No 31 32 §) rules on "operational programme human resources and employment ' 1.3.2.3. activity of Appendix" health care and promotion of institutions involved in staff competencies, skills and skill levels "issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. General questions 1. determines: 1.1. procedures implemented by the operational programme" human resources and employment ' priorities 1.3 of Appendix "employment promotion and health work" based on "health UR1.3.2.pas" 1.3.2.3. activity "health care and promotion of the institution staff competences skills and competences, levels "(hereinafter activity);

1.4 project submission evaluation criteria.
2. The purpose of the activity is to provide health care and health-related institutions involved in the following areas: staff training and raising the labour market to ensure high quality health services, disease diagnostics, medical rehabilitation, preventive action, the full industry administration and promote cooperation between health care institutions and employers.
3. the purpose of the activity is implemented, reaching the following activities: the results of the monitoring activities 3.1 supported 32 880 within health care and health promotion professionals;
3.2. activities within the 80 percent support the health care and health promotion professionals receive training in supporting documents;
3.3.95 percent health care and health promotion professionals adequately trained (successfully settled resertifikācij).
4. activities to target the health care and health promotion staff of the institutions involved in the process.
5. the activity of the European Social Fund project application to the limited selection.
6. Activity apply available funding: European Social Fund funding – 13 774 958 lat and State budget funds-2 430 875 lats.
7. the project shall be implemented throughout the territory of the Republic of Latvia, providing health care and health promotion the institutions involved in the training of personnel and raising the labour market.
II. The responsible authority and the liaison body of the responsible authority 8 functions provide the Ministry of health. Cooperation role supports the health statistics and medical technologies State Agency.
9. The Liaison Office has functional authority.
10. the competence of the authority responsible: 10.1 create limited European Social Fund project application selection project submission Evaluation Commission (hereinafter the Commission) by the Commission for participation in collaborative bodies and representatives of the Ministry of health, as well as representatives of the Managing Authority observer status;
10.2. develop project submission evaluation procedures;
10.3. the development of the project application and assessment methodology project application form of evaluation methodologies;
10.4. provide information about the project applicant project application preparation;
10.5. develop project application form filling methodology;
10.6. to send a call for project applications (hereinafter referred to as the notice) a limited range of applicant projects according to this provision, paragraph 12;
10.7. to assess the project submissions and issue the administrative act of the project approval or rejection of the application;
10.8. to ensure that these rules are not exceeded, paragraph 6, of the activity of the European Social Fund available funding;
10.9. collect information about activity on legislation that the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
10.10. monitor available in European Social Fund funding, including the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 of the enforcement of this principle in the activity level;
10.11. the authorities of the agreement on the implementation of the project (hereinafter referred to as the agreement) project;
10.12. to plan and implement public awareness measures for the implementation of activities, including publishing information on activities within the projects approved.
11. The liaison bodies competence: 11.1 develop internal procedures, as agreed with the relevant authority in the European Union funds the beneficiary of the financing for the project implementation conditions, switch practices and amend;

11.6. to develop a draft agreement;
7.3. to conclude an agreement with the beneficiary;
11.8. to examine the European Social Fund financing requested procurement plan and submit it to the procurement monitoring Bureau;
7.4. to ensure the implementation of the project monitoring and control, including verification of the implementation of the project site and manage the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 of the principle referred to in the implementation of the project;

11.10. to provide information on the European Social Fund, the beneficiary of the arrangement;
11.11. the European Social Fund, the beneficiary shall submit a request for payment check, approve related expenditure and prepare payment orders, prepare expense claims and submit them for inspection leading body;
11.12. provide information to the authority responsible for the preparation of its function;
11.13. collect information on the laws and projects about the European Union's structural funds and the cohesion fund management information system and the use of the prescribed order;
11.14. to plan and implement public awareness measures for the implementation of projects.
III. Requirements to the project the applicant 12. Project applicants may be subordinated to the Ministry of health, the authority responsible for the medical treatment person continuing education (specialization and improvement of professional qualification), which earned the highest or average professional medical education, bringing in the implementation of the measures, the cooperation partners.
13. the cooperation partners can be associations and foundations, the social partners, the health care and health promotion agencies and educational institutions.
14. the applicant shall submit a project application. The project's application consists of the completed project submission form (annex a) and the following: 14.1. requesting the project value added tax payer's copy of the registration certificate, if the applicant is registered with the State revenue service value added tax register of taxable persons;
14.2. the project applicant questionnaire-application of value added tax according to the law on the application of value added tax to fund the European Union funded projects;
14.3. the project authorisation of the applicant, copies of the supporting documents;
14.4. the cooperation partners.
15. the project applicant project application form sections, subsections and their names do not change and do not delete.
16. the project applicant project application form shall be drawn up pursuant to this rule 35.3. projects referred to the administrative application evaluation criteria.

35.1.4. project implementation level of risk is acceptable;
35.1.5. partners involved in the project;
35.1.6. are the results of the project sustainability;
35.1.7. the project contributes to the priority of "balanced development of the territory";
35.1.8. the project contributes to the priorities of the "macroeconomic stability";
35.1.9. the project contributes to the priorities of the "sustainable development";
35.1.10. the project contributes to the priorities of the "equal opportunities";
35.1.11. the project contributes to the priority "information society";
35.2. eligibility criteria: 35.2.1. submission of project eligibility criteria: 35.2.1.1. the project submission complies with these provisions;
35.2.1.2. the project focuses on health care and health promotion staff of the institutions involved in the training and recruitment of the labour market;
35.2.1.3. partners involved in the project are representative of the social partners, the health care and health promotion bodies and educational institutions;
35.2.1.4. all costs in the project meets the conditions of these rules;
35.2.1.5. European Social Fund co-financing project submission does not exceed a given level;
35.2.1.6. application of the project planned activities are clearly defined, justified, according to the project implementation schedule and focus on the achievement of the objectives of the project, meeting the needs of target groups;
35.2.1.7. project expected results planned in the application and it is clearly defined, reasonable, measurable, according to project implementation time schedule and focus on the achievement of the objective of the project, meeting the needs of target groups;
35.2.1.8. application of the project expenditure is proportionate, justified, necessary for the implementation of the project and provide a result (physically measurable);
35.2.1.9. to project the second end of the calendar year for an amount of not less than 50% from the European Social Fund;
35.2.1.10. project implementation capacity is sufficient and justified;
35.2.1.11. project planned activities do not overlap with the activities financed by other activities of the European Social Fund and the other financial instruments;
35.2.1.12. project planned in the publicity and information dissemination activities are sufficient and appropriate;
35.2.2. project eligibility criteria of the applicant: 35.2.2.1. project applicant meets the project requirements to the applicant;
35.2.2.2. project applicant can provide a centralized training approach in the planning and implementation throughout the national territory;
35.2.2.3. the project involved partners meet the partners;
35.3. administrative criteria: the project applicant is 35.3.1. invited to submit to the European Social Fund project application;
35.3.2. project applicant project application is submitted within the time limit specified in the invite you;
35.3.3. the project is drawn up into the application;
35.3.4. a project proposal is prepared for the Latvian language;
35.3.5. application of the project financial statement is made in local currency;
35.3.6. project application is fully completed and drawn up according to the project submission form, including those set out in annex attached;
35.3.7. project submission is without deletions, aizkrāsojum, not specified amendments, deletions and additions;
35.3.8. the original of the application for the project is cauršūt or caurauklot (where the application is filed on paper);
35.3.9. project application project is attached to an electronic copy of the application on an electronic data carrier (if the application is filed on paper);
35.3.10. project application is designed according to the electronic circulation of documents regulatory requirements in laws (where the application is filed in electronic form of the document);
35.3.11. project submission signed by the authorised person;
35.3.12. If the application is not in the language, Latvian annex documents is attached a certified document translation into Latvian language under the legal requirements;
35.3.13. application of the project financial statement is accurately and correctly arithmetic developed.
36. the project submission's compliance with this provision in the abovementioned 35.1.1 quality criterion is assessed according to the following criteria below, giving the number of points: 36.1. project trained health care and health promotion professionals is greater than 28 000 – two points;

36.2. the project trained in health care and health promotion professionals are from 17 000 and 28 000-one point;
36.3. the project trained health care professionals and health promotion is less than 17 000 – the zero point.
37. This provision 35.1.1. quality evaluation referred to the assessment criteria is considered appropriate if received one point or more.
38. the project application, compliance with this provision in the abovementioned 35.1.2 quality criterion is assessed according to the following criteria below, giving the number of points: 38.1. project trained health care and health promotion professionals share that the project will receive training in the supporting documents, more than 95% — planned two points;
38.2. the project trained in health care and health promotion professionals in the proportion that the project will receive training in the supporting documents, planned from 80% to 94%, one point.
38.3. the project trained health care and health promotion professionals share that the project will receive training in the supporting documents, planned for up to 80%-zero point.
39. This provision 35.1.2. quality evaluation referred to the assessment criteria is considered appropriate if received one point or more.
40. the project submission's compliance with this provision in the abovementioned 35.1.3 quality criterion is assessed according to the following criteria below, giving the number of points: 24.9. project application describes how the training will be provided to the compliance of health care and health promotion the requirements and scope of the request, as well as the main health care and health promotion areas of demand data – two points;
40.2. the project application describes how the training will be provided to the compliance of health care and health promotion field requirements and demand-one point;
application project 25.0 does not explain how the training will ensure compliance with the health care and health promotion field requirements and demand-zero point.
41. This provision 35.1.3. quality evaluation referred to the assessment criteria is considered appropriate if received one point or more.
42. the project application, compliance with this provision in the abovementioned 35.1.4 quality criterion is assessed according to the following criteria, giving the bottom score: 42.1. introduction of the project lasts less than 30 months – two points;
26.2. the implementation of the project lasts from 30 to 60 months-one point;
26.3. the implementation of a project lasts for more than 60 months-zero point.
43. This provision 35.1.4. quality evaluation referred to the assessment criteria is considered appropriate if received one point or more.
44. the project submission's compliance with this provision in the abovementioned 35.1.5 quality criterion is assessed according to the following criteria, giving the bottom score: 44.1. partners involved in the project are more than 10 partners – two points;
44.2. partners involved in the project are from 5 to 10 partners-one point;
44.3. the partners involved in the project is less than 5 partners – the zero point.
45. This provision 35.1.5. quality evaluation referred to the assessment criteria is considered appropriate if received one point or more.
46. the project application, compliance with this provision in the said 35.1.6 quality criteria assessed according to the following criteria below, giving the number of points: 46.1. the beneficiaries held the results achieved after completion of the project will be maintained for 10 years and longer – two points;
46.2. the disposal of the beneficiaries the existing results after completion of the project will be held from 5 to 9 years-one point;
46.3. the disposal of the beneficiaries the existing results after completion of the project will be maintained in less than 5 years-zero point.
47.35.1.6. These provisions referred to quality assessment criteria the assessment is considered appropriate if received one point or more.
48. the project submission's compliance with this provision in the abovementioned 35.1.7 quality criterion is assessed according to the following criteria below, giving the number of points: 29.9. project activities are planned, taking into account the population of the region-one point;
48.2. the project activities are planned, without taking into account the population of the region – the zero point.
49. This provision 35.1.7. quality evaluation referred to the assessment criteria is considered appropriate, even if not received one point.
50. the project submission's compliance with this provision in the listed 35.1.8 quality criteria assessed according to the following criteria below, giving the number of points: 50.1. project planned average cost per eligible learners is less than 500 lats – two points;
50.2. planned average project cost per supported trainees are from 500 to 800 lats-one point;
50.3. planned average project cost per supported trainees has 800 lats and more – the zero point.
51. The rules referred to in paragraph 35.1.8. quality evaluation criteria assessment is considered appropriate, even if not received one point.
52. the project submission's compliance with this provision in the abovementioned 35.1.9 quality criterion is assessed according to the following criteria below, giving the number of points: 52.1. planned activities the project is directly focused on the protection of the environment – two points;
52.2. the project is planned activities that are not directly focused on the protection of the environment-one point;
52.3. the project is not planned actions aimed at the protection of the environment, the zero point.
53. This provision 35.1.9. quality evaluation referred to the assessment criteria is considered appropriate, even if not received one point.
54. the project submission's compliance with this provision in the abovementioned 35.1.10 quality criterion is assessed according to the following criteria below, giving the number of points: 54.1. the project activities are planned that directly target the reduction of discrimination by gender, age and disability, two points;

54.2. planned activities the project is not directly oriented to the reduction of discrimination by gender, age and disability,-one point;
54.3. project is not planned actions aimed at eliminating discrimination by gender, age and disability, the zero point.
55. This provision 35.1.10. quality evaluation referred to the assessment criteria is considered appropriate, even if not received one point.
56. the project submission's compliance with this provision in the listed 35.1.11 quality criteria assessed according to the following criteria below, giving the number of points: 56.1. project provides training to work with information and communication technologies, as well as to implement the training provided by the information and communication technology – two points;
56.2. project provides training to work with information and communication technologies-one point;
56.3. project provides no training to work with information and communication technologies – the zero point.
57.35.1.11. These provisions referred to quality evaluation criterion of assessment is deemed to comply if the rating is one point or more.
58. the responsible authority shall take a decision on the application for the approval of the project, if it is assessed according to these rules and all 35.2 35.3. projects referred to in the application of administrative and compliance evaluation criteria with a rating of "Yes" and under this provision. projects referred to 21.8 submission quality evaluation criteria with the appropriate rating.
59. the responsible authority shall take a decision on the application for the approval of the project, if the project application rated according to at least one of these rules 31.1. States administrative or conformity assessment criteria evaluated by rating "Yes, provided", but the rest of these rules and all this in 19.3 rule 31.2. projects referred to in the application administration and criteria for the evaluation of conformity assessment with a score of "Yes" and under this provision. projects referred to 21.8 submission quality evaluation criteria evaluated with appropriate assessment.
60. This provision in paragraph 59 that decision on approval of the application, the project provided the determining authority specifies the activities that are necessary to the project could properly exercise. 60.3. other legally justified action technical compliance of the application for the project.
61. After receiving information from the applicant's project for this rule in the conditions referred to in paragraph 59 of the execution, the responsible authority to evaluate and prepare the opinion.
62. The provisions of paragraph 61 of the opinion referred to in rule of law shall be carried out as in the decision, which contains the conditions to control this opinion is drawn up.
63. If the applicant does not provide this provision in paragraph 59 that condition or does not provide the conditions that rule 24, the time limit referred to in paragraph 61 of these provisions the competent authorities referred to in the opinion is negative and the project application shall be deemed to have been rejected.
64. the responsible authority shall reject the application if the project it valued according to at least one of these rules and 35.3 35.2. in application for this project, the administrative and eligibility evaluation criteria with a rating of "no" or at least one of these rules at the bottom above 21.8. project quality assessment criteria application with inadequate assessment.

67.3. jobs in equipment rental costs project personnel involved in the Administration, if the staff is employed in the administration of the project full time;
41.9. Office supplies project management process;
67.5. internet, telecommunications costs project management process;
67.6. tack inventory (unit value not exceeding 150 la you) project management process;
67.7. local travel and travel expenses in accordance with the laws and requirements of the project management process.
68. This rule 65.2. eligible activities referred to in the funding will not exceed five percent of the total eligible direct project costs, and it includes the following items: the eligible cost 68.1. staff involved in the implementation of the project, the implementation of the project staff are employed full time;
68.2. State social security payments and other social guarantees for the project, which involved staff costs external to the laws and established as mandatory if staff is employed in the implementation of the project full time;

68.3. payment for partners consultants, experts and experts in project implementation;
68.4. work equipment rental costs of project personnel, project staff are employed full time;
68.5. Office supplies the project implementation process;
68.6. internet, telecommunications costs in the project implementation process;
68.7. tack inventory (unit value not exceeding 150 la you) the project implementation process;
68.8. local travel and travel expenses in accordance with the laws and requirements of the project implementation process.
69. This provision is 65.3. referred to eligible activities funding will not exceed two percent of the total eligible direct project costs, and it includes the following items: the eligible cost 69.1. purchasing procedures for the preparation and implementation;

69.3. services human resources training plan development.
70. This provision 65.4. referred to in the action to be supported include the following items: the eligible cost 70.1. procurement procedure preparation and implementation;
70.2. the payment for the services of consultants, experts and specialists;
70.3. methodical materials development services;
70.4. services in human resources training and trainee support measures, including the training of human resources services abroad and trainee support measures up to 10 percent of the total direct eligible costs of the project;
70.5. experience exchange of human resources measures and experience of the human resources involved in the activities of the support measures up to 10 percent of the total eligible direct costs of the project amount.
71. This provision 65.5. eligible activities referred to in the financing will not exceed three percent of the total eligible direct project costs, and it includes the following headings – the eligible cost information and publicity according to the regulations governing the structural funds of the European Union.
72. the estimated cost of the project is not attributable, not exceeding five percent of the total eligible direct costs of the project amount. Application of project cost plan as one expense items, and project its previously unplanned spending to cover the costs under this provision, and 65.4 65.3 65.2. 73.3. costs that exceeds this rule 67, 68, 69, 70 and 71 above, eligible activities financing;
45.6. costs that do not meet these rules referred to in paragraph 26 of the maximum eligible cost of the project amounts to restrictions;
73.5. costs for which payments are made before the entry into force of these regulations;
73.6. costs for which payments are made after the end of the maintenance period;
45.8. costs not justified by appropriate supporting documents, or costs incurred by legislative non-compliance.
74. The value added tax payments to the projects may be planned as the eligible costs, if the beneficiary of the value added tax amount not recoverable as input tax issues relevant regulatory regulations.
VII. final question 75. Project implementation plan of the day these rules enter into force until august 31, 2015.
