The Saeima has adopted and the President promulgated the following laws: The Latvian cultural Academy of constitutional amendments to article 1.   Adopted by the Latvian Academy of culture in the constituent Assembly on 14 November 2003, decision No. 1 with the amendments adopted by the Latvian Academy of Culture the constitutional meeting of 21 November 2006 decision No 1 and 2012 May 14 decision No. 8 of the Latvian Academy of CULTURE in the new version of the Constitution of the Latvian cultural Academy is founded in 1990 on December 29 with the Republic of Latvia to the Council of Ministers decision. The Academy cooperates with other educational and scientific authorities in Latvia and other countries, providing student, academic staff and exchanges of scientific information; 7.5. The Academy's internal quality system implemented by the departments of the Academy of the Department and the Council of studies, which is governed by the regulations approved in the Senate of the Academy. 8. The Academy has the right to grant academic degrees and degrees, professional qualifications and professional degrees for those learners who have successfully completed courses. 9. The Academy shall have the right to independently work with foreign educational institutions, art institutions and other legal and natural persons. 10. Cultural Academy short name are the LK. The ACADEMY authority, departments, colleges, institutions and commercial companies 12. representation and management of the Academy and the main decision-making bodies of the institutions are: the constituent Assembly, the Senate, the Rector, the academic Tribunal. 13. The Academy's highest representation and management institutions and decision-making bodies is a constituent Assembly, which determines the Academy study, scientific research, artistic creativity and economic development strategy. 14. The Senate of the Academy is the Academy staff collegiate leadership and authority to develop and approve the procedures and conditions for all areas of activity of the Academy and runs the Academy study process. 18. the Senate of the Academy's 20 senators, of whom 15 are academic staff representatives, four representatives of the student-and one General staff representative. 19. the Senator, by secret vote, elected by the constituent Assembly of the Academy for three years on the Academy staff members. Senate: 20.1. takes decisions on the most important academic, scientific and artistic activities; 20.2. elect the President and the Secretary of the Senate; 20.3. the review and approval of programmes; 20.4. approve all regulations, rules of the Academy and other University activities regulatory documents, other than those that are within the competence of the constituent Assembly; 20.5. upon the proposal of the Rector and Vice Rector of the approved administrative department managers; 20.6. the Commission and the Council set up a separate issues. 21. The Senate makes decisions by simple majority of the total number of senators. 22. The Senate's decisions, which are not administrative provisions, Senate rules may be challenged in cases and order. 23. Academy Advisor Convention advises the Senate and Rector of the Academy of development strategy and it is right to raise the matter of the constitutional meeting and in the Senate. 24. [off] 32. Rector can cancel the Cabinet by the Senate of the Academy of the Ministry of culture or the suggestion, if found in the operation of the law the Rector or other violations of law. Academy College creates, as well as eliminating or reorganize the law prescribed; 50.2. the Academy according to the University Act, the commercial law, the Constitution and other laws in the Senate may establish a company operating under Senate legislation approved and registered statute; 50.3. The Academy, t.sk. a public company, branch or agency legislation established reorganize or disposed with the Academy's Senate decision. III. Staff of the Academy the Academy staff 51.: 51.1. academic staff-academic positions in the Academy elected officers; 51.2. the Academy of the General staff; 51.3. learners, including major and PhD. 52. The Academy staff rights and obligations is to facilitate learning, study and research freedom, the exercise of their direct obligations of work and study, as well as participation in the Academy's administration and self-government institutions, according to the Academy's constitutional arrangements for the meeting, and the applicable regulatory enactments. 53. The Academy staff for the performance of his duties, and the constituent Assembly and Senate approved internal rules compliance is directly responsible to the head of department concerned. Academy staff are obliged to report to the Senate, if the Senate requires it. 54. The Academy's academic staff consists of: 54.1. Professor, associated Professor; 54.2. Assistant Professor, leading researchers; 54.3. lecturers, researchers; 54.4. the Assistant. 55. The academic staff shall carry out the student training and research work of the humanities and social sciences and the arts. 56. Academic staff workload and tasks the student education and management work of research, scientific research, artistic innovation and industry development in the quality evaluation determined in accordance with the existing laws, the Senate approved rules for academic posts. 57. The Academy staff remuneration principles determined by the Senate of the Academy, while the monthly wage rate may not be less than the Cabinet set rates. 58. academic staff according to the University Act is entitled to: 58.1. annual paid leave of eight weeks; 58.2. every six years — paid six calendar months research leave from employment; 58.3. once get paid three months long study leave for thesis preparation. 59. Professor, Associate Professor and Assistant Professor in the same election period are entitled to unpaid leave of up to 24 months to work as guest lecturer in other universities. 60. The Academy works for the Betterment of the Council. Its mission is scientific skill assessment and the award of the degree. 61. Like the Academy of Professor, Associate Professor, Assistant Professor, lecturer, Assistant, principal investigator and research and administrative positions (Rector, Vice Rector, Dean) can take according to the existing laws and the Constitution of the Academy. 62. Through open competition to the Academy, Professor or Associate Professor position, the Academy created the art of science and art professors Council (hereinafter Council, Professor). The student has the right to receive higher education, the use of the Academy's infrastructure, suspend and resume your studies, get information on issues directly related to their studies and careers, may freely express and defend their views, to vote and to be elected to student government, to participate in other self-governing institutions of the Academy, to found associations. 82. The State budget funds of the Academy study is financed under the Cabinet of Ministers of the procedures laid down. Tuition study locations that are not financed from State budget products shall be borne by the student, legal and natural persons concluding the contract with the Academy. 83. The Academy student is your authority: 83.1. Student Self-Government operates in accordance with the regulations approved by the Senate. The Senate may refuse approval of regulations only legal reasons; 51.7. Student Self-Government Academy and other State institutions to represent the interests of the student academic, material and cultural life. The Academy's obligation is to support and encourage student self-management activities. The student self-government of the Academy's budget funded by the University to the extent stipulated by law. This means the student self-government University used their statutory functions; 83.3. Senate, Faculty of the Academy Council and the constitutional meeting represented the student have the right of veto in matters related to student interests. Student self-government decisions after they have been approved in the Senate of the Academy are mandatory for all students.  IV. The Academy PROPERTY, finance and economic activities of the Academy or 84. they may be in possession of the land, other real estate, and intellectual property, as well as money in Latvia and abroad in accordance with the applicable laws and regulations. The Academy has the right to dispose of their property in this Constitution stated objectives. The Academy property is managed separate from its possession of State property transferred. 85. The Academy's financial resources shall consist of: 85.1. State budget grant from the general revenue; 85.2. own revenue: 85.2.1. income from the payment of tuition; 85.2.2. income from economic activities; 85.3. legal and natural persons and to the specific donations donations purpose or without it; 85.4. other legislation that funds. 86. the financial resources of the Academy structure and determine the use of the Senate of the Academy, but the Academy's financial and operational compliance with laws and regulations each year independently certified auditor. Financial resources, by the natural and legal persons granted a separate programme and activities, the University contributes directly to the Department, the natural or legal person, in the exercise of the program or measure. 87. ADOPTION of the CONSTITUTION of the Academy and the procedure of Amendment 88.
