Cabinet of Ministers Regulations No. 380 in Riga in 2008 (27 May. 34. § 29) the rules on the transport of passengers passenger taxis were issued in accordance with article 35 of the law of road transport in the sixth, the third subparagraph of article 37 and article 39 5.1 part i. General provisions 1 the questions determines: 1.1. the legal relationship between the passenger and the carrier, who performs the carriage of passengers (transport) passenger taxis (taxi);
1.2. requirements for taxi-driver (the driver). II. Design and equipment of Taxi 2. Taxi equipment complies with the requirements of the law on road traffic and in addition is equipped and provided with: 2.1 identification mark-a special highlight taxi identification mark that is mounted on the vehicle's roof and on when the taxi is free, and off when it is busy. Recognition of signs front and back is displayed in the taxi sign. It includes the large letters "T" and then both sides of two lines in šahveid black squares on a white background. The minimum number of squares in each side-five letters, two of which are arranged in a square in the top row, three – the bottom. The taxi marks the minimum size (in millimetres) fixed in annex 1 of these rules in drawing (annex);
2.2. the taxi number sign-special interest plate that meets the requirements of the law on registration of the vehicle and which is issued by State joint stock company "Road Safety Directorate" (hereinafter referred to as the road safety Directorate), if the City Council of the Republic or the municipal order is a decision on a special permit (license), as well as the issue of a licence card for the specific vehicle.
2.3. control signal light that is mounted in the cabin behind the taxi windscreen and turn on or off simultaneously with the recognition of the mark;
2.4. verification of the taximeter, which according to the legislation of the state metrological control of measuring instruments subject to list and repeating the measurement features verification, verification certificates and verification marks;
2.5. the card with a photo of the driver, the name, the registration number of the vehicle, the carrier's address and phone number that is placed in the cabin of the vehicle on the front panel. Driver card minimum dimensions (in mm) of the provisions of this annex, Figure 2;
2.6. information about taxi day and night use fee (tariff), giving the taxi is hired, one kilometer distance and contracted taxi hours parking fee. This information is located (specified) on the outside of the vehicle on the right side of the rear door (without using the door glass part) with the vehicle's primary color contrasting colors of letters and numbers, with a height of not less than 40 millimetres. If the taxi is just right for one door, then information on taxi usage fees (tariff) deploys the taxi right rear part. The site, which provides information on the taxi service fees, no other fee information, or information that mislead customers about the service offered the actual charge;
2.7. information on carrier (name, emblem, of the city or municipality concerned the title, which issued a special permit (license) or the license card) on the outside of the vehicle on both front doors;

III. Transport contract 5. 7.2. stopping a taxi outside the parking lot;
7.3 calling a taxi, using means of communication. 8. the order in which the taxi is called a carrier. Taking the order, the carrier agreed with the passenger about the distance from what is sent to the taxi, the taxi dispatch and other specific requirements of passengers (such as legislation on road traffic security features provided for the transport of children, number of seats). 9. Accepting Orders for a certain period of time, the carrier determines the permissible delay time taxi. If this limit is exceeded, the passenger can not wait for the taxi and the entrance to it is free. The carrier shall record the time of the order and the expected time of the entrance of the taxi. IV. Settlement procedures 10. Manager, settling with the passenger, the passenger is issued a document in accordance with the laws and regulations on tax and registration of electronic devices and equipment (hereinafter document). In addition to the relevant document specified the following properties: 10.1 use of taxi fares (ls): 10.1.1. taxi hire;
10.1.2. kilometres travelled;
10.1.3. contracted taxi parking (about one hour);
10.2. the State registration number of the taxi;
10.3. date and time. 11. About the use of the taxi passenger fee at the end of the journey. Head in agreement with the passenger may request advance payment of contributions. Get a cash advance, the driver will issue the document. At the end of the journey, the right to settle with the passenger, the driver shall take account of any advances. 12. If the passenger is not present at the time of his return, Manager service can be considered complete. 13. when the taxis hires more passengers travel to the same place (the collective journey), the fee for the trip shall be charged equally from all passengers (if a passenger with a driver not agreed otherwise). The manager shall issue documents corresponding to the passenger in the amount paid by him. 14. If passengers use the collective taxi journey to different locations, the final charge on the trip charged the last passengers. The driver, issue a document on the amount received for the passenger, who settled on a journey, or each passenger separately according to the amount paid by him. 15. If the technical failures of the driver is forced to terminate passenger transport by taxi: 15.1 the passenger pays for mileage, except boarding fees;
15.2. the manager shall issue a document to a passenger on the distance travelled. Document Manager record that the shipment is not made for technical failures, and signature;
15.3. the driver must take all possible measures to bring passengers in place or, at the passenger's desire – the starting point of the journey. 16. when the taxis can be fixed at the place where the damage occurred, with the technical and passenger are in agreement on the continuation of the journey of the repair time taxi passenger will not pay. If no agreement is reached, the passenger and the driver acting this provision in subparagraph 15.1 and 15.2. 17. The provisions referred to in paragraph 15 of the case, and if the rules referred to in paragraph 16 of the agreement is reached, the passenger in the month may apply to the carrier and on presentation of the document, to get back the money paid for the journey to the place where happened technical damage. 18. If the passenger has lodged a head, advance, stopping transport, released in advance of the passenger part of the service is provided. The manager shall withdraw the document for paid advances and issue documents according to their passenger paid the sum. V. baggage transportation allowed 19 baggage weights and dimensions depend on the technical characteristics of the taxi. 20. The taxi is prohibited: 20.1. sharp articles and explosive, flammable, poisonous or corrosive substances, except for gas cylinders with a capacity of up to five litres and fuel containers, made of a material that does not allow static power formation;
20.2. firearms without a casing or bulk;
20.3. objects that may stain or damage the clothes the other passengers, cabin linings, seats and luggage compartment;
20.4. the animals and birds, except when the passenger and the driver agreed, and the animals are transported in cages or other means that prevent the movement of animals in the cabin and ensure the cabin cleanliness, order and security;

20.5. objects whose size and position prevents the driver to drive a taxi. 21. Dogs carrying in tow with the muzzle, and the passenger seats and the cabin ensure purity. 22. Luggage compartment for luggage must be placed in appropriate packaging. The fee for loading and unloading luggage from a passenger shall not be collected. Vi. duties of the driver and the right driver is 23 the following responsibilities: 23.1. the request of the passenger to produce these rules and to be able to read them;
23.2. the taxi parking lot with the taxi line, except that rule 26.1. cases referred to, and not exceed the permitted number of the taxi parking lot;
23.3. entering passenger service, turn on the taxi meter;
23.4. to know the city's street layout and ride on a passenger named place on the shortest possible path, or the passenger's chosen route;
14.6. to warn passengers that after an agreed upon time waiting passenger service may be terminated;
23.6. after the trip to fix the taxi meter readings and notify it to the passenger. In the light of the cash advance, to recalculate the display according to the taximeter;
23.7. by duly authorized officers of the authority, first request: show license 23.7.1. card and other documents;
23.7.2. show the driver's employment contract entered into with the carrier, or the certified extract of the contract, except when the driver is at the carrier, which received a special permit (licence) issued by the City Council of the Republic or the Government;
23.7.3. to provide the ability to read the summary of the taximeter indicator;
14.8. to ensure baggage area conservation of unaccompanied baggage and passenger's request to provide assistance to a passenger's luggage to be placed in the taxi;
14.9. to ensure cleanliness and order in the cabin and luggage compartment;
23.10. the supervision to the taxi counter technical repair and prevent damage to the seals. 24. The driver is prohibited to: 24.1. carry passengers if the taxi meter is turned on;
24.2. the taxi rank, bus terminals and other places with the same or another person (which will be the journey passengers) to invite passengers, indicating the direction of travel or the endpoint;
24.3. on its own initiative, take a taxi the other passengers if the taxi does not agree to the existing passenger;
15.2. the choice to pick up passengers, setting the destination, except when the passenger is taken back when the taxi returns the administrative territory of running issued special permit (license);
15.2. the taxi smoking cabin;
24.6. to carry passengers unless a contract of employment with the carrier, unless the driver is at the carrier, which received a special permit (licence) issued by the City Council of the Republic or the Government. 25. The driver has the right not to pick up or drop off in the taxi from its passengers, if not with a passenger: 25.1. agreement on the payment of the advance;
25.2. the passenger chooses to travel by road, where the State does not ensure the safe movement of vehicles;
25.3. the passenger's clothing (baggage) you can smear or damage the Interior seats (luggage compartment);
25.4. the passenger is in alcoholic beverages, drugs, or other intoxicating substance intoxication or treated rudely and aggressively;
25.5. before or during the journey, found that a breach of this provision, paragraph 20. VII. the rights and obligations of passengers, 26. the passenger has the right to: 26.1. taxi rank choose any taxi no matter their lines;
26.2. to choose the route of the journey;
26.3. on their own initiative to stop the shipment;
16.4. to require the driver of these regulations to become familiar with them. 27. the passenger has the following responsibilities: 27.1. the taxi after inoculation to name a destination or route.
27.2. the contributions to the advance of the journey when the driver agreed with the passenger of such contributions;
27.3. the end of the journey to pay the driver according to the taximeter display, taking into account the advance payment, if any, has been paid;
27.4. responsible for loading and unloading of baggage and cabin baggage carried. VIII. Closing question 28.
