No 60 29) action programme "growth and employment". specific aid target 9.2.6 "improve medical treatment and medical support staff qualifications" implementing provisions issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" priority axis "social inclusion and combating poverty" 9.2.6. specific objectives of aid "to improve the treatment and medical support staff qualifications" (hereinafter referred to as the specific support); 1.2. specific aid objectives; 1.3. specific support available funding; 1.4. the requirements of the European Social Fund project applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. specific support conditions of implementation, including the agreement on the implementation of the unilateral notice conditions. 2. Specific support for implementing the project application to the limited selection. 3. Specific support within the responsible authority for the Ministry of health (hereinafter referred to as the responsible authority). 4. the projects implemented across the territory of Latvia, providing treatment and medical support staff, social workers and specialists in the field of pharmaceutical care provider training.
II. Specific objective 5. Specific objective is to improve the treatment and medical support personnel training in priority areas — cardiovascular, Oncology, children from the perinatal and onatāl period, and the mental health area. 6. Specific aid target treatment and medical support staff, social workers and specialists in the field of pharmaceutical care providers. 7. Specific aid until 2023 31 December is achievable in such a specific aid target monitoring indicators: 7.1.-the table of the results of treatment, treatment of individuals and supports pharmaceutical care providers who have developed professional qualifications further education measures, – 28 000 – 30 000 service providers; 7.2. outcome indicators — health and social care workers to the number of persons who have received the support of the European social fund training in the field of health,-35 000 training participants, including 2020 December 31-17 500 training participant. 8. The specific aid until 2018 31 December is achievable financial performance-certified eligible expenditure of eur 6 724 711.
III. Specific aid 9. Specific support available within the total attributable funds is eur 22 765 950, including European Social Fund funding – € 19 351 057 and State budget funds-Euro 3 414 893. 10. eligible European Social Fund funding does not exceed 85 percent of the rules referred to in paragraph 9 to the specific support available in the related funding. 11. the project costs are eligible, provided that they fulfil these rules these positions and the costs are incurred after the approved policy planning document for the health sector in the field of development and an agreement on the implementation of the project. IV. V. Eligible activities and eligible costs

14. The specific aid is supported in the following: 14.1. project management and project implementation; 14.2. medical treatment and medical support staff and pharmaceutical care provider training; 14.3. the social workers in the field of training of specialists; 8.9. information and publicity measures. 15. The rules referred to in point 14 in the framework of the activities supported have supported activities relating to training in priority health areas-cardiovascular, Oncology, children from the perinatal and onatāl period, and the mental health area. 16. This rule 14.2. eligible activities referred to in the context of the following costs apply: 17.1. training program, training materials and training methodologies development costs; 17.2. the organisation of training costs; 17.3. the target group of security costs, transport costs (fuel, vehicle rental, purchase of transport services, the use of public transport journeys from the declared place of residence to the training site and back) and subsistence costs (service costs of training time a hotel according to this provision the training referred to in paragraph 32 of the quality assessment, attendance tracking and examination arrangements); 17.4. costs related to the exchange of experience activities in Latvia and abroad, including domestic and foreign missions and duty travel costs according to the laws that determine the order in which the recoverable costs associated with business travel, as well as according to the rules of the training referred to in paragraph 32 of the quality evaluation, attendance tracking and examination procedures. 18. Vi. Specific conditions for the implementation of aid

27. The beneficiary within five working days after the submission of the project's approval creates the training of human resources consultative working groups, which call upon the permanent members of: 27.1. the status of voting rights – Ministry of health, the Center for disease prevention and control, health inspection and national health service representatives; 27.2. Observer status without voting rights – healthcare employers ' Association, the Association of Latvian Nurses Association Doctors of Latvia, Latvian, Latvian society of Hospital Pharmacists Association, the family physicians Association of Latvia, Latvian Association of rural family physicians, emergency medical service and Riga stradiņš University representatives; 27.3. The beneficiary within 10 working days after an agreement on the implementation of the project, based on the World Bank's network development developed guidelines for human resource development needs identified and recommendations, policy planning document for the health sector in the field of development and training of human resources advisory working group proposals, develop human resources training plan and updated it to the current of 30 October. 30. Human resources training plan includes information about training in order of priority: 30.1. providing for lower priority reserve training, if additional funding is granted or reduce costs; 30.2. specifying the planned training topic, target audience, number of participants, duration, and location of the planned costs. 31. The beneficiary up to the current year's April 1 assess the training of human resources plan for the previous year, making the project and submit the interim analysis, the results of these provisions referred to in paragraph 27 training of human resources consultative working group. 32. The beneficiary shall ensure information and publicity measures, the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 Annex XI, section 2.2 and the regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements. 35. Specific aid projects implemented in accordance with the agreement for the implementation of the project, but no longer than up to December 31, 2023.
