The Saeima has adopted and the President promulgated the following laws: the idea of the Church and the Abbey company law article 1. The purpose of the law and order (1) this law aims to ensure the Dome Church and monasteries of companies and cultural values of conservation and protection.
(2) The law is to define the Idea of Church and monastery ensemble, use, maintenance, management and funding arrangements and other related issues, as well as the idea of the Church's legal ownership.
2. article. The idea of Church and monastery ensemble heritage value (1) Think of Church and monastery ensemble with the existing values of art are part of Latvian heritage. (3) The idea of the Church and monastic ensembles in conservation, maintenance and use shall be governed by this law, the law on the protection of cultural monuments "and other laws and regulations.
3. article. The idea of Church and monastery Ensemble and its limits (1) the idea of Church and monastery ensemble form the State of Latvia and the Latvian Evangelical Lutheran Church-owned real estate.
(2) The idea of Church and monastery ensemble in certain areas respectively in annex 1 of this law. The idea of Church and monastery ensemble forming the real estate (excluding the Dome Church and the land beneath it), legal ownership and address indicated in annex 2 of this law.
4. article. 4) measures to be taken to ensure public order and the monastery church of Communion companies in the protection zone.
8. article. The idea of the Church and the monastery ensembles, research, conservation and restoration of financing (1) thought the Church needed to maintain the expenses funded by the Evangelical Lutheran Church of Latvia and Latvian State in equal shares.
(2) The Latvian State participates in Dome Church research, conservation and restoration in the annual financing of the State budget law for these purposes the funds.
(3) Municipalities can participate in the Dome Church and monastery ensemble in residence, as well as the research, preservation and restoration of funding.
9. article. Latvian Evangelical Lutheran Church-owned real estate regulatory authority (1) the Latvian Evangelical Lutheran Church-owned Dome Church and monastery ensemble parts, the idea of cultural value and the financial resources of the Church of the Evangelical Lutheran Church of Latvia creates a separate administrative bodies (hereinafter referred to as Dome Church governing body).
(2) The idea of the establishment of the administrative organ of the Church and governed by the Latvian Evangelical Lutheran Church.
(3) The thought of administrative organ of the Church provides an overview of the Riga City Council on this law, the Council laid down in article 8 the national budget funds according to the intended purpose.
10. article. Riga City Council (1) to monitor the Dome Church and monastery ensemble research, restoration and overhaul (refurbishment) and in the use of funding from the State, Riga City Council is established by the Council, which approves the regulations of the Cabinet of Ministers.
(2) Riga City Council consists of seven members: two Latvian Evangelical Lutheran Church (one of them, Think the Church governing body), one representative of the Ministry of Economy, Ministry of finance, Ministry of culture, the Ministry of Justice and the Riga City Council.
(3) Riga City Council has competence: 1) evaluate the idea of Church and monastery ensemble research, restoration and overhaul (refurbishment) program developed by the company owners;
2) to assess the thought the Church needed for annual maintenance costs of the project;
3) prepare proposals to the Ministry of Culture about the amount of State funding for the current year;
4) evaluate the reports about the thought of the Church and the Abbey company research, restoration and overhaul (refurbishment) and on the State budget funds and submit opinions on them to the Ministry of Culture;
5) call in experts.
(4) article 8 of this law, first and second parts of the Dome Church maintenance, research, preservation and restoration for the financial resources are not consumed by the idea Council salaries.
11. article. The deal with the thought of Church and monastery ensemble (1) to save the Dome Church and monastery Ensemble as a complex cultural monument, the real estate owner (the State or in Latvia Latvian Evangelical Lutheran Church) is a pre-emptive right on any of this cultural monument forming a real estate, if any of them are in forfeit. If the owner does not exercise its pre-emptive right, they move the city of Riga municipality. Using pre-emptive rights, the Civil Code provisions on the identity of the pre-emptive rights.

Transitional provisions

1. Within three months following the entry into force of this law, the history of Riga and navigation museum pass and the Latvian Evangelical Lutheran Church takes over possession of this law referred to in article 4 of the real estate, creating for the adoption of legislation, the.
2. 3. 4. Within three months following the entry into force of this law, the Cabinet of Ministers approved the Statute of the Council of the Riga City Council and composition.
5. Four months after the entry into force of this law, the Cabinet of Ministers issued the rules laid down in this law.
