The Saeima has adopted and the President promulgated the following laws: The 1973 Washington Convention on international trade in endangered species of wild fauna and flora article 1. 3 March 1973 Washington Convention on international trade in endangered species of wild fauna and Flora (hereinafter referred to as the Convention) and its annexes I, II and III (hereinafter the annex) by this law are accepted and approved. 2. article. The law shall enter into force on the date of its promulgation. With the law put the Convention and its annexes, in English and their translation into Latvian language. 3. article. The protection of the environment and regional development Ministry coordinator and made referred to in article IX of the Convention monitoring body functions in the implementation of this Convention. 4. article. The Convention and its annexes shall enter into force for the period specified in article XXII, and order, and shall notify the Ministry of Foreign Affairs Gazette "journal". Ulmanis in Riga on 3 January 1997, in the Convention on international trade in endangered species of wild fauna and flora, signed in Washington, 3 March 1973, the Member States, recognizing that wild fauna and flora in their diversity and beauty of form is the Earth's natural systems an indispensable ingredient to protect word of this and future generations, realizing the increasing of wild fauna and flora from aesthetic value , scientific, cultural, recreational and economic point of view, recognizing that the people and the countries are and must be the best in their own wild fauna and flora in the aftermath, recognizing further that international cooperation is very important for certain species of wild fauna and flora protection from excessive use in international trade, convinced of the measures required for this purpose, immediacy, agreed as follows: article I definitions for the purposes of this Convention, unless the context requires a different meaning : a) "species" means any species, sub-species, or geographically delimited population; b) "specimen" means: (i)) any animal or plant, or dead; II) in the case of animals: I and for species included in Appendix II, any readily recognizable part or derivative thereof; (Iii) the species included in annex, any readily recognizable part or derivative thereof, set out in annex III for the species; III) in the case of plants: for species included in annex I, any readily recognizable part or derivative thereof; Included in annex II and III species, any readily recognizable part or derivative thereof specified in annexes II and III in the species; (c)) "trade" means export, re-export, import and introduction from the sea; (d)) "re-export" means any specimen that has previously been imported for export; e) "introduction from the sea ' means specimens of any species in the country, obtained from marine environments outside the jurisdiction of any country; f) "scientific authority" means a national scientific authority designated in accordance with article IX; g) "supervisory authorities" means the national authorities designated in accordance with article IX; h) "Member State" means a State for which the Convention entered into force. 1. Article II fundamental principles in annex I will include all the species in danger of extinction and to which harm or may harm the trade. Trade in specimens of such species should be subject to particularly strict control, so don't compromise their survival and should be authorized only in exceptional cases. 2. Annex II shall include: a) all species which are currently not yet threatened extinction, but may become endangered if trade in specimens of such species will not be subject to strict controls to prevent such use, which would not be compatible with the survival of the opportunity; (b)) other species which must be subject to the control of trade with this part (a)) view of specimens of the species could be subject to effective control. 3. Annex III shall include all species which Member State provides for the control object within its jurisdiction to prevent or limit the use of and control of trade which requires cooperation with other Member States. 4. Member States shall not allow trade in I, II and III, specimens of species included in annex, except when it will take place in accordance with the provisions of the present Convention. Annex I, article III for specimens of species included in trading arrangements 1. I all trade in specimens of species included in annex a must in accordance with the provisions of this article. 2. any specimen of a species included in Appendix I shall export the prior grant and presentation of an export permit. An export permit shall only be granted when the following conditions have been met: a) a scientific authority of the State of export has advised that such export will not be detrimental to the survival of the species; (b)) a management authority of the State of export is satisfied that the specimen was not obtained in contravention of the laws of that State for the protection of fauna and flora; c) a management authority of the State of export is satisfied that any living specimen will be so prepared and shipped as the risk of injury, damage to health or cruel treatment is reduced to a minimum; d) a management authority of the State of export is satisfied that the specimen import is authorised. 3. any specimen of a species included in Appendix I shall require the imports will be allowed only after prior import permit and an export permit or re-export certificate issuance and reporting. The import authorisation shall only be granted when the following conditions have been met: a) a scientific authority of the State of import has advised that the import will not threaten the survival of the species being imported; (b)) a scientific authority of the State of import is satisfied that the intended recipient of the living specimen is suitably equipped to House and care for it; c) a management authority of the State of import is satisfied that the specimen is not to be used for primarily commercial purposes. 4. any species included in Appendix I of the re-export specimens will be allowed only after previous re-export certificate issuance and reporting. Re-export certificate will be issued when the following conditions have been met: a) a management authority of the State of re-export is satisfied that the specimen was imported into that State in accordance with the provisions of the present Convention; (b)) a management authority of the State of re-export is satisfied that a living specimen will be so prepared and shipped as the risk of injury, damage to health or cruel treatment is reduced to a minimum; c) a management authority of the State of re-export is satisfied that each has been issued of a live specimen of the import licence. 5. any specimen of a species included in Appendix I shall require the introduction from the sea will be allowed only in the State in which the management of the import, the monitoring body prior to issuing the certificate. The certificate shall only be granted when the following conditions have been met: (a)) the country in which a specimen for Scientific Authority advises that the introduction will not be detrimental to the survival of the species; (b)) the country in which a specimen for a management authority is satisfied that the intended recipient of the living specimen is suitably equipped to House and care for it; (c)) the country in which a specimen for a management authority is satisfied that the specimen is not to be used for primarily commercial purposes. Article IV in annex II species trading arrangements 1. II all trade in specimens of species included in annex a must in accordance with the provisions of this article. 2. any specimen of a species included in Appendix II shall export the prior grant and presentation of an export permit. An export permit shall only be granted when the following conditions have been met: a) a scientific authority of the State of export has advised that such export will not be detrimental to the survival of the species; (b)) a management authority of the State of export is satisfied that the specimen was not obtained in contravention of the laws of that State for the protection of fauna and flora; c) a management authority of the State of export is satisfied that any living specimen will be so prepared and shipped as the risk of injury, damage to health or cruel treatment is reduced to a minimum. 3. each Member State's scientific authority will follow up to both species included in Appendix II specimens to issue an export permit and the actual export of such specimens. In each case, when the scientific authority will consider what species should restrict the export to save this species throughout its area of distribution, which corresponds to its role in the ecosystem in which it falls, and significantly above the level at which that species might meet for inclusion in annex I, the scientific authority shall advise their national supervisory authority, the appropriate steps to take to limit the issuing of permits for the export of specimens of this species. 4. any specimen of a species included in Appendix II of the imports will be allowed only after previous export permit or re-export certificate. 5. any specimen of a species included in Appendix II shall re-export the prior grant and presentation of a certificate. A re-export certificate shall only be granted when the following conditions have been met: a) a management authority of the State of re-export is satisfied that the specimen was imported into that State in accordance with the provisions of the present Convention; (b)) a management authority of the State of re-export is satisfied that any living specimen will be so prepared and shipped as the risk of injury, damage to health or cruel treatment is reduced to a minimum. 6. any specimen of a species included in Appendix II of the introduction from the sea will be allowed only in the State in which the management of the import, the monitoring body prior to issuing the certificate. The certificate shall only be granted when the following conditions have been met: (a) the importing country) a scientific authority of introduction advises that the introduction will not be detrimental to the survival of the species; (b) the importing country) management authority is satisfied that any living specimen will stay so that the risk of injury, damage to health or cruel treatment to minimize. 7. This article listed in certificates may be issued after the advice of the scientific institutions, in consultation with other national scientific institutions or, if necessary, with the international scientific institutions. They shall be in relation to the total quantity of specimens that will be imported during a period not exceeding one year. Article v in annex III species trade arrangements 1. Iii all trade in specimens of species included in annex a must in accordance with the provisions of this article. 2. Annex III of Any specimen of a species included in exports from any State which has included that species in Appendix III, the prior grant and presentation of an export permit. an export permit shall only be granted when the following conditions have been met: a) a management authority of the State of export is satisfied that the specimen was not obtained in contravention of the laws of that State for the protection of fauna and flora; (b)) a management authority of the State of export is satisfied that any living specimen will be so prepared and shipped as the risk of injury, damage to health or cruel treatment is reduced to a minimum. 3. Annex III of Any specimen of a species included in the imports will be allowed only with the certificate of the country of origin and, in the event that the specimen was imported from a country where the species included in Appendix III, an export permit this country previous presentation, except in the case referred to in paragraph 4 of this article. 4. in the case of re-export, a management authority of the State of re-export certificates issued by that this specimen is maintained in the country and is re-exported to the country of import as evidence that is considered in relation to the individual provisions of the present Convention are fully complied with. Article vi 1. Permits and certificates pursuant to articles III, IV and V of the permits and certificates must comply with the provisions of this article. 2. the export authorization shall include in the information provided in annex IV, and will be valid for only six months from the date of issue. 3. Each permit or certificate must contain the name of this Convention, the management authority which issued the name and seal of the monitoring bodies, as well as the control number. 4. the supervisory organ Any distributed copies of the permit or certificate will be clearly marked as copies, and no such copy may not be used as the original, except as specified in this permit or certificate. 5. for each case of transport of specimens will need your permit or certificate. 6. the management authority of the State of Import is taken and stored every individual export permit or re-export certificate and any corresponding import permit presented in connection with the import of specimens. 7. Article VII exemptions and other special provisions relating to trade-1. The provisions of articles III, IV and V shall not apply to the transit of specimens through or in the territory of a Contracting Party on its territory, while the specimens remain in customs control. 2. where the export of a management authority of the State of re-export is satisfied that the specimen is obtained before the application of the provisions of this Convention to that specimen, the provisions of articles III, IV and V shall not apply to the individual, if the supervisory organ shall issue a certificate to that effect. 3. the provisions of articles III, IV and V shall not apply to specimens that are personal or household effects. This exception shall not apply in cases where a species included in Appendix I) of the specimen were acquired by the owner outside his State of usual residence, and it is imported in that State; or (b)) annex II specimen of a species included in: i) were acquired by the owner outside his State of usual residence and in the country in which a specimen was taken from the wild; (ii) its import) the owner of a residence in the country; and (iii)) to export from the country where it was obtained from the wild, the prior issuance of the export permit; unless the management authority will not be satisfied that the specimens were obtained before the provisions of the present Convention applies to them. 4. Commercial captive-bred animals included in Appendix I species and artificially bred for commercial purposes are included in Appendix I specimens of plant species will be considered for the specimen of a species included in Appendix II. 5. where a management authority of the State of export is satisfied that the specimen of the species is grown in captivity or plant a specimen was taken from the artificial reproduction, or that animal and plant parts or derivatives from such specimens, the supervisory authority's approval for it to adopt the provisions of articles III, IV and V shall permit or certificate requested. 6. the provisions of articles III, IV and V shall not apply to the herbarium specimens and other preserved, dried or embedded museum specimens, and of live plant material issued by the management authority or the approved invoice non-commercial loans, donations or exchanges between supervisory authorities established scientists or scientific institutions. 7. any national supervisory authority may derogate from article III, IV and V requirements and allow a travelling zoo, circus, menagerie, plant exhibition or other exhibition specimens within the composition of travel without permits or certificates if: (a) the exporter or importer) detailed the composition of specimens under this supervisory bodies; (b) specimens) belongs to one of the 2 or 5 categories; (c) the management authority) that any living specimen will be so transported and cared for, that the risk of injury, damage to health or cruel treatment will be reduced to a minimum. Article VIII of the measures to be carried out by the Member States Member States shall take the necessary measures to comply with this condition, the entry into force of the Convention and to prohibit trade in specimens and violence against them. These measures include: a) on the marketing of punishment of such specimens or their being in the property, or the two violations; and (b)) provides that the confiscation and return of specimens in the exporting country. 2. the additives at this article referred to in paragraph 1, measures, where necessary, a Member State may, at its sole discretion to develop any method to ensure that the provisions of this Convention, the implementation of the provisions of the corresponding specimens exported or imported to the confiscation of the reimbursement. 3. As far as possible, Member States shall ensure that specimens be minimal delay arranging all the necessary formalities to trade. To accelerate this procedure, a member may create a export and import station where the specimen exit customs controls. Further, Member States shall ensure a minimum of live specimens of the risk of injury, damage to health or cruel treatment, ensuring proper care of any transportation or maintenance period. 4. where a living specimen is confiscated to be this article. the implementation of the measures referred to in paragraph 1: (a)) of this specimen will inform the management authority of the State of confiscation; (b)) this supervisory body after consultation with the management authority of the State of export, return the specimen to the State of export or the State of the rescue Center in the invoice, or other place where the management authority deems appropriate and relevant provisions of the present Convention; and (c)) the supervisory organ may consult the scientific institution or, if it considers it desirable, in the Secretariat, to facilitate the adoption of the decision in accordance with this paragraph (b)), including a rescue centre or other location. 5. in paragraph 4 of this article said the rescue Center set up by the supervisory authority within the meaning of the body with the task to follow the lives of individuals, in particular, seized wealth. 6. each Member State shall in the case of trade posted I, II and III, specimens of species included in annex a) registering the exporters and importers the names and addresses; (b) permits or certificates issued) numbers and types, States that trading takes place, the number or quantity of specimens and sample types, species names, what they included in annexes I, II or III, and, where necessary, to view the size and sex of specimens. 7. each Member State shall prepare periodic reports on the implementation of this Convention and transmit them to the Secretariat: (a)) annual review, which includes this article 6, point (b)) referred to the collection of information; and (b)) every two years-overview of the legal and administrative measures of compliance with the provisions of this Convention. 8. The information referred to in paragraph 7 will be available to the public, if it will not be in conflict with the law in the Member States. Article IX surveillance and scientific institution 1. each Member State will set up for the implementation of this Convention: (a) one or more) supervisory authorities competent to issue permits and certificates on behalf of that Member State; (b)) one or more scientific authorities. 2. the State of ratification, acceptance, approval or accession, while at the same time notify the depositary of its supervisory body, the name and address of the authorised stay in touch with other Member States and the Secretariat. 3. Any change in the duties or powers under the provisions of this article a Member State notifies the Secretariat for transmission to the next, all the other Member States. 4. After the Secretariat convene regular meetings at least every two years, unless the Conference decides otherwise, and extraordinary meetings at any time not less than one-third of all the written request of the Member States. 3. both the regular and extraordinary meetings of the parties will examine the implementation of this Convention and may: (a)) to create the necessary conditions to enable the Secretariat to carry out its duties and adopt financial provisions; (b)) to consider and adopt the additions to annex I and II in accordance with article XV; (c)) to consider annexes I, II and III include the restoration and protection of the species; (d) receive and discuss) any Secretariat or one of the Member States submit a report; and (e)), if necessary, to make proposals to improve the effectiveness of this Convention. 4. At each ordinary meeting, the Member States will determine the next routine meeting time and place, in accordance with paragraph 2 of this article. 5. At each meeting, Member States may determine and adopt rules of procedure for the meeting. 6. The United Nations, its specialized agencies and the International Atomic Energy Agency, as well as any State not party to the Convention, the Conference may be represented by observers at the meeting with the right to participate but not to vote. 7. any species of wild fauna and flora, or the management of technically qualified, fit into the following categories, institution or service, which informed the secretariat about the wish to participate in a meeting of the Conference with its observers, will be admitted, except when not less than one third of the Member States participating in the Conference, says. If the authorization is received, the observers will have the right to participate but not to vote. Article XII 1. Secretariat upon entry into force of this Convention, the secretariat will establish a United Nations Environment Program Executive Director. He may be assisted by suitable inter-governmental or non-governmental, international or national wild fauna and flora and in the management of the Organization and suitably qualified staff, to the extent and in the manner he deemed necessary. 2. the Secretariat's responsibilities will be to: (a) the convening and servicing Member States) meetings; (b) to implement the Convention) XV and XVI of the functions assigned conditions; (c)) to carry out scientific and technical studies in accordance with the approved Conference programs that facilitate the implementation of this Convention, including studies on the preparation of live specimens and specimen transport requirements and the means of identification; d) familiarize themselves with the reports of the Member States and to request from them any further information considered necessary for the implementation of this Convention; (e) to draw the attention of the Member States) to any matter that is relevant to the objectives of this Convention; f) periodically publish and distribute to Member States, annexes I, II and III the latest fixes, together with any information which would facilitate these annexes included the identification of specimens of the species; (g) prepare the annual Member States) reports on their work and on the implementation of this Convention, as well as other reports that may require a meeting of the Member States; (h)) to submit recommendations for the attainment of the objectives of this Convention and the implementation of conditions also make scientific and technical exchange of information; and i) to perform any other function entrusted to it by Member States. Article XIII international measures 1. If the Secretariat, on the basis of the information received, have said that any I or II includes species adversely affect trade in specimens or that the provisions of this Convention are not being effectively implemented, it will inform the Member State or Member States concerned notified the supervisory institution. 2. Article XIV the impact on local law and international conventions 1. The provisions of this Convention shall not in any way limit the right of Member States to adopt more stringent): (a) annexes I, II and III of specimens of the species in trade, mining, property and transport rules or complete prohibition of State; and (b)) measures in annexes I, II and III species not included in trade, mining, property and the control or prohibition of the transport. 2. The provisions of this Convention shall not in any way affect the rights and obligations of a Member State to take action in their own country, resulting from a commitment with every Union, Convention or international agreement for other specimens in trade, mining, property and transport rules in force or may come into force at a later stage for the Member State, including any measure relating to the customs, public health, veterinary or plant quarantine. 3. The provisions of this Convention shall not in any way affect any Union, Convention or international agreement conditions and obligations arising from them, if the agreement is concluded or may be concluded between countries which form the Union or regional trade agreements, to create and maintain a common external customs control and removing customs control between the parties to such agreement as it relates to trade between such agreement or contract. 4. the State which is a party to the Convention and that at the same time also belong to any other Union, Convention or international agreement in force at the time of entry into force of this Convention, the terms of which provide protection in Appendix II, the sea species, will be released from the obligation under the provisions of this Convention with respect to trade in species included in annex II of the specimens collected by vessels registered in that State and in accordance with other Union , Convention or international agreement. 5. Notwithstanding the provisions of articles III, IV and V shall, in any, in accordance with point 4 of this article for one individual in the case of export only necessary certificate from the State in which the management of the import, the monitoring bodies on that specimen is obtained under other specific Union, Convention or international agreement. 6. Nothing in this Convention shall prejudice or restrict, in accordance with United Nations General Assembly resolution 2750 C (XXV) convened at the United Nations Conference on the law of the sea adopted the law of the sea in the codification and development of any country, nor will current and future requests and legitimate opinions in relation to the law of the sea and coastline and its home country jurisdiction and scope. Article XV amendments to annexes I and II, 1. The following conditions will apply to the amendment of annexes I and II at meetings of the Conference of the Member States: (a)) any Member may propose amendments to annexes I and II for the next consultation meeting. The text of the proposed amendment will be submitted to the Secretariat no later than 150 days before the meeting. The secretariat will consult with the other Member States and interested institutions on the need for amendments in accordance with paragraph 2 of this article, (b) and (c))) and will be responsible for all Member States not later than 30 days before the meeting; b) amendments shall be adopted by a two-thirds majority of Parties present and voting. In this case, the ' present and voting ' means the Member States Member States whose representatives are present and voting ' for ' or ' against '. Member States shall refrain from voting is counted in two thirds of the votes required for adoption of the amendment; c) meeting adopted amendments will enter into force 90 days after that meeting and will apply to all Member States, except those that have exceptional condition according to paragraph 3 of this article. 2. the following conditions will be applied as regards the amendments of annexes I and II to the Conference breakout meetings: (a)) any Member may propose amendments to annexes I and II between meetings for discussion, this article is to be a postal procedure; (b)) in relation to marine species, the Secretariat, after the receipt of the text of the proposed amendment, immediately communicate it to the Member States. It also will consult with intergovernmental bodies that have a function in relation to those species especially for scientific data that these institutions could provide, and ensure coordination with any conservation measures implemented by these institutions. The Secretariat of the views expressed by those bodies, as well as communicate data to its own findings and recommendations will be communicated to the Member States as quickly as possible; c) for species other than marine species, the Secretariat shall, upon receiving the text of the proposed amendment, immediately communicate it to the Member States, and then, as quickly as possible, will make its recommendations also known; d) each Member State shall, within 60 days of the date on which the Secretariat has communicated its recommendations made under (b) of this paragraph) and c) can be submitted to the Secretariat any comments on the proposed amendment, together with the relevant scientific information and data; (e)) shall be communicated by the Secretariat to Member States in the comments received, together with its recommendations as quickly as possible; (f)), the secretariat will not be received if the objections on the proposed amendment within 30 days from the date on which the notes and recommendations were distributed under the terms of subparagraph (e)), the amendment will enter into force 90 days later and will apply to all Member States, except those that present a reservation, in accordance with this article; (g)) if the Secretariat has received the objection of a Member State, the proposed amendment will be put to the vote by post in accordance with this paragraph (h)), i) and (j)); (h)), the secretariat will notify the parties that have received a message of opposition; (I) if the Secretariat does not have) received votes ' for ', ' against ' or ' abstain ' from no less than the parties of all the Member States within a period of 60 days from the date of notification, in accordance with this paragraph (h)), the proposed amendment further discussion postponed to the next meeting of the Conference; (j)) if the votes will be received from the parties, all the Member States the adoption of the amendment by a two-thirds majority of the votes of all ' for ' or ' against ' votes; k) all Member States, the secretariat will announce the results of the vote; l) if the proposed amendment is adopted, it will enter into force 90 days after the date on which the Secretariat of the adoption, in respect to all Member States, except those covered in paragraph 3 of this article, certain exceptions; 3. paragraph 1 of this article) and 2 (c) of paragraph l) within the 90-day period, any Member State may notify the depositary of their wish to be in exceptional condition with respect to this amendment. While such a request will not be canceled, the relations with this country, where the affected species, the amendment will be like with a State not party to the Convention. Article XVI annex III and its amendments 1. Any Member State may at any time submit to the Secretariat a list of species, for which it set itself rules of your jurisdiction in paragraph 3 of article II objectives. Appendix III the names of the Member States, which recommended the appropriate species to include, there the scientific names of species and all animal or plant parts which are specific for this species (I) (b)). 2. Any Member State which submit a list in accordance with paragraph 1 of this article, the secretariat will submit to the conditions following the protection of all species of the national law applicable, and a copy of the rules, together with any interpretations which the Member States deem necessary or required by the Secretariat. Article II Fundamental principles 1. Appendix I shall include all species threatened with extinction which are or may be affected by trade. Trade in specimen of these species must be subject to particularly strict regulation in order not to endanger further their survival and must only be authorised in exceptional circumstanc. 2. Appendix II shall include: (a) all species which although not) does not now threatened with extinction may cessarily become so unless trade in specimen of such species is subject to strict regulation in order to avoid utilization incompatibl with their survival; and (b)) other species which must be subject to regulation in order that trade in specimen of certain species referred to in sub-paragraph (a) of this paragraph may be brough under effective control. 3. Appendix III shall include all species which any Party to identify as being subject to regulation within its jurisdiction for the purpose of preventing or restricting exploitation, and as needings the co-operation of other parties in the control of trade. 4. The Parties shall not allow trade in specimen of species included in Appendices I, II and II of Appendic, except in accordanc with the provision of the present Convention. Article III Regulation of trade in Specimen of species included in Appendix I 1. All trade in specimen of species included in Appendix I shall be in accordanc with the provision of this article. 2. The export of any specimen of a species included in Appendix I shall require the prior grant and presentation of an export permit. An export permit shall only be granted when the following conditions have been met: (a) a Scientific Authority) of the State of export has advised that such export will not be detrimental to the survival of that species; (b)) (a) the Management Authority of the State of export is satisfied that any living specimen was not obtained in contravention of the law of that State for the protection of fauna and flora; (c) a Management Authority) of the State of export is satisfied that any living specimen will be so prepared and shipped as to minimize the risk of the injury, damage to health or cruel treatment; and (d)) (a) a Management Authority of the State of export is satisfied that an import permit has been granted for the specimen. 3. The import of any specimen of a species included in Appendix I shall require the prior grant and presentation of an import permit and either an export permit or re-export certificate. an import permit shall only be granted when the following conditions have been met: (a) a Scientific Authority) of the State of import has advised that the import will be for the purpose of access which are not detrimental to the survival of the species involved; (b)) a Scientific Authority of the State of import is satisfied that the proposed recipient of a living specimen is suitably equipped to House and care for it; and (c)) (a) the Management Authority of the State of import is satisfied that the specimen is not to be used for primarily commercial purpose. 4. The re-export of any specimen of a species included in Appendix I shall require the prior grant and presentation of a re-export certificate. (A) re-export certificate shall only be granted when the following conditions have been met: (a) a Management Authority) of the State of export is satisfied-that the specimen was imported into that State in accordanc with the provision of the present Convention; (b)) (a) the Management Authority of the State of export is satisfied-that any living specimen will be so prepared and shipped as to minimize the risk of the injury, damage to health or cruel treatment; and (c)) (a) the Management Authority of the State of export is satisfied-that an import permit has been granted for any living specimen. 5. The introduction from the sea of any specimen of a species included in Appendix I shall require the prior grant of a certificate from a Management Authority of the State of introduction. (A) the certificate shall only be granted when the following conditions have been met: (a) a Scientific Authority) of the State of introduction that the introduction of the advise will not be detrimental to the survival of the species involved; (b)) (a) the Management Authority of the State of introduction is satisfied that the proposed recipient of a living specimen is suitably equipped to House and care for it; and (c)) (a) the Management Authority of the State of introduction is satisfied that the specimen is not to be used for primarily commercial purpose. Article IV the Regulation of trade in Specimen of species Included in Appendix II 1. All trade in specimen of species included in Appendix II shall be in accordanc with the provision of this article. 2. The export of any specimen of a species included in Appendix II shall require the prior grant and presentation of an export permit. An export permit shall only be granted when the following conditions have been met; (a)) (a) the Scientific Authority of the State of export has advised that such export will not be detrimental to the survival of that species; (b)) (a) the Management Authority of the State of export is satisfied that the specimen was not obtained in contravention of the law of that State for the protection of fauna and flora; and (c)) (a) the Management Authority of the State of export is satisfied that any living specimen will be so prepared and shipped as to minimize the risk of the injury, damage to health or cruel treatment. 3. (A) A Scientific Authority in each Party shall monitor both the export permit was granted by the State for specimen of a species included in Appendix II and the actual exports of such specimen. Whenever (a) a Scientific Authority of that determin the export of specimen of any such species should be limited in order to maintain that species throughout its range at a level consistent with it in a role in the ecosystems in which it occure and well above the level at which that species might become eligible for inclusion in Appendix I, the Scientific Authority shall advise the appropriate Management Authority of a measure to be taken suitabl to limit the grant of export permit for specimen of that species. 4. The import of any specimen of a species included in Appendix II shall require the prior presentation of either an export permit or a re-export certificate. 5. The re-export of any specimen of a species included in Appendix II shall require the prior grant and presentation of a re-export certificate. (A) re-export certificate shall only be granted when the following conditions have been met: (a) a Management Authority) of the State of export is satisfied-that the specimen was imported into that State in accordanc with the provision of the present Convention; and (b)) (a) a Management Authority of the State of export is satisfied-that any living specimen will be so prepared and shipped as to minimize the risk of the injury, damage to health or cruel treatment. 6. The introduction from the sea of any specimen of a species included in Appendix II shall require the prior grant of a certificate from a Management Authority of the State of introduction. (A) the certificate shall only be granted when the following conditions have been met: (a) a Scientific Authority) of the State of introduction that the introduction of the advise will not be detrimental to the survival of the species involved; and (b)) (a) a Management Authority of the State of introduction is satisfied that any living specimen will be so handled as to minimize the risk of the injury, damage to health or cruel treatment. 7. the certificates referred to in paragraph 6 of this article may be granted on the advice of a Scientific Authority, in consultation with other national scientific authorities or, when appropriate, international scientific authorities, in respect of a period not exceeding one year for total number of specimen to be introduced in such period. Article V the Regulation of trade in Specimen of species Included in Appendix III 1. All trade in specimen of species included in Appendix III shall be in accordanc with the provision of this article. 2. The export of any specimen of a species included in Appendix III from any State which has included that species in Appendix III shall require the prior grant and presentation of an export permit. An export permit shall only be granted when the following conditions have been met: (a) a Management Authority) of the State of export is satisfied that the specimen was not obtained in contravention of the law of that State for the protection of fauna and flora; and (b)) (a) a Management Authority of the State of export is satisfied that any living specimen will be so prepared and shipped as to minimize the risk of the injury, damage to health or cruel treatment. 3. The import of any specimen of a species included in Appendix III shall require, except in paragraph 4 of the circumstanc which this article applies, the prior presentation of a certificate of origin and, where the import is from a State which has included that species in Appendix III, an export permit. 4. In the case of re-export, a certificate granted by the Management Authority of the State of re-export that the specimen was processed in that State or is being re-exported shall be accepted by the State of import as evidence that the provision of the present Convention have been complied with in respect of the specimen concerned. Article VI to Permit and Certificate 1. Permit and certificates granted under the provision of articles III, IV, and V shall be in accordanc with the provision of this article. 2. An export permit shall contain the information specified in the model set forth in Appendix IV, and may only be used for export within a period of six months from the date on which it was granted. 3. Each permit or certificate shall contain the title of the present Convention, the name and any identifying stamp of the Management Authority granting it and a control number assigned by the Management Authority. 4. Any cop out of a permit or certificate issued by a Management Authority shall be clearly marked as a cop to such copy may be only, and no used in place of the original, except to the exten the endorsed thereon. 5. A separate permit or certificate shall be required for each specimen consignmen of. 6. (A) A Management Authority of the State of import of any specimen shall cancel and retain the export permit or re-export certificate and any òàæó import permit presented in respect of the import of that specimen. 7. Where appropriate and feasibl a Management Authority may affix a mark upon any specimen to assist in identifying the specimen. For these purpose (mean any indelibl of the mark (imprint, lead seals or other means of identifying the suitabl a specimen, designed in such a way as to render its imitation by unauthorised person as difficult as possible. Article VII of the Special Provision for Exemption and others Relating to trade 1. The provision of articles III, IV and V shall not apply to the transit or transhipmen of specimen through or in the territory of a Party while the specimen will remain in customs control. 2. Where a Management Authority of the State of export or re-export is satisfied that a specimen was acquired before the provision of the present Convention applied to that specimen, the provision of articles III, IV and V shall not apply to that specimen where the Management Authority issues a certificate to that effect. 3. The provision of articles III, IV and V shall not apply to that specimen with personal or household effects. This exemption shall not apply where: (a) in the case of) specimen of a species included in Appendix I, they were acquired by the owner outside his State of usual residence, and are being imported into that State; or a) in the case of specimen of species included in Appendix II): (i) they were acquired by the owner outside his State of usual residence and in a State where removal from the wild occurred; ut300r2u II) being imported into the owner's State of usual residence; and (iii)) the State where removal from the wild occurred requires the prior grant of export permit before any export of such specimen; unless a Management Authority is satisfied that the specimen is were acquired before the provision of the present Convention applied to such specimen. 4. Specimen of an animal species included in Appendix I bred in captivity for commercial purpose, or of a plant species included in Appendix I artificially propagated for commercial purpose, shall be deemed to be included in specimen of species Appendix II. 5. Where a Management Authority of the State of export is satisfied that any specimen of an animal species was bred in captivity or any specimen of a plant species was artificially propagated , or is a part of such an animal or plant or was derived therefrom, a certificate by that Management Authority to that effect shall be accepted in lieu of any of the permit or certificates required under the provision of article III, IV or V. 6. The provision of articles III, IV and V shall not apply to the non-commercial loan, donation or exchange between scientist or scientific institutions registered by a Management Authority of their State, of herbaria specimen, preserved for others, shall or embedded Museum specimen, and live plant material which carry a label issued or approved by a Management Authority. 7. (A) A Management Authority of any State may waiv the requirements of articles III, IV and V and allow the movement without permit or certificate of a specimen which form part of a travelling zoo, circus, menager, plant exhibition or other travelling exhibition provided that: (a) the exporters or importers) register for full details of such specimen with that Management Authority; (b)) the specimen with in either of the categories specified in paragraph 2 or 5 of this article; and (c)) the Management Authority is satisfied that any living specimen will be so transported and cared for as to minimize the risk of the injury, damage to health or cruel treatment. Article VIII of the Measure to Be Taken by the parties 1. The Parties shall take appropriate measure to enforce the provision of the present Convention and the trade in the prohibi specimen in violation thereof. These shall include: (a) ") to trade in, or penaliz possession of, such specimen, or both; and (b)) to provide for the confiscation or return to the State of export of such specimen. 2. In addition to the measure taken under paragraph 1 of this article, of a Party may, when it is not, deemas cessary provide for any method of internal expense incurred as of the reimbursemen for (a) the result of the confiscation of a specimen traded in violation of the measure-taken in the application of the provision of the present Convention. 3. As far as possible, the Parties shall ensur that the specimen shall pass through any formalit required for trade with a minimum of delay (a). It is facilitat such passage, a Party may by port of designat exit and ports of entry at which a specimen must be presented for clearance. The Parties shall ensur is further that all living specimen, during any period of transit, holding or shipment, with a properly cared for so as to minimize the risk of injury, the damage to health or cruel treatment. 4. Where a living specimen is confiscated as a result of the measure referred to in paragraph 1 of this article: (a) the specimen shall be entrusted) to a Management Authority of the State of confiscation; (b)) the Management Authority shall, after consultation with the State of export, return the specimen to that State at the expense of that State, or to a rescue centre or such other place as the Management Authority for the appropriate and consistent deemas with the purpose of the present Convention; and (c)), the Management Authority may obtain the advice of a Scientific Authority, or may, wherever it consider it desirabl, consult the Secretariat in order to facilitat the decision under sub-paragraph (b) of this paragraph, including the choice of a rescue centre or other place. 5. A rescue centre as referred to in paragraph 4 of this article means an institution designated by a Management Authority to look after the welfare of living specimen, particularly those that have been confiscated. 6. Each Party shall maintain records of trade in specimen of species included in Appendices I, II and II of Appendic, which shall cover: (a) the name and address) of exporters and importers; and (b)) the number and type of permit and certificates granted; the States with which such trade occurred; the number or type of specimen and quantit, names of species as included in annexes I, II and II of Appendic and, where applicable, the size and sex of the specimen in question. 7. Each Party shall prepare periodic reports on its implementation of the present Convention and shall transmit to the Secretariat: (a) an annual report containing a) summary of the information specified in sub-paragraph 6 of this article; and (b)) (a) a biennial report on legislative, regulatory and administrative measure taken to enforce for the provision of the present Convention. 8. The information referred to in paragraph 7 of this article shall be available to the public where this is not inconsistent with the law of the Party concerned. Article IX management and Scientific authorities Each Party shall 1 designat for the purpose of the present Convention: (a) one or more) management authorities competent to grant a permit or certificate on behalf of that Party; and (b)) one or more Scientific authorities. 2. A State depositing an instrument of ratification, acceptance, approval or accession shall at that time inform the Depositary Government of the name and address of the Management Authority authorized to communicate with other parties and with the Secretariat. 3. Any change in the designation or authorization under the provision of this article shall be communicated by the Party concerned to the Secretariat for transmission to all other parties. 4. Any Management Authority referred to in paragraph 2 of this article shall, if so requested by the Secretariat or the Management Authority of another Party, communicate to it impression of stamp, seals or other devices used to authenticate permit or certificate. Article X trade with States not Party to the Convention where export or re-export, or import it to the ISA is from, a State not a Party to the present Convention, the documentation issued by comparabl the competent authorities to be in that State which substantially conform with the requirements of the present Convention for permit and certificates may be accepted in lieu thereof by any Party. Article XI Conference of the parties 1. The Secretariat shall call a meeting of the Conference of the parties not later than two years after the entry into force of the present Convention. 2. Thereafter the Secretariat shall conven regular meetings at least once every two years, unless the Conference decide otherwise, and of extraordinary meetings at any time on the written request of at least one-third of the parties. 3. At the meeting, regular or extraordinary whethers, the Parties shall review the implementation of the present Convention and may: (a) make such provision as may) be not cessary to enable the Secretariat to carry out its duties, and the financial provision for adop; (b) consider and amendments to adop) to I and II Appendic in accordanc with article XV; c) review the progress made towards the restoration and conservation of the species included in Appendices I, II and II of Appendic; d) receive and consider any reports presented by the Secretariat or by any Party; and (e)) where appropriate, make recommendations for improving the effectiveness of the present Convention. 4. At each regular meeting, the parties may determin the time and venue of the next regular meeting to be held in accordanc with the provision of paragraph 2 of this article. 5. At any meeting, the parties may determin and adop rules of procedure for the meeting. 6. The United Nations, its Specialized agencies and the International Atomic Energy Agency, as well as any State not a Party to the present Convention, may be represented at meetings of the Conference by the observer, who shall have the right to note the participat bu to vote. 7. Any body or agency technically qualified in protection, conservation or management of wild fauna and flora, in the following categories, which has informed the Secretariat of its desire to be represented at meetings of the Conference by the observer shall be admitted unless, at least one-third of the Parties present object: (a) international agencies or bodies), either governmental or non-governmental, and national governmental agencies and bodies; and (b) national non-governmental) agencies or bodies which have been approved for this purpose by the State in which they are located. Once admitted, these observer shall have the right to it is not to be participat vote. Article XII the Secretariat Upon entry into force, 1 of the present Convention, a secretariat shall be provided by the Executive Director of the United Nations Environment Programme. To the extend and in the manner he will consider appropriate, he may be assisted by the or inter-governmental suitabl non-governmental international or national agencies and bodies technically qualified in protection, conservation and management of wild fauna and flora. 2. The functions of the Secretariat shall be: (a)) and service the arrang for meetings of the parties; (b) perform the functions thereof) entrusted to it under the provision of Articles XV and XVI of the present Convention; (c) the scientific and technical undertak) studies in accordanc with programmes authorized by the Conference of the parties as will contribute to the implementation of the present Convention, including studies concerning standards for appropriate preparation and shipment of living specimen and the mean of identifying specimen; (d) reports of the study) parties and to request from parties such further information with respect to the axis it not theret deemas cessary to ensur the implementation of the present Convention; (e) to invite the attentions) of the parties to any matter pertaining to the aims of the present Convention; (f) publish periodically and distribute) them to the parties current editions of Appendices I, II and II of Appendic, together with any information which will facilitat identification of specimen of species included in those Appendic; (g) prepare annual reports) to the parties on its work and on the implementation of the present Convention and such other reports as meetings of the parties may request; (h)) to make recommendations for the implementation of the aims and provision of the present Convention, including the exchange of information of a scientific or technical nature; (I) perform any other function as) may be entrusted to it by the parties. Article XIII International Measure 1. When the Secretariat in the light of information received is satisfied that any species included in Appendix I or II is being adversely affected by trade in specimen of that species or that the provision of the present Convention are not being effectively implemented, it shall communicate such information to the authorized Management Authority of the Party or parties concerned. 2. When any Party receive a communication as indicated in paragraph 1 of this article, it shall, as soon as possible, inform the Secretariat of any relevant facts insofar as its laws permit and, where appropriate, proposes remedial action by. Where the Party consider that an inquiry is desirabl, such inquiry may be carried out by one or more persons expressly authorized by the Party. 3. The information provided by the Party or resulting from any inquiry as specified in paragraph 2 of this article shall be reviewed by the next Conference of the parties which may make whatever recommendations it is appropriate deemas. Article XIV effect on Domestic Legislation and International Convention 1. The provision of the present Convention shall in no way be affec the right of parties to: (a) their adop) stricter domestic measure of regarding the conditions for trade, taking, possession or transport of specimen of species included in Appendices I, II and II of Appendic, or the complete prohibition thereof; or (b) restricting or prohibiting the "domestics) trade, taking, possession or transport of species not included in Appendix I, II or III. 2. The provision of the present Convention shall in no way be affec the provision of any domestic measure or the obligations of parties deriving from any treaty, convention, or international agreement relating to other aspects of trade, taking, possession or transport of specimen for which is in force or subsequently may enter into force for any Party including any measure pertaining to the customs , public health, veterinary or plant quarantine fields. 3. The provision of the present Convention shall in one way affec the provision of, or the obligations deriving from the treaty, convention or, any international agreement concluded or which may be concluded between States creating a union or regional trade agreement establishing or maintaining a common external customs control and removing customs control between the parties insofar as they concerned theret relate to trade among the States members of the union or an agreement. 4. A State party to the present Convention, which is also a party to any other treaty, convention or international agreement which is in force at the time of the coming into force of the present Convention and under the provision of which is afforded protection to marine species included in Appendix II shall be relieved of the obligation is imposed on it under the provision of the present Convention with respect to trade in specimen of species included in Appendix (II) that taken by ships registered with in that State and in accordanc with the provision of such other treaty, convention or international agreement. 5. Notwithstanding the provision of Article III, VI and V, any export of a specimen taken in accordanc with paragraph 4 of this article shall only require a certificate from a Management Authority of the State of introduction to the effect that the specimen was taken in accordanc with the provision of the other treaty, convention or international agreement in question. 6. Nothing in the present Convention shall prejudice the codification and development of the law of the sea by the United Nations Conference on the Law of the sea convened pursuan to Resolution 2740 C (XXV) of the General Assembly of the United Nations nor the present or future claims and legal views of any State concerning the law of the sea and the nature and exten of coastal and flag State jurisdiction. Article XV Amendments to I and II 1 Appendic. The following provision shall apply in the relations of the amendments I and II Appendic it at meetings of the Conference of the parties: (a) Any Party may) proposes an amendment to Appendix I or II for considerations at the next meeting. The text of the proposed amendment shall be communicated to the Secretariat at least 150 days before the meeting. The Secretariat shall consult the other parties and interested bodies on the amendment in accordanc with the provision of sub-paragraph (b) and (c) of paragraph 2 of this article and shall communicate the response to all parties not later than 30 days before the meeting. (b) Amendments shall be adopted by the by) a two-thirds majority of Parties present and voting. For these purpose "Parties present and voting ' means Parties present and casting an affirmativ or negative vote. Parties abstaining from voting shall not be counted among the two-thirds required for adopting an amendment. (c) Amendments adopted at a meeting of the) shall enter into force 90 days after that meeting for all parties except those which make a reservation in accordanc with a paragraph 3 of this article. 2. The following provision shall apply in the relations of the amendments to the I and II between Appendic meetings of the Conference of the parties: (a) Any Party may) proposes an amendment to Appendix I or II for considerations between meetings by the postal procedures set forth in this paragraph. (b)) For marine species, the Secretariat shall, upon receiving the text of the proposed amendment, immediately communicate it to the parties. It shall also consult the inter-governmental bodies having a function in relations to those species especially with a view to obtaining scientific data these bodies may be able to provide and to ensuring the co-ordination with any conservation measure of enforced by such bodies. The Secretariat shall communicate the views expressed and data provided by these bodies and its own finding and recommendations to the parties as soon as possible. (c)) For species other than marine species, the Secretariat shall, upon receiving the text of the proposed amendment, immediately communicate it to the parties, and, as soon as possible thereafter, its own recommendations. (d) Any Party may, within 60) days of the date on which the Secretariat communicated its recommendations to the parties under subparagraph (b) or (c) of this paragraph, transmit to the Secretariat any comments on the proposed amendment together with any relevant scientific data and information. e) the Secretariat shall communicate the replies received together with its own recommendations to the parties as soon as possible. (f) If one objection to the) proposed amendment is received by the Secretariat with 30 days of the date the replies and recommendations were communicated under the provision of subparagraph (e) of this paragraph, the amendment shall enter into force 90 days later for all parties except those which make a reservation in accordanc with a paragraph 3 of this article. (g) If an objection by any Party) is received by the Secretariat, the proposed amendment shall be submitted to a postal vote in accordanc with the provision of sub-paragraph (h), (I) and (j) of this paragraph. h) the Secretariat shall notify the parties that notification of objection has been received. I) Unless the Secretariat receive the votes for, against or in abstention from at least one-half of the parties within 60 days of the date of notification under the sub-paragraph (h) of this paragraph, the proposed amendment shall be referred to the next meeting of the Conference for further considerations. j) Provided that votes are received from one-half of the parties, the amendment shall be adopted by a two-thirds majority of the parties of the result of the vote. k) the Secretariat shall notify all parties of the result of the vote. l) If the proposed amendment is adopted it shall enter into force 90 days after the date of the notification by the Secretariat of its acceptance for all parties except those which make a reservation in accordanc with paragraph 3 (a) of this article. 3. During the period of 90 days provided for by subparagraph (c) of paragraph 1 or sub-paragraph (l) of paragraph 2 of this article any Party may by notification in writing to the Depositary Government make a reservation with respect to the amendment. Until such reservation is withdrawn, the Party shall be treated as a State not a Party to the present Convention with respect to trade in the species concerned. Article XVI Appendix III and Amendments 1 Any Party a theret may at anytime submit to the Secretariat a list of species which it identified as being subject to regulation within its jurisdiction it for the purpose mentioned in paragraph 3 of article II. Appendix III shall include the names of the parties submitting the species for inclusion therein, the scientific names of the species so submitted , and any parts or counterparties of the animals or plants concerned that are specified in relations to the species for the purpose of sub-paragraph (b) of article I. 2. Each list submitted under the provision of paragraph 1 of this article shall be communicated to the parties by the Secretariat as soon as possible after receiving it. The list shall take effect as part of Appendix III 90 days after the date of such communication. At any time after the communication of such list, any Party may by notification in writing to the Depositary Government enter a reservation with respect to any species or any parts or counterparties, and until such reservation is withdrawn, the State shall be treated as a State not a Party to the present Convention with respect to trade in the species or part or counterparties is concerned. 3. A Party which has submitted a species for inclusion in Appendix III may withdraw it at any time by notification to the Secretariat which shall communicate the attention to all parties. The withdrawals shall take effect 30 days after the date of such communication. 4. Any Party submitting a list under the provision of paragraph 1 of this article shall submit to the Secretariat a copy of all domestic laws and regulations applicable to the protection of such species, together with any interpretation in which the Party may be appropriate de of the Secretariat may request. The Party shall, for as long as the species in question is included in Appendix III, submit any amendments of such laws and regulations or any interpretation as they are adopted. Article XVII, amendment of the Convention 1. An extraordinary meeting of the Conference of the Parties shall be convened by the Secretariat on the written request of at East one-third of the parties to consider and to amendments to the adop present Convention. Such amendments shall be adopted by a two-thirds majority a of Parties present and voting. For these purpose "Parties present and voting ' means Parties present and casting and or negative vote affirmativ. Parties abstaining from voting shall not be counted among the two-thirds required for adopting an amendment. 2. The text of any proposed amendment shall be communicated by the Secretariat to all parties at least 90 days before the meeting. 3. An amendment shall enter into force for the parties which have accepted it 60 days after two-thirds of the parties have deposited an instrument of acceptance of the amendment with the Depositary Government. Thereafter, the amendment shall enter into force for any other Party 60 days after that Party deposits its instrument of acceptance of the amendment. Article XVII of Resolution of Dispute 1. Any dispute which may «arise between two or more parties with respect to the interpretation of application of the provision of the present Convention shall be subject to negotiation between the parties involved in the dispute. 2. If the dispute can not be resolved in accordanc with paragraph 1 of this article, the parties may, by mutual consent, submit the dispute to arbitration, in particular that of the Permanent Court of Arbitration at the Hague, and the parties submitting the dispute shall be bound by the CAS decision. Article XIX signature the present Convention shall be open for signature at Washington until 30th April 1973 and thereafter at Berne until 31st December 1974 article XX Ratification, acceptance, Approval of the present Convention shall be subject to ratification, acceptance or approval. The instrument of ratification, acceptance or approval shall be deposited with the Government of the Swiss Confederations which shall be the Depositary Government. Article XXI Accession the present Convention shall be open indefinitely for accession. Instruments of accession shall be deposited with the Depositary Government. Article XXII Entry into force 1. The present Convention shall enter into force 90 days after the date of deposit of the tenth instrument of ratification, acceptance, approval or accession with the Depositary, the Government. 2. For each State which ratif, accept or approve the present Convention or accede after the deposit of the theret of the tenth instrument of ratification, acceptance, approval or accession, the Convention shall enter into the present force 90 days after the deposit by such State of its instrument of ratification, acceptance, approval or accession. Article XXIII reservations 1. The provision of the present Convention shall not be subject to general reservations. Specific reservations may be entered in accordanc with the provision of this article and Articles XV and XVI. 2. Any State may, on depositing its instrument of ratification, acceptance, approval or accession, enter a specific reservation with regard to: (a) any species included in Appendix) (I), (II) or (iii); or (b)) any parties or counterparties specified in relations to a species included in Appendix III. 3. Until a Party to withdraw the reservation it entered under the provision of this article , it shall be treated as a State not a Party to the present Convention with respect to trade in the particular species or parts or counterparties specified in such reservation. Article XXIV Denunciation Any Party may denounc the present Convention by written notification to the Depositary Governmental any time. the denunciation shall take effect twelve months after the Depositary Government has received the notification. Article XXV Depositary 1. The original of the present Convention, in the Chinese, English, French, Russian and Spanish languages, each version being equally authentic, shall be deposited with the Depositary Government, which shall transmit certified cop to it all States thereof that have signed it or deposited instruments of accession to it. The Depositary Government shall inform all signatory and acceding States and the Secretariat of signatures, deposit of instruments of ratification, acceptance, approval or accession, the entry into force of the present Convention, amendments to the entry and withdrawals of theret, reservations and notifications of denunciation. 3. As soon as the present Convention enter into force, a certified copy thereof shall be transmitted by the Depositary Government to the Secretariat of the United Nations for registration and publication in accordanc with article 102 of the Charter of the United Nations. In witness whereof the undersigned, being duly authorized to Plenipotentiar to that effect, have signed the present Convention.
