The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on the protection of cultural monuments" make law "on the protection of cultural monuments" (Republic of Latvia Supreme Council and Government Informant, 1992, nr. 10;/25.nr.; 1993, 24. The Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1993, no. 36; 1995, nr. 7) the following amendments: 1. Supplement article 4, last sentence, the words "cabinet order".
2. Add to article 5 of the third part as follows: "Cabinet of Ministers manages cultural monuments, protection, use and restoration."
3. Put the name of article 14 and the first and second subparagraph by the following: ' article 14. National cultural monuments protected cultural monuments, according to their historical, scientific, artistic or other cultural value are broken down into national and local cultural monuments, the Cabinet established a as State or local national cultural monuments protected cultural monuments list. National cultural monument protection Inspectorate shall inform in writing the object's owner (possessor) of the proposal to establish the object in the national protected cultural monument status. The object's owner (possessor) within 30 days after receipt of the notification, in writing, inform the national cultural monument protection Inspectorate for their treatment. National cultural monument protection Inspectorate, assessed the object's owner (possessor), submitted a proposal to the Minister of culture on cultural monument status to the object and its inclusion in the national list of protected cultural monuments.
The national protected cultural monuments list and amendments shall be approved by the Minister of culture. National protected cultural monuments, as well as the list of amendments shall be published in the newspaper "journal". The object is protected as national cultural monument status the day after the publication of the information in the newspaper "Gazette". "
4. Express article 15 the following: ' article 15. The national protected cultural monument status, the loss if the object completely lost the value of cultural monuments, monuments of national culture Protection Inspectorate shall submit to the Minister of culture for approval a proposal on the exclusion from the country of the object protected cultural monuments list. Cultural monument are excluded from the national protected cultural monuments list Cabinet. 5. To supplement the law with 18.1 and 18.2 of the article as follows: "article 18.1. Art and antique items of export from the Republic of Latvia and the Republic of Latvia of the import procedures of leaving the Republic of Latvia and the Republic of Latvia imported art and antiques, regulated by the Cabinet of Ministers regulations.
18.2 article. Unlawfully removed the art and antique items check in action on the art or antiques subject to the return to the country from which it was exported, may be brought if the art or antiques subject to the removal from the country concerned is also bringing illegal.
The claim about the illegal art or antiques subject to the return of lapse: 1) 30 years of the illegal exportation of the moment;

The Court of Justice on the subject of art or antique in return may be submitted no later than one year from the date of receipt of the information on the art or antiques subject to the location or its owner (possessor).
Unlawfully removed the art and antique items check-out procedures shall be governed by the provisions of the Cabinet of Ministers. These rules also apply to those arts and antique objects that unlawfully removed from its territory until the date of entry into force of the rules. "
The Parliament adopted the law of 15 November 2001.
