The Saeima has adopted and the President promulgated the following laws: the historic centre of Riga's conservation and Protection Act article 1. The law is applied in the following terms: 1) the heritage value — the human creative spirit's masterpiece, demonstrating the significant value of the interaction of humanity in a specific time period or location in relation to the architecture or technology, monumental arts, town planning, landscape design, directly or the materials are associated with events, living traditions, artistic or literary works, which has special value for universal and not younger than 25 years;
2) cultural environment — in the course of identifying human development performance into place if it or its individual elements are historical, artistic, scientific, scenic or other cultural value to be retained;
3) environmental alteration of heritage: any technical, būvniecisk, an economic activity that results in a physical change in the cultural environment (its function, form, color, detail, materials), as well as other cultural value;
4) public spaces, streets, boulevards, squares, parks, squares, embankment, block, patio, which is available to the public without restriction, regardless of how they are owned;
5) Riga historic centre and its protection zone territory planning — planning document or set of documents, planning who designed this law and other laws.
 
2. article. This law aims to ensure the historic centre of Riga and its protection zone of the preservation, protection and quality development.
 
3. article. This law is to define the Riga historical centre and its protection zone territory status, conservation, protection, use, as well as for the implementation of development projects and the requirements of the Riga historical centre and its protection zone territory planning development.
 
4. article. (1) in the historic centre of Riga area 438.3 hectares in area and the historic centre of Riga in a protection zone in the area of 1574.2 hectares of the territory is part of the territory of the city of Riga. These two areas border are determined in accordance with this law, the limits given in annex 1 and annex 2 of the description.
(2) in the historic centre of Riga is a cultural monument of national importance. Historic centre of Riga is included in the United Nations Educational, scientific and Cultural Organization's World Heritage list. Riga's historic centre and its protection zone conservation and protection governed by this law, the law on the protection of cultural monuments, "the 1972 United Nations Educational, scientific and Cultural Organization Convention on world cultural and natural heritage protection and other legislation.
 
5. article. (1) in the historic center of Riga and its protection zone banned to any action that may cause it to be retained and protected heritage value destruction or damage.

2) Panorama and silhouette, view perspective;
3) historical building (especially medieval, art nouveau and wood building), its scope and nature;
4) archaeological kultūrslān;
5) public spaces;
6) Greens and green areas;
7) historic watercourse and water body;
8) historic Earth iesegum (Cobbles, gravel surface roads, etc.);
9) historic facilities element.
(3) in the historic center of Riga and its protection zone to keep the heritage value of the conversion, if necessary, in the acceptable change is the only way to ensure the development of the city, and if the change does not result in the deterioration of the Riga historical centre and its protection zone of cultural value.

6. article. Riga's historic centre and its protection zone territory, in accordance with the laws of the Riga free port is also a free port of Riga area, built-up or otherwise modified pursuant to the provisions of this law.
 
7. article. The Cabinet of Ministers issued the rules on the Riga historical centre and its protection zone for the preservation, protection, exploitation, cultural environment transformations, as well as for the implementation of development projects, by setting the appropriate value for the heritage environment requirements (hereinafter referred to as the Cabinet of Ministers regulations on Riga's historic centre conservation and protection).
 
8. article. 9. article. (1) the historical centre of Riga planning to develop and approve the binding provisions of the Riga City Council form, subject to this Act, the spatial planning Act, the Cabinet of Ministers rules of the Riga historical centre of conservation and protection and other legislation, as well as the national cultural monuments protection inspection requirements, the United Nations Educational, scientific and Cultural Organization of Latvian National Commission (hereinafter referred to as the Latvian National Commission) recommendations.
(2) the historical centre of Riga territory planning (a block or block groups in the design of the precise phonetic transcription) project before the approval of the Riga City Council consistent with national cultural monument protection Inspectorate and, if it does not have the approval of the opposition, directional Riga City Council. 10. article. (1) in order to facilitate the cooperation of the institutions and decision-making on matters relating to the historic centre of Riga and its protection zone of the preservation, protection and development, is the historic centre of Riga established conservation and Development Council (hereinafter Council), the composition of which (at the proposal of the Minister of culture) and by-laws approved by the Cabinet of Ministers.
(2) the Council is a public advisory body, which is made up of ten members: 1) national cultural monuments protection inspection supervisor;
2) national cultural monument protection Inspectorate officials in charge of cultural monuments and the research;
3) national cultural monument protection Inspectorate archaeologist or architect;
4) on the protection of cultural monuments of the responsible bodies of the Riga City Council;
5) Riga City Council officials of the institution responsible for the development of the Riga historical centre;
6) the authorities of the Riga City Council official, responsible for the planning of the city;
7 the Minister invited) cultural specialist;
8) Latvian National Commission representative;
9 Latvian Union of Architects) representative;
10) regional development and Municipal Affairs Ministry spokesman.
(3) the composition of the Council shall be appointed for a term of three years. The Chairman of the Council from among its members for three years, is elected by the members of the Council.

(4) Council of technical and organizational performance provides the national cultural monuments Protection Inspectorate.
 
11. article. The Council has: 1) contribute to the historic centre of Riga's planning development and implementation;
2) provide opinion national cultural monument protection Inspectorate and the Riga City Council to the institution responsible for the historical centre of Riga planning or the draft amendments before approving it Riga City Council;
3) to assess the intentions of the new build, renovation of buildings and premises or demolition, as well as the installation and restoration of the monuments of the Riga historical centre and its protection zone and provide advice to national cultural monument protection Inspectorate and the protection of cultural monuments of the Riga City Council responsible for the institution's impact on the heritage of the intention, if any of the above institutions asked for it. Making a decision on this matter should take account of the opinion delivered by the Council;
4) to give an opinion, if the national cultural monument protection Inspectorate and the protection of cultural monuments of the competent institution of the Riga City Council, in considering the question of the Riga historical centre and its protection zone conservation, protection or development, has different opinions, and if any of the above institutions asked for it. Making a decision on this matter should take account of the opinion delivered by the Council;
5) propose that the relevant authorities take control of it, or the money that the State or local government bodies is obtained by renting out a (hiring) in the historic centre of Riga in the territory of the State or municipality owned cultural monuments, as well as other revenue is spent according to the requirements of this law;
6) give an opinion on the Riga historical centre and its protection zone for the preservation, protection and development of regulatory projects regulatory acts;
7) recommend to the Riga historical centre and its protection zone existing blocks and block groups, which develop the design of the precise phonetic transcription;
8) propose other Riga historic centre and its protection zone for the preservation, protection and development related issues in the relevant institutions, as well as to participate in the consideration of such questions and give opinions about them.
 
12. article. The Board is entitled to receive free of charge the issues within its competence in the matter, the necessary information from State and municipal institutions and the construction of the intentions of the author or the applicant.
 
13. article. The Board is entitled to receive free of charge information from State and local authorities about the use of the funds, which they obtained by renting out a (hiring) the historic centre of Riga in a State or municipality owned cultural monuments, as well as on other revenue provided for in this Act.
 
14. article. The construction of new buildings in the historical center of Riga public spaces permitted only after outstanding architectural competitions for projects, evaluation and examination of the public Council and the conciliation procedure laid down by the legislation of the national cultural monuments protection inspection.
 
15. article. Before the construction of the sketch project coordination of the national cultural monuments protection inspection in cooperation with the Latvian National Commission to inform the World Heritage Committee on relevant aspects of environmental modification of Riga historical centre and its protection zone, which may affect its heritage value. The World Heritage Committee information must be provided as soon as possible to ensure the historic centre of Riga as a world cultural heritage.
 
16. article. (1) funds, which are State or local government bodies obtained by renting out a (hiring) the historic centre of Riga in a State or municipality concerned cultural monuments belonging to the use of this cultural monument preservation, maintenance, reconstruction, restoration and renovation.
(2) funds, which are State or local government bodies obtained by renting out a (hiring) in the historic centre of Riga in the territory of the State or municipality owned cultural monuments, and exceeding the first cultural monuments listed in the maintenance, preservation, reconstruction, restoration and renovation expenses for fines for the damage to cultural monuments and destruction, as well as with these cultural monuments related damages including the national or municipal special budget revenue and is only used in the Riga historical centre existing cultural monuments research , preservation, reconstruction, restoration and renovation.
 
Article 17. (1) the conservation of the historic centre of Riga and the promotion of protection is established in Riga historic centre preservation and Development Fund (hereinafter Fund), whose financial resources consist of: 1) natural and legal persons (including foreign natural and legal persons and international organizations) donations and gifts;
2) fine on charges of administrative irregularities in the cultural and historical monuments in the field of defence, except for article 16 of this law referred to in the second subparagraph fines;
3) damages for environmental alteration of heritage, with the exception of article 16 of this law referred to in the second paragraph of damages;
4) State and local grants.
(2) the Fund shall be deposited in the accounts of the budget, the Treasury.
(3) the Fund shall be used for scientific, technical, educational and administrative measures, to discover, explore, protected, preserved and restored, as well as promote the historical and cultural heritage of the Riga historical centre environment and promote quality of modern architecture and environmental design object creation in the historical centre of Riga.
(4) the holder of the Fund, as well as the order in which the acceptable decisions on the use of Fund resources and information utilized the resources of the Fund shall be determined by the Cabinet of Ministers.
 
Transitional provisions 1 the Cabinet until 2003 December 31 issued this law the provisions referred to in article 7.
2. Riga City Council shall take the necessary measures, to the historic centre of Riga planning to be developed, adopted and enter into force no later than 1 July 2004.
3. Within three months following the entry into force of this law, the Cabinet of Ministers approved the composition of the Council and its rules.
4. Article 16 of this law shall take effect January 1, 2004.
5. To the historic centre of Riga territory planning of the entry into force of the Riga historical centre prohibited the construction of new buildings in public spaces (except for the transitional provisions in paragraph 8), the historic demolition (except in an emergency, if the existing building in the public spaces of the risk to human health or life), reconstruction of buildings and premises, as well as the installation and restoration of the monument, where it substantially transforms the heritage environment. 6. Plans for new build historic demolition, reconstruction of buildings and premises, as well as the installation and restoration of monuments (referred to in this and the transitional provisions in paragraph 7, the construction plan) in the historic center of Riga, which are not subject to the transitional provisions of the prohibition referred to in paragraph 5, to the historic centre of Riga planning entry into force is considered by the Council. The Council is empowered to accept construction plan or request that the necessary adjustments are made and submitted documents of the construction plans to the Council for further consideration, or reject the construction. The proposals submitted by the Council examined not less than once a month. The Council decision adopted by a majority not later than 30 days after the submission of construction plans. Council decisions are available to the public. If the Council rejects the plan, the construction of the project is paused until the historic centre of Riga planning or specific areas of the block or blocks in the design of the precise phonetic transcription of a group entry into force.
7. The transitional provisions in paragraph 6 in accordance with the procedure laid down in the Council decision adopted shall be sent to Riga City Council, national cultural monument protection Inspectorate and the construction plans to the author. Decisions may be appealed to the Ministry of culture or judicial law.
8. To the historical centre of Riga planning entry into force, but in cases where, in accordance with the historic centre of Riga territory planning to develop block or blocks the precise phonetic transcription of the group design, the precise phonetic transcription in the programming until the entry into force of the Council confirms significant potential for regeneration at list of new build in the public spaces of the permissible only after outstanding architectural competitions for public projects evaluation, review and consultation with the Council of national cultural monuments protection inspection.
9. Up to the historic centre of Riga was planning the date of entry into force of this transition rule 6, 7 and 8 the Council tasks delegated the necessary material and financial support, as well as on legal and useful this task execution, supervision over it, is the responsibility of the Ministry of Culture.

10. Natural or legal persons may continue up to this law, the entry into force of the legal work undertaken in the historic center of Riga.
11. historic centre of Riga in the existing building owners to the entry into force of this law, subject to the statutory procedure initiated and completed the conversion of buildings or rescheduling until July 1, 2004, to arrange the building of the documentation of the project specified in the documentation of the building type of use.
