The Saeima has adopted and the President promulgated the following laws: For the Government of the Republic of Latvia, the Republic of Estonia and the Government of the Government of the Republic of Lithuania on education academic recognition of qualifications in the Baltic in common article 1 of the education room. 2000. Definitions in this agreement the following terms shall mean: (individual qualification) rated rated qualifications acquired abroad by a person provided in writing to the competent authority. (Higher education institutions and programmes) — a decision or framework that allows qualified applicants to study the particular higher education institution and/or the program. Higher education institution — institution that provides higher education and by the competent authorities of the Party recognised as belonging to its higher education system. Higher education program, course of study, the competent authorities of the Parties recognised as belonging to its higher education system and the completion of which the student provides higher education qualifications. Period of study: any of a higher education program component which has been evaluated and documented and, while not being a full study programme, however, is the knowledge and skills important to learning. Qualifications: a. higher education qualification any degree, diploma or other document, granted by the competent authority certifying higher education successful completion of the program. B. qualification giving access to higher education, any diplomas issued by the competent authority or a certificate attesting to a successful completion of education programs and assign owner are eligible for admission to the University (cf. the definition of the right to enter the University). Recognition: the competent authorities carried out overseas educational qualifications obtained formal recognition of the value of the freedom of education and/or professional activity. 2. article. Secondary education qualification giving access to universities in the Baltic COMMON educational SPACE in countries recognizes the following qualifications giving access to higher education in any of the countries. In the Republic of Latvia assigned qualifications: 1) attestation of the General secondary education. 2) on average special education. 3 Diploma of vocational education), if the programme duration is 4 years. 4) than the average vocational education (from 2000). In the Republic of Estonia awarded qualifications: 1) Gūmnaasium in lõputunnist (diploma of secondary education). 2 Lõputunnist of kuts-if) keskharidus» omandamis» koht (secondary vocational diploma). 3-omandamis keskeriharidus-Lõputunnist-) koht (post-secondary vocational education diploma). 1)-3). qualifications referred to the right to enter into higher education only in combination with Riigieksamitunnist (the State examination certificate for the settlement of claims). The Republic of Lithuania assigned qualifications: 1) of atestat of Brando (certificate of readiness). 4. article. In cases where the operation of the profession is regulated in the respective country laws in force in the State concerned or binding international law, recognition of professional qualifications in accordance with these legislation. 11. article. The recognition of qualifications, which will no longer be granted the higher education qualifications and qualifications giving access to higher education, which was granted to other countries during the transition period after independence and which are no longer awarded, each of the countries recognised as follows: — the holder of the qualification, which gave access to the University and which still gives rights to one of the following countries, giving access to higher education also in the other countries; — higher education qualifications that meet a specific higher education qualification in the current education system in one of the countries that are recognized in other countries. 12. article. Party of national academic recognition information centre role in the operation of this agreement, the national academic recognition information centres (ENIC/NARIC Centre) carries out the following functions in the operation of this Treaty: — provide national universities and/or employers adequate information on education systems and qualifications awarded in the other countries; — provide the other parties to the ENIC/NARIC centres information on national education systems and qualifications; — assess the qualification granted in other countries; -provide and regularly update information on recognized higher education institutions and study programmes in their country. 13. article. Monitoring of the implementation of the agreement for the implementation of the agreement supervised by the Baltic higher education Steering Committee (BAIKK). Each year at least one of the BAIKK meetings is devoted to issues related to the implementation of this Treaty. BAIKK stimulates the Lisbon Convention Intergovernmental Committee decision/recommendation for the introduction of the Baltic region and, if necessary, propose appropriate amendments to this Treaty. 14. article. Date of entry into force of the Treaty this Treaty shall enter into force on the first day of the third month after the parties have notified the diplomatic path to each other that have fulfilled their internal legislation the requirements necessary for the entry into force of this Treaty. 15. article. The period of validity of the contract this contract is valid for an indefinite period of time. Any party may denounce the agreement through diplomatic channels in writing inform the other parties, and the contract shall lapse one year after such notification. The contract signed in Tallinn, 2000 February 18, in three original copies in Latvian, Estonian, Lithuanian and English, in addition, all four language texts are equally authentic. In the event of a dispute concerning the interpretation of the Treaty, it is the text in English.
The Government of the Republic of Latvia, the Republic of Estonia for the Government of the Republic of Lithuania Government, Prime Minister Prime Minister Prime Minister Andris Šķēle Mart Laar Andrius Kubil the agreement between the Government of the Republic of Latvia, the Government of the Republic of Estonia and the Government of the Republic of Lithuania on the Academic Recognition of Educational qualifications in the Baltic Educational space (menu Rngton Line4) to enable all the people of the Baltic States to benefit fully from the study opportunities in any of the States , Considering that the Convention on the Recognition of qualifications Concerning Higher Education in the European Region adopted in Lisbon on 11 April 1997, (hereinafter "the Lisbon Convention"), should be fully implemented in order to strengthen the Baltic common educational space and to stimulat the academic recognition as well as the mobility of students and teaching staff among the Republic of Latvia , The Republic of Estonia and the Republic of Lithuania, Considering that a follow-up to the ratification of the Lisbon Convention in the Baltic States in a form of agreement regulating the recognition of the concrete educational qualifications among the Baltic States is desirabl, the Government of the Republic of Latvia, the Government of the Republic of Estonia and the Government of the Republic of Lithuania hereinafter referred to as "the parties" agree upon the following : Article 1 DEFINITION For the purpose of this agreement, the following terms shall have the following meaning: assessment (of individual qualifications) — the written appraisal or evaluation of an individual's foreign qualifications by a competent authority. Access (to higher education) — the right of qualified applicants to apply and to be considered for admission to higher education. Admission (to higher education institutions and programmes): the Act of, or system for, allowing qualified applicants to pursu studies in higher education at a given institution and/or a given programme. Higher education-all types of courses of study, or sets of courses of study, training or training for research at the post secondary level which are recognised by the relevant authorities of a Party as belonging to its higher education system. Higher education institutions — an establishment providing higher education and recognised by the competent authority of a Party. Higher education program — a course of study recognised by the competent authority of a Party as belonging to its system of higher education, and the completion of which provides the student with a higher education qualification. Period of study: any component of a higher education programme which has been evaluated and documented and, while not a complete programme of study in itself, represent a significant acquisition of knowledge or skills. Qualification a. Higher education qualification — any degree, diploma or other certificate issued by a competent authority attesting the successful completion of a higher education programme. B. Qualification giving access to higher education, any diplomas or other certificate issued by a competent authority attesting the successful completion of an education programme and giving the holder of the qualification the right to be considered for admission to higher education (cf. the definition of access). Recognition — a formal acknowledgement by a competent authority of the value of a foreign educational qualification with a view to access to educational and/or employment activities. 2. BASIC principles article 1) the Baltic States —-the Republic of Latvia, the Republic of Estonia and the Republic of Lithuania (hereinafter, States) — agree to each others ' recognis s higher education qualifications and qualifications giving access to higher education unless there is an evidence of substantial difference. 2) this Agreement shall deal with the qualifications awarded after completion of the study program, which are recognised in the home country. 3) A higher education qualification or a qualification providing access to higher education shall give its holder the same rights in the other parties as it give in the State in which it has been awarded. Article 3. SECONDARY EDUCATION qualifications GIVING access TO HIGHER EDUCATION IN the BALTIC COMMON EDUCATIONAL space the Parties shall recognis the following qualifications giving access to higher education studies in the Baltic States: qualifications issued in the Republic of Latvia: 1) attestation of general secondary education (General certificate of secondary education). 2) on average special education (diploma of Secondary specialised education). 3 vocational training diploma) (diploma of vocational education), if the duration of the program is 4 years. 4) than the average vocational education (diploma of secondary professional education) — starting from the year 2000 qualifications issued in the Republic of Estonia: 1) in lõputunnist Gūmnaasium (Secondary school leaving certificate). 2 Lõputunnist of kuts-if) keskharidus» omandamis» koht (Upper-secondary vocational school leaving certificate). 3-omandamis keskeriharidus-Lõputunnist-) koht (post-secondary professional school leaving certificate). The qualification is 1-3 with the only valid together with Riigieksamitunnist (the State Examination certificate) as the access qualifications. Qualifications issued in the Republic of Lithuania: 1) of atestat of Brando (maturity certificate). Article 4 SPECIFIC ADMISSIONS requirements AND ADMISSIONS TO HIGHER EDUCATION studies the admission to the higher education program in question may require fulfilmen of specific requirements: — the specific subjects to be successfully completed by the applicant at the secondary education level, — specific previous training or ability. If fulfilmen of such specific requirements is a precondition for the admission of applicants from their own country, the same requirements may be applied for the applicants from the other States. Article 5 RECOGNITION OF the first ACADEMIC degrees FOR FURTHER studies at the Latvian Bachelor degree, the Estonian and the Lithuanian Bachelor Bakalaureusekraad laipsn States give equal access of their further studies towards a master's degree in Latvia, Estonia and Magistras Magistrikraad in the laipsn States in Lithuania. The same conditions apply for access to professional study programmes that have the first academic degrees as the entrance requirement. In the case if the first degree in one of the States is awarded after a three-year study programme and the studies towards this degree do not include the final thesis, the higher education institutions in the other States may impost additional requirements before admission of the holder to further studies. Article 6 RECOGNITION FOR ADMISSION TO DOCTORAL studies the degree in Latvian, the Estonian and the Lithuanian Magistrikraad Magistras or the equivalent of laipsn higher education qualifications which provide access to doctoral studies in the State where they were awarded, give equal access to further studies towards Doctorate in Latvia, Estonia and the Doktorikraad in Daktar laipsn States in Lithuania. Article 7 RECOGNITION OF DOCTORAL degrees Each State shall recognis the doctoral degrees awarded in the other States. Parties will take the measure in order to give the holders of doctoral degrees from other States the same rights to pursu the academic and research activities they have in the country in which the doctoral degree was awarded. Article 8 RECOGNITION OF qualifications AWARDED AFTER the ACADEMIC COMPLETION OF HIGHER PROFESSIONAL studies Each State shall recognis-higher education qualifications awarded in the other States after completion of higher professional studies. A qualification awarded after higher professional studies shall provide access to further studies towards a master's degree in Latvia, Estonia and Magistras Magistrikraad in the laipsn States in Lithuania, if it provides such access in the State in which the qualification has been awarded. If a qualification awarded after higher professional studies does not provide access to further studies towards a master's degree, or the laipsn a Magistrikraad Magistru in the State in which it was awarded, the parties should look for possibilities of recognising it as a period of study in the applicants further academic studies. Article 9 RECOGNITION OF periods OF STUDY Each State shall recognis the period of study completed within the framework of a higher education programme in the other States. In cases when the period of study have been completed according to previous agreements among higher education institutions, a full credit transfer shall be granted. In all other cases the parties should look towards a transfer of maximum credits relevant to the program. Article 10 consequences OF this agreement REGARDING PROFESSIONAL RECOGNITION for the academic recognition of higher education qualifications awarded in other States should facilitat recognition of these qualifications also for professional purpose. In these cases when the professional activity is regulated by national or international legislation binding to a State, the appropriate legislation applies to the professional recognition. Article 11 RECOGNITION OF SUCH qualifications WHICH are NOT AWARDED ANY more Each State shall recognis-higher education qualifications and qualifications giving access to higher education awarded in the other States during the transition period after re-gaining independence, and which are not awarded any longer, as following:-qualifications which gave access to higher education and correspond to the present general access requirements in one State shall be given access in the other States; — higher education qualifications which correspond to the certain qualification in the present higher educational system in one Party shall be recognised in the other parties. Article 12: the role OF the NATIONAL ACADEMIC RECOGNITION INFORMATION centres IN the IMPLEMENTATION OF this agreement the National Academic Recognition Information centres (ENIC/NARIC Centre) shall fulfil the following functions towards implementation of this agreement: — provide the higher education institutions and/or employers of the appropriate State with the relevant information regarding educational systems and qualifications awarded in other States; — provide the ENIC/NARIC centres of other parties with information on the educational system, and qualifications awarded in the appropriate State; — evaluate the qualifications awarded in other parties; -provide and regularly renew information about state recognised higher education institutions and programs in their State article 13. OVERSIGH OF the agreement IMPLEMENTATION the oversigh of the implementation of this Agreement shall be carried out by the Baltic Higher Education Co-ordination Committee (BHECC). Each year from less than one of the BHECC meetings shall be devoted to questions related to implementation of this agreement. In particular the implementation of decision BHECC IR facilitat/recommendations of the intergovernmental Committee of the Lisbon Convention in the Baltic area and suggest appropriate changes of this agreement if not cessary. Article 14. ENTERING into FORCE, the present Agreement shall enter into force on the first day of the third month following the date when the Contracting Parties have notified each other through diplomatic channels of the fulfilmen to their internal legal procedures for its entry into force. Article 15. REMAINING IN FORCE, the present Agreement shall stay in effect for a non-fixed period. This agreement can be denounced in writing through diplomatic channels by either Party and the agreement will be no longer in force after the notification after one year. The agreement is done in three original cop out at Tallinn on the 18th day of February, 2000 in the Latvian, Estonian, Lithuanian, and English languages, all texts are equally authentic. In case of divergency in interpretation, the English text shall prevails.
