The Saeima has adopted and the President promulgated the following laws: for State supervision of the process chapter I General provisions article 1. The law is applied in the following terms: 1) precious metals — gold, silver, Palladium, Platinum and platinum group metals in any way and condition;
2) precious stones — diamonds, colored juvelierakmeņ and natural pearls, coral, and amber. The classification is determined by the fineness of the Republic of Latvia's monitoring inspection (hereinafter Inspectorate) approved instruction in accordance with internationally recognised classification requirements;
3) prov (test) — a number that shows the pure quantity of precious metals melt a thousand parts by weight, and it is denoted by an Arabic numeral;
4) remedij – permissible deviation of fineness of precious metal;
5) operations with precious metals, precious stones and articles — precious precious and purchase their products, recycling, processing, manufacture and sales.
2. article. (1) this law is to protect the public and the interests of consumers of precious metals, gems and use their products.
(2) the law says any audition must be manufactured in Latvia and imported (imported) articles of precious metal, stamping of these products, as well as regulated by the State in the process of monitoring and inspection activities established principles.
(3) the law shall apply to all legal and natural persons, who in their business uses and distributes precious metals, precious stones and their products.
3. article. In the Republic of Latvia to the following precious metal fineness: 1) Platinum 950.-(nine hundred in the late 1950s), 850 (eight hundred in the late 1950s);
2) Gold-333. (three hundred and thirty-third), 375 (three hundred and seventy fifth), 500 (five hundred), 583. (five hundred eighty third), 585. (five hundred eighty-fifth), 750 (seven hundred and fiftieth), 900 (deviņsimt), 916. (nine hundred and sixteenth), 958. (nine hundred and fifty-eighth);
3) silver 750.-(seven hundred and fiftieth), 800 (eight hundred)., 830 (eight hundred thirtieth), 875 (eight hundred and seventy fifth), 916. (nine hundred and sixteenth), 925. (nine hundred and twenty-fifth), 960. (nine hundred sixtieth);
4) Palladium-500 (five hundred). 850. (eight hundred in the late 1950s).
4. article. Provēšan is a precious metal and their alloys for qualitative and quantitative determination of the characteristics, as well as jewels and other precious stones who used the characteristics of discovery and evaluation. Provēšan and remedij determine the inspection instructions that are developed in accordance with internationally recognized standards and regulatory requirements and approved by the Minister of finance.
5. article. Monitoring includes precious metal fineness and purity of their products, the composition analysis and expertise, kontrolanalīž, prov of footprint expertise, jewels and other precious stones to be used in the who inspection and evaluation, as well as articles of precious metal stamping rules.
 
Chapter II stamps and stamping article 6. Articles of precious metal stamped with the stamp (characters): 1) the State guarantees;
2) stamp of purity;
3) personal seal;
4) mark of the year.
7. article. The Republic of Latvia, the following bullion products warranty: 1) Gold: "a woman's head with wreath" circle;
2) Silver: "woman's head with wreath" Oval;
3) Platinum-"a woman's head with wreath" diamond;
4) Palladium-"a woman's head with wreath" square.
8. article. Mark is a State guarantee of the Republic of Latvia of the supervisory process. The right stamp with it is just inspection.
9. article. All manufactured in the Republic of Latvia, as well as imported (imported) precious metal preparations must be zīmogot with State guarantees.

11. article. State guarantee mark may be combined with the stamp of purity.
12. article. (1) personal stamp is a stamp of this law which manufactures and their products with the seal manufacturer.

(3) personal seal must be registered in the inspection. The registration procedure is determined by the Inspectorate. Personal seal you must re-register each year.
13. article. (1) the distinguishing mark of the year's stamp, which indicates the year of manufacture of the product. This sign is a Latin letter, which each calendar year determines the inspection.
(2) the mark of the year articles of precious metal seal by the manufacturer.
14. article. The mark of the year can be combined with a personal stamp. If all the stamps on the product can not be deployed, the mark may not be put.
 
Chapter III monitoring of State prov inspection article 15. Inspection is a public body that operates under the supervision of the Ministry of finance. Inspection provides control over how businesses, companies, organisations and institutions comply with this law and other laws related to the implementation of laws and regulations, as well as with the work of fineness (provēšan, stamping, and the examiner's analysis, precious evaluation) related services.
16. article. Inspection is a legal person, and it has a separate budget funding. It is separate property, independent balance, a seal with the national little coat supplement and the full name of the inspections, as well as other attributes, a checking account and other accounts in banks.
Article 17. Inspection carries out the following functions: 1) carried out under the supervision of the process in the Republic of Latvia;
2) seal the precious metal articles with those laid down in the Republic of Latvia stamps;

4) personal seals manufacturer and take their annual renewal;
5) develop with this law, the Statute, relating to the implementation of the instructions and other normative acts;
6) take measures to ensure that the inspection work according to the laws of the Republic of Latvia and international requirements;
7) control, as in all businesses, companies, organisations and institutions of the Executive and comply with this law and other laws related to the implementation of the legislation;
8) provided with the work involved in the process.

18. article. Inspection in accordance with regulations, approved by the Cabinet of Ministers. Led by the Chief of the inspection, which shall be appointed by the Cabinet of Ministers on the recommendation of the Minister of finance.
19. article. (1) the Chief of Inspection: 1) is responsible for the inspection function;
2) directs the inspection and setting their employees subject to the duties and responsibilities in accordance with inspection tasks;
3) confirms the inspection staff, the General and special budget expenditure;
4) recruiting and released from labour inspection staff;
5) decide on infringements of legislation relating to this law, and in accordance with this law, not the law, as well as on the prosecution of individuals guilty of statutory responsibility;
6) complaints about the inspection employee verification laws and dialled her instructions.
(2) the inspection Chief's decisions are subject to judicial review in accordance with the procedure prescribed by law.
20. article. The inspection staff (inspectors) in the course of their duties, have the right to: 1) in order to carry out the checks in this statutory competence, indicating the service card, free to visit the territory of the Republic of Latvia in the production, marketing and other non-residential premises owned or leased to legal or natural persons who carry out operations with precious metals, precious stones and articles thereof;
2) precious metals and their products to perform tests and analysis;
3) to request and receive from the test companies, companies, institutions and organisations, all with precious gems and their products, use, marketing, accounting and storage of documentation, as well as cognitive and clarification on the issues raised during the review process;
4) to draw up legislation on the irregularities detected during checks and illegal operations with precious metals operations, precious stones and articles thereof;
5) given the controlled undertaking, companies, institutions and organisations of the required executable instructions specified period to prevent deficiencies and irregularities detected, as well as suspend operations with precious metals, precious stones and articles to the prevention of abuse. Operation stop order is determined by the law on companies, institutions and organisations of the suspension order ";
6) to submit inspection supervisor, material violations of the law on detected.
21. article. The inspection staff are forbidden to disclose the secrets of legal persons, which become known to them in connection with the exercise of official duties. On the disclosure of business secrets of the perpetrator is known to statutory liability.
 
Chapter IV final provisions article 22. All legal entities in the economic and commercial activities associated with precious metals, precious stones and articles thereof: 1) inspection to check imported in the Republic of Latvia (imported) in precious metals and precious stones, to further realize and use precious metals and gems for the manufacture of products, and obtain quality certificate;
2) in accordance with the laws of the Republic of Latvia, the procedures should be submitted to the State Statistics Committee and the Ministry of Finance according to the presented reports on precious metals, gems and their products.
23. article. (1) the provēšan, the inspection shall have the right to use the required quantity of precious metal full analysis.

(3) the work must be done in accordance with the methodology approved by the Minister of finance, developed on the basis of internationally recognized standards and regulatory requirements.
24. article. The analysis of the inspection and the inspection results and established the law enforcement process can also be applied to all of the institutions in cases of disputes.
25. article. For non-compliance of this law to the guilty person is called to account in accordance with the procedure laid down by law.
26. article. If the Saeima approved international agreements for different terms than this law, applicable international agreements provisions.
27. article. Rules shall be adopted for the application of this law, the Cabinet of Ministers.
 
Transitional provisions 1. With the entry into force of this law shall lapse at the Cabinet of Ministers of 30 august 1994, Regulation No 172 of "on State monitoring of the process" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1994, no. 19).
2. This law, article 18, paragraph 5 in the part, which provides for the right to stop the company, companies, institutions and organisations operations with precious metals, precious stones and articles thereof, enter into force simultaneously with the amendments to the law "on companies, institutions and organisations of the suspension of the order".
