The Saeima has adopted and the President promulgated the following laws: the amendments to the Education Act to make the Education Act of the Republic of Latvia (Saeima and the Cabinet of Ministers rapporteur, 1998, nr. 24; 1999, 17, no. 24; 2000, no. 12; 2001, 12, 16, 21; 2004, nr. 5. No; 2007, no. 3, 2009, 1., 2., no. 14; Latvian journal, 2009, nr. 196; 2010, no. 47, 205; 202. in 2011, no; 2012, 54, 108, no. 190; 2013, 142 no; 2014, 257. No.) the amendments are as follows: 1. Article 1: replace paragraph 7, the words "State, local" with the words "national, municipal, National University"; Replace paragraph 19, the words "national or local authorities" with the words "national, municipal or State universities". 2. To supplement the law with article 8.1 as follows: "article 8.1. The Latvian qualifications framework (1) Latvian qualifications framework is an eight-tier system covering education (primary education, secondary education, higher education) and all types of education (General education, professional education, academic education), as well as outside the formal education system for vocational qualifications. The Latvian qualifications framework is linked to the European qualifications framework. (2) the Latvian qualifications framework levels described in the appropriate level achievable learning results. Each successive level contains a certain level of prior knowledge, skills and competence. (3) the Latvian qualifications framework levels are as follows: 1) first level of qualifications — unable to elementary knowledge and use of its elementary practical tasks under the supervision of professionals; 2) second level of qualification: unable to use its simple basic knowledge and practical tasks in a specific area partially independently under the supervision of professionals; 3) the third qualification level — unable to General knowledge and use its various tasks at a constant and stable environment, taking responsibility for work; 4 the fourth level of qualification) — unable to comprehensive knowledge and independently plan and organize work in the relevant field, taking responsibility, working individually, in a team or running other people's work; 5 the fifth level of qualification) — unable to comprehensive and specialized knowledge for the field concerned; the ability to use analytical approach for practical problem solving in the profession in a changing environment; ability to understand the scope of their wider social context, to participate in the development of the sector concerned, to assess their own and other people's actions; 6) sixth qualification level — unable to basic and specialized knowledge in the industry and use its professional, artistic, innovative or research activity; the ability to use a scientific approach to problem solving, to take responsibility and initiative; the ability to make decisions and to find creative solutions to changing circumstances; 7) seventh level of qualifications — unable to in-depth and extensive knowledge in relevant science or professional field; ability to independently use the theory, methods and problem solving skills of research, artistic or highly qualified professional activity variables; ability to independently formulate and critically analyze the complex scientific and professional issues, to integrate the different areas of knowledge, contribute to the generation of new knowledge; 8) eighth qualifying level — unable to extensively research knowledge and skills; the ability to show that knows and understands the current scientific theories and knowledge, manage research methodology and modern research methods in the science industry or professional field and various areas of contact; ability to independently raise their scientific qualifications and implement large-scale scientific projects; the ability of the independent, critical analysis, synthesis and evaluation, addressing important research or innovation. " 3. Replace article 9, first paragraph, the words "State and local governments" with the words "the State, municipal and State University". 4. To supplement the law with the 10.1 article as follows: "article 10.1. Education and morals (1) education system provides the moral upbringing of the learner, which correspond to the Constitution of the Republic of Latvia and contained protected values, especially such as marriage and the family. (2) an educational institution, other than a graduate student from the protected information and methods of education and upbringing process, which does not meet the objective of this law contained in the learner's moral development. " 5. in article 12: replace the first paragraph, the words "State or municipal educational establishment established covered from the State budget or local budgets" with the words "State or municipal educational institution, as well as the National University average educational institution to be covered from the State budget, municipal budgets or public University budgets"; replace the second paragraph, the words "higher education institution" with the words "University or college". 6. in article 14: Add to the article with the following point 1.1: ' 11) defines the Latvian qualifications levels appropriate knowledge, skills and competence descriptions; " Add to article 7.1 of the following paragraph: ' 71) approved educational institutions (except the State University — a derived public person) Regulations; " make paragraph 15 as follows: "15) determines the order in which State and local governments financed the purchase of teaching AIDS education;" Express 18 as follows: "18) lays down the guidelines for the development of education for the next seven years as a unified State policy and strategy in education;" Express 27 the following: "27) determines the institution that organizes educational programs for educators and the registry, as well as the order in which they are transported and maintained;" Add to article 38 and 39 of the following paragraph: "38) determines the student education, also national and moral upbringing, guidelines for educational institutions, except universities, including governing the Latvian State symbols, the national flag, national anthem and national coat-of-arms — terms of use and its educational events organised independently of the legal status of education authorities, taking into account the requirements of the law. The educational institution may use the large national coat-of-arms within the framework of national education. The Cabinet of Ministers shall determine the measures do to mark the national day of education institutions, except universities; 39) determines the order in which the information is evaluated, including teaching aids and materials, as well as teaching and training methods of compliance with this law, the target in the learner's moral development, as well as the evaluation criteria. " 7. in article 15: to supplement the article with 2.1 as follows: ' 21) for education of the statutory purpose; " Replace paragraph 8, the words "sport and the State language development" with the words "sport, the development of the national language and youth upbringing according to the purpose of this Act"; turn off paragraph 14, the words "States and"; turn off 22; turn off 24; Replace paragraph 26, the words "the head of the municipal education authorities" with the words "local education leaders and the public universities of secondary education heads"; turn off 27. 8. Supplement article 23 with 2.1 part as follows: "(21) State University secondary education authorities establish, reorganise and eliminates the State universities (except for the Latvian National Defense Academy), in coordination with the Ministry of education and science." 13. Express article 26, third paragraph as follows: "(3) the name of the educational institution is the national language." 14. Article 30: replace the fourth subparagraph, first sentence, the words "which have the appropriate education" with the words "which has a perfect reputation, which is loyal to the Republic of Latvia and its Constitution, which has the appropriate education"; replace 4.1 paragraph, first sentence, the words "State and municipal educational institutions (excluding universities and colleges)" with the words "heads of State and local education authorities (excluding universities and colleges), as well as the National University average of Heads of educational institutions", and in the second sentence, the words "public" — with the word "this". 15. Add to article 31 of the third paragraph of point 5.1 by the following: ' 51) decide on the training and education process and the methods used, including teaching aids and materials, compliance with this law, the target learner contained moral development as well as moral education guidelines; ". 16. Supplement article 48 to fifth the following: "(5) to work as a teacher is the right person who is loyal to the Republic of Latvia and its Constitution." 17. Article 50: to replace in paragraph 3, the words "State or municipal educational institutions established" with the words "State or municipal educational institutions, as well as the National University average institutions"; excluded in paragraph 3, the words "as well as the foreign founded educational institutions or their branches workers educators". 18. The Cabinet of Ministers until 30 June 2016, manages this law article 14 the provisions referred to in paragraph 38. 43. the amendment of article 15 of this law, paragraph 24 and paragraph 7 of article 16, as well as the exclusion of article 14 complementarity with 7.1 points on the national education authorities for the approval of the Statute shall enter into force on 1 September 2018.
