The Saeima has adopted and promulgated the following laws of Valstsprezident: the amendments to the Education Act to make the Education Act (the Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1998, nr. 24; 1999, 17, no. 24; 2000, no. 12; 2001, 12, 16, 21; 2004, nr. 5. No; 2007, nr. 3) follows: 1. Replace article 1, paragraph 9, the words "national or municipal authority" with the words "national or local authorities or local government unit".
2. in article 17: make the third paragraph as follows: "(3) of the city and the Government: 1) in coordination with the Ministry of education and science, established, and reorganize the eliminates the General educational institutions, including boarding schools, special educational institutions and classes, as well as pre-school education groups for children with special needs and interests of educational institutions, but, in coordination with the concerned ministries and the Ministry of education and science establish, reorganise, and eliminates the vocational educational institutions;
2) recruiting and released from work they subordinated to general educational institutions, including boarding school, special education, education of interests, professional orientations in sport education leaders, in coordination with the Ministry of education and science, but professional orientations in art education or cultural leaders — in coordination with the relevant sectoral ministries;
3) determines the order in which they are subordinated to education institutions financed from the budget;
4) on the basis of reciprocal agreements participating in State and other local governments in the financing of educational institutions;
5) on the basis of reciprocal agreements may participate in the financing of private educational institutions;
6) local government funds allocated to educational institutions and control this use of funds;
7) maintains its subordinated to education institutions, except special education, special education classes and groups in general education institutions, boarding schools, including those that are financed from the State budget, noting that the financial security of these authorities may not be less than the Cabinet and controls the use of the financial resources;
8) provides support for its education institutions subordinated to the accreditation necessary to carry out these improvements in education;
9) subordinated to the educational institutions and educational institutions support the salaries of teachers in the State budget allocated to the funding of educational institutions of the accounts;
10) provide its educational institutions subordinated to economic, technical and medical staff pay, except special education, special education, and group classes of general education institutions, as well as the boarding school of economic, technical and medical staff pay, which are financed from the State budget;
11) provides learners of preventive health care and first aid accessibility for its subordinated institutions in the Cabinet in the order, as well as the trainees during that feeding costs shall be borne by the municipality;
12) provides education for learners with special needs (according to the health situation, which affects the type of education) special education, pre-school education groups for children with special needs, special education classes, as well as a boarding school in the Cabinet and in the order;
13) provides meals for its subordinated institutions in special education, pre-school education groups for children with special needs, special education classrooms and boarding school in the Cabinet and in the order;
14) provides transport student getting education and back home, if it is not possible to use public transport;
15) provides children and youth vocational guidance and career education;
16) supports the interests of children and young people's education, issue a license interest education programmes;
17) provides the protection of the rights of the child in the field of education;
18) provides consultative assistance to families raising children;
19) provides local government pedagogical Medical Commission and access for children with special needs;
20) take the compulsory education age to the child records in the order of the Cabinet of Ministers;
21) defines benefits and other forms of material assistance and the procedure for learners they subordinated to education institutions;
22) implementing the policy on adult education and ensure the allocation of funding and supervision over the use of financial resources;
23) participate in its educational institutions subordinated to the provision of training and methodological literature and other resources;
24) organise teachers ' mastery of developing, coordinating and providing methodological work;
25) down from local government funds paid to the number of places in higher education institutions;
26) provides state inspection work, including the centralized organization of the examination prescribed by the Cabinet of Ministers;
27) supports student participation in school subjects, contests, games, projects, and sports competitions;

3. Express article 18 as follows: "article 18. 4. Express article 59 the third paragraph as follows: "(3) the special educational institutions, special education classes and groups in general educational institutions, as well as boarding schools are financed from the State budget to the Cabinet."
5. the transitional provisions be supplemented by the following paragraph 22: "22. amendments of this Act article 1, point 9 (for the term" education authority "with the word" replenishment unit "), the third subparagraph of article 17 (for of the City municipality and the district municipality of function discovery), as well as article 18 of the new version (for the provision of local function in the field of education) shall enter into force on July 1, 2009."
