand construction, stand structures manufacturing costs; rental charge for the stand equipment (for example, electricity, carpet) information into the catalog of the exhibition or fair; a media publication, exhibition or publication trade show organizer's homepage on the internet; product demonstration costs, rentals of presentation and Conference room, permit and license cost; cost of translation services exhibition and trade fair venue; employee travel (travel) costs in accordance with the law norms (daily allowance, expenses for hotel (accommodation), including breakfast in hotel expenses); travel (transport); luggage, including Billboard and the transport costs of exposure to exhibitions, trade fair venue and back up to the permanent jobs, as well as the fee for the transfer, if the project planned for several exhibitions, fairs; economy class public transport costs to the exhibitions, trade fair venue and back up to the permanent jobs, as well as the fee for the transfer, if the project planned for several exhibitions, fairs; local transport costs to get to the exhibition or trade fair venue (public transport, taxi, rental vehicle); fuel costs, if you are using the service road or vehicle being hired; travel insurance; the issue of visas);
9.3. the costs relating to information and publicity measures for the implementation of a project under the European Union funds the implementation of the laws regulating, not exceeding 1% of the project subject to the direct cost of the building;
14.10. the value added tax, directly linked to the project, co-financed the project applicant cannot recover fully or partially according to the laws of the Republic of Latvia.
15. activities are not eligible the following costs:

15.1. interest payments on money transfers, commissions, losses on currency exchange and other direct financial expenditure;
9.4. customs duties and levies, value added tax, except that rule 14.10. cases referred to;
15.3. fines, penalties, interest on arrears, fines and legal expenses;
15.4. the staff paid bonuses or gifts;
15.5. real estate purchase or rental costs;
15.6. the costs relating to leasing and rental transactions;
15.7. simplified simplified renovation and reconstruction costs;
15.8. costs incurred before an agreement on the implementation of the project, except that rule 14.1. case referred.
16. in the framework of the activity supports only the eligible costs directly related to the project activities are proportionate and reasonable.

19. The European regional development fund does not provide the intensity 85% of the total over the eligible costs.
20. activities within the project, the applicant may receive funding for a maximum of one project submission. State revenue service certificate, which certifies that the applicant does not have tax arrears (statement of the project at the date of the application shall not be earlier than 30 calendar days), the consent of the applicant or the letter (the original of the letter is submitted separately, not attached to the application in the project), in which the project applicant authorizes the liaison authority of the State revenue service to request a certificate (annex 2) that the municipality does not have a tax debt (tax arrears);
25.2.2. Project Charter, a copy of the applicant;
25.2.3. value added tax, a copy of the registration certificate, if the applicant is a project of value added tax-taxable person;
25.2.4. būvvald issued by planning and architectural task copy if būvvald are not accepted and will not be filed for a construction project or design technical design stage;
25.2.5. būvvald planning and architecture issued on behalf of the owner of the specified or all utilities managers issued a copy of the technical regulations (including national cultural monuments protection inspection a copy of the technical regulations) if būvvald is not accepted and is presented in a construction project or design technical design stage;
25.2.6. construction plan approved by the būvvald (sketch draft) copy when the construction of the technical design stage is not accepted in būvvald before the application of the project and if it is developed in accordance with the laws and regulations (if applicable);
25.2.7. būvvald's accept projects (technical design stage) If a construction technical stage of the project has been accepted prior to the application of the project (if applicable);

25.2.11. Finance Ministry letter of consent for the purposes of the project, if the municipality is in the process of financial stabilisation;
25.2.12. cooperation protocols with the copy of the contract or of the travel agency, or package tour operator service provider registered in the tourism development of national tourism service provider database, created as part of the project or object into the well-appointed tourist route after project implementation (if available);

25.2.13. first draft submission deadlines, print or copy from the Latvian and/or foreign merchant tourism directory or guide (2005, 2006 and 2007 editions), which provides information about tourism offer at least the Latvian level. Print or copy should contain a title, Publisher, year and description (if available);
25.2.14. ownership of registered in the land registry a copy of the document certifying the property of the municipality in which you invest in the funds. If the property is not registered in the land registry, the State land service of the original certificate of property belonging to the municipality and composition, as well as asset tracking copy of a card on the property, which invests funds;
25.2.15. project applicant questionnaire-application of value added tax to the project, if a project's eligible costs is included in the value added tax. The questionnaire prepared in accordance with the laws and regulations that determine the order in which you provide and verify the application of value added tax to the European Union within the framework of the projects co-financed by the structural funds;
25.2.16. environmental monitoring national Office a copy of the opinion on the environmental impact assessment final report or a copy of the decision on the environmental impact assessment procedure.
26. the project application can be submitted in paper form or electronic form of a document. Project submissions in paper form can be submitted to the Liaison Office or sent by registered mail. Project application that is designed to be an electronic document, may submit to the institution of cooperation, be sent by registered mail or send to the liaison body of the electronic mail address provided in the notice of project application acceptance: 26.1. If the application is sent by mail, on the date of filing is deemed the postmarked date of dispatch;
26.2. If the application is submitted electronically, at the time it is seen as the time when it is sent by electronic mail. In the event of a dispute, the applicant must demonstrate that the project is sent to the application before the closing date of the project;
16.3. If the project application submitted personally, on the date of submission of the project considers the cooperation office stamp shows the receipt date.
27. Documents to be submitted shall meet the following requirements: 27.1. the project application is fully completed and drawn up into the Latvian language;
16.9. If additional documents to be submitted are not Latvian language, accompanied by a certified translation into Latvian language in the document in accordance with the laws and regulations on the procedures for translation of documents in which the national language;
27.3. the original of the application project is completed according to the law on the development and design of a document these requirements.
27.4. the project submission form 6.1, 6.2., 7.2., 7.3 and 7.4. supplementary section shall be submitted electronically in one instance (information submitted to the xls format, recorded sound data not rewritable CD).
28. If the project application and additional supporting documents shall be submitted in paper form, comply with the following requirements (project applicant letter of consent submitted separately, not in the application of the draft caurauklot): 28.1. they shall be submitted in two copies (original and copy). 29.4. the project submission form and additionally deliverable document original is signed individually by the author of the safe digital signature and confirm with the time stamp of the selection before the project submission deadline. If additional documents are copies of documents, they are certified in each individual to the project the applicant secure electronic signature and a time stamp prior to the application deadline for the selection of projects;
29.5. the project submission form 6.1, 6.2., 7.2., 7.3 and 7.4. Xls files submitted to the section format.

Vi. 33.1.3. administrative territory of tourist accommodation in nakšņojoš (after the Central Statistical Bureau's 2006 data);

33.1.4. the proposed national monument of urban marketing efforts in local and international markets;
33.1.5. and/or foreign merchant 2005, 2006 and 2007 editions of the guide of the tourism and the number of prints or copies, which provides information about the urban monument or part of it;
33.1.6. how the project contributes to the tourism product offer expands;
33.1.7. the volume of investments to the planned number of tourists in the year following the implementation of the project;
33.1.8. application of and compliance with the project horizontal priority "macro-economic stability", requested by the European Regional Development Fund funding intensity;
33.1.9. application of and compliance with the project horizontal priority "for the balanced development of the territory" – the project space areas (local) development index project application deadlines a day of conclusion;
33.1.10. application of and compliance with the project horizontal priority "equal opportunities"-project specific activities under the equal treatment provision, particularly by improving accessibility for people with functional disabilities;
33.2. the quality criteria in the second project application deadlines (the specific eligibility criteria of implementation): the readiness project 33.2.1 filing date;
33.2.2. added to the cooperation protocol or the number of contracts with travel agencies, or package tour operator service provider registered in the tourism development of national tourism service provider database, created as part of the project or object into the well-appointed tourist route after project implementation;
33.2.3. the proposed national monument mārketin ga occurring events in local and international markets;
33.2.4. how the project contributes to the tourism product offer expands;
33.2.5. investment in relation to the expected number of tourists in the year following the implementation of the project;
33.2.6. application of and compliance with the project horizontal priority "macro-economic stability", requested by the European Regional Development Fund funding intensity;
33.2.7. application of and compliance with the project horizontal priority "for the balanced development of the territory" – project site (local) territorial development index project application deadlines a day of conclusion;
33.2.8. application of and compliance with the project horizontal priority "Equally in the gas option"-project specific activities provided for equal treatment, especially by improving the accessibility for persons with disabilities the professional function;
33.3. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 33.3.1. project eligibility criteria: 33.3.1.1. project costs and financing source allocation calculation is correct arithmetic;

33.3.2. project eligibility criteria of the applicant: 33.3.2.1. project eligibility of the applicant's paragraph 10 of these regulations;
33.3.2.2. project met this rule 11.1;

33.4.8. a project proposal is prepared and submitted to the Latvian language;
33.4.9. the project is drawn up into the application;
33.4.10. project application is filed within the time limit laid down;
33.4.11. a project proposal is submitted in two copies-the original and the copy (if filed on paper).
34. the project submission's compliance with the administrative and eligibility criteria is assessed by "Yes" or "no" ("Yes", "no" – meets does not meet). 35.3. If the application complies with all the rules, 33.3.2.1, 33.3.1.6 33.3.1.5..,., 33.4.7. and 33.4.10 33.4.2. the criteria referred to in the submission of the project evaluation continues after the rest of this rule 33.1. and 33.2. criteria referred to in (a);
35.4. all tenders submitted applications, which have been measured at 33.1 and 33.2. these provisions. the criteria referred to in the project application in the framework of the round ranked in descending order of the number of points earned. 36. If there is no information in the project application in order to assess compliance of the application for the project to one or more of the evaluation criteria, as well as if this information is not legible or not submitted to the Latvian language, believes that the project submission does not meet the criterion or criteria is assigned the lowest rating.
37. the decision on the approval of the project application is accepted if the following conditions are met: 37.1. the project submission complies with all the eligibility criteria and all administrative criteria;
37.2. the application of the project according to the project application to the quality of criteria evaluated won at least 60 points;
37.3. submission of project pronounced the project application selection round has received the highest rating for compliance with quality criteria, compared to other project submissions. 38.2. the list of project submissions under the resulting points in accordance with the quality criteria, the application calls the project application selection round is not received within a sufficient number of points and not enough funding;
38.3. the project application to the quality evaluation criteria in the project application selection round have not won at least 60 points.
39. The decision on the application of the project approval may include conditions which must be fulfilled in order to project the applicant would conclude the agreement on the implementation of the project: 24.3. to clarify the application of the project's financial plan and cost estimate, in the case of the arithmetic calculation errors. Specifying the project application, the total amount of eligible costs, funding and effort should not be increased;
24.4. additional information should be provided, if the application does not contain complete information or the information is unclear;
39.3. the eligible costs of the project to be the cost of this provision in paragraph 13 and 15 identified as ineligible;
24.5. the project should be clarified;
24.5. to clarify the funding under these rules 19 and 20;
24.6. to certify the tax and other State or local Government set the minimum payment of the full amount and within the time limits laws;
24.7. to clarify the application of the project according to this provision, 33.3.1.2., 33.3.1.1., 33.3.1.3., 33.3.1.7., 33.3.2.2 33.3.1.4..,.,., 33.4.4 33.4.3 33.4.1., 33.4.5., 33.4.6., 33.4.8., 33.4.9. and 33.4.11.;
24.7. the project application must be designed according to these rules 27, 28 and 29.
40. the information referred to in paragraph 39 of these rules, is required after project evaluation. After the submission of the information quality criteria of assessment is not changed.
41. the cooperation of the authorities of the conditions contained in a decision due may not be longer than three calendar months from the date of dispatch of the decision. Information about the decision the conditions contained in the project the applicant shall submit to the liaison body for assessment. The liaison body shall assess the information provided by the applicant of the project and prepares opinion on its compliance with the conditions laid down in the decision. If the applicant does not provide the draft decision contained in the conditions or the conditions are not met the deadline set in the decision, the application shall be deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the liaison body within two working days from the date of signature of the applicant must be forwarded.
42. This provision, the time limits referred to in paragraph 41 shall not be extended.
43. the arrangements for the project, the applicant is entitled to challenge or appeal against decisions taken by the European Union structural funds and the cohesion fund management law. The rules referred to in paragraph 41 of the opinion, Justice shall be carried out as in the decision on the condition of the rule of law.
VII. Project implementation and financing conditions 44. in accordance with the statutory procedures, the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds in the five working days following the agreement on the conclusion of the project beneficiaries shall submit to the authority of the procurement plan of cooperation.

45.3. final payment is granted after the implementation of the project, based on the highest eligible expenditure.
46. The advance payment and the total amount of interim payments shall not provide 90% of all the European Regional Development Fund funding.
47. The beneficiary requires advance payment if the following conditions are met:

29.3. the beneficiary with the authority has entered into a cooperation agreement for the implementation of the project;
47.2. the beneficiary submits a collaborative institution purchase plan;
47.3. the initiation of implementation of the project is opened in a separate account in the State coffers, which are made and received all the payments related to the implementation of the project.
48. The beneficiaries of cooperation bodies for the specified account to repay the amount, if the advance payment exceeds the approved funding, calculated in proportion to the intensity of funding in relation to the project activities eligible costs.
49. the funding recipient may receive interim or final payment if the following conditions are met: 49.1. the beneficiary with the authority has entered into a cooperation agreement for the implementation of the project;
30.6. the beneficiary of the project is the opening of a separate account opened by the Treasury, which is being carried out and to all the project-related payments;
30.6. investments, except that rule 14.2., 14.8, 14.9 and 14.10.. the costs referred to in (a), included in the assets of the beneficiaries as a long-term investment and the depreciating of at least five years after the implementation of the project will remain the property of the beneficiary;
49. the investment is actually made and listed in the beneficiary's book-keeping, cost is identifiable, separate from the rest of the cost, and verifiable, and they acknowledge the original source document concerned;
30.8. investments are necessary for the implementation of the project, is designed for in the approved project application and is performed under appropriate financial management, that is, the subject of the economy, productivity and the effect of dynamic principles;
30.8. the costs were incurred during the period set out in the agreement for the implementation of the project (that is, the duration of this agreement, unless the eligible costs that may be carried out before the conclusion of the agreement in accordance with this rule 14.1. (a)), and is based on paid invoices or other relevant source documents;
49.7. beneficiary has prepared and stuffed by the time limit laid down by the institution nor cooperation interim and final reports;
