Add to article 5.1 part as follows: "(51) in the fifth subparagraph of this article, these provisions relating to the special permission (license) and the issue of a licence card, withdrawal or suspension of the period does not apply if the appropriate part one of this article, the special permissions (licenses) and in accordance with the third paragraph of article license cards for the carriage of passengers by coach and bus shall be issued by the City Council of the Republic. "
2. Replace article 35, first paragraph, the words "the Republican City Council or District Council" with the words "municipality".
3. transitional provisions be supplemented with 25 and 26 as follows: "the 25th District Council issued a special permit (license) for the carriage of passengers by coach and bus within the territory of the former municipality is valid until its expiration date, but not longer than until 31 December 2011.

The law shall enter into force on July 1, 2009.
