No 57 20) European Union emergency aid modalities of adaptation of dairy producers Issued under the agricultural and rural development Act article 5, fourth paragraph 1. determines the order in which milk producers in the European Union granted emergency aid of adaptation (hereinafter referred to as aid). 2. the support shall be granted in accordance with the Commission's September 2016 8. delegated regulations (EU) 2016/1613 establishing emergency adjustment support for milk producers and livestock farmers in other sectors (hereinafter Regulation No 2016/1613). 3. the aid for the quantity of milk in tons, during the period from 2016 1 March to 31 august delivered to the Cabinet on 1 November 2011 rule Nr. 841 "procedures to collect and summarize information on prices of agricultural products and trade in a particular reporting period" 4.11 or 4.1 2.3 the first referred to the buyer (hereinafter referred to as the buyer), but not less than 500 kilograms, the milk producer granted : 3.1 in accordance with the laws and regulations on the single information system of agriculture sector has registered in the single sector of agriculture information system; 3.2. in carrying out any of the provisions of Regulation No 2016/1613 article 1 of part three of the "a", "b", "d", "e" and "f" in the above activities; 3.3. who by 2016 on September 1 in dairy cows are registered according to the legislation on agricultural and aquaculture animals, their herd and the recording of holdings, as well as the designation of farm animals. 4. Milk production is considered a narrow or expand if milk producers during the period from 1 July 2016 to 31 august the buyer has supplied the milk quantity which does not exceed the period of 1 July 2015 to 31 august the quantity of milk delivered to the purchaser. 5. Small scale farming for milk producers, which in accordance with the provisions of section 3.3 of the herd is a registered maximum of 50 dairy cows. 6. Environment and climate friendly method of production is one of the following: 6.1. milk production, organic farming scheme meet the requirements, and it certifies organic farming regulations governing the control of the institution in the form of a certificate on milk production according to the organic farming scheme requirements or those authorities issued a statement about the transition period to organic farming; 6.2. the manufacturer of the milk farm by 2016 on September 9 are produced biogas. 7. milk manufacturer is involved in the implementation of cooperation projects, if it the period 2016 July 1 august 31, has been a member of one of these cooperatives, supplying them not less than 75 per cent of the quantity of milk delivered to the buyer: 7.1 the milk sector the agricultural service cooperative society, which the compliance status is granted in accordance with the laws and regulations for agricultural service cooperatives and cooperatives of forestry services, screening and processing milk and manufactured milk products or owning more than 50 the interest in the share capital of the company, which produces milk products; 7.2. other milk industry agricultural service cooperative society, which the compliance status is granted in accordance with the laws and regulations for agricultural service cooperatives and cooperatives of forestry services screening; 7.3. in another Member State of the European Union in the milk sector registered cooperative society, which process milk and manufactured milk products or owning more than 50 percent of the share capital of the company, which produces dairy products. Milk producers in the five days following the entry into force of these regulations shall be submitted to the agricultural data centre supporting documents for membership in the cooperative society and the quantity of milk delivered to it. 8. the manufacturer shall implement the quality scheme if it meets one of the following criteria: 8.1 in accordance with the legislation on veterinary, hygiene and safety requirements of the raw milk movement for 2016 in the second decade of august after compulsory testing of samples of raw milk of the results calculated the average geometric size of somatic cell count shall not exceed 380 thousand and the total number of bacteria exceeds 80 thousand; 8.2. the manufacturer during the period from 2016 July 1 august 31, the delivery to the purchaser of milk producing dairy products under the national food quality schemes. 9. the rural support service (hereinafter service) for calculation of the aid obtained information: 9.1. Agricultural data centre: 9.1.1. for the registered number of dairy cows for milk producers herds; 9.1.2. for milk producers for milk supply implemented during the buyer; 9.1.3. the milk producer participation in another European Union Member State registered cooperatives in the milk sector; 9.1.4. the compulsory testing of samples of raw milk of the geometric average somatic cell count and size for the number of bacteria; 9.1.5. of milk producers who made this rule 6.1. documents referred to; 9.2. The food and Veterinary Office of dairy business operators who produce dairy products under the national food quality schemes, and for the merchants of raw milk suppliers of raw material; 9.3. the agricultural cooperative association-for this rule 7.1 and 7.2 in these cooperatives and their members; 9.4. from the unified information system of agriculture sector — milk producers, producing biogas and by 2016 on September 9 has been included in the economic Ministry subsidised electricity producer. 10. This rule 9.1, 9.2 and 9.3. referred to information submitted to the service by its holders within seven days after the entry into force of these regulations. 11. The rate of aid per tonne of milk is calculated using the following formula: A = N, where X + Y A-1.1 × rate of aid; N – Regulation No 2016/1613 in Latvia in a specific annex; X – these rules 4, 5, 6, 7 and 8 in the requirements of the relevant manufacturer of milk, the quantity of milk delivered in accordance with paragraph 3 of this rule; Y-this rule 7.1. and 7.3. the requirements referred to in the relevant manufacturer of milk, the quantity of milk delivered in accordance with paragraph 3 of this rule. 12. Milk producers that meet this rule 7.1 and 7.3. the requirements referred to in point, the rate of aid per tonne multiplied by the ratio of milk to 1.1.13. Service support cost of Regulation No 2016/1613 article 1 paragraph 1 within the time limits laid down in the fifth subparagraph. 14. Service in until 2017.
