The Saeima has adopted and the President promulgated the following laws: the law of Sport article 1. The terms used in the law, the law is applied in the following terms: 1) sports Base: special sport built or suitable for construction or a part thereof, as well as the environment (area, tracks the gym, health trail URu.tml.);
2) sports employee-an individual who works in the field of sport, through educational, methodical, organizational, or other type of work;

4) sports the education authority — State, local government or other legal or natural person established authority, which is responsible for sport in education programmes, or merchant, which sports the education programmes is one of the business lines;
5) sports education program — the professional guidance of sports education program or interest education program that contains a certain sports the education content;
6) sports competitions — measure the best athlete or team discovery who conducted according to the requirements of the law, Sports Federation approved the rules of conduct of the race and organisers of competitions approved by-laws;

2. article. The purpose of the Act, the Act aims to identify the organisation and development of sport in General and legal foundations, sports organisations, national and local government bodies and between the core tasks in the development of sport and sports financing basics, as well as principles which significantly, engaging in international sport movement.

5. article. The Ministry of education and science competence on sport at the Ministry of education and Science: 1) implemented a uniform national policy in the field of sport and sports development strategy;

4) provides the organizational framework for working with talented young athletes;
5) coordinates the sports professionals and employees of other sports training programs;
6) provide the Council of Europe on 16 November 1989, the Anti-Doping Convention No. 135 (hereinafter referred to as the Anti-Doping Convention);
7) provides national representation in international sports organizations;
8) coordinate and promote scientific research in the field of sport;
9) collects and analyzes sports statistics, information about sports and sports history, as well as sports activities and development of the Museum;
10) provides the Sports Federation of the recognition of the Cabinet in the order;
11) approved the sports professionals and the Certification Commission rules.
6. article. Other sectoral ministries ' competence in the field of sport (1) the Ministry of welfare, in cooperation with the Ministry of education and Science: 1) provides the population, especially children and adolescents, physical development and physical fitness related data collection and analysis;
2) coordinated by the athletes, children with increased physical loads, the health care and medical supervision;
3 disabled sports) develop programmes in support of the Latvian Paralympic Committee and developing athletes with disabilities health care programs;
4 implement the Anti-Doping Convention) rules for the implementation of necessary measures;
5 take the doping control) cabinet order;
6) develop sports medicine programs and coordinates the sports medical issues;
7) collects data on the outstanding Latvian sports veterans, their development aid program and ensure its implementation, taking into account Latvia's National Sports Council.
(2) the Ministry of the Interior, in cooperation with the Ministry of education and Science: 1) supports the Ministry of the Interior and the staff of General and specialist professional fitness;
2) supports the country's best athletes: the Ministry of the Interior and its staff-training and competitions;
3) support separate sports authorities after the Ministry of the Interior of the Latvian National Sports Council recommendation.
(3) the Ministry of defense in cooperation with the Ministry of education and Science: 1) draw up programmes of youth physical fitness improvement;
2) ensure soldiers universal and special professional fitness;
3) supports the country's best athletes, soldiers, workout and race;
4) support individual sports bodies of the Ministry of defence after the Latvian National Sports Council recommendation.
(4) the Ministry of Justice in cooperation with the Ministry of education and science in the development of sports programs and ensure their implementation in prisons.
7. article. Local competence in the field of sport (1) municipalities, promoting healthy lifestyles and sports development in their administrative territory, have the right to: 1) fix for sport responsible employees or institutions;

3) encourage sports organisations, including sports clubs, formation and operation;
4) to support the sports professionals and employees of other sports training.

8. article. Employer responsibilities (1) the employers support of the occupation.

9. article. Latvia's National Sports Council (1) the Latvian National Council of sport is a public advisory body that participates in the national sport policy development, encourage sports development and cooperation in the field of sport, as well as decision making in matters relating to sport. (2) the National Sports Council to approve the 10-member Cabinet. 4) deliver its opinion on the international competitions (Olympic Games, world and European Championships finālsacensīb) organisation in Latvia;
5) give an opinion on the conformity of the base Sports national sports base status;
6) establish criteria, which must comply with the Sports Federation, to obtain the right to manage and coordinate work in the sport or area of the country, as well as to represent Latvia in international sports organizations;
7) recommends that the Ministry of Defence and the Ministry of sports, which supported this Ministry;
8 opinion of the Welfare Ministry) for outstanding Latvian sports veterans support program.

(4) the Latvian National Sports Council decision are available to any person interested.
10. article. Sporting organisations (1) sports organisations and their associations, and the founding principles of the logging operations determined by the law "On public organizations and their associations", the commercial law and other laws.

(3) Sport Federation has the right to manage and coordinate work in the sport or area of the country, as well as to represent the country in international sports organisations concerned, if it complies with the National Sports Council. This right is granted, the leading sports federations national institution in the field of sport, the Ministry of education and science of sports administration (hereinafter referred to as the sports administration) Cabinet. One sport or activity area may recognize only one Sports Federation. Sports Federation can represent multiple sports or activities.

11. article. The Latvian Olympic Committee (1) the Olympic movement in the country manages and coordinates the Latvian Olympic Committee.
(2) the Latvian Olympic Committee, the national kooperēj, the municipality and its financial resources, implement the following: 1) Olympic education programme;
2) Olympic movement youth programme;
3 the Olympic movement) regional development programme;
4) sport development programs;
5) program the country's best athletes for training and participation in the Olympic Games, the youth Olympics and in other international and regional competitions the complex.
12. article. Sports base (1) sports base is created and maintained to ensure citizens the opportunity to engage in sports. State or municipal owned sports people of the base used for the provision of the services needed in the sport.

13. article. Financial resources for sports (1) public budgetary resources allocated for sports under the annual State budget law.

14. article. Cash prizes for outstanding achievements in sports (1) Latvian sportsmen, their trainers, athletes, the sports staff servicing the operating staff and the relevant sports federations, the Cabinet of Ministers may be awarded cash prizes for excellence in sport.
(2) the order in which the prize money to be awarded for outstanding achievements in sports, and the prize money shall be determined by the Cabinet of Ministers.
15. article. The organisation of sport competitions (1) sports competition organizer can be a legal person, the legal capacity of a natural person, as well as national or local authorities.
(2) For the organisation of sport competitions in sports competitions the organizer shall submit an application to the municipality in whose administrative territory for the conduct of the competition.

16. article. Article 17. 18. article. The athlete's rights and obligations (1) the athlete's right to participate in sports training and competitions.
(2) the athlete's responsibility by participating in sports competitions, is to follow the international and Latvian Sports Federation rules, sports ethics and the principles of fair games anti-doping provisions of the Convention, as well as legislation.
(3) the athlete is responsible for his own health, regular health checks, your health and life insurance.
(4) a minor athlete health care, regular health checks, health and life insurance is the responsibility of the parents (persons who exercise parental authority) and sports professionals.
19. article. A professional athlete a professional athlete is a natural person, to work on the contract and the agreed payment is going to sports competitions and meetings.
20. article. Sports and athletic staff specialist (1) sports employee followed international and Latvian Sports Federation rules, sports ethics and the principles of fair games anti-doping provisions of the Convention, as well as legislation.

Transitional provisions 1 to the relevant cabinet regulations are adopted, but not more than six months from the date of entry into force of the law is applicable to the following Cabinet of Ministers regulations, in so far as they are not inconsistent with this law: 1) the Cabinet of Ministers of 14 May 1996, the Regulation No. 169 "Latvian National Sports Council Charter";
2) Cabinet on 15 February 2000, the provisions of no. 62 "the procedure for the granting of cash prizes for outstanding achievements in sports".
2. Sports Specialist certification and the requirements to meet the sports specialist to obtain the right to work in the field of sport, shall enter into force on 1 September 2004.

4. Latvian National Sports Council launched no later than six months after the entry into force of this law.
